Abstract

Performance Evaluation is important for measuring activity of employee, because it will describe how company doing activity effectively to achieve goals that had been determent. Organization’s planning will be achieved if employee does their jobs correctly, employee will do their jobs correctly if they have competency and credibility for doing that. As governance employee, they should give a best service for public society or people who need help for administration because governance employee has main jobs to serve citizen. All the governance employee’s jobs must serve citizen’s needs, help people who needs information for their business and give people with high quality service. The thesis is using concept of theory from performance evaluation theory by Hasibuan. The indicators that showing for this experiment are Achievement, Disciplinary, Creativity, Cooperation, Competency, and Responsibility. Population for this thesis are all employee that understand about how important performance evaluation and farmer who getting assistance. Key informan is General Subsidiary and Employee Department. For getting this information, researcher use Snowball Sampling technique. In analyzing data, researcher does deskriptif kualitatif methods with Triangulasi Technique. According this thesis that searching about how performance evaluation for governance employee of Agriculture and Husbandry Department, Riau Province in doing their jobs, we can take a conclusion from people responses that all the governance employee has being done their jobs correctly and effectively although a few responses said that they are still needing support to work better like improving education and discipline attitude.Key Word: Performance of Employee

Abstract

The rural areas across Indonesia have been predicted that locals will be given APBKep or local government budget comes from two main sources such as local central and districts government. The reason of giving local government budget is to assist locals becoming independent society. Thus, the rural is equal to central people. In line with this situation, local government should bring into reality the aims of making the developed and prosperous village by using the concept of transparency in administering the local budget and society. The purpose of this research is to knowthe transparency of local government budget and income of Sungai Segajah village Kubu District Rokan Hilir Regency. Also, this research used the concept of “The Princple Of-Opened-Transparency” that is adopted from Mustofa Widjaja in (Irvan, 2017). This research is known as descriptive qualitative. The samples were selected using purpose sampling technique. The result of this research proved that transparency in administering local government budget in Sungai Segajah village in Kubu Rokan Hilir does not work maximally because there are still obstacles that become problems of local government in planning and implementing the transparency of local government budget. *Keywords: Transparency, Administration, Local Government Budget

Abstract

Supervision is the process in setting performance measures and taking actions that can support the achievement of the expected results in accordance with set performance tersebut.Sehubungan thereto Control and Service Office of Customs and Excise Medium Type B Pekanbaru is one of the agencies that are authorized to perform control the circulation of illegal cigarettes that circulate in the city of Pekanbaru. The phenomena that researchers have encountered are: there are still many outstanding nonThis study aims to illegal fre zone from other areas in the city Pekanbaru.mengetahui and analyze how to control the circulation of illegal cigarettes by the Office of Supervision and Customs Service Medium Type B Pekanbaru, and the factors that affect oversight. This research is descriptive qualitative where data collection is used with observation and interview methods.The study found that the supervision of the circulation of illegal cigarettes by the Office of Supervision and Customs Service Medium Type B Pekanbaru still less than optimal in overseeing the circulation of illegal cigarettes. It can be seen from the phenomenon of the problem and the fact supervision that occurred in the field. Because it can be seen much of her in circulation of illegal cigarettes that circulate in the city of Pekanbaru. Factors that influence the control of illegal cigarettes by the Office of Supervision and Customs Service Medium Type B Pekanbaru among other factors that influence the control of illegal cigarettes by the Office of Supervision and Customs Service Medium Type B Pekanbaru include internal factors (HR), division a task that is not maximized and satandar or benchmark to perform an oversight is not appropriate, and external factors here occurs on the part of traders or shopkeepers who are still free to sell the products of illegal cigarettes would not obey the rules.Keywords: Monitoring, Illegal Cigarettes.

