Abstract

Tujuan penelitian ini adalah untuk mengetahui fungsi manajemen Pendidikan Karakter pada SDN 3 Mawasangka Kecamatan Mawasangaka Mawasangka Kabupaten Buton Tengah. Data penelitian diperoleh melalui observasi, wawancara, dan dokumentasi. Pengumpulan data, reduksi data, display data, dan pembuatan kesimpulan dan verifikasi adalah tahapan analisis data. Hasil penelitian ditemukan bahwa: (1) SDN 3 Mawasangka merencakan kegiatan pendidian karakter dalam pembelajaran secara terinterasi. Pada perangkat pembelajaran seperti silabus dan rencana pembelajaran (RPP), telah integrasi kegiatan di luar pembelajaran berupa program peningkatan nilai-nilai karakter dalam budaya sekolah, serta kegiatan ekstrakurikuler. (2) Pengorganisasian dimana di temukan struktur organisasi dalam mendukung pelaksanaan pendidikan karakter; pembagian tugas guru yang menangani pembelajaran; (3) pelaksanaan pendidikan karakter melalui kegiatan ekstrakurikuler, budaya sekolah, dan kegiatan pembelajaran. (4) pengawsan melalui penilaian sikap dan komponen guru untuk memajukan pendidikan karakter.

Abstract

Penelitian ini mempunyai tujuan untuk mengetahui serta mendeskripsikan tentang sejauhmana Pemerintah Daerah mengimplementasikan Kebijakan untuk menanggulangi Stunting di Kabupaten Buton berdasarkan tiga variabel, yakni : (1) Perilaku Organisasi & antar organisasi; (2) Perilaku birokrasi Pada tingkat bawah; serta (3) Perilaku kelompok sasaran. Pemelitian ini merupakan jenis penelitain kualitatif melalui pendekatan deskriptif. Penelitian ini dilakukan di Kabupaten Buton dengan melibatkan 14 Informan, yang terdiri dari Organisasi Perangkat Daerah (OPD) terkait, Petugas Kesehatan, Tokoh Adat dan Masyarakat setempat. Observasi, wawancana dan dokumentasi digunakan sebagai teknik pengumpulan data, sedangkan untuk menganalisa data dilakukan dengan mereduksi data, menyajikan data dan menarik kesimpulan. Dari penelitian ini menunjukkan hasil bahwa dalam menanggulangi stunting di Kabupaten Buton, Pemerintah Daerah telah mengimplementasikan seluruh kebijakan yang dibuat. Hal tersebut dibuktikan dengan angka preavalensi stunting dari 27,1 % di tahun 2019 turun menjadi 21,32% pada tahun 2021. Proses implementasi kebijakan penanggulangan stunting di Kabupaten Buton dipengaruhi oleh beberapa faktor yaitu adanaya komitmen, koordinasi, kontribusi organisasi, profesionalisme aparat, kontrol organisasi, serta respon dari masyarakat. Komitmen dari Pemangku kebijakan dan Organisasi Perangkat Daerah dibuktikan dengan menurunnya prevalensi stunting di Kabupaten Buton meskipun dalam prosesnya masih terdapat kendala salah satunya kurangnya dukungan alokasi anggaran. Di sisi lain koordinasi yang dilakukan antara Pemangku Kebijakan dan OPD terkait meskipun sudah dilaksanakan namun masih ada hambatan dalam hal ketersediaan sistem manajemen data yang terintegrasi serta kurang konsistennya sejumlah stakeholder dalam proses koordinasi. Untuk kontribusi organisasi, setiap unsur sudah paham akan peran dan tanggungjawabnya dalam pelaksanaan program dan kegiatan, meskipun tidak sedikit juga dari implementor yang berasal dari masyarakat masih harus mendapatkan bimbingan dan pelatihan secara terus menerus agar senantiasa mengacu pada prosedur yang berlaku dalam melaksanakan tugas dan tanggungjawabnya. Disamping itu, alokasi anggaran yang maksimal diperlukan untuk menunjang profesionalisme aparat sehingga kegiatan yang dijalankan cepat dan tepat sasaran. Yang terakhir, secara umum respon positif dari masyarakat menunjukkan bahwa isi kebijakan telah sepenuhnya mereka pahami, walau demikian setiap kebijakan yang diambil Pemerintah tidak bisa lepas dari respon negatif meskipun tidak terlalu signifikan sehingga tetap memerlukan upaya persuasive dengan melakukan sosialisasi kebijakan meskipun di sisi lain respon negatif dari setiap kebijakan yang dibuat Pemerintah tidak dapat dipisahkan walaupun dengan skala yang cukup kecil sehingga diperlukan adanya tindakan persuasif dalam mensosialisasikan kebijakan dengan menyasar kelompok-kelompok yang benar-benar mempunyai reaksi negatif.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan partisipasi masyarakat dalam Pendaftaran Tanah Sistematis Lengkap Pada Badan Pertanahan Nasional Di Kabupaten Buton. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Sementara Sumber data yang digunakan dalam penelitian ini terdiri atas data primer dan data sekunder, dimana informan dipilih dengan menggunakan teknik purposif sampling. Data dikumpulkan dengan teknik, wawancara, observasi dan dokumnetasi. Teknik data dianalisis dengan menyiapkan data, mengorganisir data, mereduksi data dan menyajikan data. Hasil penelitian menunjukkan Pendaftaran Tanah Sistematis Lengkap di Kabupaten Buton diterapkan dengan memperhatikan prinsip partisipasi masyarakat sejak sosialisasi, pendaftaran tanah, pemasangat tapal batas tanah hingga menyiapkan berbagai dokumen syarat sertifikasi tanah. Olehnya itu harapkan pemerintah penting menempatkan masyarakat sebagai subyek dalam pendaftaran tanah dan perlu didukung akuntabilitas masyarakat dalam pendaftaran tanah.

