Abstract

Rapid change in global marketplace offers formidable challenges to firms in the construction industry. Firms need to understand the nature of internal and external environment and apply competitive strategy that suits the firms‟ objectives to keep an edge over competition. Offering professional service in the industry, Construction firms are different than product-based industry in terms services provided, relationship between firm-client and competing style with the existing and new firms. How do Construction firms compete and what strategies are suitable for them? There are four competitive strategies such as cost leadership, focus, differentiation and growth to enhance the ways of competing style. How does the competitive strategy chosen impact the business performance? A success of any strategy adopted is determined by the performance of the firm. Thus, this paper stressed that for a Construction firm to maintain their competitive advantage, they need to relate the company performance with the competitive strategy adopted.

Abstract

Leadership is an indispensable element in the process of initiating and maintaining the development of a quality culture in a construction organization. Leadership can create an appropriate environment to provide maximum comfort to group members to improve performance and productivity. Strong leadership from top management is essential in developing and maintaining a quality-based culture in an organization that acts as a catalyst for the implementation of Total Quality Management (TQM). This paper aims to discuss the conceptual framework of how leadership can help change the quality culture in an organization. The discussion was carried out using a literature review of the concepts of Quality, Culture and Leadership and Organizational Culture. Analysis of the study was carried out on cultural changes and the role of leadership in developing a quality culture. The results of the study show that organizations need to shift from their current culture to a TQM culture that focuses on quality as the main strategy. Furthermore, thirteen important cultural dimensions can be identified that contribute to the successful implementation of TQM, where most of these dimensions are related to leadership. The proposed Quality Culture Development and Leadership Framework in Construction in Indonesia can be a model for developing a quality culture in construction organizations through effective leadership, so that construction organizations can use it creatively to minimize inconsistencies and conflicts.

Abstract

In 2022, the implementation of PBG processing which has been carried out by the Padang Pariaman DPUPR in the field of Human Settlement does not comply with the time period based on the established regulations. In this regard, the author conducted research on the factors that influence its implementation, the obstacles faced, as well as potential improvements or recommendations to increase the efficiency and effectiveness of the process. The research method used is a qualitative method by distributing questionnaires and interviews with informants. The dominant factor is timeliness in implementing PBG arrangements; facilities and infrastructure; HR; and initiative. In the Likert Scale assessment, the highest result was obtained in the Disagree assessment, namely 5.57%. The results of the identification of indicators and evaluation results have been validated with experts so that the author provides recommendations to the field of creative work of the Padang Pariaman Regency DPUPR to increase the number of human resources capable of carrying out PBG implementation in accordance with applicable regulations. The Padang Pariaman Regency DPUPR Job Creation Sector must have the facilities and infrastructure to carry out the duties of implementing PBG in serving the community. And the Cipta Karya sector must have the initiative to provide information to the public about PBG and provide licensed experts to help the community complete the PBG requirements.

Abstract

To support the current tourism sector, Kerinci Regency has an airport called Depati Parbo. The development of this airport really needs to be implemented, considering that this airport is the only airport in Jambi province that has the potential to be developed and improved. The problem in this research is what parameters need to be reviewed to assess the feasibility of developing Depati Parbo Airport, and what are the evaluation results and recommendations for the feasibility of developing Depati Parbo Airport. The aim of this research is to identify the parameters of the technical and financial aspects of the feasibility of developing Depati Parbo Airport, carry out a feasibility evaluation and provide recommendations for the feasibility of developing Depati Parbo Airport. This research method is a combination of qualitative and quantitative, that is, both support each other, in order to obtain maximum results. From the results of the analysis, it was found that the NPV (Net Present Value) was 12,441,161,179.80, BCR (Benefit Cost Ratio) 9.70%, IRR (Internal Rate of Return) 41%, although this is sufficient, there is still a need to optimize the dealer's income Depati Parbo Airport, so there is no need to increase the capacity of Depati Parbo Airport, but it is necessary to optimize Depati Parbo airport revenue.

