Abstract

This research focuses on how leadership has a major role in addressing environmental issues, especially through the garbage bank program as a form of case study. Furthermore, the problems that occur in the midst of society are often rely solely on political will or political desire to solve them. The research is to know and learn Lurah's (head of village) leadership in the management of waste banks specifically. This research is qualitative descriptive research. Data collection techniques through structured interviews, documentation and observations. Researchers conducted an analysis using leadership theory from Yukl, where the theory discusses leadership comprehensively. Researchers only focus on five parts of the concept that are considered relevant, namely: visionary, guidance, affiliative, democratic and communicative concepts. The results of this study based on these dimensions are good enough Lurah (head of village) leadership. But there are several things that are considered able to optimize the running of the program through the role of Lurah (Head of village) leadership, namely: first, involving active knots and community leaders such as MUI, academics to support scientific aspects, and professionals in the field of practical management. Abstract

This study aims to analyzegovernment policies in development planning based on the industrial revolution 4.0 (RI 4.0), analyzing labor planning for the horticultural agricultural sector based on RI 4.0 and formulating scenarios for planning for the horticultural agricultural sector based on RI 4.0. This type of research is exploratorywith a qualitative approach the data were collected through interviews. The research informants are the head of farmer groups, managers of private farms, department heads and academics. Informants were selected purposively with certain criteria. Data were analyzed usingTAIDA (Tracing, Analyzing, Imaging, Deciding and Acting). The results of this study found thatThe policy for implementing RI 4.0 has not been accommodated in district regional planning documents, as well as for labor planning for the agricultural sector, especially for horticulture based on RI 4.0, it has not been accommodated in either the RPJMD or Strategic Plan. The workforce requirement for the 2021-2024 period is 12,028 people. The largest proportion of labor absorption is at the maintenance stage 44.02% and the lowest is 0.69% in marketing. The implementation of RI 4.0 still considers social, technical and physical aspects. Mondy's theory needs to be sharpened per cultivation stage so that the reduction in labor can be suppressed. Suggestions, the policy for implementing RI 4.0 is contained in the RPJMD and the Strategic Plan of each service, it is necessary for the role of inter-regional government institutions in planning the workforce of the industrial revolution 4.0.

Abstract

Penulisan artikel ini bertujuan untuk mengetahui bagaimana kinerja Satpol PP, apa yang menjadi penghambat dan upaya yang dilakukan dalam mengatasi hambatan yang terjadi selama penyelenggaraan pencegahan dan pengendalian Corona Virus Disease 2019 (Covid-19) di Kabupaten Deli Serdang. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. teknik pengumpulan data yang digunakan oleh penulis adalah wawancara, observasi dan dokumentasi. Teknik pengolahan data yang digunakan adalah teknik analisis data dengan melakukan reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian,secara keseluruhan kinerja Satuan Polisi Pamong Praja dalam penegakan protokol kesehatan di Kabupaten Deli Serdang secara umum sudah berjalan baik.namun kedepannya masih perlu ditingkatkan lagi. Karena masih terdapatbeberapa masalah.Masalah tersebut meliputi luasnya wilayah administrasi, jumlah personil yang kurang memadai, sarana dan prasarana penunjang yang kurang dari segi kuantitas dan kualitas, keterbatasan anggaran serta adanya sikap masyarakat yang tidak percaya virus covid-19 hingga melakukan perlawanan terhadap arahan petugas saat melakukan penegakan protokol kesehatan.

Abstract

Pandemi Covid-19 adalah wabah yang sedang mengkhawatirkan seluruh dunia. Covid-19 tidak hanya berdampak pada sektor kesehatan, tetapi juga berdampak pada seluruh sektor kehidupan, termasuk sektor ekonomi. Masyarakat membutuhkan peran pemerintah untuk membantu pemulihan dengan memberikan bantuan berupa bantuan sosial. Penelitian ini bertujuan untuk mengetahui bagaimana peran Dinas Sosial Kota Tebing Tinggi dalam menyalurkan bantuan sosial kepada masyarakat Kota Tebing Tinggi yang terdampak Covid-19, faktor yang menghambat peranan serta upaya dalam mengatasinya. Penelitian ini menggunakan teori peran yang dikemukakan oleh Soejono Soekanto (2013). Metode penelitian yang digunakan dalam penelitian ini menggunakan metode deskriptif kualitatif dengan menyediakan metode pengumpulan data, yaitu fakta dan penjelasan data yang terungkap di lapangan melalui observasi, wawancara, dan dokumentasi. Metode pengambilan sampel menggunakan purposive sampling dan snowball sampling. Hasil dari penelitian ini menunjukkan bahwa Dinas Sosial Kota tebing Tinggi dalam melakukan penyaluran bantuan sosial di tengah pandemi Covid-19 di Kota Tebing Tinggi sudah baik namun belum optimal. Hal ini disebabkan oleh beberapa faktor penghambat antara lain informasi dan data pribadi KPM tidak lengkap. Selain itu juga adanya data yang tidak diperbarui juga menjadi kesulitan penyaluran. Selanjutnya, kurangnya kesadaran masyarakat juga berpengaruh terhadap penyaluran serta adanya hambatan internal yakni bahan makanan dari bantuan sosial yang tidak dapat tahan lama. Hambatan tersebut dapat diatasi melalui upaya-upaya yang dilakukan seperti melakukan perbaikan sistem, Melakukan sosialisasi kepada masyarakat, dan melakukan koordinasi atau menjalin kerjasama dengan pilar-pilar sosial.

