Abstract

The study is done in the environmental and cleanliness ( dlhk ) city pekanbaru.The department of environmental and cleanliness ( dlhk ) city pekanbaru is weak support to the operation of the waste management.Today handling of the waste problem in urban area pekanbaru could not going well.This is because the area of service with greater number of heap of garbage high and supporting facilities and infrastructures hygiene inadequate.Research purposes: ( 1 ) to know the effectiveness of waste management by the environment and the city cleansing pekanbaru; ( 2 ) to know the barrier driving and factors affecting the effectiveness of waste management by the environment and the city cleansing pekanbaru.Informants research was taken from the head of waste management, head of reducing and the use of garbage, handling and processing of the trash, gives the infrastructure, and the city pekanbaru.This research using research qualitative descriptive to technique data collection covering interview, observation and study documentation.Based on the research done , that the effectiveness of waste management by the environment and cleanliness the city of pekanbaru done using indicators ( 1 ) clarity the purpose to accomplished; ( 2 ) clarity strategy the achievement of a goal; ( 3 ) process of analysis and the formulation of policies that steady; ( 4 ) programs established proper; ( 5 ) the availability of facilities and infrastructure .Factors - factors affect the effectiveness of waste management by the environment and cleanliness the city of pekanbaru is: ( 1 ) of human resources ( 2 ) facilities and infrastructure ( 3 ) the role of the people ( 4 ) communication. Several factors supporters city waste management pekanbaru by dlhk is affecting in laksanakannya socialization and education waste management right and either to the community, it is just some indonesians not participate in the event.Officers team that has spread have done deterrent for society not to his litter promiscuously and throw garbage into the tela determined.The government also has spread billboards containing the appeal to not littering and disposing of garbage at that we have set.Keywords: waste management, effectiveness, garbage

Abstract

Performance is the result of work in the quality and quantity achieved by an employee in carrying out their duties. Employee performance is a very important activity because it can be used as a measure of the organization's success in achieving the organization's vision and mission. The performance of employees at the Kuantan Singingi District Head Office is still experiencing various problems that can be seen from lack of discipline of employees, the large number of employees postponing official duties and there are still many officials who do not understand the main tasks and functions. This study aims to determine the performance of employees at the Kuantan Singingi District Regent's office and to identify factors that hinder the performance of employees in the Kuantan Singingi District Regent's office. This research uses descriptive qualitative methods. This method uses the theory of performance by Bernardin and Russel in Burso (2018) with indicators of Quality, Quantity, Timeliness, Effectiveness, Independence, Work Commitment. From the results of the study it was found that the performance of employees in the Kuantan Singingi Regency Regent's office was not maximal, seen through some of these performance indicators, one of them is in terms of the quality of employee performance, which is still 25% that has been achieved well, approximately 75% the quality of employee performance has not been achieved or not good. As for the causes of the performance of Kuantan Singingi Regency government employees have not been maximized, among others, due to employee discipline, limited human resources, and limited facilities and infrastructure. Therefore, so that the employee's performance becomes maximal, it is necessary to provide strict sanctions against employees who are not disciplined, increase in the number of employees, and the addition of facilities and infrastructure to support the entire work of employees in the Kuantan Singingi Regency government environment. Keywords: Performance, Employee

Abstract

The village is a tool to achieve national development goals; the village is the leading government agency that can be reached the real target group which wantedto be empowered. In order to support the implementation of Law No. 32 of 2004 on Village Government and Law Number 25 Year 2004 concerning national development planning system, the development of which were conducted by using the paradigm of empowerment was necessary to realize community participation either in the planning, implementation or control of village construction. The objective of theresearch was to determine the community's participation in the implementation of development programs and to identify inhibiting factors of communitys’ participation in the implementation of development programs in the Village of Sei Golang Kelayang District of Indragiri Hulu Regency.The concept of the theory used the Chohen and Uphoff theory in (Dwiningrum, 2011: 61). Indicators in this study such as: Mobilizing Resources and fund, Administration and Coordination and Translation Program. While the factors that influenced the unsuccessful of participation was based on what the researcher found in the field.The results of the research could be concluded that public participation in the implementation of development programs in the Village of Sei Golang Kelayang District of Indragiri Hulu regency in less active category. In other words, there were still many problems in implementing rural development sei golang. The faktor inhibitor of community participation in the development program was the difficulty to mobilize human resources, communication and participation. Abstract

