Abstract

The goal of this research is to identify the innovation governance of 6-in-1 program in services for population affairs at the Autonomous Agency for Population Affairs and Civil Registry of Surabaya City Administration. Innovation of 6-in-1 program is an innovation containing the 6 products of population services (birth, death, moving, arriving, marriage, divorce). This research applies the Innovation Governance Theory from the United Nation, namely Institution, Policy Actor and Community in subsequent management, then elaborated by using the Theory of Cook and Mathews, namely Risk Management and Technology. This research applies “qualitative descriptive method‟ .The technique in determining the informant is classified into 2 (two) sample takings, the purposive sampling and the snowball sampling. Data are collected through observation interview, and documentation. The triangulation technique is used for verification or checking. Output of this research reveals that the innovation management must be supported by various aspects, such as the supporting policy, level of employees‟ compliance, community serving attitude, synergy among the stakeholders, culture, and community participation. However, there are still several things not yet been supportive, namely knowledge of the community, network technology and prevention management

Abstract

The existence of the Loka Jala Crana Museum is currently a place for tourism education, research and a source of information about the history of the Navy. is a place to store and preserve historical objects, so that historical objects are maintained. There are so many positive activities that can be done at the museum. For the public and students who uphold it, they can enjoy educational tours, as well as opportunities to learn about the history. Museums are not just a place to enjoy collections, but museums can also be a means of holding creations, education, research, information, innovation and recreation/educational tours for visitors. The use of Naval Academy educational facilities as educational tourism objects is part of the integrity zone of bureaucratic reform in the field of public services that supports government programs. This study concludes that the Loka Jala Crana museum as an educational tourism destination for the theory of implementation of the George C. Edward III model has been carried out optimally. From this research, it is suggested that the recommendations are. The placement of personnel in the Museum should be based on qualifications/experts in the field of museums, history, anthropology and sociology, not just to fulfill the number of personnel lists. The need to improve human resource education about museums is the point of the need to increase the budget, infrastructure and facilities of the Loka Jala Crana museum. Abstract

Research on the implementation of the Port Implementation policy at Pelindo III Tanjung Perak Surabaya (Case study of the Implementation of the Minister of Transportation's Regulation Number: PM 146 of 2016 concerning changes to the Minister of Transportation's regulation PM Number 51 of 2015 concerning the Implementation of Seaports) aims to analyze the implementation of Port Operational Policies at Pelindo III Tanjung Perak Surabaya. In addition, to analyze the factors that support and hinder the successful implementation of the Port Management in Pelindo III Tanjung Perak Surabaya. This research uses a qualitative method with a case study approach. Data collection is done through interviews, observations and documentation and then analyzed through data reduction, data presentation and conclusions. The results show that Port Management Policy in Pelindo III has been implemented between Pelindo III, Syahbandar, and other stakeholders, even though there are some inhibiting factors, such as the lack of human resource quality, the complexity of the bureaucracy in handling export and import documents and ship waiting time at port. Abstract

This study aims to obtain a strategy for managing sustainable mangrove ecosystems in Kaliwlingi Village, Brebes Sub-district, Brebes District. This study uses qualitative research with phenomenological methods. The data needed in this research is primary data obtained directly from respondents and secondary data obtained from data sources that do not directly provide data. The analytical method used in this research is the analysis of Strengths, Weaknesses, Opportunities and Threats (SWOT), and Quantitative Strategic Planning Matrix (QSPM) to determine the right strategy in managing sustainable mangrove ecosystems. The results of the Internal Factor Evaluation (IFE) calculation have a score of 2.21, which is below the average score of 2.50, indicating a less strong internal position. The results of the External Factor Evaluation (EFE) calculation show that the total score of 2.03 is below the average score of 2.50, indicating a less strong external position. The integration stage of IFE and EFE uses a SWOT matrix. The results of the combined score between IFE and EFE are 2.21; 2.03 in the first quadrant position, which is a favorable situation. The results of the QSPM show the Total Attractiveness Score (TAS) of strategy I as much as 6,009 has the highest TAS value and is the chosen alternative priority strategy. The results of the study show that the expansion strategy that must be taken by the Brebes Regency Government is to provide opportunities for the community to manage the mangrove ecosystem independently with assistance from the Government of Brebes District.

