Abstract

Over loads is still an issue that needs special attention from the governmentand people of Riau. There needs to be an understanding of the procedures forloading of large transport vehicles loaded obey traffic in order to create a safe andcomfortable. The presence of more charge would be accompanied by the risk ofdamage to the road. Pekanbaru city with its strategic location and as the capital ofRiau province could not be separated from the problems of overloading. In fact, ifthe implementation is done with good roads such as national roads and provincialroads will be maintained in Pekanbaru condition. In fact there is still damage to theroad. Researchers refer to the implementation of the theoretical concepts in VanMeter Van Horn (Subarsono 2005). This research uses descriptive qualitativemethod of data collection techniques of observation, interviewing and researchinformants determined by snowball sampling technique. Abstract

Modern retail business is growing rapidly in line with the economic progress of Pekanbaru city. The rapid development of modern retail is contrary to the obligation of business actors to take care of their permits. To overcome these problems need to do supervision by the Department of Trade and Industry Pekanbaru City. The purpose of this research is to know the supervision of Modern Store Business License (IUTM) by Trade and Industrial Service of Pekanbaru City (Case Study: Retail Alfamart and Indomaret) and to know the factors that influence it. The theoretical concept used is the supervision by Brantas, is the monitoring steps include: Define the standards, measure the implementation, compare the results with the standards, take corrective action. This research uses qualitative method with case study approach. Technique of collecting data through interview technique, observation and documentation by using purposive sampling method in informant selection. The results show that Supervision of Modern Store Business License (IUTM) by Trade and Industry Office of Pekanbaru city (Case Study: Retail Alfamart and Indomaret) in its implementation have been good enough to be seen from indicator to determine standard, measure implementation, compare result with standard, running as it should but not optimal due to the factors that influence the human resources are still considered insufficient to oversee all areas of trade, then coordination between the Department of Trade and Industry Pekanbaru, Department of Investment and Services One Door of Pekanbaru City, and the Police Force of Pekanbaru Municipal Police less than optimal, and the low awareness of business actors to manage the Modern Store Business License (IUTM). Abstract

Billboard is a means of information media used to deliver a message to another party. Billboards are used in order to promote a product to consumers. Both delivered orally visual, or a combination of both. By having a goal is that everyone knows that billaboard product. Placement of the billboard outside the room had a considerable influence on urban life for advertisement media often have orientation on the location of the main streets of urban which has the advantage of strategic location, easily accessible, and readiness so that the information can be delivered effectively.Advertisement itself visually to have a major contribution to the impression of an environment. Besides the contribution given to the government is an admission of retribution advertisement revenue (PAD). So that in practice more often concerned with retribution than the beauty of the city, security and environmental safety.The concept of the theory used is the theory of supervision by Manullang (2008: 185). The indicators in this research resources, supervision, facilities and infrastructure. Key informants of this study is Head of Department Spatial Planning and Building Pekanbaru, Head of Civil Service Police Unit of Pekanbaru. To complement the informant is a staff department of Spatial Planning and Building Pekanbaru, staff Administrative Civil Service Police Unit Pekanbaru and billboard owners. This research is a qualitative descriptive study using data collection techniques with a bunch of observation and interviews obtained from the research informants.Based on the research that has been done, based on the data analysis process it has been known that the demolition of billboards in the city of Pekanbaru run poorly or less than optimal. Poor or sub-optimal. Less good or less optimal control of billboards in the city of Pekanbaru because it is influenced by many things, whether it be a barrier effect of the enforcement rules themselves, from the owner of the billboard and the community. A factor that is affecting is the communication and coordination between the parties the service itself.Keywords : Monitoring, Control, Billboards

Abstract

Oversight is one of the processes to establish what work has been carried out, vote and correct it if necessary with the intention that the implementation of the work in accordance with its intended purpose. Supervision is done by Dinas Bina Marga Kota Pekanbaru has not felt the maximum because there are still many communities that do not kno function street poles and cause distortions road function. The purpose of this research is how to supervise the utilization and use of parts of the road by Dinas Bina Marga Pekanbaru City and to determine the factors that influence the use of surveillance and use parts of the road by Dinas Bina Marga Kota Pekanbaru.The concept of the theory used by the authors is the Management and Supervision. Researchers used descriptive qualitative research studies. In collecting the data, the authors use the technique of interviewing and observation. The authors use informants as sources of information and techniques triagulasi as a source of data validity.Results of this study indicate that the use of surveillance and the use of parts of the road by Dinas Bina Marga Kota Pekanbaru still not up, proved there are deviations that are found in Parts of the city of Pekanbaru. Factors that influence the use of surveillance and the use of parts of the road by Dinas Bina Marga Kota Pekanbaru is community participation, budget systems is not maximized and infrastructure in conducting surveillance.Keywords: Controling, Utilization, Use of Parts of the Road

