Abstract

In 2015, Lebak Regency was the highest contributor to infant mortality and maternal mortality in Banten Province. Researchers want to know how the implementation of the UJAS Program goes according to the Lebak Regent Regulation number 26 of 2016. In this study, researchers used a case study qualitative approach to find out in-depth about the UJAS Program. The theory used by researchers is Edward III (1980), which is about the implementation of public policy. In the process and activities of collecting data in detail, researchers conducted observations, interviews, and triangulation. The community has not yet known about the UJAS program, especially potential program beneficiaries and program beneficiaries, especially from the section on how to use the Program. Not only that, there are still facilities and infrastructure that are not in accordance with the conditions, for example the vehicles for picking up patients are not in accordance with road conditions, there is no special budget to meet the needs of the program and there is no organizational structure so there is no clarity of the UJAS program implementers. Implementers Need to socialize the UJAS Program again so that it can be better known and understood by the wider community. Then allocate a special budget to meet the needs of the UJAS Program, and make the UJAS Program Organizational Structure so that there is clarity on the implementer.

Abstract

The problems behind the researchers in conducting this study include the effectiveness of services still not achieving the desired results, lack of discipline of sub-district employees in attendance when entering and leaving the office, and lack of response of service officers to the community who want to perform services. This study was conducted to determine how and to what extent the quality of service in Maja Baru Village, Maja District, Lebak Regency. The method used in this research is qualitative research, namely to understand the phenomena experienced by research subjects holistically in a descriptive way in the form of words and language. Researchers use in-depth interviews, documentation and observations in data collection. Research informants are determined by Purposive Sampling, where researchers determine for themselves who are research informants. The research instrument is based on Service Quality from the theory of Zeithaml where there are 5 (five) dimensions of quality, namely Tangibles, Reliability, Responsiveness, Assurance, and empathy. Data processing and analysis techniques use qualitative data analysis techniques that are carried out from the first data until the research ends by following the concepts of Miles and Huberman. The results of the research analysis of service quality in Maja Baru Village, Maja District, Lebak Regency in its implementation have been good, although the limitations and level of Service Quality in Maja Baru Village, Maja District, Lebak Regency are still not optimal.

Abstract

The implementation of Food Loss and Waste (FLW) reduction policies in Indonesia faces challenges due to incentive conflicts between the central government and local governments. Differences in objectives, information asymmetry, and weaknesses in oversight mechanisms lead to opportunistic behavior at the implementation level. This research uses a literature review approach with descriptive qualitative content analysis to synthesize literature related to agency theory and the Van Meter & Van Horn implementation model. Secondary data were obtained through purposive sampling from various relevant journals, books, and policy documents. The research findings identified a data gap of 18% between field information and official reports, indicating constraints in information system integration. Additionally, differences in resource capacity, inter-organizational communication mechanisms, and the characteristics of implementing organizations further exacerbate incentive conflicts. The synthesis of the literature shows that the implementation of a performance-based incentive model, which includes indicators of resource availability, communication effectiveness, and organizational structure, can align national goals with regional operational realities. In conclusion, enhancing digital integration, standardizing data reporting, and strengthening inter-agency coordination are strategic steps to optimize the implementation of FLW policies. Research recommendations include the development of an integrated digital platform and the reformulation of incentive models to enhance accountability, transparency, and the effectiveness of FLW management policies.

Abstract

Program Desa Mandiri Pangan (Demapan) dirancang untuk meningkatkan kesejahteraan masyarakat dan mengurangi ketimpangan akses pangan di wilayah pedesaan. Namun, implementasinya menghadapi sejumlah tantangan, seperti minimnya sosialisasi dari Dinas Ketahanan Pangan dan Pertanian Kabupaten Serang, pelatihan yang belum menjangkau seluruh klaster, serta pendampingan yang kurang aktif. Penelitian ini bertujuan mengevaluasi efektivitas program dalam meningkatkan kesejahteraan masyarakat melalui pendekatan kuantitatif komparatif. Lokasi studi mencakup Desa Panyirapan dan Desa Sidamukti, masing-masing melibatkan 30 responden. Analisis menggunakan teori efektivitas Duncan, dengan indikator pencapaian tujuan, integrasi, dan adaptasi. Hasil menunjukkan efektivitas program sebesar 70,55% di Panyirapan dan 75,12% di Sidamukti. Meskipun berdampak positif, terdapat hambatan seperti ketidaksesuaian fasilitas, rendahnya partisipasi masyarakat, dan kualitas sumber daya manusia yang belum optimal. Banyak anggota kelompok menjadikan pertanian sebagai pekerjaan sampingan. Penulis merekomendasikan peningkatan sosialisasi, pendampingan aktif, serta penguatan infrastruktur desa agar program dapat berjalan lebih efektif dan berkelanjutan.

Abstract

This study investigates the impact of the Village Fund Program on the improvement of social welfare and village infrastructure. The challenges faced in the management of the Village Fund, such as transparency and community participation. To demonstrate that Village Funds can improve the quality of life for the community through infrastructure development and economic empowerment, the literature review collects data from various relevant sources. The research results show that the allocation of Village Funds improves infrastructure, such as roads and public facilities, and enhances access to basic services for the community. Village Fund also has a positive impact on the economic, social, and health aspects of the village community. This research found that the Village Fund program heavily relies on good management, active community participation, and support from the local government. Therefore, it is necessary to enhance transparency, accountability, and training for village officials to maximize the benefits that the community can obtain from the Village Fund.

Abstract

This study examines the Free Nutritious Meals (MBG) policy as a tool for strengthening the local economy, with a focus on farmers and traditional markets as key actors in the food supply chain. The primary issue of this study is the lack of integration between nutrition policies and regional economic development. The purpose of this study is to analyze how MBG can function as a stimulus for the local economy through a literature review approach. Data were obtained from academic literature, reputable journals, and recent policy reports, then analyzed using content analysis techniques based on food security theory, local economic development, and Edward III's policy implementation model. The results show that MBG has the potential to be a productive policy that strengthens food security, increases farmers' income, and revitalizes traditional markets as drivers of the people's economy