Abstract

Implementation Analysis of Main Duties and Functions (TUPOKSI) UPT Sang Nila Utama Museum in the city of Pekanbaru . The purpose of this study is to analyze pelasanaan duties and functions and to analyze the factors that affect the implementation of the duties and functions UPT Sang Nila Utama Museum in the city of Pekanbaru . This study uses the theory Suprihartono Jhon who explained that the implementation of the tasks measured : task mastery , ability to cooperate , ability to complete work on time and work reports the right . The research method is qualitative observation techniques and interviews with key informants as key informants and snowball sampling method in the determination of subsequent informants and analyzed using descriptive analysis techniques . The results of this study are the duties and functions of UPT Sang Nila Utama Museum in the city of Pekanbaru is not operating effectively . Human Resources required by Sang Nila Utama Museum UPT still inadequate especially sexy and development management . Care facilities in a state of cultural heritage objects is not good . Abstract

Phenomena of this research is the development effectiveness in Pekanbaru city that is still much to do in the town center. Her reality is still a lot of development is done only in the city center so no way RTRW pekanbaru city. Whereas in the RTRW cities pekanbaru mention that the focus in the area of development in the periphery.The purpose of this study was to examine the effectiveness of operational supervision of construction of the building by the department of spatial planning and building the city of Pekanbaru. Where to see the development that is still flourishing in the city center when RTRW city pekanbaru pekanbaru mentioned that the construction will be focused into a suburb. From the results of this study found factors that affect surveillance that changes always occur both from outside and from within the organization, organizational complexity requires formal supervision because of the decentralization of power and errors / irregularities committed member organizations require supervision.This research was conducted in the city of Pekanbaru, the Department of Spatial and Building Pekanbaru City where the sample is head and staff department spatial planning and building cities pekanbaru, the sampling technique used purposive sampling, data collection method is used obserfasi, interviews and documentation. Once the data is collected and analyzed using triangulation techniquesHaving done the research found that the effectiveness of supervision of construction in Pekanbaru city is not maximized, it can be seen from Handayaniggrat that in the review of the 5 indicators of direct supervision, indirect supervision, supervision formal, no formal supervision and administrative oversight.Keywords : Effectiveness, Supervision, Supervision Of Direct, Indirect Supervision, Supervision Formal, No Formal Supervision And Administrative Oversight.

Raja Muhammad Rasid (1201112415). Duties Head Of The Issuance Agreement Port Officer Sail (SPB) On Harbour Master Office In The City Of Pekanbaru. Supervisor : Dra. Ernawati, M.Si.Under Article 6 of Law No.17 of 2008, the type of transport in the waters consist of sea transport, river and lake transport and ferry transport. In accordance with Article 219 of Law No.17 of 2008, to conduct any ocean freight shipping (vessel) shall require approval Sailing / Anchored (SPB) is issued by the harbormaster to be sailing or docked. In order to obtain a Certificate of Approval Sailing/Anchored (SPB), the ship will sail must meet the requirements that the terms seaworthiness ship.In theory Duties, Simanjuntak explained that the implementation of the duty of each individual is influenced by several factors which can be classified into three groups: individual competency, organizational support and management support .The method used in this research is qualitative research. With the technique done of snowball sampling, the key informant in this study. In this study, the informant is the Head Office and the Port Authority Harbour Master Class III In The City Of Pekanbaru, Head of Sub. Administration, Head of Legal Status and certification of ships, Kasi Kesber, Guard and Patrol, and Kasi Enterprises Lala and Ports and then analyze and process the data .Based on the research and discussion that researchers do in the field, it was found that the execution of tasks of the Head of the Harbor Master in the Issuance of Approval Sail (SPB) At Office Harbor Master in the city of Pekanbaru has not been implemented to the fullest, it is in because of limited support infrastructure in the field, the lack of human resources and lack of awareness of the laws that affect the execution of tasks Harbor Master.Keywords : Individual competence, Organizational Support, ManagementSupport

Abstract

In pharmacy licensing, the Health Service which is authorized by the government is required to conduct supervision and guidance to the existence of pharmacies in the city of Pekanbaru. Regulation of the Minister of Health of the Republic of Indonesia number 7 of 2017 has set operational standards for the operation of pharmacies aimed at improving optimal health services. In pharmacy facilities, pharmacy entrepreneurs are required to have a permit known as a Pharmacy License (SIA). SIA is a permit issued by the Minister to Pharmacists in collaboration with the owner of the facility to organize a Pharmacy in a particular place. However, if the SIA has not been issued by the Department of Health, the owner of the pharmacy facility can still run the pharmacy using the Pharmacy Examination Report (BAP). At present there are 256 pharmacies that have Pharmacy Licenses spread across Pekanbaru City. Despite the large number of pharmacies scattered in Pekanbaru, apparently there are still pharmacies whose establishment is not in accordance with the procedures and permit requirements and even found pharmacies that do not have a permit. The method used in this research is a qualitative method with a case study approach. Data collection is done by interview, observation and documentation. The results showed that first, the pharmacy licensing service procedure by the Pekanbaru City Health Service was not running optimally because there were still pharmacy facility owners who complained about the length of time the SIA was issued, then in terms of licensing services at the Health Service there were still inadequate pharmacy employees in terms of pharmacy licensing. Second, the factors that hinder the process of pharmacy violation in Pekanbaru City are the quality of services from the Health Service that is not optimal like human resource competency and lack of field labor. Keyword: Licensing Service Procedure, Pharmacy Licensing Requirements

