Abstract

This two-year study highlights the success of Bancakan Salak, a tourism event held in Galengdowo, to minimize the number of urbanization in Jombang. While modernization and globalization are all around the country-side, the threat of urbanization for rural areas is becoming significant and causes a slow-down. The event subsequently has been gradually changed the posture of Galengdowo’s population. Young people are more eager to live in their village now. This cultural tourism even became very helpful in empowering the lives in Galengdowo. Bancakan Salak had attracted many locals until international tourists come. By using the quantitative method and qualitative analysis, this study has hypothetically stated that Bancakan Salak could be even more successful because of the factor of its local champions. We are also articulating the concepts of glocalization and community-based tourism. Based on the research, we found that the government of the village plays a big role in shaping the situation. The head of the village and his secretary are examples of local champions. Their role signifies one part that is very crucial in building community-based tourism (CBT) which is leadership. This strong leadership is also built under the support of persistency, broader knowledge, and working networks.

Abstract

The high population in Indonesia makes it a potential market for transnational criminal groups to use Indonesia as a transit and distribution hub for drug trafficking. Given the current issues, UNODC, as an international organization specializing in addressing transnational crimes, assists Indonesia in dealing with the issue of drug trafficking. This research aims to understand the role of UNODC in tackling the problem of drug trafficking in Indonesia. The study employed a descriptive research design, and research data is obtained through library research by searching for data sources through available literature. This research is based on the theory of international organization roles according to Kelly Kate Pease, which explains that international organizations have several roles, including being problem solvers and capacity builders. The research findings show that UNODC plays a role in addressing the issue of drug trafficking in Indonesia through its role as a problem solver by formulating the Indonesia country program and alternative development programs. Meanwhile, through its role as a capacity builder, UNODC enhances the capacity of government officials, staff, and the community by treatnet family programme.

Abstract

A virus started to spread in China by the end of 2019. Soon after, the world faces a global pandemic known as the Covid-19. The deadly and highly contagious virus threatens not only health security but also various socialeconomic aspects. In the chaotic world, the advancement of transportation technology contributes to the accelerated spread of the Covid-19 virus. The global movement of people becomes the biggest challenge for the national government to tackle during the global pandemic. Countries take different policies and measures to mitigate the spread of the virus. This paper conducts comparative policy analysis on two cases: Vietnam and Indonesia. The paper argues that the Vietnamese government tackles the virus mitigation more efficiently than the Indonesian government despite Vietnam's close geographical location to China. The Indonesian government is also relatively slower than the Vietnamese government concerning the policy responses.

Abstract

Drug smuggling activities in the United States carried out by drug cartels from Mexico and Colombia contribute to the region's instabilities. Many threats and terrorist acts that accompanied the distribution of illegal drugs left civilians in fear. The War on Drugs policy promoted by the United States, which aims to apprehend drug cartels, causes severe losses in the long run. Colombia is the only successful case. On the other hand, Mexico offers a different story despite both are countries with unstable political and weak law enforcement. The paper conducts a comparative study on Colombia and Mexico to evaluate the factors that contribute to the success and failure behind the implementation of the War on Drugs policy. The paper concludes that an aggressive approach (i.e., military) is less efficient in combatting drug smuggling activities than the developmental approach (i.e., socio-economic development)

Abstract

Abstract

This research aims to find the causes of the arms race in the Middle East region from 2020 to 2022. The justification for the problem is that although from 2020 to 2022 there is a tendency for reconciliation of relations between countries in the Middle East, the arms race still continues in the region. In addition, military exercises conducted by the United States, Israel, and Gulf Arab states are getting more intense. This paper uses the conception of security dilemma in explaining the causes of the arms race trend in the Middle East region. The method used by this paper is qualitative by analyzing statements, news, and official documents from related Middle Eastern countries. This paper finds that mistrust between Middle Eastern countries, especially between Iran, Israel, and several Arab countries, causes tense relations between these actors. Each country increased its military power in response to the uncertain situation. Some Arab countries are strengthening their defense systems to counter Iran, which is perceived as a common threat. Iran is perceived by Israel and some Arab countries as an offensive country. Some Arab countries also normalized with Israel and formed strategic alliances with the Zionist state. In contrast, Iran continues to strengthen its military power because it has no trust in Israel and Arab countries. In conclusion, the conception of security dilemma can explain the distrust between actors in the Middle East region. As a result of this distrust, an arms race between countries occurs.

