Abstract

The aims of this research are: (1) To know and analyze the effectiveness of Government Regulation no. 11 of 2017 concerning the management of civil servants for employee discipline in the Palopo City Government; and (2) to know and analyze the factors that influence the effectiveness of the implementation of Government Regulation No. 11 of 2017 concerning the management of civil servants for employee discipline in the Palopo City Government. This research is descriptive research with an empirical approach. The descriptive research method uses primary data with data collection techniques such as documentation, interviews, and questionnaires. The population in this study were all employees in the Municipal Government of Palopo. The sample in this study was determined to be as many as 45 respondents using a purposive sampling technique. The results of the survey show that: (1) Government Regulation Number 11 of 2017 concerning the Management of Civil Servants for employee discipline in the Palopo City Government is implemented ineffectively which is generally considered to be less effective, especially those rules contained in Article 229, namely: (1) To ensure the maintenance of order in the smooth implementation of their duties, civil servants must comply with civil servant discipline; (2) Government agencies are required to enforce discipline against civil servants and carry out various efforts to improve discipline; (3) Civil servants who commit disciplinary violations are subject to disciplinary punishment; (4) Disciplinary punishment for civil servants is imposed by officials who have the authority to punish; and (2) PNS quality factors, PNS behavior, PNS welfare, legal structure, legal culture, legal knowledge, and legal sanctions affect the ineffective implementation of Government Regulation Number 11 of 2017 concerning Management of Civil Servants towards employee discipline in the Palopo Municipal Government, so that the implementation of these seven factors needs to be maximized

Abstract

Bencana abrasi yang terjadi di Dusun Tulang Desa Barugaia Kabupaten Kepulauan Selayar telah menimbulkan beragam dampak buruk, yaitu; terkikisnya pantai sekitar 700 meter, tumbangnya 50 pohon kelapa, hilangnya demplot penetasan telur penyu, merusak sarana konservasi penyu, mengganggu pengembangbiakan penyu, hingga mengancam kehidupan masyarakat pesisir. Melalui dampak ekstrim tersebut, proses penanaman 4000 mangrove menggunakan media bambu diperlukan agar dapat mengurangi risiko abrasi yang terjadi dan tidak mengganggu proses pendaratan penyu. Penanaman mangrove dilakukan tepat dipesisir pantai yang terdampak abrasi, wadah tanaman berbahan dasar bambu yang telah diisi tanah secara padat, cara ini dilakukan agar mangrove dapat dipastikan tumbuh diatas pesisir pantai. Metode pengabdian yang dilakukan menggunakan model. Pertama sosialisasi kegiatan kepada masyarakat, Kedua pelatihan dan penyuluhan terkait teknologi tepat guna yang diberikan, Ketiga penerapan teknologi inovasi yang diberikan, dan Kempat melakukan pendampingan dan evaluasi keberhasilan kegiatan. Hasil penerapan teknologi inovasi penanaman mangrove menggunakan media bambu menunjukkan tanaman mangrove dapat menahan proses pasir di pesisir pantai terbawa arus, tanaman mangrove menjadi tempat perlindungan ikan, kepiting, dan hewan lainnya yang hidup dipesisir pantai, meningkatkan pengetahuan dan keterampilan masyarakat terkait ketahanan pesisir pantai dari dampak abrasi, dan menjadi penyangga pesisir pantai dari gelombang ekstrim dan angin kencang

Abstract

Local institutions that encourage self-organization to achieve shared-goals is a characteristic of social capital. In Bugis society, there is a social capital in farming communities called tudang sipulung, meaning “sitting together for deciding various matters related to farming”. However, tudang sipulung has been transformed. This study aims to determine causes, processes, and consequences of social change in tudang sipulung tradition. The data from this case study were collected by using in-depth interviews, observations, and document review. The results show that the cause of change was an abandonment of traditional rituals in farming because farmers consider that such rituals delay activities and require more cost, so to reduce the effectiveness and efficiency. In addition, there is also a shift in the position of actors, where the schedule of the planting which was previously determined by indigenous knowledge possessed by traditional leaders, changed to the role of climatologists and officers from the government. The process of social change takes long and slow along with the social dynamics of the rice farming community which makes tudang sipulung tradition as a place to work together to achieve shared-goal for farmers. Nevertheless, the process of social change has consequences for the elimination of kindness to each other and lack of trust among farmers.

Abstract

The aims of this study are 1) to analyze the influence of financial compensation, competence, competency, leadership style on the work satisfaction; and 2) to analyze which variables are dominantly affect on dependend varible. The data used are primary data and secondary data. The population in this study were all employees of the Regional Secretariat of the City of Parepare, amounting to 105 people. The sample was determined using the Slovin formula to obtain as many as 83 respondents. Data were collected through observation, questionnaires, and documentation. The data analysis method used descriptive statistical analysis and multiple linear regression using the SPSS program. The result of this study states all hypothesis positevely affect on depende variables.

Abstract

Kampung Penyu Desa Barugaia salah satu tempat wisata yang menaik dan menjadi ikon pariwisata di Kabupaten Kepuluan Selayar. Ragam permasalahan yang terjadi di tempat wisata Kampung Penyu meliputi. Kondisi pantai yang kotor akibat sampah, pesisir pantai terdampak abrasi, prasarana dan sarana pantai wisata rusak, belum tersedianya mapping wilayah dan peta wisata yang terstruktur, belum tersedianya media promosi, kemampuan sumberdaya Kelompok Sadar Wisata (Pokdarwis) terkait sapta pesona masih minim, dan rusaknya penangkaran penyu yang mengancam kepunahan penyu diwilayah ini, dari uraian permasalahan ini sehingga pengembangan pariwisata berkelanjutan sangat perlu dilakukan. Metode pengabdian yang dilakukan menggunakan model. Pertama sosialisasi kegiatan kepada masyarakat, Kedua pelatihan dan penyuluhan terkait teknologi tepat guna yang diberikan, Ketiga penerapan teknologi inovasi yang diberikan, dan Kempat melakukan pendampingan dan evaluasi keberhasilan kegiatan. Hasil penerapan teknologi inovasi pemilah sampah dan pengeruk sampah memanimalisir volume sampah di wilayah pesisir, penataan kelembagaan Pokdarwis yang baik terkait pengelolaan wisata dan sapta pesona, tersedianya inovasi akun promosi dan peta wisata, dan terealisasinya pelestarian penyu yang dilakukan oleh Pokdarwis. Pentingnya hasil pengabdian ini untuk mengembalikan Kampung Penyu sebagai tempat wisata yang terintegrasi dan berkelanjutan di Kabupaten Kepulauan Selayar