Abstract

There are three main characteristics of labor problems in Indonesia: First, the high growth rate of the workforce due to the rapid flow of population growth entering the working age. Second, the number of the labor force is large, but the average has low education, and third, the labor force participation rate is high, but the average income of workers is low. This research uses qualitative methods with a descriptive analysis approach. The study was conducted in the Cianjur Regency area. Analysis of current and future employment conditions through quantitative descriptive analysis methods assisted by statistical tools. For this reason, the data used in the framework of this study are Susenas data. This research shows that the low quality of the population is a barrier to economic development. This is mainly due to the low level of education and knowledge of the workforce. The economy of Cianjur Regency in 2020 grew by 7.35%, and employment growth by 4.84%, with an elasticity of 0.6585. So that the number of job opportunities in 2015 was 354,201 people. Meanwhile, the economic forecast for Cianjur Regency in 2020 will grow by 7.72% and employment growth by 4.14%, with an employment elasticity of 0.5363. It is estimated that GRDP at the constant price of Cianjur Regency is Rp. 10,012.91 billion, and job opportunities created as many as 438,490 people.

Abstract

Singkawang is a city home to a majority Chinese-Indonesian population with diverse cultural practices, one of which is the tradition of photo marriage (kawin foto). Within the Chinese-Indonesian community, this practice is often considered sufficient without formally registering the marriage with the Department of Population and Civil Registration. Consequently, the ownership rate of marriage certificates among the Chinese-Indonesian community in Singkawang remains low. This study aims to explore the strategies employed by the Department of Population and Civil Registration to address the low rate of marriage certificate ownership, focusing on the cultural practices and traditions of the Chinese-Indonesian community as objects of the study. The study employs a descriptive qualitative method with an inductive approach. Data were collected through observation, interviews, and documentation. The data analysis technique utilized is the ASOCA framework, which includes Ability, Strength, Opportunity, Culture, and Agility. The findings of this study indicate that 1) the Department of Population and Civil Registration has implemented strategies to encourage marriage registration, which include socialization among the Chinese-Indonesian community regarding marriage registration, building collaborations among institutions as well as vihara (Buddhist temples) or klenteng (Chinese temples), improving public services, providing foreign language training for staff, and offering mobile or on-the-spot services. 2) The challenges identified include: limited public knowledge about marriage registration, the absence of formalized written agreements, the inability of some vihara and klenteng to issue marriage blessing certificates, a shortage of civil servants (ASN) in the Department of Population and Civil Registration, the inactive status of the Dukcapil Online system, and insufficient foreign language skills among staff members. 3) To address these challenges, the Department of Population and Civil Registration has conducted socialization to the community and submitted requests for additional civil servants. Abstract

The high percentage of poor people in Banten Province, the decreasing number of small and medium businesses in Banten Province during Covid 19, the decreasing income for small and medium businesses in Banten Province. The digital literacy of SMEs is still low due to technology. This research aims to analyze the implementation of small and medium enterprises (SMEs) empowerment policies at the Banten Province Cooperatives and SMEs Service. The method used in this research is descriptive qualitative using a two- dimensional analysis tool proposed by Marilee S. Grindle, namely Content of Policy and Context of Policy, data collection through interviews, observation and documentation. This research focuses on how the policy is implemented and the factors that influence its success. The research results show that the implementation of SMEs empowerment policies in Banten Province experiences various challenges, including limited resources, lack of coordination between institutions, and low community participation. However, there have been significant efforts by local governments to increase access to capital and training for SMEs. This research also identifies the importance of support from various parties, including the community and the private sector, in achieving the goal of economic empowerment. The conclusions of this research emphasize the need for a more integrated and collaborative strategy in implementing SME empowerment policies, as well as the need for regular evaluation to ensure the effectiveness of the programs being implemented. It is hoped that this research can contribute to the development of better policies in empowering SMEs in Indonesia.

