Abstract

Penelitian ini bertujuan untuk mengetahui pelayanan publik di tapal batas NKRI Distrik Kaisenar, Kabupaten Keerom, Provinsi Papua yang dipotret dari empat indikator yaitu, bukti fisik (tangible), kehandalan (reliability), daya tanggap (responsiviness), jaminan (assurance), empati (empathy) serta mengetahui dampak yang dihasilkan dari kualitas pelayanan publik di Distrik Kaisenar, yang melalui faktor pendukung pelayanan dan faktor penghambat pelayanan. Desain dalam penelitian ini adalah deskriptif kualitatif. Informan dalam penelitian ini adalah Kepala Distrik Kaisenar, Staf Distrik Kaisenar, Kepala Kampung, dan Masyarakat. Sumber data yang digunakan dalam penelitian ini adalah data primer, yang didapat dari hasil wawancara dengan informan penelitian dan data sekunder yang berupa laporan dan dokumen-dokumen resmi. Teknik pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi. Teknik analisis data dalam penelitian ini, menggunakan empat kompenen yang terdiri dari pengumpulan data, reduksi data, penyajian data, penarik kesimpulan. Hasil penelitian ini menunjukkan bahwa Pelayanan Publik di Distrik Kaisenar masih jauh dari harapan. Temuan beberapa indikator seperti sarana dan prasarana kantor minimalis bahkan nyaris tida ada meja kursi, komputer, ATK . Kemudian prasarana berupa kantor distrik yang nyaris rubuh, perumahan pegawai, toilet tidak terawat. Buruknya sarana prasarana ini kantor jarang digunakan bahkan dibiarkan tak terawat. Faktor penyebabnya karena tingkat kedisplinan pegawai sangat rendah. Kepala Distrik dan Stafnya jarang berada di tempat tugas. SDM yang rendah turut berkontribusi buruknya kualitas pelayanan publik di tapal batas tersebut. Dengan Demikian pelayanan publik yang digadangkan untuk menciptakan tata kelola pemerintahan yang baik (good governance) masih jauh api dari panggang.

Abstract

This study aims to analyze the implementation of anti-corruption education and the challenges in internalizing the values of honesty, responsibility, and dísciplíne among students at the University of Science and Technology Jayapura (USTJ) Using a descriptive qualitative approach, data were collected through in-depth interviews, observations, and document studies involving 50 infomants from five faculties. The findings reveal that although students generally understand the importance of anti-corruption values, their application is hindered by peer pressure, weak role models, and the lack of cultural integration in education. The value of honesty is often conpromised in academic pratices such as cheating and plagiarism: responsibility is shaped by ínteractions with lecturers and family expectations; and discipline is largely understood as mere compliance with rules rather than an internalized ethical commitment. The study enphasizes the need for a contextual, participatory approach rooted in local Papuan culture, including the revitalization of indigenous anti-corruption values such as transparency, accountability, and honesty reflected in the traditional noken philosophy. It recommends integrating character education into curricula, strengthening lecturers exemplary roles, and creating a campus ecosystem that promotes integrity and shame toward dishonest behavior.

Abstract

Penelitian ini berawal dari marak dan masifnya perilaku para elit menjarah uang rakyat sejak pemberlakuan Otonomi Khusus di Papua. Hal ini diakibatkan dari Implementasi tatakelola pemerintahan yang belum maksimal. Penelitian ini bertujuan menganalisis keterkaitan antara pelaksanaan otonomi khusus di Papua dan praktek korupsi pada sistem birokrasi pemerintahan daerah pasca pemberlakuan otonomi khusus. Distribusi kewenangan politik dan pemerintahan diikuti desentralisasi fiskal yang besar berdampak pada organisasi pemerintahan karena aliran deras dana pusat tidak terawasi secara efektif. Penelitian ini dilakukan dengan pendekatan kualitatif deskriptif dengan metode wawancara mendalam. Informan-informan dipercaya mampu menjelaskan penyebab koruptif elit Papua di era otonomi khusus dalam birokrasi pemerintahan. Hasil penelitian menunjukan kemanfaatan dana otonomi khusus belum berkontribusi positif bagi masyarakat Papua. Trend praktek korupsi dalam birokrasi pemerintahan terus menampakan gejala yang buruk dan masif. Ironi memang, di satu sisi dana triliunan rupiah digelontorkan ke Papua, di sisi lain rakyat belum juga keluar dari lingkaran kemiskinan, keterbelakangan dan lainnya. Pengelolahan bantuan Dana Otonomi Khusus bagi masyarakat Papua diwarnai dengan nilai-nilai nepotisme. Hal ini muncul ketika pemangku kepentingan hanya memprioritaskan dirinya, kelompok dan golongannya. Tata kelola pemerintahan (good governance) yang baik dan bersih, tidak terlaksana karena masih maraknya budaya ucapan terima kasih yang bertentangan dengan norma etik dalam pelayanan publik. Adanya ketidakpercayaan (distrust) publik terhadap pemerintah dan elit politik. Hal ini terjadi karena banyaknya para pemimpin dan elit di Papua tersandung kasus korupsi.

