Abstract

Salah satu masalah pokok pembangunan yang harus segera ditun-taskan adalah kemiskinan. Data dari BPS mengungkapkan bahwa Indonesia telah berhasil menurunkan jumlah penduduk miskin secara relatif dari 40 persen pada tahun 1976 menjadi 15,08 persen dari jumlah penduduk pada tahun 1990. Namun demikian, secara absolut jumlah penduduk miskin tersebut masih sekitar 27,2 juta.Oleh karena itu, masalah kemiskinan harus dituntaskan secara mendasar, karena kemiskinan tersebut menyangkut tingkat kehidupan manusia, bukan hanya sekedar permainan angka relatif saja. Pemecahan masalah ini harus dilakukan secara multidisipliner oleh para ahli, karena masalahnya bersifat multidimensional, yang penanggulangannya tidak dapat mengandalkan pada sistem mekanisme pasar. Oleh karena itu, peranan pemerintah dituntut untuk lebih banyak lagi, demikian juga dengan organisasi-organisasi sosial seperti LSM-LSM.

Abstract

The development of the region cannot be separated from the concept of economic growth and the determination of the mainstay region as a regional center that is expected to have a positive impact on economic growth to the surrounding regions. In fact, the determination of the mainstay region is a difficult thing to do. Some cases of the determination of the mainstay region are mostly on the basis of the prerogative rights of the policy makers without carefully seeing the achievements of the development of a region. The objective of this study is to develop a classification model of the mainstay economic region using computational techniques. The decision tree methods of NBTree and J48 are used in this study and combined with Klassen typology. The results of this study show that J48 algorithm has better accuracy than NBTree in the formation process of decision tree. The accuracy of J48 is higher than NBTree i.e. 68.96%. The comparative result of the classification of the mainstay economic region between Klassen and J48 shows that there is a shift in the class position of the development quadrant. In Klassen classification, there are three regions that are categorized into the mainstay regions with advanced development and rapid growth (K1). Meanwhile, J48 results show that there is no region categorized into K1. However, the mainstay economic region on J48 is based on the level of development with the level below K1, i.e. K2. J48 classification results show that there are ten regencies that are categorized into the mainstay economic regions, namely Biak, Regency of Jayapura, Jayawijaya, Kerom, Merauke, Mimika, Nabire, Ndunga, Yapen, and the Municipality of Jayapura.

Abstract

In today's modern world, the number of hotels and other accommodations is increasing in Indonesia in general and in the province of North Sumatra in particular. The same situation also occurs in the Toba lake region which covers seven districts surrounding Toba lake with a number of hotels that vary in each district. This study aims to analyze the possibility of classification of the hospitality area concentration in the Toba lake region and analyze the shift in the classification of the hospitality area concentration in the Toba lake region. Panel data used will be analyzed using the method of classification analysis of the hospitality area concentration in the  Toba lake region. Then it will be assisted by geographic information system analysis as a visualization tool for maps of hospitality areas in the  Toba lake region. This research shows that the Toba lake region consists of two classifications, namely:  the classification of the main area of hospitality that cover three district  and tthe non-concentration classification of hospitality areas that includes four districts. During the study period, the shift in the classification of the hospitality area concentration were not found in the Toba lake region.   Keywords :  Geographic Information System 1, Hospitality Area Concentration 2
