Abstract

Abstract: Some people believe that the communication policy determines the communication system. However, communication policy should be made to create good communication system. It means that to make the communication policy, people should considering the prior communication system. Relating to the interactive media policy, as a kind of communication policy, made by the Indonesian government, this article is intended to explore the relation between that policy and the Indonesian communication system. This article offers the thesis that the interactive media policy has been made by the government without fully considering to the communication system. It is indicated by: (1) not seriously considering the nature of interactive media, (2)not seriously enforcing people to make the social changes, and (3) not responsive.

Abstract

In reporting natural disaster, the press should empower audiences. How the press should shape the news in order to empower audiences? Departure from literatures review, this article suggests several guidelines, namely: (i) pushing audiences thinking creatively; (ii) avoiding “news maker authorities”; (iii) avoiding influence of bureaucrat and foundation institution; (iv) creating discourses carefully; (v) explaining risks after having natural disaster; and (vi) helping audiences define fear feeling correctly.

Abstract

This article explores what the private televisions should do in order to appreciate the qistence of audience. The exploration has been done by using current theoretical and empirical understandings of the relationship between private television and its audience. The results suggest that the private television should: (1) present the na,vs stories about true love; (2) televise the realistic drama; (3) create program which is based on audiences world; (4) broadcart the art of lives more frequently; and (5) not exaggerating the scandal.

Abstract

This article reviews public policies on labour protection. it argues that those policies do not take the side to the labour. This article suggests that in order to implement those policies, the policy makers should take into count labour communication as a tool of management in the context of making policies on labour protection.

Abstract

Bringing about gender equality in press is not easy task. It requires five conditions to be meet simultaneously: (i) amendment of Act No. 40/1999; (ii) serious implementation of Indonesian Journalists Ethics Code; (iii) increase of woman journalists; (iv) stopping discrimination agains women in society; and (v) an atmosphere of gender justice in society.

Abstract

This article aim to describle some fields in communication studies. The fields are characterized by process of borrowing from other sciences and combining with the domain of communication studies. What is quite remarkable from this borrowwing and combination is that it creates some subdomains of communication studies, such as: development communication, political communication, environmental communication, and communication policy. These sub-domains ofcommunication studies tend to be practical, focusing on practicality rather than concepts. The impact of this on commnunication scholars is an issue that the scholars should have enough knowledge on empirical practice before or while studying the sub-domains of communication studies.

Abstract

In this study I took a normative approach to examine the performance of the Indonesian Press in the era of decentralization. My approach included intensive observations on the Indonesia press system and survey among 330 Indonesian journalists and 55 head regencies and 55 regency’s secretaries. My analysis of the data and their context revealed the professionalism of Indonesian journalists. In their own opinion, the Indonesian journalists had a high level ofprofessionalism. However, the bureaucrats questioned their self-assurance. Therefore, it was difficult to determine the actual level of professionalism of the Indonesian Journalists throughout the many regions in Indonesia. Fortunately, the Indonesian journalists were free to report news according to the values in which theybelieved.Basedonthiscondition,theIndonesiapressownersno longer had to fulfill the political and commercial imperative functions of the press. The Indonesian press did not limit itself to report political news, but also cultural news to improve of life of Indonesian citizens. In conclusion, I consider that the Indonesian press has moved beyond its imperative function.

Abstract

The art changing and development of the information technologies, mainly Internet, have to be responded quickly by Indonesian government bypreparing a set of new policies to reduce its negative impacts. This idea is driven by the fact that many problems experienced by the Internet users, so far, cannot be solved by the laws and regulations which already existed before i.e. LawNo 36/1999 andNo. 9/ 1999. Therefore, the author suggests in this article that more pressures and intensive political lobby are needed to convince the DPR that it is very urgent to take immediate action i.e. to discuss the Tekmatika bill and then legalize it to become the law.
