Latar Belakang : Perusahaan diharuskan dapat menghadapi tantangan dan persaingan yang sangat ketat. Sumber daya manusia yang berkompeten harus berperan aktif dalam merencanakan, melaksanakan dan mencapai tujuan perusahaan. Tujuan : Penelitian ini bertujuan untuk mengetahui pengaruh komunikasi organisasi dan karakteristik individu terhadap prestasi kerja karyawan PT. Bank Mandiri (Persero) Tbk Cabang Ahmad Yani Area Rantau Prapat. Metode : Pada penelitian ini metode yang digunakan adalah penelitian kuantitatif dengan menggunakan pendekatan asosiatif. Hasil : Hasil penelitian ini menunjukkan bahwa variabel komunikasi organisasi (X1) tidak berpengaruh secara signifikan terhadap prestasi kerja karyawan PT. Bank Mandiri (Persero) Tbk Cabang Ahmad Yani Area Rantau Prapat. Kesimpulan : Melalui hasil uji koefisiensi determinasi nilai R sebesar 0,622 dan nilai R Square sebesar 39,7% menunjukkan bahwa hubungan antara komunikasi organisasi dan karakteristik individu terhadap prestasi kerja cukup erat.

This study aims to describe the role of village funds in the development of the Village Development Index. The research method was conducted with a qualitative approach, the informants in this study were key informants, key informants and additional informants. The research location was conducted in Sibolangit sub-district with 5 sample villages, consisting of 2 disadvantaged villages, 2 developing villages, and 1 developed village. The results of this study illustrate how the village before the existence of village funds and after the existence of village funds, then the role of village funds in the development of the village index build in which in the village index builds a lot of indicators and sub-indicators of its assessment, as well as looking at factors hampering the village difficult to develop. this is a village that is still difficult to develop its area despite village funds.

The government has launched the Public Service Agency / Regional Public Service Agency (BLU / BLUD) program with the issuance of Government Regulation Number 23 of 2005. PP 23 of 2005 concerning Financial Management of Public service agency which basically explains, Public service agency are not only a new form in management of state finances but also as a new paradigm for public sector service management. The purpose of this study was to determine and analyze how the implementation of PPK-BLUD policies in RSUD Dr. RM Djoelham Binjai in terms of improving the quality and quality of public services, especially health services to the people of Binjai City. The method used in this research is descriptive qualitative using the Merille S. Grindle theory where there are several variables that determine the effectiveness of policy implementation. From the research results it can be seen that after the implementation of PPK-BLUD in Dr. RM. Djoelham Binjai, there was a change where previously the budget management, finance and reporting processes, which had been purely based on financial regulations with the APBD mechanism. However, with the implementation of PPK-BLUD, all the income that the RSUD Dr. RM. Djoelham receives can be directly managed and used for the needs and needs of the RSUD. So it is hoped that it can simplify the bureaucracy, especially finance, so that in the end it can improve the quality of hospital services. In its implementation, there are several obstacles faced, especially the understanding of other sections and fields of PPK-BLUD in RSUD Dr. RM. Djoelham Binjai so that good coordination between divisions and fields is needed.

This study aimed to undergo an analysis on the Profesionalism of the Government Apparatus  in implementation governmental tasks, development and society education. The study applied a qualitative method using a phenomenological approach. The informant selection is performed by purposive sampling tecnique. The Informant consist of the member of Province of North Sumatra, Head of Subsection and Staff of The Secretariat of The DPRD Province of North Sumatra. In addition to these, the study also involved concerned institution. Instrument of the study comprised the writer himself and data collection by in depth interview, documentation, and field observation, whereas technique of data analysis used a taxonomy analysis. Profesionalism of the government apparatus to be assessed consisted of responsiveness and inovation performed by the staff of Secretariat of The DPRD Province of North Sumatra in their governmental tasks implementation, development and society education as well as service accomodation to ythe citizens. In general, profesionalism of the government apparatus from the viewpoint of the apparatus responsiveness and inovation at Secretariat of The DPRD Province of North Sumatra Regency still lacked of quality. Such condition was affected by vision and mission of the organization and responsibility of the organizational structure, leadership, and reward that din not meet the objective of the organization. They should have been given a serious attention for the purpose of determining organizational goals.

The purpose of this paper is to analyze the Implementation of the Village Financial System (Siskeudes) and the Inhibiting Factors in the Implementation of the Village Financial System (Siskeudes) in the Management of the Village Revenue and Expenditure Budget (Apbdes) in Kodon-Kodon Village, Brand District, Karo Regency. The research method used in this research is descriptive research with a qualitative approach with the subject of key informants and additional informants. In 2020 SISKEUDES Application Version 2.0. The theory of implementation used is the theory of implementation of the George C. Edward III Model. The results of the study indicate that the transparency in reporting village financial management is quite good, in terms of the existing resources in the village that are able to operate the SISKEUDES application, which is still very limited. Technical implementers in operating the SISKEUDES application are often negligent in carrying out their duties in the SISKEUDES application. The bureaucratic structure is still less effective between the Village Head and the Technical Implementer of the SISKEUDES Application. The village head must wait for the results of the financial reports prepared by the technical implementer of the SISKEUDES APP.