Abstract

Dunia seperti dilipat, manakala teknologi komunikasi dan informasi menjadi medium dan mantra sakti bagi berbagai kehidupan manusia. Dunia digital seperti menelanjangi kita, sebab bisa menyusup kemana-mana. Tulisan ini hendak dengan secara sederhana memberiikan penjelasan dan atau gambaran mengenai peran teknologi digital dalam system pemerintahan. Metode penulisan ini adalah kualitatif dengan pendekatan kajian pustaka. Data dihimpun dari berbagai sumber yang kompatibel dengan realitas kajian yang bisa berupa jurnal ilmiah, buku, gambar, dan sumber lain yang mendukung. Data dipilah dan dipilih untuk selanjutnya dianalisis dengan seksama sesuai dengan kebutuhan dalam menjawab pertanyaan. Hasil penelitian mendapatkan bahwa : (1) Partisipasi masyarakat dalam control system pemerintahan lebih mudah, (2) Keterbukaan pengelolaan pemerintahan menjadi lebih nyata sehingga kemungkinan untuk memberikan masukan dan kritik serta saran semakin gampang, (3) Tata kelola pemerintahan semakin akuntabel dan transparan karena dukungan teknologi yang bisa memberikan kecepatan akses.

Abstract

This study evaluates the relationship between decentralization, local democracy, and public welfare improvement in Indonesia through a systematic literature review of 38 academic studies published between 2015 and 2024. The findings indicate that regional autonomy has expanded democratic spaces and stimulated public service innovation, particularly in regions with strong fiscal capacity and progressive leadership. However, regional performance disparities remain evident, characterized by fiscal inequality, bureaucratic weaknesses, and patronage politics that hinder equitable welfare outcomes. This study highlights the need to strengthen local government capacity, enhance budget transparency, and promote meaningful public participation. It offers conceptual contributions by integrating governance and regional economic dimensions, and provides policy recommendations to ensure decentralization functions as an effective instrument for public welfare improvement.

Abstract

Following the 1998 reforms, Indonesia experienced a significant transformation in the security sector, marked by the elimination of the dual function of the Indonesian Armed Forces (ABRI) and the strengthening of civilian supremacy. However, the current discussion of the Draft Law on the Indonesian National Armed Forces (RUU TNI) has raised concerns about the return of military dominance in civil affairs through military operations other than war (OMSP). This study analyzes the potential impact of the RUU TNI on central-regional relations in security management. Using a qualitative descriptive approach through literature study, this study examines the normative provisions in the RUU TNI and compares them with the principles of democratization and decentralization. The findings show that expanding the role of the TNI in domestic affairs without a civilian oversight mechanism and coordination with local governments has the potential to blur the boundaries between civil defense and security functions, weaken regional autonomy, and create institutional tensions. Central dominance through the military also increases the risk of human rights violations and reduces accountability for security governance. Therefore, the revision of the RUU TNI needs to consider the principles of civilian supremacy, military professionalism, and regional participation in national security policies to prevent the decline of democratic reforms and maintain inclusive and equitable national integration.

Abstract

Mass organizations (Ormas) in Indonesia perform a paradoxical dual role in the era of decentralization: contributing positively to community empowerment while simultaneously transforming into institutionalized thuggery actors. This study analyzes the duality of Ormas social functions by examining four integrated dimensions: community empowerment, thuggery practices, factors driving role shifts, and the effectiveness of regional policies and government oversight. The study employs a systematic literature review with a descriptive qualitative approach, utilizing content analysis and thematic synthesis of academic literature and regulations published between 2010 and 2025. The findings reveal that community empowerment operates through three patterns: solidarity-based social services, micro-economic strengthening, and skills training. Ormas thuggery is classified into territorial, functional, and political typologies that intersect in practice, constituting a self-reinforcing mechanism produced by the interaction of weak internal governance, decentralization incentives, and inadequate regulatory frameworks. The article argues that repressive approaches alone are insufficient; an integrated strategy combining institutional capacity-building, incentive-based regulatory reform, and strengthened public participation as external oversight is required.

Abstract

In the past, Indigenous Papuans had a unique way of teaching their cultural values of hard work, honesty, openness, and authority. These values are contained in the Noken. Noken is a handicraft product made from natural materials which has the same function as a bag. It is used to fill crops, groceries, and personal items and is used in ceremonies as a souvenir and an accessory for women. The philosophy of the Noken is full of values, including transparency and integrity, wherein Papuans were taught an anti-corruption culture from their early life. This contradicts the current situation, where corruption practices are increasing, especially among public officeholders. This study aims to analyse the degradation of Papua’s anti-corruption culture after the implementation of special autonomy by using a qualitative perspective, namely gathering information from selected informants through focus group discussions and in-depth interviews. The results of this study indicate that the causes of the degradation of the anti-corruption culture are due to changes in consumptive lifestyles and weak supervision, a high-cost political system, and convoluted bureaucratic flows. The consequence of this degradation is the fading of Noken-based anti-corruption culture, dependence on special autonomy funds, and the sharpening of social conflicts. For this reason, political action and goodwill from stakeholders are needed to revitalise Noken's noble values through internalising said values in social life.
