Abstract

Peraturan Desa ditetapkan oleh Kepala Desa setelah dibahas dan disepakati bersama Badan Permusyawaratan Desa merupakan kerangka hukum dan kebijakan dalam penyelenggaraan Pemerintahan Desa dan Pembangunan Desa. Penetapan Peraturan Desa merupakan penjabaran atas berbagai kewenangan yang dimiliki Desa mengacu pada ketentuan peraturan perundang-undangan yang lebih tinggi. Sehingga sebagai sebuah produk hukum, Peraturan Desa tidak boleh bertentangan dengan peraturan yang lebih tinggi dan tidak boleh merugikan kepentingan umum. Berdasrkan observasi di lapangan, hingga saat ini masih banyak para penyelenggara desa (Kepala Desa dan Badan Permusyawaratan Desa) dan masyarakat desa yang belum memiliki pengetahuan dan keahlian dalam penyusunan peraturan perundang-undangan. Jika tidak diatasi sejak awal, hal ini dapat berpotensi memengaruhi kelancaran implementasi Undang-Undang tentang Desa, dan bahkan tidak menutup kemungkinan akan menimbulkan kekosongan hukum. Tujuan dari Pelatihan ini di antara lain: (1) Memberikan pengetahuan dan pemahaman tentang pentingnya Pembentukan Peraturan desa dalam rangka peningkatan kualitas dan pengembangan aparatur pemerintahan desa; (2) Memberikan penjelasan tentang berbagai macam metode yang dapat dipakai dan digunakan dalam rangka Pembentukan Peraturan desa; dan (3) Memberikan pengetahuan tentang pembuatan Pembentukan Peraturan desa yang benar dan sesuai dengan prinsipprinsip Ilmu Perundang-undangan. Pengabdian Masyarakat yang dilaksanakan di Desa Sukorejo, Kecamatan Kebomas, Kabupaten Gresik ini memakai metode: ceramah, dialog dan diskusi dengan tema “Pelatihan Penyusunan Peraturan Desa Bagi Aparatur Pemerintahan Desa’’ selanjutnya di lanjutkan dengan sesi tanya jawab untuk memperoleh hasil dan solusi sebagai bentuk pemecahan dan kendala yang dihadapi. Berdasarkan hasil yang dicapai dalam kegiatan pelatihan ini, dapat disimpulkan sebagai berikut: (1) peserta pelatihan dapat mampu memahami dan mengetahui mekanisme penyusunan peraturan desa; dan (2) dan adanya persamaan persepsi serta peningkatan Kerjasama yang bersinergi antara perangkat Desa dengan BPD dalam menyusun peraturan desa.

Abstract

An alternative solution to using STEM (Science, Technology, Engineering, and Mathematics) in learning is - by offering relevant contextual learning and integration of STEM knowledge via project-based learning with an educative robot kit as the learning instruments. This research developed a project-based learning instrument assisted by Lego® Mindstorm®, implemented by teachers in a physics lesson, specifically on friction material. The research's novelty dealt with the use of Lego® Mindstorm® as the visual aid with the STEM approach. This research used Borg & Gall's Research & Development model, consisting of 10 stages. The researchers focused this R&D only on student worksheets and lesson plans. In this research, the researchers involved five experts in judging the reliability of the learning instruments: the student worksheet and lesson plan applied in the learning process. The validation result of the developed student worksheet showed that the reliability judgment of material expert was 94.6%, while the expert of media with 79.7%. Then, the lesson plan's validation result was 76% based on the material expert's judgment. Then, the validation result of the evaluation instrument indicated an excellent category. Thus, the learning instruments were reliable to be implemented in the classroom to facilitate teachers in optimizing the learning technology.

Abstract

Work Accident Guarantee Program (JKK) is one form of welfare and legal protection for workers who experience work accidents. However, in fact, there are still many companies that do not register their workers in the Work Accident Guarantee Program (JKK) which was initiated by the Employment Guarantee Agency or commonly called BPJS Employment. Furthermore, the authors raise the formulation of the problem, namely: (1) What are legal sanctions against employers if they do not register their workers in the Work Accident Guarantee Program based on Chapter 4 of Government Regulation Number 44 of 2015. (2) How is the legal protection for workers/labourers who are not registered in the Work Accident Guarantee Program. The research is a type of legal research using normative legal research methods which is analyze through statute approach, conceptual approach, and historical approach. The result of this research shows that, Employers who do not register their workers in the Work Accident Guarantee Program (JKK) will receive administrative sanctions, either in the form of fines, written warnings, or not receiving certain public services. The rights of workers who experience work accidents both from the cost of transportation, care, and treatment, as well as wages for not being able to do work are the responsibility of the employer. In addition, since starting to work, the worker concerned can also register himself in the Work Accident Guarantee Program (JKK) and charge the employer with the collection of contributions.