Abstract

Manajer proyek memegang peranan penting dalam kelancaran proyek konstruksi. Dedikasi dan konsistensinya sebagai manajer proyek menuntutnya untuk mengendalikan pekerjaan agar tetap berjalan sesuai dengan rencana. Tetapi dalam kenyataannya, terkadang penunjukan project manager dilakukan secara mendadak dan terkadang yang ditunjuk bukanlah orang yang tepat. Seperti halnya pada proyek konstruksi di Kota Payakumbuh, beberapa proyek menunjukkan adanya keterlambatan pada beberapa proyek konstruksi. Target penyelesaian pekerjaan yang direncanakan, namun karena beraberapa faktor seperti faktor eksternal dan internal, proyek-proyek tersebut sampai pada tanggal yang ditentukan belum selesai sesuai target yang direncanakan dari awal dan hal ini berdampak kepada penambahan biaya operasional untuk mengejar ketertinggalan progress pekerjaan tersebut. Tujuan penelitian ini adalah untuk mengidentifikasi faktor-faktor yang mempengaruhi, analisis faktor dominan, serta memberikan solusi untuk meningkatkan kompetensi manajer proyek terhadap kinerja waktu penyelesaian proyek konstruksi di Kota Payakumbuh. Penelitian ini menggunakan metoda kuantitatif dengan menyebar kuesioner kepada responden. Hasil penelitian yang dilakukan terdapat 4 faktor yang mempengaruhi kompetensi manajer proyek terhadap kinerja waktu proyek konstruksi di Kota Payakumbuh, yaitu terdiri dari faktor Pengetahuan, keterampilan, Sikap, dan Manajemen.

Abstract

In the construction of Bagansiapiapi prison, there was a critical progress of the work caused by decreasing labor productivity, lack of equipment, and changes in the schedule plan for ready-mix concrete casting materials. The final completion of the physical construction work of Class IIA Bagansiapiapi Prison was delayed by 5 days from the initial contract of 165 calendar days. Therefore, the purpose of this study was to determine the dominant indicators of the Construction Management Consultant regarding the suitability of the cost and completion time of the Bagansiapiapi Prison Construction work. This research method is quantitative descriptive by distributing questionnaires with a Likert scale to respondents involved in the construction project as many as 87 respondents and then testing the validity, reliability and factor analysis. The results of this study indicate that the dominant indicator of the suitability of the cost of completing the Bagansiapiapi Prison Construction work is the accurate price estimation component with a correlation value of 0.856. Then, the dominant indicator of the suitability of the completion time of the Bagansiapiapi Prison Construction work is the material/equipment procurement schedule with a correlation value of 0.895.

Abstract

Building Construction Management is the implementation of laws and government regulations that signal to the entire community wishing to apply for building permits. Thus, the manual system that has been in place is replaced by a digital system through the SIMBG application in order to provide efficiency and satisfaction to the community in applying for building permits. This study aims to determine the influence of service quality on the satisfaction of Building Permit Applicants (PBG) on the Building Management Information System (SIMBG) application, and the usefulness of the SIMBG application with the satisfaction of PBG applicants implemented in Padangsidimpuan City. The research used a quantitative method where the research variables included service quality, usefulness, and satisfaction of PBG applicants towards SIMBG. The population and sample of the study were selected using accidental sampling method, with a total sample of 99 respondents. Data analysis method used Structural Equation Modeling (SEM) with SmartPLS 4.0 application. The results showed that the service quality of SIMBG has a significant influence on the satisfaction of PBG applicants and there is a positive influence between the usefulness of the SIMBG application and the satisfaction of PBG applicants. Several steps are needed: firstly, it is necessary to improve the quality of SIMBG services by improving system reliability, application responsiveness, and service politeness. Second, intensive socialization and education to the public about the existence and benefits of the SIMBG application are needed. And third, the management of PBG requirements needs to be simplified by adopting a one-stop approach to facilitate the application process. Finally, continuous evaluation and monitoring are needed to evaluate the implementation and quality of SIMBG services and to address ongoing PBG issues.