Abstract

The purpose of this research is to explore the pentahelix-based Batu Sori tourist attraction development strategy in Lea-Lea District, Baubau City which includes SO (Strength - Opportunity) strategy, WO (Weakness - Opportunity) strategy, ST (Strength - Threat) strategy and WT (Weakness - Threat) strategy. And the role of pentahelix stakeholders in the development of Batu Sori tourism. The method used in this research is qualitative description. Data were collected through interviews, questionnaires, observation and documentation. The informants in this study were 10 people. The data was analysed using excel application. The results showed first that SWOT mapping, placing pentahelix-based Batu Sori tourism development in the Aggressiveness situation, namely tourism has a number of elements of strength as well as opportunities that are high enough to realise the development strategy of the pentahelix-based Batu Sori tourist attraction in Lea-Lea Kec Baubau City, so that the development strategy that must be pursued is that all strengths must be maximised by taking advantage of existing opportunities. Second, the development of a number of alternative aggressiveness strategies formulated for the development of Batu Sori tourism, including, 1) Maximising the potential of existing natural beauty and the use of social media and digital platforms, 2) Maximising opportunities to establish partnerships with private parties / entrepreneurs, 3) Batusori managers need to hold events or festivals. Furthermore, the role of penta helix stakeholders in Batu Sori tourism development in Baubau City can be optimised through the government, academics, the community, business people, and the media. The government plays an important role in planning and regulating policies that support the development of tourism infrastructure, as well as providing incentives for investors or private parties.

Abstract

This research aims to describe this Research Proposal regarding Employee Work Competence in Improving Organisational Performance at the Regional Secretariat of Buton Regency. This research uses a qualitative descriptive design that collects data by means of observation, interviews with informants. The data is tabulated as needed and then the data is analysed qualitatively descriptively including data reduction, data presentation and conclusion drawing so that it can produce an understanding and is proven by data analysis techniques and the validity of the data findings. The results of this study indicate that to see employee competence in improving organisational performance at the Regional Secretariat of Buton Regency according to Spencer and Spencer in Wibowo (2016: 273) competence is formed from five indicators: (1) Motives, (2) Traits, (3) Self-Concept, (4) Knowledge, (5) Skills. Thus, the goal of achieving employee performance competence in carrying out the performance of the regional secretariat of Buton Regency will be realised. It is suggested that the performance of employees at the Regional Secretariat Office of Buton Regency can be further improved by training and courses for employees so that employees at the Regional Secretariat Office of Buton Regency can become employees who have a good level of competence and can maximise employee performance, the Buton Regency Government must pay more attention to the quality of human resources of employees at the Regional Secretariat Office of Buton Regency by providing training to employees in order to improve employee competence, improving the governance system (management) of government affairs and community services by optimising the use of information and communication technology.

Abstract

This study aims to determine the effect of service quality on consumer satisfaction at the 7493701 PT. Buton Bumi Mega Kilometer 4 public fuel station in Baubau City. This study is a quantitative survey study with a survey method. The design of this study begins with determining the research problem, collecting research data, and analyzing data. Data collected through questionnaires, all existing data are then analyzed quantitatively to see how much influence the service has on consumer satisfaction at the 7493701 PT Buton Bumi Mega Kilometer 4 public fuel station in Baubau City. The results of this study indicate that the results of simple regression testing state that service quality has an effect on consumer satisfaction at the PT Buton Bumi Mega Km 4 gas station in Baubau City. While partial testing of service quality has a positive and significant effect on consumer satisfaction. The coefficient of determination value shows the amount of contribution given to the service quality variable to the consumer satisfaction variable at the PT Buton Bumi Mega Kilometer 4 gas station in Baubau City.

