Abstract

DKI Jakarta Provincial Government which oversees health service centers such as Class A, B, C, D Public Hospitals and Puskesmas has made efforts to improve the quality of services from various aspects, but BPJS beneficiaries are still heard complaining about differences in attitudes and service procedures with and without using BPJS Health. Meanwhile, important aspects of service that must be met by health service centers as BPJS partners are Tangibles, providing clean facilities, neat treatment rooms and the appearance of uniformed and neat health workers, as well as aspects of Assurance providing safe services, complete and capable medical records. provide information related to the actions taken. Referring to the description above, the researchers conducted an in-depth study through a study entitled The Effect of the Performance of the Social Security Administering Body (BPJS) on Health and the Quality of Health Services on Community Satisfaction, to be able to know clearly how big the influence is. This study aims to determine the effect of performance and quality on satisfaction. The research method uses quantitative research using a survey approach. The data collection technique used is by using a questionnaire distributed to respondents consisting of health workers and the community or patients as users of health services. From the results of the study, the coefficient of determination (R2 -adjusted = 0.561) means that 56.1% of the community satisfaction level is influenced by the performance of BPJS Kesehatan and the quality of health services and the remaining 43.9% is influenced by other variables not tested in this study.

Abstract

Forest and Land Fires in Riau Province are still happening today, this happens because of many factors ranging from natural factors and human factors. The method used in this study uses qualitative research methods. The results showed that the coordination of the Karhutla task force in controlling forest and land fires in Riau Province in 2020 involved many stakeholders, especially local stakeholders, the implementation of coordination policies in forest fire control was not optimal because the coordination process had a long span of control. Then the author offers a combination model of policy implementation with a dynamic coordination model. This dynamic coordination model will make decision making in forest and land fire control more targeted and reduce the long span of control so that the implementation of forest and land fire control in the future will be more optimal.

Abstract

The problem of distributing Village Fund Direct Cash Assistance during the COVID-19 pandemic in Tangerang Regency was not yet on target because there were still overlapping regulatory rules from the central government and the data collection system for aid recipients had not been transparent, making it difficult for the village government to collect data on Village Fund Cash Direct Aid recipients. The theory used Using the Policy Implementation theory according to Grindle (1980) states: "There are two things that will determine the success of the implementation, namely the content of the policy or the content of the policy includes the following: 1) Interests that influence; 2) Types of benefits produced; 3) The degree of change desired; 4) The position of policy makers; 5) (Who) Implements the program; 6) Resources deployed, Meanwhile the implementation context is as follows: 1) The powers, interests, and strategies of the actors involved; 2) Characteristics of institutions and authorities, 3) Compliance and responsiveness. This study uses a qualitative approach with descriptive methods, namely interviews, documentation and observations with data analysis, namely data reduction (data reduction), data display (data display), and conclusion drawing/verification (drawing conclusions/verification). with triangulation technique to the data obtained. Conclusion Research results and discussion Implementation of Village Fund Management policies during the COVID-19 pandemic in Tanggerang district, Banten Province, focus locations in 3 villages (developed, developing and independent villages) 1. Pagedangan village, Pagedangan sub-district, 2 Bojong village, Cikupa sub-district and 3 Curug Sangereng villages Kelapa Dua district. it has not been running in accordance with the objectives of achieving its policy because in reality it has not been able to reduce the poverty rate in Tanggerang district and related to DTKS data collection from the Ministry of Social Affairs and non-DTKS data that has been carried out has not been transparent, making it difficult to collect data on Village Fund Direct Cash Assistance recipients during the covid 19 pandemic in Tangerang Regency. Researchers found a new model, namely the Village Development and Empowerment Model towards a just, prosperous and prosperous society, namely the KEVI Model which is expected to be a solution to Village Fund Management policy problems during the pandemic and post-covid-19 pandemic in Tangerang Regency, Banten Province.

