Abstract

This research is entitled "Collaborative Governance in Conflict Management in Mesuji District, Lampung Province", what are the factors that support and hinder collaborative governance in handling conflicts in Mesuji Regency, Lampung Province, and what are the solutions in facing obstacles to collaborative governance in Conflict Handling in, Mesuji Regency Province Lampung This study used a qualitative research design with descriptive methods through an inductive approach. Research in obtaining informants uses non-probability sampling using snowball techniques, while the theory used in this study is Ansall and Gash's (2008) theory of Collaborative Governance. The results of this study indicate that there is a fairly good implementation of the Collaborative Governance concept by the Mesuji Regency Government in handling conflict, but there is an indication of a lack of coordination with the private sector, namely PT SIL Inhutani, which was granted permission to manage the register 45 area, especially in running a partnership program in management forest as a collaborative program in dealing with conflicts that have occurred for almost 10 years. Keywords: Collaborative Government, Conflict Management, Mesuji Conflict.

Abstract

Fokus dalam penelitian ini adalah untuk mengkaji dan menganalisis strategi pengembangan pariwisata dalam rangka meningkatkan pendapatan asli daerah. Adapun konsep yang digunakan dalam penelitian ini adalah menggunakan teori Yoeti yang memperhatikan pariwisata dengan unsur-unsur : Industri pariwisata, Destinasi pariwisata, Kelembagaan pariwisata dan Pemasaran pariwisata. Penelitian ini menggunakan desain penelitian kualitatif deskriptif dan eksploratif dengan lokus 8 kecamatan di Kabupaten Bangka Provinsi Bangka Belitung. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dokumentasi, triangulasi. Hasil penelitian mengungkapkan bahwa walaupun banyak objek wisata potensial di Kabupaten Bangka namun belum dikelola secara optimal. Untuk jumlah kunjungan wisatawan di Kabupaten Bangka tidak stabil setiap tahunnya karena mengalami kenaikan dan penurunan. Kondisi kelembagaan pariwisata di Kabupaten Bangka sudah cukup baik dimana banyak terdapat asosiasi kepariwisataan dan Lembaga-lembaga lain. Tetapi hal tersebut tidak diimbangi dengan kualitas sumber daya manusia dimana tingkat pendidikan aparatur kepariwisataan dan stakeholder yang terkait belum cukup secara kualitas maupun kuantitas. Pemasaran/promosi pariwisata di Kabupaten Bangka sudah banyak dilakukan baik dengan media cetak maupun elektonik (internet). Karena karakteristik wisatawan yang datang untuk berwisata di Kabupaten Bangka adalah wisatawan local menyebabkan pemasaran wisata berfokus hanya pada kalangan wisatawan local dan wisatawan nusantara. Sedangkan pertumbuhan wisatawan masih belum konsisten dimana terdapat kenaikan dan penurunan jumlah kunjungan terlebih sejak tahun 2020 pada situasi pademi covid terdapat penurunan jumlah kunjungan sehingga sangat berdampak pada usaha pariwisata di Kabupaten Bangka yang pada akhirnya berkorelasi terhadap penerimaan dari pajak dan retribusi daerah sebagai komponen Pendapatan Asli Daerah di dalam APBD. Berdasarkan identifikasi isu-isu dalam pengembangan pariwisata di Kabupaten Bangka yang dianalisis dengan metode SWOT dan kemudian dilakukan pengujian dengan tes litmus. Dari hasil tes tersebut dihasilkan isu yang dikategorikan sangat prioritas, yaitu mengembangkan objek wisata dengan berkerjasama pihak lainnya seperti BUMN, Swasta dan Masyarakat.

Abstract

Forest and Land Fires in Riau Province are still happening today, this happens because of many factors ranging from natural factors and human factors. The method used in this study uses qualitative research methods. The results showed that the coordination of the Karhutla task force in controlling forest and land fires in Riau Province in 2020 involved many stakeholders, especially local stakeholders, the implementation of coordination policies in forest fire control was not optimal because the coordination process had a long span of control. Then the author offers a combination model of policy implementation with a dynamic coordination model. This dynamic coordination model will make decision making in forest and land fire control more targeted and reduce the long span of control so that the implementation of forest and land fire control in the future will be more optimal.

