Abstract

Faktor keselamatan dan kesehatan kerja (K3) secara umum di Indonesia masih menjadi masalah besar yang sering terjadi pada proyek konstruksi. Contoh nyatanya adalah tingginya angka kecelakaan kerja di proyek konstruksi, baik pekerjaan bangunan gedung ataupun pekerjaan sipil (civil work). Industri konstruksi merupakan industri yang kompleks jika dibandingkan dengan industri lainnya. Industri ini menghasilkan produk akhir berupa bangunan dan bentuk fisik lainnya, baik yang berupa sarana maupun prasarana yang berfungsi mendukung pertumbuhan dan perkembangan diberbagai bidang, seperti dibidang ekonomi, sosial maupun budaya. Selain itu, industri konstruksi identik dengan adanya pembangunan baik itu pada proyek-proyek pemerintah atau pun swasta. Faktor keselamatan dan kesehatan kerja (K3) dianggap hanya membuang waktu dan menambah biaya pelaksanaan proyek konstruksi, padahal keselamatan dan kesehatan kerja (K3) bertujuan untuk menciptakan kondisi yang mendukung kenyamanan kerja bagi tenaga kerja. Untuk itu diperlukan perencanaan biaya (estimasi) keselamatan dan kesehatan kerja (K3) pada proyek konstruksi bangunan. Pada penelitian ini akan diteliti mengenai estimasi biaya keselamatan dan kesehatan kerja (K3) pada Pembangunan Gedung XYZ. Pembangunan gedung ini tidak menerapkan keselamatan dan kesehatan kerja (K3) karena biaya keselamatan dan kesehatan kerja (K3) dianggap mahal. Dalam penelitian ini dilakukan pengolahan data dengan Microsoft excel untuk mengetahui estimasi biaya keselamatan dan kesehatan kerja (K3). Dari hasil penelitian diperoleh biaya keselamatan dan kesehatan kerja (K3) sebesar Rp. 69,232,000.00 dan untuk biaya kontrak Rp. 1,227,005,743.40 atau sebesar 5.64% dari nilai kontrak. Biaya K3 tidak terlalu berpengaruh pada biaya proyek secara keseluruhan jika dihitung lebih rinci dan justru dengan adanya perhitungan estimasi biaya K3 akan memudahkan kontraktor untuk mengetahui biaya K3 yang akan dipergunakan pada pelaksanaan proyek Gedung XYZ.

Abstract

Standarisasi perhitungan volume pekerjaan konstruksi (quantities take off) merupakan suatu proses sangat penting dalam perhitungan terhadap volume item pekerjaan berdasarkan pada gambar atau aktualisasi suatu pekerjaan di lapangan. Hal ini dilakukan sebagai langkah awal dalam menyusun rencana anggaran biaya (RAB) maupun penghitungan pembayaran atas pekerjaan yang telah dikerjakan. Objektif kajian ini adalah untuk mengetahui pentingnya suatu standar yang dapat digunakan dalam proses perhitungan volume dan anggaran biaya proyek. Metode penelitian dilakukan melalui studi letaratur terhadap standar-standar yang dimiliki oleh beberapa negara di dunia seperti Inggris, Australia, Selandia Baru, India, Hongkong, Singapura, Malaysia dan beberapa Negara Persemakmuran lainnya dengan nama Standard Method of Measurement (SMM). Secara umum, SMM memberikan keseragaman metode Perhitungan atas Volume pekerjaan yang dilakukan oleh konsultan perencana dan kontraktor maupun owner di setiap negara yang memilikinya dengan tujuan agar tidak terjadi kekeliruan pemahaman dalam menetapkan Volume suatu pekerjaan oleh pihak-pihak yang terlibat di dalam proyek konstruksi. Hasil dari kajian ini melalui studi literature diketahui standarisasi perhitungan volume sangat diperlukan pada proyek konstruksi di Indonesia. Metode yang dapat digunakan antara lain dengan mengadopsi beberapa SMM dari negara lain dan selanjutnya dilakukan revisi serta dikaji sesuai dengan aturan yang berlaku di Indonesia

