Abstract

Pengembangan bisnis mikro melalui penerapan platform digital, dengan fokus pada penggunaan TikTok sebagai sarana promosi yang efektif. Kajian ini didasarkan pada kegiatan sosialisasi yang dilaksanakan oleh tim Pengabdian Kepada Masyarakat (PKM) dosen STISIP Bina Putera pada Kamis, 19 September 2024, di Desa Raharja, Kecamatan Purwaharja, Kota Banjar. Peserta kegiatan sebanyak 45 orang, mayoritas ibu rumah tangga dengan usaha mikro seperti warung, pembuatan gorengan, dan makanan ringan. Desa ini juga merupakan salah satu lokasi sasaran program P2WKSS (Peningkatan Peran Wanita Menuju Keluarga Sehat Sejahtera). Permasalahan utama yang dihadapi adalah penurunan penjualan akibat kondisi ekonomi di masa resesi. Melalui pendekatan dialog interaktif, kegiatan ini bertujuan untuk memberikan solusi praktis guna meningkatkan daya saing dan pendapatan usaha mikro melalui media digital. Kata Kunci: Bisnis Mikro, Promosi Digital, TikTok, Usaha Mikro, Pemberdayaan Perempuan.

Abstract

This Community Partnership Program (PKM) was designed to address the challenges faced by micro, small, and medium enterprises (MSMEs) in obtaining business legality and halal certification. Legal business status through the Business Identification Number (NIB) and halal certification are crucial for improving access to financing, expanding market opportunities, and enhancing consumer trust in products. The program implemented a comprehensive approach combining socialization, interactive training, and practical technical assistance to guide participants through the processes of NIB registration and halal certification applications. As a result, most participants successfully obtained their NIBs and gained a clear understanding of the steps required for halal certification. Beyond procedural knowledge, participants also realized that legal recognition and certification serve as strategic foundations for strengthening and upgrading their businesses. Tangible impacts observed include increased product competitiveness, better access to government support schemes, and opportunities for collaboration with other businesses. Overall, the program demonstrates that targeted guidance and capacity-building activities can effectively enhance the legitimacy, marketability, and sustainability of MSMEs, empowering entrepreneurs to grow their businesses confidently while meeting regulatory and consumer standards.

Abstract

This study is motivated by the potential of Madasari Beach as an emerging tourism destination in Pangandaran Regency, which is expected to develop in parallel with Pangandaran Beach and Batukaras Beach. The purpose of this research is to formulate a sustainable development strategy for Madasari Beach using the Hexahelix approach, which involves six key stakeholders: government, academia, the business sector, local communities, media, and community organizations. Using a qualitative, descriptive-analytical approach, the study explores the dynamics of collaboration among these actors in developing a competitive and resilient tourism destination. The findings reveal that the government remains a dominant actor but lacks structural synergy with other stakeholders, while community participation is high yet not formally institutionalized. Local businesses face financial and marketing challenges, and academic engagement tends to be project-based rather than continuous. Media and financial institutions, although having strategic potential, remain underutilized. These findings highlight the need for an integrated Hexahelix collaboration framework to strengthen institutional synergy, empower local communities, and promote digital transformation and narrative-based tourism branding. The study concludes that the development of Madasari Beach must transcend physical infrastructure and adopt a collaborative governance model that harmonizes economic, social, and cultural sustainability, thereby significantly enhancing local revenue and long-term destination competitiveness in Pangandaran Regency.

Abstract

Empowering Women Farmers Groups (KWT) is an important strategy in strengthening food security, household economies, and inclusive rural development. However, the implementation of KWT empowerment programs often faces limitations in coordination, fragmentation of roles among actors, and weak program sustainability. This study aims to analyze the application of the Hexahelix Model as a collaborative approach in the implementation of KWT empowerment programs. The Hexahelix Model emphasizes the synergy of six key actors, namely the government, academics, business actors, communities, the media, and financial institutions, in an integrated policy ecosystem. Through a conceptualanalytical approach based on a review of the latest literature, this study shows that the Hexahelix Model is capable of strengthening the effectiveness of KWT empowerment programs through institutional capacity building, access to resources, local-based innovation, and expansion of marketing networks. Thus, the Hexahelix Model can be positioned as an adaptive and sustainable strategic framework in supporting women's empowerment in the agricultural sector.

