Abstract

Di era disrupsi yang sangat dipengaruhi oleh internet of things melalui hadirnya media sosial ini, umat beragama dimanjakan dalam memilih akses konten keagamaan sesuai dengan preferensinya. Kemudahan akses tersebut mendorong munculnya elit keagamaan baru konservatif yang menantang kemapanan otoritas keagamaan tradisional yang telah lebih lama eksis. Mereka mengemas berbagai konten dengan label dakwah, hijrah, dan istilah keagamaan populer lainnya. Kemasan yang mereka tawarkan cenderung lebih simple untuk dipahami sehingga mampu menarik khalayak, terutama kaum muda Muslim urban yang cenderung gandrung dengan budaya pop dan ingin belajar agama secara instan. Munculnya elite keagamaan baru tersebut memicu reaksi dari kelompok moderat untuk memberikan wacana tandingan. Hal ini mengakibatkan media sosial berubah menjadi arena kontestasi perebutan otoritas keagamaan. Bila kita perhatikan, fenomena tersebut jelas bertentangan dengan teori sekularisasi yang menggambarkan bahwa di era modern agama bukanlah sesuatu yang populer. Nyatanya saat ini kita justru melihat kebangkitan agama atau religious revival di ruang publik. Jurgen Habermas mengatakan bahwa ruang publik merupakan wahana diskursus demokratis masyarakat dimana setiap warga negara dapat menyatakan opini ataupun kepentingan secara diskursif. Opini dan kepentingan tersebut selanjutnya dimanifestasikan dalam berbagai trajektori. Terkait isu kebangkitan agama, salah satu trajektori tersebut adalah manajemen dan administrasi Islam. Untuk melihat bagaimana kebangkitan agama bekerja di sektor manajemen dan administrasi Islam, maka kita dapat mendiskusikannya lebih mendalam melalui tujuh naskah yang terbit pada Jurnal MD Volume 6 Nomor 2 Tahun 2020 ini.

Abstract

Positions and authorities have become a commodity which always contested by humans. In fact, authority is an amanah to carry out the responsibility to serving the people. Nowadays, discretion has enhanced the role of Street Level Bureaucracy in the policy arena by authorizing a certain political power from the “top” to the “bottom”. By the emergence of governance era, discretionary power of street level bureaucracy was formerly designed as a means of public service innovation to transform red tape based public service delivery into social equity based public service management. Yet, in contrast to the objective of public service innovation, discretionary power is frequently misused by irresponsible actors in bureaucracy to legalize street level corruption which has triggered massive social distrust towards bureaucracy. Whereas Islam has clearly prohibited corruption as in Qur'an surah Al-Baqarah verse 188. By conducting literature study and theoretical analysis, this qualitative research highlights the urgency of discretion to uphold innovation in public service management with the spirit of sincerity and religiosity. As a conclusion, in the era of open government, socio-political control on discretion must be enhanced by establishing clear mechanism, high awareness, and good religiosity to guide the core role of street level bureaucrats as socio-professional worker.

Abstract

The existence of international actor has become hot issue in this globalizationworld. Community Based Solid Waste Management (CBSWM) program is one ofthe commitment of The United States Agency for International Development(USAID) in helping Indonesian government reducing the environmental problems,particularly the problem of waste. Just like another program that is needed to beevaluated and improved, CBSWM also has big attention from public community.The real role of USAID in CBSWM raised a lot of question relates to the successof the program. Many people said agree to the effective role of USAID, and so doesthe program of CBSWM. The core point to understand the role of USAID isconsisted to two urgent questions about the perspective of the program implementationand also the impact that community felt. These two perspectives are the main measurementtool to assess the role of USAID and its key learning of success. While in thisresearch, the quantitative approach the researcher used is Analysis of Variance(ANOVA); it is a technique to test a similarity of mean of the variable in the sametime. After that, the analysis of the role of USAID in CBSWM will be derived intheoritical explanation on the sound governance and community empowerment perspective.From this result, the role of USAID was really good in the process ofimplementation and given good impact to the environmental condition, activity andfacility. The failure on the aspect of community welfare does not make a complexproblem since the main purpose of the program is in the context of environment. Thesuccess of CBSWM program not only comes from the serious role of USAID, itneeds community and government total support. Local government and communityneed to hold a closer partnership to maximize the result USAID has achieved and to make a better condition of community welfare. A good quality life of community willdetermine a good condition of environment.Keywords: Globalization, International Actor, USAID, Sound Governance,Community Empowerment