Abstract

Reputasi industri konstruksi sebenarnya tergantung pada efisiensi pelaksanaan dan manajemen serta bagaimana ianya dapat disiapkan dengan aman serta memenuhi keinginan konsumen. Kebanyakan kasus kecelakaan dalam industri konstruksi menggambarkan bahwasanya kondisi industri tersebut sangat unik, melibatkan perilaku manusia, Tapak konstruksi yang berbahaya, budaya kerja yang tidak aman, penggunaan alat berat, peralatan yang berbahaya dan melibatkan berbagai prosedur. Budaya keselamatan dan kesehatan dalam industri konstruksi lebih terkait dengan sikap semua karyawan terhadap praktek keamanan. Penulisan ini memjelaskan tentang aplikasi metode benchmarking sebagai praktek terbaik untuk membangun kerangka kerja pengembangan budaya keselamatan dalam organisasi industri konstruksi.

Abstract

Tender is a competition system for selecting contractors who will carry out development activities. The mistake of the tender committee in choosing a contractor will cause losses to the project owner. To avoid that mistake, the tender committee must know the capabilities and quality of the contractor, so an assessment of the capabilities of the contractor (construction service) is needed. This research was conducted only for the tender process of physical work and the questionnaire was given to 50 contractor companies in West Sumatra to determine the weight of seven criteria of the most important assessment process in tender tenders in accordance with Presidential Decree No. 80 Republic of Indonesia year 2003 (Keputusan Presiden No. 80 tahun 2003). 50 questionnaires are distributed with result 43 returned questionnaires showed that the assessment criteria for implementation time had the highest percentege of 19% followed by work methods and experts with a percentege of 17% and subsequently company capital with a percentege of 16%, and working capital received the fourth demand with a percentage of 11%, while the company's experience and ranks last is equipment with a percentege of 10%.

Abstract

Waste to energy (WTE) project is a solution to solve energy crisis and at the same time may resolve the waste problem. Public private partnership (PPP) scheme has been widely used to deliver WTE project. The success of PPP projects heavily relies on the advisability of management and risk sharing.  Risk management needed to conduct in order to understand specific risks, examine risk sharing between government and public sector and analyze risk mitigation for preventing and rectifying the impact. The effective decision on risk needed to improve decision-making process that may occur in the WTE projects. Therefore, this study identify risk probability in PPP WTE projects in West Sumatera. This probability relying on expert judgement were collected via an empirical questionnaire survey. The respondents were invited to rate a total of 21 risk factors that impact the success of PPP WTE projects as gleaned from previous research. The overall result ranked risk probability factors that land acquisition and administration approval risk, public opposition, construction cost overrun, operating cost overrun, and design/construction/commissioning performance risk are the top five risk factors affecting the sustainable development of PPP WTE Projects. A better understanding of the risk may improve project feasibility and attract private sector for investing in WTE projects.

Abstract

Persoalan komunikasi juga menjadi masalah serius proyek konstruksi di Indonesia. Kegagalan komunikasi efektif di proyek konstruksi menghasilkan distribusi informasi yang tidak tepat. Konsekuensinya, mutup ekerjaan tidak sesuai bestek, keterlambatan dari jadwal pelaksanaan, peningkatan biaya, dan bermuara padaber kurangnya kepuasan pemberi kerja. Tujuan penelitian ini adalah untuk mengidentifikasi dan menilai faktor determinasi terhadap komunikasi efektif di proyek konstruksi dari perspektif berbagai pemangkukepentingan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei kuisioner untuk pengumpulan data. Dari hasil studi literatur, 31 unsur komunikasi efektif di proyek konstrsuksi berhasil diidentifikasi. Kuisioner didistribusikan kepada pemangku kepentingan di proyek konstruksi yang terdiri dari pemilik proyek, kontraktor, konsultan, akademisi dan pemasok konstruksi di Sumatera Barat. Seterusnya data yang terkumpul dianalisis dengan metode analisis komponen prinsip (principle component analysis). Hasilnya adalah terdapat tiga faktor penentu komunikasi efektif di proyek konstruksi di Sumatera Barat, yaitufaktor individual dan organisasi kerja (6 variabel), faktor kejelasan informasi dan tanggung jawab (6 variabel), dan faktor lingkungan kerja dan teknologi (4 variabel). Penelitian ini juga merekomendasikan pengukuran hubungan ketiga faktor dengan cara analisis faktor konfirmatori untuk penelitian dimasa akan datang.