Community participation of development is the participation of community in the development process both in the planning stage of development through musrenbangkep, the stage of development implementation, evaluate the development and in enjoying the results of development. Community participation in development planning through development planning discussion (musrenbang) is still minimal and passive, due to lack of community understanding of development planning, low education level, and lack of socialization from the government then excludes the community in development planning deliberations. Participation is used as Theory Concept. The researcher uses Soetomo Theory. This research aimed to know how the community participation of physical development in Kepenghuluan Bangko Jaya Bangko Pusako Subdistrict Rokan Hilir Regency. This research used Qualitative Method with descriptive study of data. Data was collecting by interviewed the key informant as information resource, observation, and documentation. The result showed that the community participation of physical development is still minimal and passive, that means there are still many people who are not involved in every stage of development that will be implemented and still submit all decisions to other parties. In this case the researcher suggested that the community should participate actively in every stages of development and the government should also seek more and active participation from community, so that the idea comes more from the community and it can be used as consideration and evaluation for the next year. Abstract

Supervision of class II B Prisoners in Dumai City State Detention Center is based on Regulation of the minister of Law on Regulation of the minister of Law and Human Rights Number 6 of 2013 about Orders for Prisoners. Carrying out security and order is an absolute teaching for the implementation of coaching programs and security aspects in State Detention Centers as indicators of the success of the detention center but its supervision has not run optimally, this can be seen from the lack of strict supervision of prisoners resulting in cases in the remand center because they see the current conditions that have exceeded the capacity and number of officers who do not meet the standards. This study aims to determine the supervision of class II B prisoners in the Dumai City State Detention Center and to find out what factors are obstacles to the supervision of these prisoners. The concept of the theory used the Supervision theory in the Manullang book, namely: (1) Establish a measuring device (Standar), (2) conduct an assessment, (3) carry out corrective actions. This study used descriptive qualitative method. In data collection researchers used observation, interview and documentation techniques. The results of this study indicate that the supervision of prisoners in the Dumai City Detention Center still has many defeciencies and is still not running optimally. In this study, its known that the factors that inhibit the supervision of prisoners in class II B in the Dumai City Prison include the lack of correctional staff, facilities and infrastructure, training in human resources.Keywords: Supervision, State Prison, Exceed Capacity

Abstract

License Management and exploitation of Swallow Nest issued by the Government of Bengkalis is for taken any action against employers of bird's nest in order to create orderly administration and compliance business owners against the rules set by the district government Bengkalis and pay a fee for permission as one income The original area. Therefore Bengkalis Government issued a Local Regulation No. 07 Year 2006 on Management and Exploitation of Swallow's Nest. This study aims to determine Implementation Management and Operation License Swallow's Nest in the District of Bengkalis and to determine the factors that affect the implementation License Management and Exploitation of Swallow's Nest in District Bengkalis. In a theoretical model of implementation by Edward III, there are four variables that influence the implementation policy, namely: communication, resources, disposition or attitude of execution, as well as bureaucratic Structure.The method used in this study is a qualitative study. With the technique done of snowball sampling, the key informant in this study. In this study, the informant is the Department of Forestry and Integrated Licensing Service Agency, Entrepreneur Swallow's Nest and Society in the District of Bengkalis. Then analyzes the data and manage.The study found that the Implementation License Management and Exploitation of Swallow's Nest in the District of Bengkalis has not undone the fullest. This is evidenced still a lot of bird's nest entrepreneurs who do not have permissions Management and Operation Swallow's Nest. Factors affecting Implementation Management and Operation Permit Swallow's Nest in the District of Bengkalis includesinternal factors, lack of socialization, supervision and strict sanctions from the implementor against employers who violate the Regulation, External factors here happens because of lack of awareness of the people or entities that perform management and exploitation of bird's nest on the importance of management and exploitation license swallow nest.Keywords: Implementation, Local Regulation, Licence Management and Exploitation of swallow's nests