Abstract

The national achievement of access to proper sanitation has not yet been achieved and is aligned with the Sustainable Development Goals (SDG's) target, one of which is "Realizing Access to Safe and Sustainable Drinking Water and Sanitation". In terms of accelerating the implementation of sanitation infrastructure in the regions, the Government conducts a financing program for the Construction of Centralized Domestic Wastewater Treatment Systems (SPALD-T). However, there are many obstacles and problems that cause the condition of infrastructure and facilities built to be not in an ideal condition, so it is necessary to analyze the performance of centralized domestic wastewater treatment systems, especially in Padang Pariaman Regency. The analysis was conducted in 11 (eleven) Nagari locations receiving community-based sanitation programs whose funds were sourced from DAK from 2019 to 2023 using descriptive qualitative methods, namely observation, interviews and documentation in the form of scoring and weighting and SWOT analysis. In the 11 Nagari analyzed, there is Nagari Sintuk in Sintuk Toboh Gadang District (program year 2022) which has a good quality assessment with a relative value of 8.25, while other Nagari get moderate and poor assessments. Based on the results of the analysis, the dominant aspect that determines the feasibility of waste management is the institutional management aspect in the 11 (eleven) villages analyzed. Where in the assessment of each aspect, the management institution aspect has a very low average value with a weight of 1.22. And based on the results of the SWOT analysis, the management organization of the Beneficiary Group (KPP) has a very important role in the sustainability of the community-based sanitation program.

Abstract

The competence of the supervisory engineer is an important point to achieve the success of the project completion which has an influence on the results of the construction project work according to plan. This study aims to identify the factors that cause the low competence of the supervisory consultant (Supervisor Engineer) in building construction projects in Jambi City. The research method used is a combination approach, combining qualitative and quantitative approaches by distributing questionnaires to respondents. Validity, reliability, KMO and Bartletts testing and factor analysis were carried out on the respondents' questionnaire answers. The results of the study showed that there were 6 factors that influenced the causes of the low competence of the supervisory consultant in the Jambi City government building construction project. These factors are human resource factors, satisfaction, work environment, communication, education and experience can affect the competence of field supervisors in Jambi City. The dominant factor that influences the low competence of field supervisors in the Jambi City government building construction project is the human resource factor with the variable of the limited number of field supervisors to the number of projects implemented and the percentage of variance value is 36.850%.

Abstract

The Big Ben (Jam Gadang) is a tower building of 28.295 meters height positioned as the landmark and the heritage of both Bukittinggi city and West Sumatra province. It was built in 1926 by architects Yazin and Sutan Gigi Ameh as the gift from the Queen of the Netherlands to the controleur (secretary of Bukittinggi City). Major perception of the people that Jam Gadang was build by using masonry for the entire building. Following massive earthquakes in 2007 the Indonesian Heritage Trust in cooperation with the Shared Heritage Program of the Netherlands initiate full investigation of the tower. The activity was aimed at gathering data of the structure and analyzes the reliability of the current structure of the building. The result of such activities found that the construction of Jam Gadang consist of reinforced concrete with the compressive strength ≥ 25Mpa on average, the foundation consists of full stone with the prism shape until -1,800 mm. The column have a dimension with variation of 800 mm x 800 mm at the first floor and 400 mm x 400 mm at the top floor of the tower, with 18 mm longitudinal and 10 mm shear reinforcement, the beam and plate have the composite structure of steel beam H 105.90.10.25. The modeling and analysis of the structural reliability of Jam Gadang tower for earthquake load based on the Indonesian Code SNI-03-2847- 2002, with maximum lateral deformation of (δmax) 63.00 mm which is smaller than lateral deformation limit of 83.70 mm.
