Penelitian ini dilatarbelakangi oleh permasalahan dalam pelaksanaan Program Job Fair di Kota Cirebon, antara lain rendahnya penyerapan tenaga kerja lokal, proses link and match antara pencari kerja dan pemberi kerja yang belum maksimal, kendala teknis dalam pelaksanaan secara virtual, serta keterbatasan jumlah perusahaan peserta yang berdampak pada terbatasnya variasi lowongan. Penelitian ini bertujuan untuk menganalisis efektivitas Program Job Fair berdasarkan indikator ketepatan sasaran, sosialisasi program, pencapaian tujuan, dan mekanisme pemantauan sesuai kerangka teori Budiani (2007). Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif, melalui teknik pengumpulan data berupa observasi, wawancara mendalam dengan pihak Disnaker, perusahaan peserta, dan pencari kerja, serta dokumentasi laporan tahunan. Hasil penelitian menunjukkan bahwa program telah menjangkau sasaran peserta dengan cukup baik dan mendapat dukungan melalui berbagai media sosialisasi, meskipun pemanfaatan aplikasi SIAPkerja belum optimal. Tingkat penempatan tenaga kerja lokal masih rendah (sekitar 18%), sehingga tujuan program belum sepenuhnya tercapai meskipun pemantauan dilakukan secara rutin melalui evaluasi kegiatan, pelaporan perusahaan, dan survei kepuasan. This research is motivated by several problems in the implementation of the Job Fair Program in Cirebon City, including the low absorption of local workers, a suboptimal link and match process between job seekers and employers, technical obstacles in virtual implementation, and the limited number of participating companies, which affects the variety of available job vacancies. The purpose of this study is to analyze the effectiveness of the Job Fair Program based on the indicators of target accuracy, program socialization, goal achievement, and monitoring mechanisms, as outlined in Budiani’s (2007) framework. The research employs a qualitative method with a descriptive approach, using data collection techniques such as observation, in-depth interviews with the Manpower Office (Disnaker), participating companies, and job seekers, as well as documentation of annual reports. The findings reveal that the program has adequately reached its target participants and has been supported through various socialization media, although the utilization of the SIAPkerja application remains suboptimal. The placement rate of local workers remains low (approximately 18%), indicating that the program's objectives have not been fully achieved, despite routine monitoring through activity evaluations, company reports, and satisfaction surveys.
