Abstract

Fokus penelitian ini yaitu 1) Optimalisasi pengelolaan kontrak Pekerjaan konstruksi dalam proses pengadaan barang dan jasa di kaji dari tahapan Perencanaan, Pengorganisasian, Pelaksanaan Monitoring dan evaluasi. 2) Faktor penentu optimalisasi pengelolaan kontrak Pekerjaan konstruksi dalam proses pengadaan barang dan jasa di kabupaten Gorontalo Utara. Pendekatan yang digunakan pada penelitian ini adalah kualitatif. Metode penelitian adalah kualitatif deskriptif. Pengumpulan data di lakukan dengan observasi, wawancara, dokumentasi dan trigulasi. Teknik analisis data pada penelitian ini menggunakan pendekatan Miles dan Huberman yakni dilakukan dengan reduksi data, penyajian data dan penarikan kesimpulan/ verifikasi. Hasil penelitian bahwa 1) pada proses pengelolaan kontrak Pekerjaan konstruksi dalam proses pengadaan barang dan jasa hampir secara keeluruhan sudah berjalan dengan optimal, sesuai dengan ketentuan yang berlaku. Namun untuk beberapa pekerjan konstruksi mengalami masalah dan berakibat adanya pemutusan kontrak. 2) factor penentu Optimalisasi pengelolaan kontrak Pekerjaan konstruksi dalam proses pengadaan barang dan jasa di Kabupaten Gorontalo Utara ditentukan, Jumlah dan mutu SDM, Manajemen kerja, Ketersedian material dan infrastruktur, Pendaanaan. Kurangnya kemampuan SDM dalam pegelolaan kontrak, Manajemen kerja yang belum sesuai dengan SOP, Kurangnya ketersedian infrastruktur dan material, serta kurangnya ketersedian dana yang di gunakan dalam pekerjaan konstruksi sangat berpengaruh pada pengelolaan kontrak pekerjaan konstruksi.

Abstract

The rate of underage marriage in Gorontalo is very high, even though religion, customs and state laws prohibit it. The results of the direct interviews conducted and the observations made indicate that poverty, low levels of education and matchmaking myths may have caused this increase. Furthermore, the increasingly high level of promiscuity and weakened socio-cultural ties have led to an increase in the number of extramarital pregnancies, and forced marriage is unavoidable to maintain the dignity of the community. It was discovered that most married couples do not wed legally until they have problems in their marriage and seek a divorce. Moreover, women must also be responsible for their life choices because this paper shows that poor service practices have caused underage women to be objectified by physical, social and symbolic violence. The unavailability of a support system from the government and society makes a partner rely on the kindness of his or her parents. Therefore, it was suggested that government intervention, in the form of prevention and support systems for underage married women, must be integrated with the role of the community and religious leaders.

Abstract

This study aims to analyze public service policies in flood disaster management in Tenilo Village, Gorontalo Regency, and to examine the integration of local wisdom in the policy process. A qualitative approach was employed to gain in-depth insights from both community members and local government officials. Primary data were collected through direct interviews with the village head and affected residents, while secondary data were sourced from official documents and relevant literature. The results reveal that the implemented public service policies tend to be reactive and lack community participation. Key challenges include limited authority at the village level, insufficient resources, weak inter-institutional coordination, and the declining role of local wisdom. Thus, policy reform is necessary to incorporate local knowledge and enhance collaboration between the government, community, and other stakeholders. Such an approach is expected to strengthen community resilience in facing flood disasters in a more sustainable manner. ABSTRAKPenelitian ini bertujuan untuk menganalisis kebijakan pelayanan publik dalam penanggulangan bencana banjir di Kelurahan Tenilo, Kabupaten Gorontalo, serta meninjau sejauh mana pelibatan kearifan lokal dalam proses kebijakan tersebut. Pendekatan kualitatif digunakan untuk menggali secara mendalam persepsi masyarakat dan pemerintah kelurahan terhadap efektivitas kebijakan yang diterapkan. Data primer dikumpulkan melalui wawancara langsung dengan kepala kelurahan dan warga terdampak, sementara data sekunder diperoleh dari dokumen resmi dan literatur terkait. Hasil penelitian menunjukkan bahwa kebijakan pelayanan publik yang diterapkan masih bersifat reaktif dan belum sepenuhnya partisipatif. Kendala utama yang dihadapi meliputi keterbatasan kewenangan pemerintah kelurahan, sumber daya yang minim, lemahnya koordinasi antarinstansi, serta rendahnya partisipasi masyarakat akibat menurunnya nilai-nilai kearifan lokal. Oleh karena itu, diperlukan reformulasi kebijakan yang mengintegrasikan pendekatan berbasis kearifan lokal serta peningkatan kolaborasi antara pemerintah, masyarakat, dan pemangku kepentingan lainnya. Pendekatan ini diharapkan dapat memperkuat ketahanan masyarakat dalam menghadapi bencana banjir secara berkelanjutan.