Abstract

This study evaluates the effectiveness of consumer protection laws in Indonesia's burgeoning e-commerce sector, focusing on the Consumer Protection Law No. 8 of 1999 and the Information and Electronic Transactions Law (UU ITE). Utilizing a normative legal research design with secondary data, the study examines the implementation of these laws and analyzes specific cases of consumer rights violations. Findings reveal significant challenges, including limited consumer awareness, inconsistent law enforcement across regions, and difficulties in regulating cross-border transactions. High-profile cases of fraud, counterfeit goods, and data breaches un-derscore the need for stronger enforcement mechanisms, enhanced consumer education, and updated legal frameworks to address the evolving digital landscape. The research concludes that while Indonesia has established a foundational legal structure for consumer protection, further improvements are necessary to ensure robust and effective safeguards in the e-commerce mar-ketplace. Recommendations include increased resources for regulatory bodies, comprehensive public awareness campaigns, and international cooperation to enhance the legal protection of consumers in the digital age. [Studi ini mengevaluasi efektivitas undang-undang perlindungan konsumen di sektor e-commerce yang sedang berkembang di Indonesia, dengan fokus pada Undang-Undang Perlindungan Konsumen No. 8 Tahun 1999 dan Undang-Undang Informasi dan Transaksi Elektronik (UU ITE). Memanfaatkan desain penelitian hukum normatif dengan data sekunder, penelitian ini mengkaji implementasi undang-undang tersebut dan menganalisis kasus-kasus spesifik pelanggaran hak konsumen. Temuan-temuan tersebut menunjukkan tantangan-tantangan yang signifikan, termasuk terbatasnya kesadaran konsumen, penegakan hukum yang tidak konsisten di seluruh wilayah, dan kesulitan dalam mengatur transaksi lintas batas. Kasus-kasus penipuan, barang palsu, dan pelanggaran data yang terkenal menggarisbawahi perlunya mekanisme penegakan hukum yang lebih kuat, peningkatan pendidikan konsumen, dan kerangka hukum yang diperbarui untuk mengatasi lanskap digital yang terus berkembang. Penelitian ini menyimpulkan bahwa meskipun Indonesia telah memiliki struktur hukum dasar untuk perlindungan konsumen, perbaikan lebih lanjut masih diperlukan untuk memastikan perlindungan yang kuat dan efektif di pasar e-commerce. Rekomendasinya mencakup peningkatan sumber daya bagi badan pengatur, kampanye kesadaran masyarakat yang komprehensif, dan kerja sama internasional untuk meningkatkan perlindungan hukum konsumen di era digital].

Abstract

Digital transformation has become an increasingly prominent trend in the public sector, particularly within the context of government reform. In Indonesia, while the growth of e-government initiatives reflects a strong commitment to digital development, it has also resulted in the proliferation of tens of thousands of applications across government institutions—many of which are overlapping, redundant, and fragmented. This fragmentation poses significant challenges to organizational performance and the efficiency of public service delivery. A growing public service sector in this digital era is intellectual property services, particularly trademark registration. Despite the increasing demand, trademark services receive the highest volume of negative user feedback. Key issues include a lack of transparency in the application process, prolonged processing times, and insufficient explanation for application rejections, leading to widespread user confusion and dissatisfaction. This study aims to analyze the research trends on digital transformation in the delivery of public services, with a specific focus on intellectual property services. A bibliometric analysis method is employed to map the evolution and scholarly focus on this subject. Findings suggest that Indonesia’s digital transformation remains in the digitization phase—an early stage focused on shifting from analog to digital formats. For digital development to be impactful, it must evolve toward a meaningful digital transformation, which includes three strategic goals: building an inclusive, empowering, and trusted digital ecosystem. Achieving this requires stronger synergy and collaboration among all stakeholders, including government bodies, private sectors, academia, and civil society organizations.

Abstract

AbstrakSosialisasi perlindungan hukum bagi afiliator marketplace di era ekonomi digital sangat penting mengingat meningkatnya penggunaan platform digital dalam aktivitas perdagangan oleh masyarakat Betiting, Cerme Gresik. Permasalahan yang ditemukan meliputi rendahnya pemahaman hukum terkait hak dan kewajiban afiliator, risiko sengketa transaksi, dan perlindungan konsumen dalam dunia digital yang berpotensi merugikan pelaku usaha. Kegiatan ini bertujuan untuk meningkatkan wawasan hukum masyarakat Betiting khususnya afiliator marketplace agar dapat beroperasi dengan aman dan sesuai regulasi yang berlaku.Metode pelaksanaan berupa penyuluhan, diskusi interaktif, dan simulasi kasus hukum yang relevan, sehingga peserta dapat memahami secara langsung penerapan perlindungan hukum dalam aktivitas marketplace. Mitra sasaran adalah komunitas afiliator marketplace di wilayah Betiting Cerme Gresik dengan jumlah peserta mencapai 50 orang yang aktif dalam perdagangan digital. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman peserta tentang aspek-aspek perlindungan hukum, hak dan kewajiban sebagai afiliator serta mekanisme penyelesaian sengketa. Sosialisasi ini diharapkan mendorong pemberdayaan ekonomi digital lokal yang berlandaskan perlindungan hukum bagi semua pelaku usaha di masa depan. Kata kunci: Perlindungan Hukum; Afiliator Marketplace; Ekonomi Digital; Sosialiasi Hukum; Masyarakat Betiting; Cerme GresikAbstractLegal protection socialization for marketplace affiliates in the digital economy era is very important considering the increasing use of digital platforms in trading activities by the Betiting community, Cerme Gresik. Problems found include low legal understanding related to the rights and obligations of affiliates, transaction dispute risks, and consumer protection in the digital world that can potentially harm business actors. This activity aims to improve the legal insight of the Betiting community, especially marketplace affiliates, so they can operate safely and in accordance with applicable regulations. The implementation method includes counseling, interactive discussions, and legal case simulations relevant to the context, allowing participants to directly understand the application of legal protection in marketplace activities. The target partners are the marketplace affiliate community in Betiting Cerme Gresik with 50 active participants in digital trade. The results show a significant increase in participants' understanding of legal protection aspects, rights and obligations as affiliates, and dispute resolution mechanisms. This socialization is expected to encourage local digital economic empowerment based on legal protection for all business actors in the future. Keywords: Legal protectin; marketplace affiliate; digital economy; legal socialization; Betiting community; Cerme Gresik