Abstract

The Regional Government of Tangerang district carries out development through the planning process discussed in the Musrenbang. During the Covid-19 pandemic, budget diversion was prioritized for health care. So that other sectors which are also a priority are not implemented both in quality and quantity. The purpose of this study is to determine the mechanism of the exclusive planning process on the quality of planning, to analyze the differences between exclusivity and inclusivity and to build an inclusive planning model in collaborative governance (CG) as a reflection of equitable development planning and achieve people's welfare. The research method uses the basic theory of Collaborative Governance (CG) by Ansell and Gash in the development planning process. The implementation domains are participatory, inclusiveness, synergy, transparency as measured by commitment, synchronization, control and sanctions in favor of the people, supported by the theory of Government Science and the triple helix's theory. Collecting data by interview method, questionnaires, secondary data and observation. Processing of data with a qualitative approach supported descriptive statistics. This research shows that the government domain is still very dominant, while other actors have low participation and tend to be formal. The synergy of the actors is not optimal. The transparency trail is only accessible to an exclusive group. Thus, commitment is only made by the dominant group, access to control of other actors is closed and not involved when planning changes occur, there are no sanctions, so that the quality of planning does not meet the target. There is no official dialogue forum initiated by the government as a forum for discussing development planning by actors. Based on these conditions, the proposed collaborative governance model is to prepare a forum (dialogue forum) that functions as a participatory implementation of actors to answer problems in the development planning process with a commitment to achieve people's welfare.

Abstract

The creative economy has contributed to economic development, but the development of the creative economy still has many problems, especially human resources, so that it has an impact on weak competitive advantage and performance. The purpose of this study was to examine the effect of the quintuple helix in increasing creativity and innovation and its impact on the competitive advantage of creative villages in the Bandung City Government, Java Bandung. The research method is mixed methods, namely quantitative and qualitative. The quantitative approach uses the statistical method of the Partial Least Square-Structural Equation Modeling (PLS-SEM) structural equation model, while the qualitative method uses descriptive and Soft System Methodology (SSM). For the quantitative approach, the sampling used Cluster Random Sampling with multi-stage cluster sampling and the data analysis used Partial Least Square- Structural Equation Modeling (PLS-SEM). The results showed that the quintuple helix (intellectuals, government, business, civil society, social ecology) had a significant effect on creativity and innovation. While the dimensions of the quintuple helix variables, namely intellectuals, government, civil society, social ecology have a significant effect on creativity, but business has no significant effect on creativity. Intellectuals, government, and civil society have a significant effect on innovation, but business and social ecology have no significant effect on innovation. Creativity has a significant effect on innovation. Creativity and innovation capability have a significant effect on the competitive advantage of creative villages. Meanwhile, for the descriptive approach and SSM produce a sextuple helix model which is a development of the quintuple helix model by adding a media helix and Information and Communication Technology (ICT) and in managing creative villages, metagovernance management is needed.

Abstract

ABSTRACT. Regional Original Income (PAD) is an illustration of regional financial potential, where there are various sectors that can be developed to increase regional original income, one of which is the tourism sector, so that the existence of tourism is expected to be a contributor to regional original income, but the tourism sector in Jayapura City have not been managed and utilized optimally, in fact many tourism assets in Jayapura City are still controlled by customary rights owners by conducting illegal levies, lack of cooperative relationships with related agencies in building and developing tourist objects, and lack of community participation in developing tourist objects. Based on this, the authors are interested in conducting research with the title; "Tourism Development Strategy in Increasing Regional Original Income (PAD) in Jayapura City, Papua Province. This study uses a qualitative method with a descriptive approach to describe the situation in the field which is then investigated to find solutions to general problems. The data collected for this study is data related to ASOCA's analysis of tourism development strategies in increasing local revenue (PAD) and its implications in determining the strategy to be carried out by the Jayapura City Tourism Office, Papua Province. This study was made to find out and explain the extent to which the Tourism Office's strategy in tourism development to increase local revenue in Jayapura City is in line with the phenomena that describe the obstacles faced and efforts to overcome obstacles. Abstract

Kegiatan Pengabdian Kepada Masyarakat (PkM) ini bertujuan untuk memberikan pelatihan kepada guru-guru yang ada pada SMK YPUI Parung, khususnya pengembangan media pembelajaran yang menarik dan interaktif bagi siswa. Di SMK YPUI Parung, para guru sudah berusaha menyesuaikan pembelajaran daring menggunakan lms, akan tetapi media pembelajaran yang digunakan masih minim variasi dan terbatas. Hal tersebut menyebabkan siswa mengalami kejenuhan saat belajar karena proses pembelajaran bersumber pada media digital book dan handout materi. Peserta pelatihan yakni guru-guru di SMK YPUI Parung. Metode yang digunakan pada kesempatan ini yaitu dengan penyampaian materi, demonstrasi serta pendampingan pembuatan media pembelajaran powerpoint interaktif melalui tutorial dilanjutkan dengan diskusi.