Abstract

Educational support for poor people was a donation for poor society which taken from provincial government budget for avoiding a probable social risks. Administration Bureau of Social Welfare of Riau Province that handled the administation affairs of the educational support for poor people faced some problems of implementing the policy. They were the process of implementing and long time of money cashing. The concept of influencing factor used Warwic in Tahir (2015). In this policy impelementaion, there were some factors should be attended, such as 1) organization capability; 2) information; 3) support 4) pontential allotment. For getting the informant, this research used purposive sampling. The data wereobtained from two sources. The primary sources were from the interview and the result of observation. The secondary data were from book, document, and data from Local Secretariate of Riau Province. The result of the research showed that many factors influenced the policy implementation of educational support for poor people at Administration Bureau of Social Welfare in Local Secretariate of Riau Province. They were the problems of local budget, responsibility, and human resources.Keywords: Implementation, Policy, Educational Support.

Abstract

Some problems caused by Restaurants in various cities are usually almost the same as the problem of congestion, cleanliness and the beauty of the city. This is because restaurants often tend to trade in places where they are not allowed to trade. Though buying and selling activities have been facilitated by the existence of a kiosk or permanent shelves and has met all the requirements to get the right as a market tenant whose rights are protected by law and safe from eviction.Research objectives: 1) To know and analyze the Implementation of Local Regulation No. 8 of 2012 on Levy Disturbance by BPT-PM (Case Study of Licensing Restaurant in Bukit Raya Pekanbaru Sub-district) 2) To know the obstacles that affect the Implementation of Local Regulation No. 8 of 2012 about Levy Disturbance by BPT-PM (Case Study of Licensing of Restaurants in Bukit Raya Pekanbaru Sub-district). Informants in this study are Head of BPT-PM Mr. Said Riza Fantoni ST, MT and Mr. Yausar as Head of Subdistrict Chief Bukit Raya, restaurant business actors, and representatives of buyers. Population used as informant because this research use qualitative research. Types and data sources use primary data, ie data obtained directly from respondents and secondary data, ie data obtained through reports, books and records. Techniques of collecting data using interviews, observation and documentation. Abstract

Corporate Social Responsibility (CSR) is a concept or action taken by the company as a sense of corporate responsibility towards the social and the environment around the company is located. The company that is the object of the author's research is PT. Development of Investment Responsibility (PIR) of Indragiri Hulu District, Peranap District. Which local communities have not felt the benefits of the existence of PT. Increased Investment in Riau (PIR) in their area, namely Peranap District, Indragiri Hulu Regency. The purpose of this study is to find out how to empower local communities through corporate social responsibility (CSR) programs. At PT. Riau Investment Increase (PIR) in the role of the upstream Indragiri district. The theory used in this research is CSR Implementation theory according to Untung, namely: Accountability, Openness, Fairness, The responsibility of this research method uses a qualitative approach with a purposive sampling technique by interview (interview) , observation (direct observation), study of literature and documentation as a source of information and data analysis. The results of this study found that the empowerment of Indigenous Peoples Empowerment through the Corporate Social Responsibility (CSR) Program has not been implemented optimally. Inhibiting Factors in Empowering Indigenous Peoples Through Corporate Social Responsibility (CSR) Programs at PT. Riau Investment Development is the lack of a relationship approach between the company and the community so that the distribution of aid does not match what is needed by the community, the lack of quality human resources of the local community so that it cannot recruit in large numbers from the local community, and the lack of response from the community can be concluded that the program empowerment of local communities through CSR has not yet been carried out to the maximum. Keywords:  Empowerment of Local Communities, Corporate Social Responsibility