Abstract

The results of the initial exploration found that the leadership of the Village Head was not optimal in improving the effectiveness of the performance of village officials. The objectives of this study are as follows: to determine the leadership of the Village Head in improving the effectiveness of the performance of village officials. The method used in this research is descriptive analysis.based on the results of the study it is known that: 1) The leadership of the Village Head has not been optimal in improving the effectiveness of the performance of village officials in accordance with the characteristics of good leadership according to Pasolong (2015: 46). This is because in carrying out his leadership to the village has not been able to increase the active role of employees in participating in village deliberations, besides that the village head has difficulty in choosing alternatives to an activity, the level of cooperation between village officials is still lacking. 2) There are obstacles to the Village Head in carrying out his leadership to improve the effectiveness of the performance of village officials. This is because the village head is not supported by the active role of village officials in participating in village meetings, besides that the village head has difficulty in choosing alternatives to an activity, lack of cooperation between village officials, besides the lack of conformity of the performance of village officials with what is expected by the village head.

Abstract

Land conflicts in the Mandalare area of Banjar City reflect the complexity of the relationship between the government and the community in the context of resource management. Issues arise due to differing perceptions regarding land status and use, which have not been addressed through equitable dialogue mechanisms. This study aims to analyze the application of collaborative governance in resolving land conflicts and to identify factors influencing its effectiveness. The method used is a qualitative approach with data collection techniques through interviews, observations, and documentation, analyzed using a descriptive-interpretive approach. The results indicate that collaboration has not been optimal, characterized by limited substantive engagement, low trust among actors, and the absence of a structured capacity for collective action. The study’s conclusion emphasizes that conflict resolution requires strengthening the dialogue process, information transparency, and sustainable collaborative institutions. The novelty of this research lies in its integrative analysis based on the collaborative governance framework, which not only assesses the formal aspects of collaboration but also emphasizes the relational dynamics among actors as the key to sustainable and context-specific conflict resolution.

Abstract

Pengangguran merupakan permasalahan sosial dan ekonomi yang masih menjadi tantangan utama di daerah, termasuk Kota Banjar, yang ditandai dengan adanya ketidaksesuaian antara ketersediaan tenaga kerja dan lapangan pekerjaan. Penelitian ini bertujuan untuk menganalisis peran Dinas Tenaga Kerja dalam mengurangi pengangguran serta mengidentifikasi faktor pendukung dan penghambat dalam pelaksanaannya. Metode yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian dilaksanakan di Dinas Tenaga Kerja Kota Banjar pada tahun 2025. Hasil penelitian menunjukkan bahwa Dinas Tenaga Kerja telah menjalankan perannya sebagai regulator, fasilitator, mediator, dan pelaksana melalui berbagai program seperti pelatihan kerja berbasis kompetensi, bursa kerja, pengembangan kewirausahaan, serta mediasi hubungan industrial. Peran tersebut memberikan kontribusi dalam peningkatan keterampilan tenaga kerja dan penurunan tingkat pengangguran, meskipun masih dihadapkan pada kendala seperti keterbatasan lapangan kerja, rendahnya kesesuaian kompetensi tenaga kerja dengan kebutuhan industri, serta keterbatasan sumber daya. Oleh karena itu, diperlukan penguatan sinergi lintas sektor, peningkatan kualitas pelatihan berbasis kebutuhan pasar, serta optimalisasi kapasitas kelembagaan agar peran Dinas Tenaga Kerja dapat berjalan lebih efektif dan berkelanjutan dalam mengurangi pengangguran.
