Abstract

Electronic Government menjadi bagian penting di era modern seperti ini. Kemajuan teknologi ini dimanfaatkan di lingkup pemerintahan agar terwujudnya keterbukaan informasi publik. Penelitian ini termasuk jenis penelitian deskriptif kualitatif dengan teknik purposive sampling. Hasil penelitian yang telah dilakukan ini diketahui bahwa dari ke lima indikator penerapan electronic government sudah terpenuhi. Sehingga penerapan electronic government ini dapat dikatakan sudah diterapkan belum sepenuhnya berjalan maksimal. Penerapan electronic government dalam mewujudkan keterbukaan informasi publik belum sepenuhnya berjalan maksimal karena sebagian besar dipengaruhi oleh kondisi prasarana jaringan internet yang belum memadai secara maksimal di tiap daerah, sehingga lebih banyak koordinasi dan komunikasi dalam mewujudkan keterbukaan informasi publik yang dilakukan secara manual dan tidak menerapkan electronic government.

Abstract

Electronic Government is an important part of this modern era. This technological advancement is utilized in the scope of government in order to realize effective and efficient public services. This research includes a type of qualitative descriptive research with purposive sampling techniques. The result of this study are known that from all five indicators of the implementation of electronic government has been fulfilled. So the implementation of this electronic government can be said to have been implemented has not fully run its maximum. The implementation of electronic government in the Communication and Informatics Office of East Kalimantan Province has not fully run its maximum because it is largely influenced by the inadequate infrastructure of internet network in each region, so that more coordination and communication is done manually and does not apply electronic government.

Abstract

The idea of smart cities has gained traction recently. It has attracted much attention from administrators, legislators, urban planners, and others in response to the complicated problems caused by unparalleled urbanization. However, public participation or citizen engagement is essential in the smart city concept to achieve the goals optimally. This research will primarily focus on several methodologically crafted problem sets to produce thorough analytical results. They ask how the notion of "smart cities" fits into the bigger picture of how citizen engagement in green cities affects Indonesia's green economy and ultimately, how well Indonesia's smart cities align with the 1945 Constitution. This study looks at smart city-based policies from the perspectives of participation, economy, and constitution, which is different from previous studies. The findings indicate that several smart city programs and regulations still rely on local government policies, which means that residents' rights are not allocated fairly. The construct is significant in developing ecologically sound entrepreneurship through initiatives to promote interest in community participation through green entrepreneurship orientation. The smart city concept is a means of achieving the success of community engagement in promoting a green economy and constitution.

Abstract

This research aims to see the extent of the evaluation of land acquisition policies for revitalizing dead rivers in Samarinda City (a case study of JL. D.I Panjaitan – JL. P.M. Noor in Temindung Permai Village in Samarinda City). This type of research is qualitative, and the method used in this research is descriptive. This research will focus on policy evaluation by looking at effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy, as well as supporting and inhibiting factors in evaluating land acquisition policies for revitalizing the Dead River in Samarinda City. The results of this research illustrate that the evaluation of land acquisition policies for revitalizing the Dead River on Jl. D.I Panjaitan – P.M. Noor Samarinda City has run well based on six indicators from the policy evaluation. The supporting factors in this research are good cooperation between the stakeholders involved and the inhibiting factors in this research. The lack of adequate funding and labor can slow down the progress of river revitalization and conflicts related to land acquisition, causing the dead river revitalization process to be hampered.

Abstract

This Study Aims To Analyze The Influence Of Community Participation and advocacy by WALHI DIY on community satisfaction in the process of creating Green Open Spaces (RTH) in Kricak Village, Yogyakarta City. The research method used is a quantitative approach with an Ex-Post Facto design, which aims to examine the relationship between community participation, WALHI DIY advocacy, and community satisfaction. Data were collected through questionnaires distributed to 160 residents in Kricak Village and analyzed using multiple linear regression. The results show that both community participation in the RTH development process and the advocacy carried out by WALHI DIY have a significant impact on the level of community satisfaction. Community participation in the planning and implementation of RTH development increases a sense of ownership of the project, while advocacy by WALHI DIY enhances community understanding of the importance of RTH and how the process can improve their quality of life. This finding provides an important contribution to the development of more participatory RTH development policies, where the community is actively involved, and policies that support environmental sustainability. This research is expected to serve as a reference in the implementation of more inclusive green space development policies that have a positive impact on the community.

Abstract

This study examines the development and trends in cybersecurity research within the context of e-government from 2012 to 2024 using a bibliometric analysis method. Through bibliometric analysis, this research analyzes publications indexed in the Scopus database to identify trends, author contributions, institutions, and countries involved in cybersecurity research in the digital government sector. The analysis results indicate that cybersecurity topics in e-government have gained increasing attention in line with the growing adoption of digital technologies in government. Dominant themes such as cybersecurity, security, system, technologies, digital, and e-government reflect efforts to enhance government efficiency and transparency while addressing cybersecurity challenges. Furthermore, the study identifies the growing importance of implementing technical solutions such as blockchain and artificial intelligence (AI) to strengthen the security of digital government systems. The research also highlights significant contributions from specific authors, institutions, and countries in enriching this body of literature. Nonetheless, this study is limited by the scope of data used and proposes future research directions that incorporate socio-political factors and emerging technologies to reinforce the secure implementation of e-government.