Abstract

This study aims to examine the practice of vote buying in the legislative election contest in Bubaa Village, Paguyaman Pantai District, Boalemo Regency. The research employs a descriptive qualitative approach, using data collection techniques such as interviews, observation, and documentation. The findings indicate that vote buying remains a prevalent form of democratic deviation, especially at the local level. This phenomenon is often perceived as normal by the community and has become ingrained in the election culture. Vote buying practices take various forms, including the distribution of cash, basic necessities, and political promises made shortly before election day. The main contributing factors include limited economic conditions, low levels of political education among citizens, weak oversight by election organizers, and deeply rooted social habits that normalize such practices. The study recommends the need to enhance political education, strengthen election monitoring systems, and encourage active citizen participation in reporting violations. These measures are essential as preventive efforts to ensure clean and credible elections with integrity. ABSTRAKPenelitian ini bertujuan untuk mengkaji praktik politik uang dalam kontestasi pemilihan legislatif di Desa Bubaa, Kecamatan Paguyaman Pantai, Kabupaten Boalemo. Pendekatan yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa politik uang masih menjadi salah satu bentuk penyimpangan demokrasi yang marak terjadi, khususnya di tingkat lokal. Fenomena ini sering dianggap lumrah oleh masyarakat dan telah membudaya dalam setiap proses pemilihan. Praktik politik uang dilakukan dalam berbagai bentuk, seperti pemberian uang tunai, distribusi barang kebutuhan pokok, serta janji-janji politik yang disampaikan menjelang hari pemungutan suara. Faktor utama yang mendorong terjadinya politik uang meliputi kondisi ekonomi masyarakat yang terbatas, rendahnya tingkat pendidikan politik, lemahnya pengawasan oleh penyelenggara pemilu, serta adanya kebiasaan sosial yang menerima praktik tersebut sebagai hal yang wajar. Penelitian ini merekomendasikan pentingnya peningkatan pendidikan politik kepada masyarakat, penguatan sistem pengawasan pemilu, serta dorongan terhadap partisipasi aktif warga dalam melaporkan pelanggaran sebagai langkah preventif untuk mewujudkan pemilu yang bersih dan berintegritas.

Abstract

This research was conducted with the aim of analyzing the Influence of Leadership Style on Service Quality Through Organizational Culture in the Investment Office, ESDM and Transmigration of Gorontalo Province. This research uses descriptive type of quantitative approach by measuring the influence of the variable leadership style on service quality through organizational culture. The results showed that the leadership style variable showed a value of 3.092 with a significance value of 0.003 <0.05. The value of t table is 1,984. Thus, obtained t-count 3.092 > 1.984 which means that the hypothesis which states that leadership style has a positive and significant effect on service quality is accepted. The t-count value for the organizational culture variable shows the t-count value = 6.668 with a significance value of 0.000 <0.05. The value of t table is 1,984. Thus, obtained t-count (6.668) > t-table (1.984) which means that the hypothesis which states that organizational culture has a positive and significant influence on service quality can be accepted. The significance value of the leadership style variable on organizational culture is0.00<0.05 with a t-count value of 8.649 and t-table is1.984 or 8.649 > 1.98. This means that there is a significant influence of the leadership style variable on organizational culture.

Abstract

This research aims to analyze and describe (1) the effectiveness of the 3R program implemented through waste banks in empowering the community economy in Gorontalo and (2) the supporting and inhibiting factors of the 3R program implemented through waste banks in empowering the community economy in Gorontalo. The research method used is qualitative. The research data source is primary data collected using interviews. The data analysis technique used refers to Miles and Huberman’s. The research findings are that (1) the 3R (reduce, reuse, and recycle) program implemented through waste banks has effectively empowered the community economy in Gorontalo. The program is progressively developed, indicated by the fact that waste in Gorontalo has been reduced to the target determined. Contrastively, the city management system comprising selecting, transporting, and processing is still poor. In terms of the economic use, the system does not give significant contributions to the economic improvement of the surrounding community that becomes the customer of waste banks and (2) the crucial internal factors of the 3R program the waste bank owner’s commitment to introducing the program and the employees’ commitment to earning the incentive. Meanwhile, the inhibiting factors are the narrow waste banks and insufficient tools and facilities that support the 3R (reduce, reuse, and recycle) program. Furthermore, the external factors are the government, the cooperation with the waste bank owners in Gorontalo, and a fixed market share where the waste can be sold. Moreover, the inhibiting factors are the community’s perception of waste banks. They perceive small uses of the waste banks and they reluctantly spare time to sell waste in waste banks.