Abstract

This research aims to reduce the practice of illegal parking attendants and the leakage of parking retribution income can be overcome. The problem is focused on assessing the effectiveness of e-parking in Tama Bungkul Surabaya with reference to the theory of effectiveness according to Budiani (2007). The data obtained through interviews, observation, and documentation and analyzed qualitatively. This study concludes that the implementation of e-parking in Bungkul Park has not been effective because it has not yet been targeted, as evidenced by the finding of people who are less interested in paying for parking through e-parking machines, program socialization has been carried out directly and through social media, parking objectives have been achieved because they have there are no illegal parking practices and leakage of parking fees, while for program monitoring, periodic e-parking machines are checked, but four e-parking machines are found in the Bungkul Park area that cannot be used and have not been repaired until now due to the lack of reliable human resources

Abstract

Sukodono district is one of the sub-districts in Sidoarjo Regency that has first tried to become a pioneer of internet-based service providers through service innovations File Mlaku dheWe (BMW). The fact shows that the quality of application services is such an important issue given the technical aspects of its implementation. This study aims to analyze the quality of administrative services and the factors that influence the quality of administrative services based on E-Government, especially in the BMW type B application service in Sukodono District. This research uses descriptive quantitative research methods. The population of this study took 21 respondents. This analysis uses the e-GovQual dimensional approach. The analysis technique of this research uses the Importance Performance Analysis (IPA) method and data processing techniques. The results show (1) The analysis conducted by the researcher using Importance Performance Analysis (IPA) shows that of the 35 sub-indicators studied, the quadrant A variable consists of 11 sub-indicators, quadrant B consists of 7 sub-indicators, quadrant C consists of 9 sub-indicator, and quadrant D consists of 8 sub indicators. (2) The results of the analysis of the quality of administrative services based on E-Government on the Mlakau dheWe file application service type B in Sukodono District, Sidoarjo Regency are well implemented.

Abstract

Food and Agriculture Security Service in Surabaya City is developing Mangrove Ecotourism in Wonorejo Surabaya which aims to find out the ecotourism development conducted by Surabaya City Food and Agriculture Security Service based on nature reserves. This study uses qualitative method with a case study approach and applies the theory from Gamal Suwantoro Tourism Development (2004) with the five indicators, namely: tourist objects and attractions, tourist infrastructure, tourist facilities, management/infrastructure, community and environment. The data collection is obtained through observation, interviews and documentation. The data analysis techniques use data collection, data condensation, data presentation and drawing conclusion. The results of this study indicates that the development of Mangrove Ecotourism in Wonorejo Surabaya has been applied well, but there are several inhibiting factors such as the lack of affordable public transportation, lack of coordination between agencies on tourist facilities on location signs, limited supply of souvenirs typical of mangroves, and the undeveloped environment.

Abstract

The Harbormaster of Tanjung Perak Surabaya (KSU) conducts an assessment of the personnel on duty, namely the Pilot Assessment in order to improve the quality of service for ship delaying activities and to realize safety and security in the waters of the Tanjung Perak Port, Surabaya. KSU Tanjung Perak Surabaya issued a decree number: HK.207/01/15/SYB-Tpr-18 regarding the operational system and procedures for ship scouting and towing services in the obligatory scout waters of the Tanjung Perak Port Surabaya and Port of Gresik. The purpose of this study was to analyze the implementation of the pilot assessment policy at KSU Tanjung Perak Surabaya. The theory of implementation of the Van Meter and Van Horn policies used in this study has 6 (six) variables that form the linkage between policy and performance. This study uses a qualitative method with a case study approach to collect data through interviews, observations and documentation, then the data obtained are analyzed interactively. The results obtained are the implementation of the Pilot Assessment Policy carried out by KSU Tanjung Perak Surabaya has been running optimally and in accordance with applicable regulations.