Abstract

This study aims to describe organizational performance including Quality, Quantity, Timeliness, Effectiveness, Independence and Work Commitment and describe electronic-based public services including SPBE Objectives, Non-Corruption SPBE, SPBE Costs and Time, SPBE Scope, SPBE Mandatory and SPBE Principles. This study uses a qualitative descriptive design that collects data by means of observation, interviews with informants. The data is tabulated as needed and then the data is analyzed qualitatively descriptively including data reduction, data presentation and drawing conclusions so that it can produce an understanding and is proven by data analysis techniques and the validity of the data findings. The results of this study indicate that to see Organizational Performance at the Baubau Class II Harbormaster and Port Authority Office according to Robbins (2006) in Sebayang (2017) is formed from six Indicators, namely: a) Quality of work; b). Quantity of work; c). Timeliness; d). Effectiveness; f). Commitment. to maintain membership and electronic-based public services at the Baubau Class II Harbormaster and Port Authority Office according to Presidential Regulation (Perpres) Number 95 of 2018 including: a). SPBE objectives; b). Non-corruption of SPBE; c). SPBE costs and time; d). SPBE scope; e). SPBE mandatory; f). SPBE principles. Suggesting for further research to be improved by completing administrative documents and always conducting socialization and implementation of policies, and continuing to monitor and evaluate SPBE for service users.

Abstract

This article aims to analyze the organizational transformation of the goods and services procurement unit in Central Buton Regency using Kurt Lewin’s change theory and change management perspectives. This research employed a qualitative descriptive approach, collecting data through interviews, observation, and document analysis. Data were analyzed qualitatively through preparation, organization, reduction, and presentation. The transformation occurred in three stages: unfreezing through the socialization of changes in structure, human resources, risk, technology, and budget, change with the formation of a centralized, performance-driven structure, and refreezing through capacity building, functional staffing, technology enhancement, and budget adjustment. The resulting model integrates Lewin's framework with transformational leadership, competent teams, human resources development, and technological innovation.

Abstract

The purpose of this study is to describe the implementation of job analysis policy in employee placement at the Regional Secretariat of South Buton Regency using Charles O. Jones's policy implementation theory, which includes three main dimensions: organization, interpretation, and application. The research method used is a descriptive qualitative approach. Data were collected through observation, interviews, literature studies, and documentation. Data sources were obtained from informants through direct observation and interviews, and documents obtained in the form of regulations. Data processing was analyzed using the Miles and Huberman model, which includes data reduction, data presentation, and verification. The results show that in the organizational dimension, job analysis implementation is still carried out ad hoc without a permanent implementation team or standardized SOPs. Limited human resources, uneven technical training, and the use of manual methods without an integrated information system are the main obstacles. In the interpretation dimension, the policy has been described in normative documents such as Regent Regulations and job maps, but has not been equipped with detailed local technical SOPs. Directions and training for implementers have also not been carried out systematically, resulting in differences in understanding between work units. In the application dimension, job analysis results have not yet been fully utilized as a strategic basis for employee placement. Employee placement is based more on immediate needs and the considerations of immediate superiors, without a structured and ongoing job evaluation cycle.

Abstract

The purpose of this study is to describe the accountability of the Integrity Zone Program towards a Corruption-Free Area (WBK) at the Baubau City Ministry of Religious Affairs Office using the approach (Halim, 16) including the implementation of the program, the suitability between targets and achievements, and the clarity of the program's goals and objectives. This research method uses a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation. Data sources were obtained from informants through direct observation and interviews and documents obtained in the form of regulations and processing. Data were analyzed using the Miles and Huberman interactive model, which consists of data reduction, data presentation, and drawing conclusions and verification. The results of the study indicate that program accountability has been reflected in various positive achievements. In the outcome dimension, the WBK program encourages increased ASN discipline, consistent implementation of SOPs, and the birth of digital service innovations such as LKH Online, PTSP Digital, and the Halal Meatball Cart (GBH) program. This indicates an increase in efficiency, effectiveness, and professionalism of services. In the dimension of suitability of targets and achievements, most program indicators have been achieved, especially in terms of increasing service speed and public satisfaction. However, obstacles such as employee resistance, limited technical training, and gaps in technology utilization still hamper the optimization of overall program accountability. Meanwhile, in terms of clarity of goals and objectives, the program has a specific policy direction outlined in official documents and supported by internal socialization. However, substantive understanding of integrity values is not yet fully shared among technical implementers.
