Abstract

Many city programs only provide urban infrastructure but ignore the participation and governance of local communities. Public and community participation indicates the success of the settlement of slums in residential areas. This paper aims to intensively explain and analyze the role and governance of the community in urban programs in Tuah Karya Village, Tuah Madani District, Pekanbaru City. This research involved interviews with community leaders and participants in volunteer groups and residents. This paper also uses analysis of government statistics, documents, and other materials. The self-management of the RW-RT in Tuah Karya provides valuable experience for sustainable community development, especially for self-governance communities where community governance has shifted from bureaucracy to democracy. Sustainable development in urban communities offers a possible pathway and symbol for self-organizing urban communities in the coming era. Its cost-effective institutional design contributes significantly to sustainable community development, partly solving the current failure to promote urban sustainability. Volunteer groups and active public participation help support the RT institution. The lack of volunteer groups is still an obstacle to many RTs to mobilize public participation organized by community members themselves.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi karakteristik kelembagaan ekonomi kreatif di Kota Pekanbaru, mengidentifikasi kendala yang dihadapi, dan merumuskan strategi untuk memperkuat kelembagaan sektor ekonomi kreatif. Penelitian ini menggunakan pendekatan deskriptif kualitatif dan teknik pengumpulan data kuesioner, wawancara mendalam, dan studi dokumentasi. Analisis data menggabungkan analisis deskriptif dan analisis SWOT. Hasil penelitian mengungkapkan adanya permasalahan dalam legalitas organisasi, perizinan, permodalan, dan dukungan pemerintah yang belum optimal bagi pengembangan kelembagaan ekonomi kreatif di Kota Pekanbaru. Penelitian ini merekomendasikan peningkatan peran pemerintah daerah khususnya Satuan Kerja Perangkat Daerah (SKPD) terkait dalam melakukan pendampingan, pembinaan dan edukasi kepada pelaku ekonomi kreatif terutama dalam hal legalitas produk dan kelembagaan, meningkatkan pelayanan dan fasilitasi perizinan usaha, mendorong dan menfasilitas kerjasama dan kolaborasi pelaku ekonomi kreatif serta membangun database ekonomi kreatif yang valid danup to date.

Abstract

SMART PETAKU merupakan aplikasi manajemen pengelolaan aset dan tanah berbasis WebGIS yang dibangun oleh Pemerintah Kota Pekanbaru untuk mewujudkan Pekanbaru Smart City Madani. Aplikasi ini memiliki fitur -fitur yang dapat dikembangkan untuk memperkuat perencanaan pembangunan daerah. Penelitian ini bertujuan untuk mengevaluasi penerapan Aplikasi SMART PETAKU dan menganalisis potensi penggunaannya dalam proses perencanaan pembangunan daerah. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis studi kasus. Teknik pengumpulan data dilakukan melalui studi dokumentasi dan wawancara mendalam dengan teknik analisis deskriptif. Hasil penelitian menyimpulkan bahwa penerapan Aplikasi SMART PETAKU unggul dari aspek akurasi data, visualisasi data dan aksesibilitas data namun memiliki kelemahan, seperti dalam hal integrasi data, keterbatasan cakupan atribut, kebutuhan SDM dan biaya operasional serta ketergantungan dengan pihak ketiga. Aplikasi ini sangat potensial untuk memperkuat perencanaan pembangunan daerah ditinjau dari aspek manajemen data, pengambilan keputusan, kolaborasi, efisiensi dan komunikasi. Oleh karena itu agar dapat dimanfaatkan untuk perencanaan pembangunan daerah, penelitian ini merekomendasikan pentingnya integrasi dengan aplikasi berbasis WebGIS lainnya, memperluas atribut dan menguangi ketergantungan dengan pihak ketiga serta meningkatkan intensitas sosialisasi terkait manfaat dan penggunaan aplikasi.

Abstract

Efforts to realize household food security in Pekanbaru City are still not optimal, because there are still food insecure households. This study aims to identify and evaluate internal and external factors and formulate strategies to improve household food security in Pekanbaru City. This research uses qualitative research methods with data collection techniques: interviews, Focus Group Discussion (FGD) and documentation studies. The data analysis techniques used are evaluation of internal and external factors and SWOT analysis. The results of this study identified 26 strategic factors to improve household food security consisting of 12 internal factors and 14 external factors. The most important internal factor is the availability of food is quite good while the most important external factor is a strategic geographical location. Based on the results of the evaluation of internal and external factors, the strategy to improve household food security is in quadrant III with strategies to overcome weaknesses by taking advantage of opportunities. This study recommends five alternative W-O strategies which are then elaborated into several action plans to improve household food security in Pekanbaru City.

Abstract

This study aims to analyze the cost of subsidies and the opportunity to implement Buy the Service (BTS) for Bus Rapid Transit (BRT) in Padang Panjang City. This study uses a quantitative method with a descriptive approach. Primary data collection includes observation and distribution questionnaires with respondents using public and non-public transport users. The information obtained from the distribution of questionnaires is the origin of the destination, characteristics of public transportation behavior, and the willingness to pay of the community towards public transportation modes that follow public transportation service standards. The operational costs of public vehicles are obtained from the survey results of the basic costs of public transportation, which consist of direct and indirect costs. The results of this study formulate 3 (three) main route trajectories scenarios and cost analysis of BTS implementation that meets Minimum Service Standards (SPM). The estimated subsidy cost for implementing BTS in the three main corridors is 10.09 billion, with the highest subsidy cost being in corridor 1. which is 4.41 billion but has a smaller headway than the other two corridors. The results of this study also recommend the need for continuous socialization to the community regarding the ease and convenience of using BRT as well as equalizing perceptions between local governments and operators regarding the mechanism for providing BRT subsidies.

Abstract

Food security is a crucial issue for sustainable development and is highly influenced by multidimensional poverty. This study measures food security and multidimensional poverty in Kalimantan Island, analyzes the determinants of household food security through a multilevel approach, and explores the influence of multidimensional poverty and regional context on food security. Data were obtained from the March 2022 National Socio-Economic Survey, comprising 33,201 households and integrated with district-level characteristics. Multidimensional poverty was measured using the Alkire-Foster method, while food security was measured based on energy consumption and the proportion of food expenditure. A multilevel ordinal logistic regression was employed to examine both household and regional determinants. The results showed that 46.6% of households were food secure, while the rest were either vulnerable or food insecure. Household head education, saving ownership, and internet access significantly increased the likelihood of food security, while households with more than four members and multidimensional poor have a higher risk of food insecurity. At the regional level, agricultural villages and poor road conditions exhibited negative correlation with food security. Based on these findings, policies are recommended to strengthen food security through multidimensional poverty alleviation, green economic development, and infrastructure enhancement of regions that support the IKN.