Abstract

Geopolitical studies developed significantly. While classical geopolitical studies focus on interactions between countries in controlling areas considered strategic, contemporary geopolitical studies open up studies on how non-state actors also embrace geopolitical thinking. Contemporary geopolitical studies include the use of geopolitical elements by terrorist groups. Regarding actual developments, ISIS is different from other terrorist groups. ISIS proclaimed itself as a caliphate, controled a large territory, and acted like a state. In the 2013-2017 era, before finally being defeated by the Iraqi and Syrian militaries and their coalitions, ISIS controlled strategic areas, including several cities in Iraq and Suriah. This study aims to understand the construction of geopolitical thinking developed by ISIS. The method uses in this study is a qualitative method by analyzing various documents published by ISIS

Abstract

Over the past few decades, Surabaya has maintained a reputation as a city with a high level of safety. The capital of East Java Province is devoid of any socio-political upheaval. During the 2000s, some major cities, including Jakarta and Bali, saw a wave of terrorism. However, it is noteworthy that the city under consideration, often called the "city of heroes," did not see comparable tragedies during this period. In the year 2018, Surabaya encountered a terrorist occurrence. The phenomena of radicalism and terrorism are intricate and multifaceted, necessitating the involvement of multiple stakeholders for their resolution. The Surabaya municipal government emphasizes fostering collaboration among various stakeholders to ensure stability. Nevertheless, the provincial capital of Jawa Timur continues to experience many occurrences, such as the recent surge in terrorist apprehensions in Surabaya and the prevailing existence of extremist factions. Evidence suggests the presence of radical movements within the city of Surabaya. The primary objective of this study is to examine the implementation of cross-sectoral collaboration in addressing issues related to radicalism and terrorism within the urban context of Surabaya. This research aims to provide valuable insights for the Surabaya city government and relevant stakeholders regarding the issue of radicalism and terrorism in Surabaya to inform policy decisions. Within the framework of radicalism and terrorism, it is vital to explore how cross-sector collaboration in the urban setting of Surabaya addresses this phenomenon. This study uses the Penthaelix cooperation framework to analyze the dynamics of collaboration among various stakeholders in Surabaya City in their efforts to combat radicalism and terrorism. The researchers successfully identified eight key informants representing each stakeholder cluster. Through conducting research and engaging in interviews, valuable insights were gathered regarding the patterns of cooperation that emerged and the problems encountered.

Abstract

This study examines the challenges in implementing the Penta helix model to counter radicalism and terrorism in Surabaya, Indonesia. Given Surabaya's strategic importance and vulnerability to extremism, the research seeks to assess how collaboration among government, academia, media, civil society, and the private sector functions within this framework. Employing a descriptive-qualitative approach, data were gathered through semi-structured interviews with key stakeholders, including law enforcement, religious leaders, civil society, and media representatives, supplemented by document analysis. The findings indicate that while the Penta helix strategy has been partially operationalised, several challenges remain. These include minimal involvement of the business sector, fragmented stakeholder coordination, budgetary limitations, and a notable absence of gender mainstreaming despite the involvement of women in previous terrorist acts. These limitations reduce the model’s effectiveness in preventing and countering violent extremism. The study highlights the need to strengthen inter-sectoral collaboration by fully implementing the National Action Plan (RAN PE), institutionalising business sector contributions through CSR, and incorporating gender perspectives into local counter-terrorism policies. This research contributes to the discourse on collaborative governance in extremism prevention by offering a localised analysis of the Penta helix model. Its originality lies in identifying gender mainstreaming and private sector gaps as underexplored barriers, thereby extending existing knowledge on policy implementation at the municipal level.