Abstract

Rapid change in global marketplace offers formidable challenges to firms in the construction industry. Firms need to understand the nature of internal and external environment and apply competitive strategy that suits the firms‟ objectives to keep an edge over competition. Offering professional service in the industry, Construction firms are different than product-based industry in terms services provided, relationship between firm-client and competing style with the existing and new firms. How do Construction firms compete and what strategies are suitable for them? There are four competitive strategies such as cost leadership, focus, differentiation and growth to enhance the ways of competing style. How does the competitive strategy chosen impact the business performance? A success of any strategy adopted is determined by the performance of the firm. Thus, this paper stressed that for a Construction firm to maintain their competitive advantage, they need to relate the company performance with the competitive strategy adopted.

Abstract

Leadership is an indispensable element in the process of initiating and maintaining the development of a quality culture in a construction organization. Leadership can create an appropriate environment to provide maximum comfort to group members to improve performance and productivity. Strong leadership from top management is essential in developing and maintaining a quality-based culture in an organization that acts as a catalyst for the implementation of Total Quality Management (TQM). This paper aims to discuss the conceptual framework of how leadership can help change the quality culture in an organization. The discussion was carried out using a literature review of the concepts of Quality, Culture and Leadership and Organizational Culture. Analysis of the study was carried out on cultural changes and the role of leadership in developing a quality culture. The results of the study show that organizations need to shift from their current culture to a TQM culture that focuses on quality as the main strategy. Furthermore, thirteen important cultural dimensions can be identified that contribute to the successful implementation of TQM, where most of these dimensions are related to leadership. The proposed Quality Culture Development and Leadership Framework in Construction in Indonesia can be a model for developing a quality culture in construction organizations through effective leadership, so that construction organizations can use it creatively to minimize inconsistencies and conflicts.

Abstract

Building Construction Management is the implementation of laws and government regulations that signal to the entire community wishing to apply for building permits. Thus, the manual system that has been in place is replaced by a digital system through the SIMBG application in order to provide efficiency and satisfaction to the community in applying for building permits. This study aims to determine the influence of service quality on the satisfaction of Building Permit Applicants (PBG) on the Building Management Information System (SIMBG) application, and the usefulness of the SIMBG application with the satisfaction of PBG applicants implemented in Padangsidimpuan City. The research used a quantitative method where the research variables included service quality, usefulness, and satisfaction of PBG applicants towards SIMBG. The population and sample of the study were selected using accidental sampling method, with a total sample of 99 respondents. Data analysis method used Structural Equation Modeling (SEM) with SmartPLS 4.0 application. The results showed that the service quality of SIMBG has a significant influence on the satisfaction of PBG applicants and there is a positive influence between the usefulness of the SIMBG application and the satisfaction of PBG applicants. Several steps are needed: firstly, it is necessary to improve the quality of SIMBG services by improving system reliability, application responsiveness, and service politeness. Second, intensive socialization and education to the public about the existence and benefits of the SIMBG application are needed. And third, the management of PBG requirements needs to be simplified by adopting a one-stop approach to facilitate the application process. Finally, continuous evaluation and monitoring are needed to evaluate the implementation and quality of SIMBG services and to address ongoing PBG issues.

Abstract

This research discusses the performance analysis of supervisory consultants in road construction projects in West Sumatra Province. The objectives to be achieved with this research are to identify factors that influence the performance of supervisory consultants on road construction projects in West Sumatra province, to analyze the dominant factors that influence the performance of supervisory consultants on road construction projects in West Sumatra province, and to obtain solutions. to improve the performance of supervisory consultants on road construction projects in West Sumatra province. In this research the author used a combined research method, namely by distributing questionnaires to respondents and conducting interviews with experts. The selected respondents were owners, namely the Department of Highways, Human Settlements and Spatial Planning of West Sumatra Province, consultants and contractors involved in Periodic Road Maintenance work activities in West Sumatra Province in the 2018 to 2023 Fiscal Year. The research results showed that there were 10 factors that influenced performance supervising consultants for a road construction project in West Sumatra Province and the dominant factors influencing it.
