Abstract

Penelitian ini bertujuan untuk menganalisis kontribusi dan standar kompetensi praktisi Manajemen Sumber Daya Manusia (MSDM) di Indonesia saat ini. Analisis situasional dilakukan secara statistik deskriptif dengan melibatkan 177 praktisi MSDM dan pengguna jasa layanan praktisi MSDM melalui kuesioner daring dan dokumen fisik menggunakan non-random purposive sampling. Kuesioner analisis situasional berhasil memetakan persepsi praktisi MSDM dan pengguna jasa layanan praktisi MSDM yang menyatakan (1) pentingnya kontribusi praktisi MSDM terhadap kinerja organisasi; (2) peran praktisi MSDM yang diharapkan di masa depan yang menekankan pada peran strategis sebagai Strategic Partner; (3) pentingnya standar sasaran kinerja dan sertifikasi profesi; serta (4) usulan penyempurnaan Standar Kompetensi Kerja Nasional Indonesia (SKKNI) MSDM berupa enam kompetensi tambahan yaitu kemampuan memahami kegiatan operasional proses bisnis organisasi, kemampuan menggunakan media sosial dalam menunjang peran sebagai praktisi SDM, kemampuan berhubungan dan meyakinkan orang lain, kemampuan mendapatkan kepercayaan orang lain melalui pencapaian hasil, manajemen proyek, dan audit SDM.

Abstract

The rapidly changing world environment requires companies to adjust to existing conditions. Environmental changes that occur include technology, information systems, economic and political causes of the emergence of new regulations and derivatives so that industry and industry players in the implementation can run well. One telecommunication company in Indonesia in maintaining revenue and profit growth improves employee capability and application of new corporate culture in realizing competitiveness. A vision and mission change with complete comprehensive transformation with a strategy embodied in employee-driven programs based on company values. The company in transformation years periode from 2011 until 2016 hold engagement survey with main result the majority of opinions like the changes that occur. Researcher use survey method questionnaires to gather information after reborn launched from Indosat Ooredoo employees as respondents that distributed to a level of staff, managers, division heads and group heads. Descriptive statistical analysis methodology is used to analyze information that has been collected. The results data analysis of the questionnaire showed that 7 (seven) variables assessing the improvement of employee capabilities and the application of the company's new culture in realizing competitiveness showed that the seven variables affected the level of security and comfort of employees and middle management.

Abstract

OBK is the company's acquisition in 2013. This acquisition led to a change in the managerial rank that influence new policies were implemented company. New policy of employee development as an effort to increase the performance of the company. This study aimed to analyze the perception of Workshop division employee of accomplished trainings at OBK Company and their improved performance after the training. This study analyze the relationship between the respondents perceptions towards accomplished training activities and the perceptions towards performance after the training. The perception data were processed using an average test score, the correlation using Pearson’s rank test and training Need Assessment Tool (TNA-T) to analyze the employee training needed. The results showed that the perception of production and PPIC subdivisions are satisfied with the training organized by the company and the perception of Maintenance and QC subdivision are quite satisfied. Perception on the improved performance of Production, QC and PPIC subdivisions after the training is increased on the average. Meanwhile the performance of Maintenance subdivision is enough. The relationship between the variables of training and improved performance in Production, PPIC, QC and Maintenance subdivision has a positive direction. This shows that the higher the perception of the training, the higher the perception of improved performance. A strong and significant relationship between training and improved performance are on Production, QC and PPIC subdivisions. Respondent perceptions on these subdivisions are high on the average. On the Maintenance subdivision, the relationship is low and not significant between training and performance. Low relationship is assumed to occur because the assessments of respondents tend to vary on the training variable. The result of TNA tools that  training is required by all respondents but not urgent.

Abstract

Ombudsman surveillance with additional unique role as of dispute handler, when it proceeds with isomorphism process within the school institutionalism, they will potentially raise positive relationships between schools and parents, and also the community at large. Based on new institutionalism literatures and organizational and sociological theorie,sthis study argues that several behavioral phenomenon imperically exist at every isomorphism process, i.e: initiation for diffusion, adoption of diffusion, partnership for adaptive governance, legitimacy endorsement, and being sustainability committed. This study aims to assess changes of those schools behavioral phenomenon, following the standardized socializations held by the Ombudsman of the Republik Indonesia (ORI). A survey was administratedto teachers and parents at 13 public elementary schools in five districs within Jakarta Metropolitan Area. Factor analysis, t-tests, ANOVAs and MRA were used. It revealed that ORI initiatives can somewhat subdue school bureaucracies, unfortunately it was also limitedly able to empower schools behavioral adoption and commitments. These findings imply thatORI initiatives can limitedly empowering schools in sustaining social capital, with specific handicaps hampering at every phase of isomorphism. What makes ORI initiatives less effective are being dicussed by exploring qualitative information emanated from in-depth interviews.

