Abstract

Armed conflict not only threatens human lives, but also damages infrastructure and cultural heritage as the collective identity of a nation. Russia's invasion of Ukraine has caused damage to hundreds of cultural sites of historical, religious, and social value. As the UN agency responsible for protecting cultural heritage, UNESCO is taking action to prevent further damage, document affected sites, and rally international support for restoration efforts. This study aims to analyse how UNESCO responded to the destruction of cultural sites in Ukraine between 2022 and 2025. The theoretical framework used is cultural heritage to understand the importance of protecting cultural heritage, as well as the theory of international organisation implementation (Joachim et al., 2007) to explain the concrete efforts made in the context of armed conflict. The method used is descriptive qualitative with literature review. The research results show that UNESCO uses two approaches, namely normative (authority and legitimacy) and management (monitoring, capacity building, and problem solving). Normatively, UNESCO establishes the status of World Heritage in Danger, Enhanced Protection, and Blue Shield marking to strengthen awareness and the international legal basis. From a management perspective, UNESCO conducts monitoring in collaboration with UNITAR UNOSAT and the Executive Board, implements capacity building with ICCROM, the Getty Conservation Institute, HEART, and the Smithsonian SCRI, and carries out problem-solving through ICCROM FAR workshops, the Maidan Museum, HERI, UNESCO/ICOMOS expert missions, and international conferences. These efforts have resulted in risk assessments, digital documentation, and medium- and long-term recovery action plans. Both approaches underscore that UNESCO is not only establishing symbolic norms but also implementing concrete technical actions to ensure the sustainability of cultural heritage amid conflict.

Abstract

This study aims to analyze Indonesia's climate diplomacy in an effort to address global climate change from 2015 to 2023. The method used is a literature study and document analysis from various sources, including government reports, scientific journals, and policy documents related to climate diplomacy. The results of the study show that Indonesia has committed to reducing greenhouse gas emissions through the Enhanced Nationally Determined Contribution (NDC), with a target of reducing emissions by 31.89% independently and 43.20% with international assistance. Indonesia's climate diplomacy integrates domestic and global interests, and involves various initiatives such as the REDD+ scheme and the Climate Village (ProKlim) program that encourages community participation. Although there has been progress in mitigation and adaptation, challenges such as the conflict between economic development and environmental conservation remain obstacles. The conclusion of this study confirms that Indonesia's climate diplomacy not only contributes to reducing emissions, but also has the potential to be a model for other countries in facing the challenges of global climate change. With an inclusive approach and strong commitment, Indonesia can create a new narrative on climate justice and sustainability at the international level.

Abstract

Penelitian ini bertujuan untuk menganalisis capacity building yang dilakukan oleh United Nations Development Programme (UNDP) dalam mendukung program perubahan iklim di Small Island Developing States (SIDS) Karibia pada periode 2020-2024. Program ini dirancang untuk meningkatkan kapasitas negara-negara SIDS dalam menghadapi tantangan perubahan iklim yang semakin kompleks. Fokus utama dari penelitian ini adalah untuk mengetahui upaya capacity building yang dilakukan UNDP sebagai organisasi internasional yang bergerak di bidang pembangunan berkelanjutan, serta dampaknya terhadap ketahanan iklim dan pembangunan berkelanjutan di wilayah tersebut. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Data yang digunakan dala penelitian ini merupakan data sekunder yang diolah dari berbagai situs website, termasuk publikasi UNDP, laporan pemerintah, dan literatur akademis yang relevan. Hasil penelitian menunjukkan bahwa UNDP melakukan 2 cara utama untuk melakukan capacity building yakni asistensi secara teknis dan asistensi secara finansial. Keduanya berjalan bersama dan memberikan dampak yang signifikan. Penelitian ini diharapkan dapat memberikan wawasan yang lebih dalam tentang pentingnya pembangunan kapasitas dalam menghadapi perubahan iklim di negara-negara kepulauan kecil dan memberikan rekomendasi untuk program serupa di masa depan