Abstract

Batalyon Marinir Pertahanan Pangkalan III/Jakarta atau Yonmarhanlan III/Jakarta adalah satuan pelaksana Pasukan Marinir III yang memiliki tugas pokok menyelenggarakan pertahanan Pangkalan TNI AL serta melaksanakan tugas-tugas lain seperti tugas OMSP dalam rangka mendukung tugas pokok Lantamal III/ Kota Jakarta. Sabagai contoh Potensi bencana yang terjadi di Provinsi DKI Jakarta yaitu banjir, terdapat 19 titik rawan yang tersebar di seluruh wilayah kecamatan di Provinsi DKI Jakarta bila banjir datang akan menggenangi wilayah tersebut. Penanganan yang sistematis dari semua instansi dan lembaga terkait termasuk peran Satuan Komando Kewilayahan (Satkowil) seperti Lantamal III melalui Yonharhanlan Jakarta sangat diperlukan dalam rangka menciptakan daerah bebas banjir serta ancaman bencana alam lainnya. Jenis metode penelitian Implementasi Kebijakan Tugas Operasi Militer Selain Perang Di Yonmarhanlan III dalam Penaggulangan Banjir Jakarta yang akan digunakan adalah deskriptif kualitatif dengan studi kasus. Selanjutnya dijelaskan oleh bahwa pengumpulan oleh peneliti diperoleh dari hasil observasi, dokumentasi, wawancara dan gabungan/ triangulasi. Hasil penelitian ini adalah (1) Yonmarhanlan III Jakarta merupakan salah satu satuan pelaksana yang berada dibawah TNI AL. Dalam pelaksanaan program-program kerja sesuai dengan kebutuhan pelaksanaan tugas masing-masing, sehingga menjadi tepat fungsi dan tepat ukuran (right sizing) dengan sasaran menurunnya tumpang tindih tugas dan fungsi internal Yonmarhanlan III Jakarta, BNPB dan BPBD serta meningkatnya kapasitas entitas penanganan bencana dalam melaksanakan tugas pokok dan fungsi OMSP dalam penanggulangan banjir di Provinsi DKI Jakarta. (2) Berdasarkan semua pernyataan ke tiga (3) informan dari pihak sipil dan militer di atas dapat disimpulkan bahwa yang menjadi faktor pendukung Kerjasama sipil dan militer dalam manajemen penanggulangan bencana banjir di Provinsi DKI Jakarta: (a) Sinergitas dan kerjasama entitas sipil dan militer yang semakin solid dan tanggap dalam bencana banjir. (b) Pemberdayaan sumberdaya Manusia seperti melakukan sosialisasi kepada masyarakat dan SDM di Dinas Sumber Daya Air Provinsi DKI Jakarta tentang sinergitas dalam penanggulangan banjir. (c) Pendampingan misalnya pelindungan masyarakat dari dampak bencana dan pemulihan kondisi dari dampak bencana serta adanya pendampingan sosial bagi korban bencana banjir. Berdasarkan pernyataan diatas menjadi faktor penghambat dalam manajemen bencana.. Peneliti menyimpulkan bahwa berdasarkan semua pernyataan informan di atas dapat disimpulkan bahwa yang menjadi faktor penghambat Kerjasama sipil dan militer dalam penanggulangan bencana banjir di Provinsi DKI Jakarta: (a) Komunikasi dan koordinasi antara entitas sipil dan militer (b) kendala anggaran dan operasional masih menggunakan sarana/ prasarana tempur (c) Terbatas sarana angkut dan personil yang mengoperasikannya (d) pelatihan saat ini masih bersifat OMP belum dilatih simulasi OMSP penanganan bencana secara khusus serta belum optimal karena dilakukan secara umum dan bukan spesifik terkait kerawanan bencana di setiap daerah. Saran yang disampaikan (1) Untuk menyediakan anggaran khusus yang digunakan untuk mendanai aktifitas OMSP oleh Yonarhanlan III dalam penanggulangan bencana banjir di Provinsi DKI Jakarta. (2) BNPB, BPBD dan Yonmarhanlan III Jakarta semakin memperkuat sinergitas dengan melaksanakan pelatihan penanggulangan bersama antara entitas sipil dan militer

Abstract

Orientasi kebijakan pengembangan ekonomi pedesaan seperti BUMDes (Badan Usaha Milik Desa) merupakan upaya pencipaan lingkungan yang kondusif untuk tumbuh kembangnya kegiatan ekonomi mandiri dan produktif di desa, yang bisa berdampak signifikan pada peningkatan taraf hidup dan kesejahteraan masyarakat desa. Problem penting untuk mendukung tujuan jangka panjang tersebut adalah bagaimana mengejawantahkan profil sumber daya manusia (SDM) professional yang unggul. Sinergi dengan hal itu, maka tujuan dari kegiatan pengabdian masyarakat ini dilakukan untuk pengembangan kapasitas (Capacity Building) SDM BUMDes. Prioritas program pengembangan kapasitas diorientasikan pada dimensi Human Resource Development, dengan fokus pada ketersediaan tenaga profesional. Keluaran dari prioritas program meliputi: (1) Rekruitmen, didasarkan atas: a. Profil kewirausahaan, b. SDM lokal, c. stndar perilaku, d. tingkat pendidikan dan skil. (2). Pelatihan, diagendakan untuk: a. Pengenalan Lingkungan Kerja, b. Pelatihan 5R dan 3K, c. Standar Operational Procedure (SOP). (3). Sistem Kompensasi, sosialisasi difokuskan atas: a. Kompensasi langsung (direct), b. Kompensasi tidak langsung (indirect), (4). Isu-isu kompensasi kompetitif. (5). Kondisi Kerja, materi yang direkomendasikan adalah: a. Kondisi fisik kerja. b. Kondisi psikologis kerja, (6). Kondisi temporer kerja.