This research is about analyzing the political influence of multiculturalism in the structure of the newly elected government, namely Amizaro Waruwu who is the current Regent in North Nias. This study uses Will Kymlica's multicultural political theory which is used to analyze minority rights in politics and can occupy the structure of government positions in North Nias Regency. Agnes Heller's theory of identity politics is used to conclude how the identity of the regional head is one of the considerations in determining the structural positions of the executive government in North Nias Regency.         This research method uses qualitative methods with descriptive data analysis techniques to answer one or several questions regarding the state of the object or subject in detail. Data collection techniques were carried out by interview methods and literature study. In this research, we see and provide understanding of two things. First, the decentralization system gives rise to a pattern of recruitment of SKPD leaders in determining the government structure that prioritizes the majority community to take office. Second, with the decentralization system, the community will be more active in determining every government policy and being directly involved in every political process in North Nias Regency.Keywords: Multicultural, Government, Recruitment Pattern.

Bureaucratic Reform in public services aims to improve the quality of public services in accordance with the needs and expectations of the community. The purpose of this study is to analyze how the process of implementing bureaucratic reform in improving the quality of public services and how to achieve bureaucratic reform in improving the quality of public services at the Investment and One-Stop Integrated Service Service (DPM-PTSP) of Karo Regency. This research uses qualitative research methods with a descriptive approach, and primary data collection techniques (observations, interviews) and secondary data (documentation studies). Based on the results of the study, it can be concluded, after the bureaucratic reforms were implemented, the aspects that support public services at DPM-PTSP experienced changes and improvements in both organizational structure, human resources, simplification of deregulation, the use of technology that makes it easier to issue permits, and even business actors have been able to issue permits independently without face-to-face with DPM-PTSP officers. The implementation of bureaucratic reforms has increased the quality of public services and supports the acceleration of business in Karo Regency.

Dinas Komunikasi dan Informatika Kota Medan yang merupakan bagian atau sub sistem dari sistem birokrasi negara, dengan sendiriya tidak luput dari tuntutan untuk meningkatkan efisiensi dalam mengelola sumber daya dan dana baik yang berasal dari pemerintah pusat maupun yang berasal dari daerah sendiri. Tujuan yang hendak dicapai dalam penelitian ini adalah: (1) untuk menganalisis seberapa besar faktor kepemimpinan berhubungan dengan efektivitas organisasi, (2) untuk menganalisis seberapa besar faktor motivasi berhubungan terhadap efektivitas organisasi, (3) untuk menganalisis seberapa besar faktor kemampuan personal berhubungan terhadap efektivitas organisasi,dan (4) Untuk menganalisis seberapa besar faktor kepemimpinan, motivasi dan kemampuan personal berhubungan terhadap efektivitas organisasi.

Penelitian ini bertujuan untuk mengetahui bagaimana perencanaan pembangunan Lahan Tempat Pembuangan Akhir (TPA) Sampah di Desa Mekar Jaya Kecamatan Wampu Kabupaten Langkat dan Faktor penghambat Perencanaan Pembangunan TPA tersebut serta untuk mengetahui upaya apa yang telah dilakukan oleh instansi terkait dalam mengatasi hambatan tersebut. yang dilihat dari fokus perencnaan, partisipasi masyarakat, sinergitas perencanaan, dan legalitas perencanaan. Jenis penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Sumber data primer yaitu wawancara kepada pihak terkait dan dengar pendapat pada kegiatan konsultasi publik dan sekunder dikumpulkan melalui observasi dan penelitian di lapangan. Teknis analisis data adalah model interaktif, yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil penelitian bahwa perencanaan pembangunan pada saat ini masih dalam tahap perencanaan dan penetapan lokasi. Pelaksanaan pembangunan direncanakan pada akhir tahun 2016. Adapun yang faktor penghambat yaitu proses pembebasan lahan dan pembuatan sertifikat lahan memakan waktu yang lama. Adapun upaya yang yang telah dilaksanakan instansi terkait saat ini, yaitu melakukan pendekatan kepada masyarakat, mengadakan pertemuan yang melibatkan masyarakat, meningkatkan kinerja instansi terkait dalam perencanaan pembangunan TPA, menginformasikan setiap kegiatan perencanaan pembangunan TPA kepada masyarakat.

Social entrepreneurship is an important concept for realizing the welfare of rural communities. This concept refers to the dedication of individuals, who have the character of a leader, who actively cooperates with their community, to realize collective welfare. This study aims to analyze the Growth of Social Entrepreneurship Through Village Owned Enterprises (VOE) in Pematang Johar. This research is descriptive qualitative research. Data collection techniques used in this study were interviews, literature studies, and observation. The results of the study show that the growth of social entrepreneurship through the Pematang Johar VOE is still being carried out on a limited basis. This is due to the still uneven understanding of VOE managers regarding the concept and definition of social entrepreneurship. This has had an impact on not maximally alleviating social problems in the village of Pematang Johar. In addition, the growth of social entrepreneurship through VOE Pematang Johar is also hampered due to business management in business units that are not managed professionally by competent people.
