Abstract

Communal land, the dominant form of land ownership in West Sumatra Province, is a legal place customarily to carry out economic activities with the principle of mutual benefit, and no transfer of communal land ownership is permitted. However, current state policies in economic activity tend to change the form of communal land ownership. The legality constructed by the state has made the transfer of ownership of communal land when used for economic activity, which disrupts the system of ownership and tenure of communal land. These conditions led to the emergence of community resilience in maintaining ownership and tenure of communal land. The method used in this research is a case study in two villages/ nagari, where data collection was carried out through in-depth interviews with several elements in the nagari. Community resilience is carried out by converting communal land ownership from nagari communal land to clan or subclan communal land and vice versa. The conversion of ownership type is a form of the resilience of the community against state policies that threaten communal land ownership and tenure while at the same time maintaining a balance of social and economic benefits from the use of communal land for economic activity.

Abstract

DKI Jakarta Province with a high increase in development activities has implications for the conversion of urban Green Open Space (GOS) into built-up land. The importance of urban GOS can not be separated from supporting the development of the green city. The green city is a concept of realizing a sustainable city and minimizing urban landscape degradation. This research aims to evaluate the availability of urban GOS and the implementation of the green city concept in DKI Jakarta. Geographic Information System (GIS) based spatial analysis methods and remote sensing were used to evaluate the availability of urban GOS. Quantitative and qualitative analysis methods based on the Asian Green City Index (AGCI) are used to evaluate the implementation of the green city concept. The results show that GOS in DKI Jakarta has decreased, from 33.70% in 2000, 23.47% in 2010, and 19.50% in 2020. In the implementation of the green city concept, the performance of DKI Jakarta has increased. Performance in 2000 was at a below-average level (34.58%), in 2010 it was at the average level (44.85%), and in 2020 the performance increased to an above-average level (62.76%). The results showed that the increase in the implementation of the green city concept has not been followed by an increase in the quantity of urban GOS. An integrative urban planning strategy is needed in developing DKI Jakarta and oriented towards the carrying capacity of the landscape and maintaining the availability of urban GOS.

Abstract

Along with economic development, there have been changes in land use, resulting in forests, green space, and agricultural land conversion into residential and industrial/commercial areas in many cities. Due to the reduction in green space, efforts have been made in urban planning to restore greenery around residential neighborhoods in many metropolitan areas. The government has made several efforts to regulate urban development planning to ensure sustainability. One of the efforts is the implementation of Law No. 26 of 2007, which mandates that at least 30% of the city's area must be designated as Green Open Space (GOS). The Green City Development Program (P2KH) implemented the law in several cities, including Pekanbaru, the capital of Riau Province, Indonesia. This study aims to measure the impact of the Green City program implementation on the increase or decrease in the area of GOS in Pekanbaru City and and to analyze the quality of Greenery Values of GOS in Pekanbaru City based on human perception and computational measurement. This research analyzes Land Use Cover Change (LUCC) post-P2KH in Pekanbaru and compares mapping methods with human perceptions of greenery at randomly selected locations. Using QGIS 3.36.0 and the Maximum Likelihood Classification (MLC) method, the study found that the decline in Green Open Spaces in Pekanbaru has leveled off from 11.85% before P2KH to 6.59% after P2KH, and the increase in built-up areas has slowed from 12.58% to 6.2%. Computational measurements, such as NDVI, and human perceptions reveal that Pekanbaru's GOS need improvements in safety, comfort, aesthetic quality, and biodiversity. This research indicates that the P2KH has mitigated the high rate of land cover and land use changes in Pekanbaru.

Abstract

The southern coastal region of Pacitan Regency, particularly in six districts, namely Ngadirejo, Sudimoro, Kebonagung, Donorojo, Pringkuku, and Pacitan District, is classified as a high-risk tsunami red zone. Based on the research findings, the Pacitan Bay area consists of two villages, namely Sidoarjo Village and Ploso Village in Pacitan Distict. Sidoarjo Village covers an area of 8.36 km², while Ploso Village covers 3.66 km², making the total area 12.02 km² or 1202 hectares. The analysis of land suitability for tourism in relation to tsunami risk aims to assess the level of compatibility of a tourist area located in a tsunami-prone region. The environmental vulnerability parameters include elevation, land slope, coastal morphology, land use, distance from the coastline, and distance from rivers. Additionally, bathymetric data and tsunami run-up based on historical tsunami events in the southern coastal areas of Java Island are utilized to assess the extent and depth of tsunami inundation. In the analysis of tourism suitability based on tsunami disaster mitigation, the suitable tourism area is located in the eastern part of Sidoarjo Village and the entire Ploso Village. These areas fall into the high tsunami risk zone, but their tourism potential is also high due to the coastal location of tourist attractions