Abstract

As the country with the largest market share in the Hajj, Indonesia possesses the innate ability to contribute to the Hajj and Umrah ecosystem. Nevertheless, the management of this ecosystem is not yet optimized. This study aimed to formulate a model for developing Indonesia's commercial Hajj and Umrah ecosystems. The research was conducted from August 2021 to July 2022 at the Directorate General of Hajj and Umrah of the Ministry of Religion and the Head Office of the Hajj Financial Management Agency (BPKH). Interpretative structural modeling (ISM) was utilized to assess this study. The principal institutions or groups involved in constructing a model for developing Indonesia's Hajj and Umrah ecosystems were the DPR RI and the Ministry of Hajj in Saudi Arabia. The major obstacles encountered include the absence of an institution that focuses on optimizing the Hajj and Umrah ecosystems and the unpredictability of the Hajj and Umrah regulations that the Kingdom of Saudi Arabian government governs. Abstract

Talent management development is directly related to the organization's future-readiness. Competent, loyal, passionate, and highly motivated employees are important assets as future leaders, meaning the right strategy is needed for increasingly global business development readiness. Therefore, this study aimed to analyze the talent management policy strategies that promote organizational justice, where data were analyzed using the Fuzzy Analytical Process (FAHP) method. The results showed that a superior talent policy strategy is important and should be implemented according to the organization’s needs to prepare future leaders. The strategy is essential in preparing future leaders during change by involving BPJSTK management, the Ministry of Manpower, and talent. It is important to ensure the effective implementation of a superior talent development model in line with the needs of future leaders. Abstract

Background: Since 2017-2022, the achievement of the PTSL program have been less than optimal due to internal and external factors. From the target of issuing land certificates for 126 million plots in 2025, there is still a shortfall of 50.8 million plots that must be completed within 2 years. In order to accelerate the achievement of the PTSL target, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency issued the Regulation Number 6 of 2018 on the Complete Systematic Land Registration (PTSL). Purpose: This research aims to analyze the optimization of the complete systematic land registration implementation through the Ministerial Regulation of ATR/BPN Number 6/2018. Design/methodology/approach: The research was conducted qualitatively using Regulatory Impact Assessment (RIA).Findings/Result: The research results indicated that the regulation had increased the optimization of accelerating the achievement of PTSL target. However, the regulation required managerial regulation reinforcement at the operational level to better optimize the acceleration and sustainability of the PTSL target achievement. Conclusion: First, the Ministerial Regulation of ATR/BPN Number 6/2018 has been effective to optimize the complete systematic land registration performance. Second, by revoking Ministerial Regulation of ATR/BPN Number 6/2018, the policy option "continuing Ministerial Regulation of ATR/BPN No 6/2018" is considered the best. However, this policy option requires strengthening of technical regulations underneath it in the form of technical guidelines (Juknis) to update the strategy for implementing outreach activities (socialization), developing coordination mechanisms among stakeholders, managing human resources, and monitoring and evaluating PTSL target achievements. Abstract

Human Resource Analytics (HRA) has emerged as a strategic capability that enables organizations to make data-driven and evidence-based human capital decisions. However, its adoption remains uneven and conceptually fragmented. This study systematically reviews the drivers, barriers, and ethical considerations influencing the organizational adoption of HRA between 2015 and 2025. A structured search was conducted exclusively in the Scopus database following the PRISMA 2020 protocol to ensure transparency and replicability. From an initial corpus of 295 records, 67 studies met the inclusion criteria after duplicate removal, relevance screening, and full-text assessment. The synthesis shows that the Resource-Based View (RBV) remains the dominant theoretical foundation, complemented by Technology-Organization-Environment (TOE) and Socio-Technical Systems perspectives. Technological readiness, top management support, and external support commonly enable adoption, while data quality, analytical capability, and privacy issues remain key barriers. Ethical and sustainability concerns – particularly fairness, transparency, and responsible data governance – are increasingly emphasized in recent studies. This review provides a structured synthesis and future research agenda bridging theoretical and practical perspectives, offering insights for strengthening analytics governance, organizational capability, and evidence-based decision cultures.

Abstract

This study aims to test and analyzes the relationship between organizational life cycle characteristics and survivability of a digital startup in the early stage. In establishing new startup and managing early stage, founders have been facing two-fold pages. On one side, the opportunities exploration and exploitation require freedom to acts. On the other side, newly organization faces liability of newness traps that consider organizational formalization and organizational capability. The relationship among aspects is formulated as two-paths mediating roles on the impact of liability of newness and startup survivability. Questionnaires were distributed to 415 respondents in Greater Jakarta City, Indonesia. The study considered Jakarta represented Indonesian digital startup ecosystem. This newly established and still developing startup ecosystem that characterizes the early stages of OLC is considered relevant to the study. The data was analyzed quantitatively using SEM method. The result shows the linkage between the two-paths of mediating role. Since the opportunities are central of mindset for survivability, external legitimacy becomes antecedents of external opportunities as well as reliability and accountability required from organizational formalization and capability. Founders need to understand and translate the impact of liability of newness to establish an appropriate and better organization formalization and organization capability for startup survivability. This study contributes to enrich the early stage of organizational life cycle theory as well as to enhance startup founders’ managerial practices.