Abstract

Maritime transportation is the most effective alternative in the Meranti Islands Regency because this region is an archipelago. Therefore, the need for sea transportation has a negative impact with the occurrence of disorder and the inconvenience of passengers while in port and the occurrence of traffic accidents in the territorial waters. Considering the high potential for irregularities by shipping operators, supervision is needed for the operation of the Port of Tanjung Harapan which is a port located in the capital of the Meranti Islands Regency by the KSOP of the Meranti Islands Regency. The purpose of this research is to see how the operational supervision of the Tanjung Harapan port by the KSOP class IV of the Meranti Islands Regency, as well as what factors are obstacles to the operational supervision of the Tanjung Harapan port. This type of research used in this research is qualitative with a qualitative descriptive approach and the selection of informants using a porposive sampling technique with data triangulation techniques as data analysis techniques. The results of this study found that supervision carried out by KSOP class IV of the Meranti Islands Regency still experienced a lack of human resources namely officers who conducted field supervision, inadequate port facilities to accommodate the number of potential passengers, lack of public awareness of the importance of safety when sailing with ship conditions that exceeds the capacity of the ship and does not apply strict sanctions to shipping entrepreneurs who violate the established seaworthiness standard. Keywords: Supervision, Operations, Transportation.

Abstract

This study will see how to Implementation Procedures Advertisement Taxation by the Departement of Finance and Asset Management Income Districts Siak. Acquisition revenue (PAD) from advertisement tax in Siak sector is potentially quite high, because there is little individual or business entity that uses advertising as a tool to promote their business. But achieving the target is still low, not as expected. Whereas in the advertisement taxation should not be difficult, sience the object and the number of its points are clear.Theory concepts used in this study was according to management theory George R Terry opinion in manullang that management can be measured by the following indicators : planning, organizing, actuating, controlling, including factors that humper the implementation of advertisement. As well as the research method used is descriptive qualitative, The next in the determination informen using technique purposive sampling.Implementation Procedures Advertisement Taxation by the Departement of Finance and Asset Management Income Districts Siak not going well in perform its function as an agency and income tex levies. Thereby affecting there reception revenue (PAD) from advertisement tax sector in regency Siak not optimal. Whereas the factors that hinder the implementation of advertisement taxation by the department of finance and asset management income areas in the are siak is the limited number of employees and also the lack of operational infrastructure as well as inadequate equipment owned by the department of finance management income asset fun districts siak. Abstract

Illegal Handphone is a term for one product that goes to the Riau Province territory not through an official (illegal) route. Because it is illegal, there is no guarantee of quality, warranty or other important factors from the manufacturer. The purpose of this study was to determine the supervision of Illegal Handphone in the City of Pekanbaru and to find out the inhibiting factors for supervision of Illegal Handphone by The Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru. The research method used is a descriptive type of qualitative research approach, the selection of informants using Purposive sampling. Techniques for collecting data through interviews, and documentation or literature. The results of this study are by The Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru not been optimal in conducting surveillance of Illegal handphone. The inhibiting factor is the lack of Human Resources from the relevant agencies, the lack of facilities and infrastructure by The Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru, and the still many rat ports in the Riau Province. It is better for a more optimal target The Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru is more assertive in overseeing illegal cellphones and goods owners supporting the Office of Customs and Excise Supervision and Service of Type Customs B Pekanbaru in monitoring so as not to so that no party is harmed, both harming the state and consumers.Keywords:Supervision, Illegal Handphone

Abstract

Circulation of canned food products that are not suitable with the applicable provisions is still a problem for the city of Pekanbaru. This study was conducted to determine Monitoring that do carried out by Balai Besar Pengawas Obat and Makanan on the circulation of canned food products in Pekanbaru. By looking at surveillance BBPOM Pekanbaru to distribution facilities that sell canned food products in Pekanbaru.Research conducted using qualitative method with kind of descriptive research. This study used a control theory Manullang with standard assign, conducting evaluate and conducting corrective action. In this study conducted technique is observation, interviews and documentation by using the technique of analysis.These results indicate that controlling of food products (canned food) by BBPOM in Pekanbaru is still not going well due to the lack of guidance to enterpreneur and public, the legal sanctions are not yet firmly, still inadequate number of employees and number of operational vehicles, as well as the lack of public participation in monitoring the circulation of canned food products in Pekanbaru. Therefore, in order to optimize controlling of food products (canned food) by BBPOM in Pekanbaru is necessary to improve guidance to enterpreneur and public, providing legal sanctions firmly, and increasing the number of employees and operational vehicles BBPOM Pekanbaru.Keywords: Control, Distribution Facilities, BBPOM

Abstract

The research present describe the optimalization of market retribution. From the market retribution data, in 2009 realization of market retribution has a target, but in 2010 until 2013 the market retribution was never get a target realization by Clean, Park and Market Agency Rokan Hilir Agency. The decrease of market retribution cause of some factor by minimalization of market retribution, minimalization of human resources in market retribution and the other factors.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Rokan Hilir Regency and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes Head of Clean, Park and Market Agency Rokan Hilir Agency, Head of section Clean, Park and Market Agency Rokan Hilir Agency, staff of market retribution and retributors.The conclution of this research are strategy of Clean, Park and Market Agency Rokan Hilir Agency to optimlaization of market retribution are values strategy, planning strategy, position strategy, vision mission strategy and tactics step strategy. The factors that influence of strategy of Clean, Park and Market Agency Rokan Hilir Agency to optimlaization of market retribution are minims of coordination with the other agency, minimize of socialization of regulation, minimize of controlling agency, staff positioning of agency and minimize of insentive for staff retributors.Keywords: market retributions, optimalization strategy and influence factors.