Abstract

Kabupaten Kutai Kartanegara merupakan salah satu penghasil utama minyak dan gas di Indonesia, dengan kontribusi signifikan terhadap PDRB Kalimantan Timur, terutama dari sektor pertambangan. Meskipun sektor migas memberikan dampak positif terhadap perekonomian daerah, distribusi manfaatnya terhadap masyarakat pesisir masih terhambat oleh ketimpangan ekonomi. Hal ini tercermin dalam data kemiskinan yang menunjukkan bahwa meskipun kontribusi sektor migas terhadap PDRB besar, angka kemiskinan di daerah pesisir tetap signifikan. Penelitian ini mengidentifikasi tantangan utama dalam pengelolaan sumber daya alam, termasuk ketimpangan sosial, kerusakan lingkungan, dan kurangnya keterlibatan masyarakat lokal dalam pengambilan keputusan. Penelitian ini juga mengulas berbagai peluang untuk diversifikasi ekonomi melalui sektor pariwisata berbasis ekologi dan energi terbarukan, yang dapat memberikan dampak positif jangka panjang bagi masyarakat. Diperlunkan kebijakan yang lebih inklusif dan adil untuk memastikan bahwa manfaat sektor migas dapat dinikmati secara merata, dengan tetap menjaga keberlanjutan lingkungan dan kesejahteraan masyarakat. Penelitian ini menggunakan metode literature review dengan pendekatan kualitatif, yang mengumpulkan dan menganalisis berbagai sumber literatur terkait kebijakan pengelolaan minyak dan gas, dampaknya terhadap ekonomi masyarakat pesisir, serta tantangan dalam redistribusi manfaat ekonomi. Abstract

Penelitian ini mengkaji inovasi digital melalui implementasi SP4N-Lapor di Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Kota Samarinda, dengan menitikberatkan pada novelty berupa integrasi complaint management system SP4N-Lapor dengan sistem layanan administrasi kependudukan digital. Tujuannya adalah membuat layanan dokumen kependudukan lebih responsif, transparan dan partisipatif. Metode yang digunakan adalah studi kasus kualitatif dengan analisis dokumentasi layanan. Hasilnya menunjukkan peningkatan akuntabilitas layanan, kecepatan respons terhadap laporan masyarakat, dan penguatan komunikasi antara Disdukcapil dan masyarakat. Tantangan utama termasuk literasi digital warga, keterbatasan infrastruktur dan regulasi data kependudukan yang perlu disinergikan.

Abstract

This research aims to present an evaluation of the policy for implementing e-commerce applications (the Bebaya Mart application in Samarinda City) and determine the impact of this policy. This research focuses on policy evaluation through the approaches of effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. This type of research is descriptive qualitative with purposive sampling and snowball sampling techniques. The primary data used in this research is data from interviews with Perumda Varia Niaga Samarinda City and supported by secondary data. The research was carried out at Perumda Varia Niaga Samarinda where the research results showed that this policy had been implemented well in terms of efficiency, responsiveness, alignment and accuracy. However, if we look at the effectiveness and adequacy of this policy, it is still not implemented well because people prefer conventional shopping rather than online shopping through the Bebaya Mart application.

Abstract

This study aims to analyze the challenges and opportunities in the implementation of e-governance in the Samarinda City Government, focusing on the role of technology and infrastructure in supporting the digital transformation of public services. Digital transformation in the government sector is expected to enhance efficiency, transparency, and the quality of services to the public. However, the implementation of e-government systems often faces various obstacles affect their success. This research methodology employs a literature review approach to analyze the existing challenges, as well as the opportunities that can be leveraged in the e-government implementation process. The literature review references various previous studies related to technology infrastructure, digital literacy, and experiences with e-government implementation in other cities across Indonesia. The findings of the study indicate that the main challenges faced by the Samarinda City Government include limitations in digital infrastructure, such as uneven internet access, inadequate hardware, and low digital literacy among government officials and the public. Additionally, resistance to change from government employees also serves as an inhibiting factor. The study also identifies significant opportunities in e-government implementation, such as enhanced transparency in budget management, improved public participation, and the simplification of administrative processes that could accelerate public services. The conclusion of this study is to expedite digital transformation in the Samarinda City Government, there is a need for increased infrastructure readiness, digital literacy training for government employees, and a more inclusive approach to involving the public in technology use. By capitalizing on these opportunities, the Samarinda City Government can overcome existing challenges and create a more transparent, efficient, and responsive government system that meets the needs of the public.
