Abstract

Tuntutan masyarakat terhadap pemerintah selaku sektor publik mendorong pemerintah untuk terus berinovasi dan meningkatkan kualitas pelayanan publik. Salah satu upaya untuk meningkatkan kualitas pelayanan ialah dengan pengaplikasian good governance. Penerapan good governance diklaim dapat meningkatkan akuntabilitas kinerja instansi pemerintah, yang dapat dimaknai sebagai instrumen evaluasi pencapaian pelayanan publik terhadap masyarakat. Hal tersebut melahirkan Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) dengan landasan hukum yang bermula pada Instruksi Presiden No.7 Tahun 1999 landasan hukum ini diperbaharui menjadi Peraturan Presiden No.29 tahun 2014. Pelaksanaan penilaian SAKIP dilakukan di seluruh wilayah Indonesia, tak terkecuali Kota Malang. Penelitian ini dilakukan untuk mengetahui kinerja instansi pemerintah Kota Malang sebagai sebagai salah satu wilayah Jawa Timur, dengan populasi masyarakat yang padat. Tujuan penelitian ini adalah untuk mengetahui pengaruh prinsip good governance terhadap peningkatan kualitas kinerja instansi pemerintah. Penelitian yang dilakukan menggunakan metode studi literatur dengan mengkaji situs resmi pemerintah daerah dan literatur lainnya. Hasil kajian yang dilakukan menunjukkan hasil SAKIP Kota Malang mendapat hasil yang memuaskan dengan predikat A. Hasil tersebut diharapkan dapat menjadi motivasi bagi pemerintah kabupaten daerah lain untuk terus meningkatkan kualitas kinerja instansi pemerintah.

Abstract

The development of the Integrity Zone in the North Kalimantan Provincial Government has been stated in the RPJMD 2021-2026 as the mandate of  Perpes 81/2010 concerning the Grand Design of Bureaucratic Reform, with the mission of Realizing a Clean and Authoritative North Kalimantan Provincial Government. It has established the Work Culture of Integritas, Komitmen, Hasanah, Loyalitas, Akuntabitas, Semangat and Motivasi (IKHLAS) as a guideline for every employee. Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) of North Kalimantan Province was appointed as the Pilot Project for the construction of the Integrity Zone, where it launched a declaration of Integrity Zone development in 2018, in 2020 it received the WBK predicate. Starting in 2022, it is proposed to obtain the title of WBBM. This study aims to evaluate the Integrity Zone development towards WBBM using qualitative methods located in the North Kalimantan Provincial Government. Data collection techniques by means of observation, document study, and triangulation. Data analysis through data collection and conclusion drawing. The results of the internal evaluation have fulfilled 7 (seven) criteria towards WBBM with a Corruption Perception Survey Score of 15.79 while the Service Quality Perception Score is 15.79, but there are still shortcomings, namely monitoring and evaluation activities have not been periodic, implementation of SOP and SPBE has not been maximized, Competency-Based Employee Development has not been maximized, and the Whistle-Blowing System and Conflict of Interest Handling have not been maximized. On the basis of the evaluation results, recommendations can be given, namely; Commitment of all Stakeholders, Increased human resource capacity, Use of information technology, Monitoring and Evaluation carried out periodically, Whistle-Blowing System and Conflict of Interest Handling carried out periodically and periodic Satisfaction Assessment Surveys.

Abstract

The purpose of this study is to conduct an analysis of public service innovation in waste management in the city of Malang through the Malang Garbage Bank (BSM). In 2015 BSM get an award at the public service innovation system competition (SINOVIK). BSM won the top 25 public service innovations and became a national pilot conducted by the Ministry of Environment and Forestry (KLHK). This research using innovation and waste management theory. A qualitative approach through interviews and secondary data through various documents is the method of this research. The results of this study indicate that the process of managing waste by BSM through the process of sorting waste by customers, taking or depositing waste, sorting waste by BSM and managing waste becomes plastic chopped. Waste management by BSM able to change the mindset of the people who initially assumed that waste is an item that is no longer have economic value. Waste management innovation includes the type of process innovation, service method innovation, strategy or policy innovation, and system innovation. BSM is in the level of transformative innovation and discontinues innovation category.

Abstract

This research aims to reveal the implementation of  Disaster risk reduction (DRR) policy in Jayapura city, Papua Province, Indonesia through the socio-ecological system (SES) perspective. It applies descriptive method and uses qualitative approach, which was intended to explore the information correlated to DRR policy directly from its implementing agency. The result of this study shows that implementation of DRR policy in Jayapura city still need to be developed, although it has positive progress in recent years. In social dimension, it has fulfilled the criteria described in SES concept, however, the result is slightly different in ecological aspect. In ecological aspect, some of implementing agencies still lack of technocratic expert to solve technical problem which ecological aspect. Under this circumstance, the structural coordination among implementing agency is difficult to be performed. Thus, the local major of Jayapura still need to establish an emergency’s organization due to critical situation.

Abstract

Understanding risks and formulating appropriate resource requirements is an important role for volcanic disaster-prone communities. However, development planners in the disaster sector often fail to understand and give a role to the community. This study aims to provide an overview of community participation in planning to support preparedness for the threat of volcanic eruptions. By using a systematic review, various related scientific sources are analyzed. The results show that participatory planning can be a forum for identifying existing conditions of threats, vulnerabilities, and community capacities and resources to minimize risks; encouraging the effectiveness of disaster preparedness policies; become a public space for the citizen to exercise their democratic rights and practice the ability to voice their interests in the implementation of disaster risk management in their area. Even though participatory planning conceptually has a good impact, it needs to be supported by the expertise of the facilitator, and adequate competence from the community and other stakeholders so that rational ideas can clash through dialogue, which is expected to produce appropriate risk reduction actions for the community.

Abstract

This study aims to analyze the efforts of strengthening the institutional capacity of the village government in the village development planning process. It is conducted in Banjar Village and Tamansari Village, Licin District, Banyuwangi Regency, East Java. Village development planning is one of the primary steps to translate the vision, missions, goals and objectives of the village. However, the lack of institutional capacity and the capability of the village apparatus is often the reason why village development planning cannot run optimally. This study uses a descriptive method with a qualitative approach while the data collection method in this study uses a literature study that is equipped with observations and interviews. The results showed that Banjar Village and Tamansari Village had carried out procedural and substantive planning but development planning in the two villages was still not optimal. This is indicated by the minimal capacity of planning apparatus resources as well as weak institutional and organizational capacities so that training is needed to maximize the quality of village development planning.

Abstract

The quality of the asset administrator influences the quality of the financial reports of The Government of Papua. Based on the results of the BPK RI (Badan Pemeriksa Keuangan Republik Indonesia) review, the findings of asset management are related to the management procedures conducted by the asset administrator in The Government of Papua. The mapping of asset administrator competencies will provide an overview of asset administrator competence gaps and development needs. Competence mapping can be carried out using Permendagri No. 38/2017 concerning the Competence Standards for ASN Positions consisting of three types of competence, namely technical competence, managerial competence and socio-cultural competence. Technical competence refers to Permendagri No. 19/2016, which outlines out all the duties, functions and authorities of asset managers. Asset administrator competence mapping can assist the Government of Papua in the planning of future asset administrator competence development in order to optimize asset management performance. The diverse educational backgrounds of asset administrator and the lack of training lead to a wide range of educational and training needs that can be applied.
