Abstract

: Undang-Undang  Dasar Negara  Republik  Indonesia  1945  sudah mengatur bentuk demokrasi sebaik mungkin pada Pasal 1 ayat (2) yang menjelaskan bahwa kedaulatan berada di tangan rakyat yang kemudian tentang pemilihan umum diatur dalam Pasal 22E. Hal ini juga diperjelas oleh JJ. Rousseau dalam bukunya Du Contract Social/Perjanjian Sosial yang menyatakan bahwa teori pembentukan negara berdasarkan adanya suatu kesepakatan rakyat (Setyo Nugroho, 2013: 248-230). Oleh dari itu rakyat bebas untuk memilih pemimpin dan wakilnya sendiri  tanpa ada tekanan dari kelompok tertentu. Pemilihan Umum di tengah-tengah Covid-19 menjadi persoalan tersendiri yang sedang membutuhkan ruang khusus oleh karena itu dibutuhkan ruang untuk sosialisasi sesuai dengan situasi dan kondisi masa pandemi. Adanya sosialisasi terkait pemilihan dimasa pandemi akan menyadarkan masyarakat akan panduan protokol kesehatan terutama saat pemilihan umum dilaksanakan, dengan begitu masyarakat dapat memberikan hak suaranya dan tetap terhindar dari Covid-19

Abstract

The problem that exists in the management of land assets owned by the Regional Government of Pagar Alam City is the large number of government-owned lands that have not been certified, then there is still land that overlaps with the community, this makes it important to manage good land assets belonging to the City Government of Pagar Alam. The formulation of the research problem is to find out how the managementf of land assets owned by the Regional Government of Pagar Alam City and what factors support and hinder thef implementation of this management. The purpose of this study was to determinef the managementf of land assets owned by the Regional Governmentf of Pagarf Alam City as well as the supporting factors and management constraints. Researchers used a qualitative descriptive research method. In this study, the data used are primary and secondary data obtained through interview, observation, and documentation techniques. Furthermore, this study uses data analysis techniques from miles and huberman. The management of land assets belonging to the Regional Government of Pagar Alam City which is carried out by the Regional Finance Agency of Pagar Alam City in the management inventory carried out has been optimal considering the land asset data is quite complete. Unlike the case with certification and also utilization where researchers can conclude that the management is still not optimal, it can be seen from the existence of uncertified land, maintenance that is not running and utilization of land assets is still very minimal where there is still land that has not been certified. there are still many abandoned and abandoned land assets. The supporting factor for the management of land assets owned by the Pagar Alam City Government is the existence of an SOP or standard operating procedure that helps in the implementation of management, as well as good communication. Meanwhile, the inhibiting factor can be seen from the attitude of the related officers as policy implementers who are still not good enough as the apparatus. In addition, there is still a lack of supporting facilities for land guardrails, which often creates problems between the government and people who like to recognize rights to land owned by the government.Keywords: Management, Assets, Land

Abstract

The Family Hope Program (PKH) is community empowerment policy program from government. This study aims to know PKH facilitators communicate with KPM can be independent running their lives in the future. Research was conducted in several villages of Sukaraja sub-district, Seluma Regency, Bengkulu Province which get PKH mandate, research time was planned for 1 year. Data collection techniques through observation, in-depth interviews, FGD, internal seminars. Data analysis carried out by collecting data, condensing, presenting, verifying and making decisions. Based on research in the field, communication between facilitators and KPM, PKH in Sukaraja is running smoothly. P2K2 activities are carried out regularly once a month before corona virus. PKH facilitators should be patient with the various characteristics of KPM that are difficult to advise and motivate because of fact, KPM are poor people, where they are truly incapacitated both in financial and educational terms due to lack of knowledge and insight

Abstract

The purpose of this article is to describe the application of digital transformation in data management for public services at the Bengkulu Province Regional Financial Management Agency in order to carry out public services. The results confirm that the application of digital transformation in data management for public services at the Bengkulu Province Financial Management Agency has been carried out well through programs and applications that are in accordance with the internal licensing service data structure. However, data management employees still need assistance by software developers. In addition, the application of digital transformation in data management still needs to be developed so that it can experience improvement in terms of coordination and cooperation with other related agencies externally

Abstract

The purpose of this study is to explain the strategy and direction of human quality development from the perspective of public administration. The method used is descriptive method, which is describing human quality development strategies from various literatures related to human resource development (HR). The results of the literature review show that the development of quality human bureaucracy is a necessity to be able to provide satisfying public services. Abstract

ABSTRACT The purpose of this research is the implementation of policies of the Bengkulu Province disaster management agency in disaster mitigation. This research method uses descriptive qualitative research. The results of the study explained that the implementation of policies of the Bengkulu Province Regional Disaster Management Agency (BPBD) for the implementation of disaster mitigation policies had been running quite well. The Regional Disaster Management Agency of Bengkulu Province in Disaster Mitigation has issued a policy on natural disaster reduction, namely the Disaster Resilient Village policy and the proportion of Disaster safe schools. Apart from implementing this policy, the Bengkulu Province Disaster Management Agency also carries out socialization activities for disaster preparedness. In implementing this policy, we also cooperate with other agencies to carry out activities or policies in making Bengkulu Province safe from disasters. The conclusions of this study indicate that the policies issued by the Bengkulu Province BPBD in Mitigation are regulated in Governor Regulation Number 34 of 2018 concerning increased preparedness. Among them are disaster-disaster village policies and disaster-safe Madrasah schools. Keywords: Disaster, Mitigation, Policy.

Abstract

ABSTRACT The purpose of this study was to determine the implementation of the Family Hope Program Assistance Policy and to want to know what factors hindered the implementation of the Family Hope Program (PKH) in Mesigit Village. The method in this research uses qualitative research. The results showed that the implementation of the Family Hope Program policy has gone well, but that has become an obstacle in the implementation of the Hope Family Program coordinating PKH facilitators to the village government. The conclusion of this research is that the implementation of the Family Hope Program (PKH) has been going well because it has four indicators of policy implementation such as: communication, resources, disposition and bureaucratic structure. While the inhibiting factors are the awareness and interest of the community about PKH, telecommunications network facilities and the absence of meeting activities, there is no coordination from PKH facilitators. Abstract

This study aims to determine the implementation and aspects that hinder public service reform in Bengkulu City DPMPTSP in achieving excellent service. The method used in this research is a qualitative method with descriptive analysis. The results of the study indicate that services at DPMPTSP already cover 10 aspects of public services such as simplicity, clarity, certainty, security, responsibility, completeness of facilities and infrastructure, ease of access, discipline, and comfort. While the inhibiting aspects such as the completion of long licensing times, maintenance of facilities and infrastructure, lack of parking space, not all people use the website portal. The conclusion of this study is that the implementation of service reform in DPMPTSP has shown excellent service and aspects that need to be improved such as maximizing the use of technology, discipline, and completeness of facilities and infrastructure. Abstract

This paper examines the Policy for Parking Services Policies on the Side of Public Roads in Bengkulu City as a result of the monitoring results from the analysis of the implementation of Parking Service Policies on Public Roadside of Bengkulu City In the implementation of the parking service retribution policy in Bengkulu city, the standards and procedures are clear, but in the field implementation, especially the Panorama area is still there. The targets in this policy are in accordance with Perda no. 07 of 2011. Implementation of parking policies that affect the social conditions of the people in the city of Bengkulu with the number of parking spots is the stage of the Bengkulu city community. However, during the crisis there was still a mismatch of income results and targets in this policy due to the low parking potential in the city of Bengkulu. Keywords: Policy, Parking, Retribution
