Abstract

Singkawang is a city home to a majority Chinese-Indonesian population with diverse cultural practices, one of which is the tradition of photo marriage (kawin foto). Within the Chinese-Indonesian community, this practice is often considered sufficient without formally registering the marriage with the Department of Population and Civil Registration. Consequently, the ownership rate of marriage certificates among the Chinese-Indonesian community in Singkawang remains low. This study aims to explore the strategies employed by the Department of Population and Civil Registration to address the low rate of marriage certificate ownership, focusing on the cultural practices and traditions of the Chinese-Indonesian community as objects of the study. The study employs a descriptive qualitative method with an inductive approach. Data were collected through observation, interviews, and documentation. The data analysis technique utilized is the ASOCA framework, which includes Ability, Strength, Opportunity, Culture, and Agility. The findings of this study indicate that 1) the Department of Population and Civil Registration has implemented strategies to encourage marriage registration, which include socialization among the Chinese-Indonesian community regarding marriage registration, building collaborations among institutions as well as vihara (Buddhist temples) or klenteng (Chinese temples), improving public services, providing foreign language training for staff, and offering mobile or on-the-spot services. 2) The challenges identified include: limited public knowledge about marriage registration, the absence of formalized written agreements, the inability of some vihara and klenteng to issue marriage blessing certificates, a shortage of civil servants (ASN) in the Department of Population and Civil Registration, the inactive status of the Dukcapil Online system, and insufficient foreign language skills among staff members. 3) To address these challenges, the Department of Population and Civil Registration has conducted socialization to the community and submitted requests for additional civil servants. Abstract

This study aims to analyze the implementation of the Digital Population Identity (IKD) policy, identify enabling and constraining factors, and develop a contextual policy implementation model. A qualitative case study approach was employed in Tulang Bawang Regency, Indonesia. Data were collected from XX informants consisting of government officials, implementing officers, and community members, complemented by field observations and document analysis. The data were analyzed thematically using NVivo 12 following the stages of data condensation, data display, and conclusion drawing. The findings indicate that the implementation of IKD in Tulang Bawang has not yet achieved optimal outcomes, as reflected in relatively low activation rates compared to provincial targets. Key challenges include limited human resource capacity, uneven digital infrastructure, and low levels of digital literacy among the population. The study also identifies enabling factors such as institutional commitment and inter-agency coordination. This study proposes the SUSI policy implementation model as an extension of the Van Meter and Van Horn model. The model introduces two additional analytical dimensions: digital leadership and digital inclusion. These dimensions are essential for understanding policy implementation in decentralized and digitally uneven governance contexts.

Abstract

Tourism sector development has become one of the efforts made by local governments to enhance economic growth and increase Regional Original Revenue (PAD). Buru Regency possesses considerable natural tourism potential; however, the contribution of the tourism sector to regional revenue remains relatively low. One of the tourism development efforts has been carried out through the involvement of Village-Owned Enterprises (BUMDesa) in managing tourism destinations based on local potential. This study aims to analyze the development of beach tourism destinations by BUMDesa in Buru Regency, focusing on the management of Baikolet Beach Tourism by BUMDesa Jikumerasa. This research applies the tourism destination development theory proposed by Sunaryo (2013), which includes the dimensions of tourist attractions and appeal, accessibility, amenities, supporting infrastructure, other supporting tourism facilities, as well as tourism institutions and human resources. This study employs a descriptive qualitative research method. Data collection techniques were conducted through interviews, observation, and documentation. The data were analyzed using the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the development of the Baikolet Beach tourism destination by BUMDesa Jikumerasa has generally been implemented quite well. However, the development of the tourism destination still requires improvement in several dimensions. The dimensions that need primary attention are tourism institutions and human resources, tourist attractions and appeal, and other supporting tourism facilities. Tourism management has not been fully supported by optimal institutional coordination, clear task distribution, managerial capacity of the management team, and structured tourism promotion. In addition, the development of tourism attractions remains limited, and supporting facilities such as culinary services, souvenir products, and security supervision are still not optimal.

Abstract

Penulisan artikel ini bertujuan untuk mengetahui bagaimana kinerja Satpol PP, apa yang menjadi penghambat dan upaya yang dilakukan dalam mengatasi hambatan yang terjadi selama penyelenggaraan pencegahan dan pengendalian Corona Virus Disease 2019 (Covid-19) di Kabupaten Deli Serdang. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. teknik pengumpulan data yang digunakan oleh penulis adalah wawancara, observasi dan dokumentasi. Teknik pengolahan data yang digunakan adalah teknik analisis data dengan melakukan reduksi data, penyajian data dan penarikan kesimpulan. Berdasarkan hasil penelitian,secara keseluruhan kinerja Satuan Polisi Pamong Praja dalam penegakan protokol kesehatan di Kabupaten Deli Serdang secara umum sudah berjalan baik.namun kedepannya masih perlu ditingkatkan lagi. Karena masih terdapatbeberapa masalah.Masalah tersebut meliputi luasnya wilayah administrasi, jumlah personil yang kurang memadai, sarana dan prasarana penunjang yang kurang dari segi kuantitas dan kualitas, keterbatasan anggaran serta adanya sikap masyarakat yang tidak percaya virus covid-19 hingga melakukan perlawanan terhadap arahan petugas saat melakukan penegakan protokol kesehatan.

Abstract

The government is increasingly using e-government to increase the efficiency of public services. This involves giving the community access to conveniently accessible electronic-based complaint communication methods. Thirteen electronic and non-electronic public complaint channels are available through the Provincial Government of the Special Region of Jakarta. The research objective is to delineate how the Jakarta Special Region Provincial Government has employed electronic-based channels for public complaint communication and to pinpoint the constituent elements involved in this approach. In-depth stakeholder interviews and Focus Group Discussions (FGDs) are two qualitative methodologies used in this research analysis to identify themes from the NVIVO coding data. The study's findings demonstrate that electronic-based public complaint communication channels improve accessibility, transparency, and response time for complaints. In addition, this circumstance facilitates the public's ability to express their goals and enables the government to pinpoint issues more precisely and swiftly. This demonstrates how crucial technology plays in fostering efficient and successful government communication.