Abstract

The phenomenon that is the object of research is the implementation of BUMDes development policies in Klaten Regency. The research objectives are: to analyze the implementation of BUMDes development policies in Klaten Regency; and, compiling models. This study uses a qualitative method. The 14 research informants were determined by purposive sampling and accidental sampling technique. Secondary data collection using literature study; primary data collection using interview and observation techniques discussion of research results uses descriptive analysis which was developed with observer triangulation analysis. The results of the study show that the implementation of BUMDes development policies in Klaten Regency has not been optimal. Due to the lack of communication and connectivity with the BUMDes resource development system and business network which is institutionalized in stages and widely, the limited commitment, competence, and performance are not yet result-oriented. The model composed of the results of the analysis is the JAP BUMDes Development Implementation Model (Implementation Network and Business Expansion Network; Accountability and Mindset Change). Practical advice is to expand the BUMDes Forum, so as to form implementation networks and business development networks, increase accountability and change the mindset of policy makers and policy actors, through coaching, socialization of learning in a directed and integrated manner and continuous supervision. Theoretical suggestions to the academic community to be willing to develop a structured JAP BUMDes Development Implementation Model.

Abstract

Achieving food security and nutrition is one of the national development priorities that the government is tasked with realizing. In the 2020-2024 RPJMN there are seven National Priorities (PN). The research design is a depiction of the research paradigm, the author chose a qualitative research approach to reveal and discuss the Implementation of the Performance Policy of the Center for Agricultural Technology Assessment and Development (BBP2TP) towards the Development of Location-Specific Agricultural Innovations. In its implementation, there are many things that influence it. One of the crucial things for the development of location-specific technology is how to harmonize technology development between the Research Center and the Agricultural Technology Assessment Center (BPTP). In the implementation of location-specific technology development policies coordinated by BBP2TP, many interests affect (Interest Affected) the Implementation of Location-Specific Agricultural Innovation Development Policies.

Abstract

The massive tourism and plantation industries have increased the rate of deforestation in the forest areas of Bandung Regency. This study aims to analyze the implementation of Social Forestry in Bandung Regency. The research employs a descriptive qualitative approach. Bandung Regency is used as a case study location for the implementation of social forestry. Data collection activities were conducted from March to June 2024. The implementation of social forestry is hindered by the lack of support for Forest Farmer Groups. The issue of insufficient communication of the program by the local government is marked by the minimal outreach to forest groups and the community. Findings on the implementation of social forestry programs indicate that the programs have not yet reached their target.

Abstract

Penelitian ini bermaksud untuk mendapatkan gambaran tentang efektivitas pendelegasian kewenangan bupati kepada camat di Kabupaten Timor Tengah Selatan. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis efektivitas pendelegasian kewenangan bupati kepada camat, untuk mengetahui dan menganalisis faktor pendukung dan faktor penghambatm pendelegasian kewenangan bupati kepada camat dalam meningkatkan kesejahteraan masyarakat dan untuk mengetahui dan menganalisis strategi untuk mengatasi faktor penghambat pendelegasian kewenangan bupati kepada camat di Kabupaten Timor Tengah Selatan. Teori yang digunakan adalah tujuh prinsip pendelegasian yang efektif yang dikemukakan oleh Wasistiono yang meliputi prinsip pendelegasian dengan hasil yang diharapkan, prinsip definisi fungsi, prinsip skalar, prinsip tingkat otoritas, prinsip kesatuan perintah, prinsip tanggung jawab yang mutlak, serta prinsip keseimbangan otoritas dan tanggung jawab. Desain penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan menggunakan wawancara, observasi, dokumentasi. Hasil penelitian menunjukkan pendelegasian kewenangan belum efektif karena kurangnya dukungan sarana dan prasarana, pembiayaan, personel serta dokumentasi yang jelas, serta kecenderungan instansi terkait mempertahankan tugas penting yang urusannya diserahkan kepada kecamatan. Oleh karena itu, dalam tesis ini penulis memberikan penjelasan mengenai strategi yang harus dilakukan dalam mengatasi faktor penghambat adalah dengan menyusun dan menetapkan keputusan bupati yang baru mengenai pendelegasian kewenangan bupati kepada camat serta memberikan pendidikan dan pelatihan kepada personel kecamatan guna meningkatkan sumber daya manusia di kecamatan.