Abstract

This research was motivated by the MINISTRY OF COOPERATIONS AND SMEs, REPUBLIC OF INDONESIA, Regional Regulation Number 02 of 2016 concerning the Empowerment of Small and Medium Enterprises in the Banten Province region. Article 9 implemented by the provincial Cooperatives and SMEs Service, the aim of this research is to determine the Implementation of the Small and Medium Enterprises Empowerment Policy in the Banten Province Cooperatives and SMEs Service, efforts to improve the community economy through empowering SMEs, are part of national economic development capable of being the main driver as development of the people's economic potential and the ability to provide economic development and the availability of employment opportunities. The qualitative method methodology used in this research is approaching qualitative analysis techniques, data collection is a combination (Tringaulasi) which is carried out in a structured manner by presenting data and drawing conclusions from the research results. There are still many obstacles to policy implementation in SME empowerment programs in the Cooperative Department and Banten Province SMEs. The results of research on the implementation of SME empowerment policies have not been optimal, it was found that there are still many SME actors who have not received access programs, both training and access to capital, so that achieving increased empowerment is not on target, resulting in less efficiency in implementing program policies, this can be seen from not being achieved according to standards. As the aim of the SME empowerment policy, the efforts that have been implemented regarding SME empowerment through supporting programs are still far from being expected to provide sanctions for policy violators, there is a lack of facilities and infrastructure so the government needs to improve the facilities and infrastructure for SMEs to support, intensify supervision and assistance, as well as encouraging more intense outreach to the community, equitable data collection on SMEs, as well as efforts to improve the community's economy.

Abstract

The Digital Population Identity (DPI) activation program aims to enhance efficiency and ease of access to public service data. Bandung City, as one of the municipalities implementing the DPI program, possesses relatively advanced digital infrastructure; however, the DPI activation rate remains low at 3.8%, far below the national target of 30%. This study aims to examine the implementation of DPI services, identify supporting and inhibiting factors affecting DPI achievement, and formulate strategies for improvement. The research adopts a descriptive qualitative approach, with data collected through in-depth interviews, observation, and document analysis. Research informants include heads of local government agencies, service implementation officers, and members of the public as service users. Data analysis was conducted through data reduction, data display, and conclusion drawing. The analytical framework is based on Zeithaml’s public service quality theory, which comprises five dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The findings indicate that the Tangibles dimension, particularly application availability and supporting facilities, is generally adequate. However, significant constraints are identified in the Reliability dimension due to central network disruptions and limitations of users’ devices. The Responsiveness dimension, implemented through proactive outreach strategies (“jemput bola”) and mobile services (“Mepeling”), has proven to be a key success factor in areas with the highest activation rates, such as Astana Anyar District (7.8%). Spatial data visualization analysis confirms disparities in activation achievement across districts, influenced by variations in digital literacy levels and public trust in data security (Assurance). The recommended strategies for improvement include strengthening the reliability of technical systems and optimizing proactive, area-based services to accelerate progress toward the national DPI activation target. Abstract

The development of border areas in the previous era was still based on the paradigm as backward that relatively under developed and isolated zone. However, since 2014 the paradigm has changed to be front yard, which was then followed by the development of many border areas, especially those with cross-border post (PLBN). One of them is the Motaain PLBN in Belu Regency, East Nusa Tenggara Province. This study aims to describe and assess the development of basic infrastructure to meet the basic needs of residents in the area around the Motaain PLBN. The method used was descriptive-evaluative qualitative research. Data collection techniques include interviews, observation, and documentation. Interviews were conducted with the Belu Regency government, the Motaain PLBN management, environmental officials, community leaders and ordinary people. The analysis technique used was narrative displays assisted by various maps (cartographs) and tables to describe the factual conditions that occur, and with the help of standards for assessing the condition of its fulfillment. The basic infrastructure in question includes social infrastructure and physical infrastructure. The research results show that social infrastructure has been well developed, but basic physical infrastructure, particularly clean water, sanitation, and drainage, is not yet adequately provided, so that overall the provision of basic infrastructure supporting sustainable living is considered inadequate. Several intergovernmental and sectoral collaborations are recommended, especially in the provision of basic physical infrastructure for clean water, which affects the fulfillment of sanitation needs of communities in border areas.