Abstract

Until now the problem of public entertainment that violates the operationalhours of public entertainment in Pekanbaru still can not be solved well, so manypublic entertainments that violate predefined operational hours. From that issue,it is necessary to evaluate the implementation the operational hours of publicentertainment in Pekanbaru. The purpose of this research is to evaluate theRegional Regulation No. 3 of 2002 on Public Entertainment particular theimplementation of the operational hours of entertainment and determine anyfactors that hinder evaluation of Pekanbaru Regional Regulation No. 3 of 2002on public entertainment in particular exercising their operational hours ofentertainmentIn this research, researcher used N Dunn Wiliiam theory that explains thereare six evaluation criterias, namely effectiveness, efficiency, adequacy, equity,responsiveness and accuracy. This research uses qualitative descriptive methodand technique of data collection was done by interview, observation andliterature study.Based on result of interview, researcher noted that Pekanbaru RegionalRegulation No. 3 of 2002 on Public Entertainment has not correspondedanymore to the situation which already great development in Pekanbaru. Theregulation has been ineffective. It was seen from the goals and objectives are notperfect, because inefficient in terms of time and effort are still lacking, it is notenough to satisfy the needs of society, in distributing benefits to the group policyis still not evenly distributed, there is still a lack of responsiveness to theproblems that employers facing public entertainment and public entertainmentfor many entrepreneurs and there are many cons to this rule. This rule is nolonger appropriate very much between expectation and reality. This regulationmust be revised again to strengthen the legal basis in the implementation of theoperational hours of public entertainment. The factors that hinder theimplementation of the evaluation for operational hours of public entertainmentin this regulation number 3 of 2002 on public entertainment are psychologyfactors, economic factors, technical factors and political factors.Keywords: Evaluation, Policy, Regional Regulation

Abstract

In the performance of organized the organization, BNNP have obstacles in carrying out duties and obligations, the most important is the number of existing employees in the BNNP. The number of existing employees in the Riau BNNP only 62 employee, including members of the National Police. Thus shows that the number of employees of BNNP Riau can affect the performance of employees. The purpose of this research is to analyze the performance of the employees of the National Narcotics Agency (BNN) Riau Province in the implementation of the eradication Operation in the city of Pekanbaru and also to find out the factors restricting factors performance of employees. The measurement of performance indicators used theory of Mangkunegara (2009) consisting of quality, quantity, cooperation, initiative, skills, and responsibilities. The research method used was qualitative research with the descriptive approach.The results showed that; 1) By indicators of quality, doing a network mapping narcotics carefully it is successfully eradication operations. 2) By quantity indicator, each times an operation involving a combined force of the eradication team. 3) By indicators of cooperation, eradication operations involving cooperation with military personnel, Riau Police, TNI Provost, Satpol PP and helped by community. 4) By indicators of initiative, prioritizes the intelligence teams already highly proficient and experienced. In addition many of the employees who have the initiative to bring additional equipment and infrastructure to support operational standards eradication. 5) By indicators of skills, eradication operations are supported by employees who have high proficiency in terms of experience, skill, discipline, work and achievements. 6) By indicator of responsibility, all the employees work in accordance with the duties and responsibilities of each position are contained in the decision of the head of the BNN about the revision of the list order of employees in Environmental Regulation, and also of the BNN BNN number 3 was 2015, about the organization and governance of work BNN for city level. 7) The restricting factors performance of employees BNN Riau Province in the implementation of the eradication Operation in the city of Pekanbaru consists of knowledge, skills, and attitude/behavior of the employees.Keywords: Quality, quantity, cooperation, initiative, skills, and responsibilities
