Abstract

Coffee is one of the main commodities of Indonesian plantation crops. During 2012-2016 South Sumatera Province is the largest coffee producer with a contribution 28.80%. Beside as coffee producer, South Sumatera Province has a coal mining potential as much as 38,5% from the national total supply (22.240,4 million ton). The development of coal industry causes coffee land conversion. The purpose of the study is to analyze the factors that determine the farmer’s decision to sell their cropland to coal mining investor. The research was conducted in Lahat Regency, South Sumatera Province on February-March 2018. The sampling method used simple random sampling, with a total sample of 52 respondents. The research showed that land aggregates, total farmer’s income, number of families and age of coffee plant significantly influence farmer’s decision. Land conversion is a natural phenomenon that could not be prevented, but it could be controlled with restricting the license of coal mining, space arrangement (RTRW) and provide incentives to farmers as a form of support from the Government.

Abstract

This study evaluates the compatibility of scientific voices with the needs to combat forest fire as perceived by relevant stakeholders through a review of scholarly output, an evaluation of the conformity between scientists and stakeholder views on forest fire issues, and an analysis of how different types of scientists and voice channels contribute the local needs to combat forest fire in Indonesia.  This research indicates that although forest fire has cross-country border impacts, forest fire discourses were dominated by home country issues rather than the concerns of global forest fire events.  Further,  although information about forest fire is widely available in the scientific journals, the “knowledge utilization” of this information remains low.  To improve “knowledge utilization”, scientists can use different channels to disseminate information, in addition to scientific journals.  While social-economic aspects are perceived to be the prime problem of forest fire in Indonesia, the minimal presentation of social scientists within forest fire discourse is a concern.  To address these primary concerns within and outside scientific journals, the involvement of social scientists within the forest fire discourse is very important.

Abstract

The extended of Gunung Halimun Salak National Park (TNGHS) coverage area pose a conflict of interest which is trade-off between the interests of the TNGHS main functions as conservation areas (ecological interests) and interests of local people who use the forest for economic needs. One of the intangible environmental services of TNGHS is natural tourism in the used zone which can be a win-win solution alternative to the trade off of conservation and economic interests in conservation area. Natural tourism in national parks is a payments for ecosystem services (PES) scheme that will provide added value, both conservation and economic benefits as non-exploited activity that will not endanger the national parks preservation. Therefore, in this study, how the natural tourism activities in TNGHS can support conservation and local economic improvement is examined. The high economic value of tourism and economic impact i.e. multiplier effect and job opportunity demonstrate that natural tourism in TNGHS as environmental services is very important. Natural resources and the beauty of nature in TNGHS should be preserved to keep the sustainability of natural tourism, because without the conservation of natural resource thus will be no natural tourism, which means there will be no economic benefit to the community.

Abstract

Payment for environmental services (PES) to mangrove forest is judged appropriate for applied in Jailolo Sub-district of West Halmahera District as a protection of mangrove ecosystems. This is due to the high utilization of mangrove environment services. If not managed properly can potentially threaten the preservation of mangrove forests. Benefits that have been perceived by the public such as a water source, pond, travel, as well as the protection of coastal areas. These benefits must be preserved for the future availability of environmental services namely through the payment of the services already provided the commonly named as payment for environmental services (PES). PES is also very supported by West Halmahera District Regulation No. 4 of 2012 year and constitution No. 32 of 2009 year about the protection and environmental management. Basically, PES is a scheme that aims to restore and protect the availability of goods and environmental services sustainable. Therefore, PES initiation for mangrove forest economy preservation in Jailolo Sub-district needs to be studied. This research aims to: 1) Identify environmental services of mangrove forest ecosystems that are potential for PES; 2) Examines the perceptions of the public service providers (providers) towards the implementation of the plan; and 3) How much willingness to accept (WTA) community as a providers of environmental services (providers) if PES is applied. The research results showed that the service potentially initiated PES are sea-water intrusion regulating service and the cultural service of mangrove tourism. For perception and public participation, environmental service providers about the mangrove environment services were judged to be sufficient for determining PES plan assignment, where communities want to participate if the maintenance costs were IDR3.350,00/trees/year

Abstract

Oil palm is one of the major plantation commodity that earns foreign exchange. The expansion of oil palm plantation potentially gives not only economic benefits, but also the environmental problems. Therefore, the economic and environmental impacts of oil palm plantation expansion need to be assessed. This study uses revenue analysis to estimate the economic benefits, descriptive analysis to identify environmental impacts, and to estimate external costs using replacement cost and cost of illness. In this research, expansion is defined as the conversion of a part of or whole rubber plantation to oil palm plantation. The expansion resulted in farmers turning some or all of rubber gardens into palm oil plantations that resulted in an increase in revenues of 40.52%. In addition to the on-farm sector, farmers benefit from off-farm (24.46%) and non-farm (25.61%), bringing the total increase of farmers' income by 33.42%. Based on community perceptions of environmental impacts due to oil palm plantation expansion in the form of reduced quantity of groundwater, water pollution, and decreased animal population. The environmental impact of crude palm oil (CPO) factories is to produce liquid waste from palm oil processing that raises external costs for the community in the form of the replacement cost of clean water and the cost of illness

Abstract

In recent years there has been a decrease in Cipaniis springs, indicating the declining ecological conditions of the area surrounding the spring. The compensation fund provided by Kota Cirebon to Kuningan Regency in the framework of payment for environmental services cooperation since 2004 has not provided significant benefits for Cirebon City, the surrounding community, and the environment. This study aims to evaluate the allocation and use of compensation funds and its benefits to the city of Cirebon, society, and the environment. Gap analysis is used to evaluate the allocation and use of compensation funds, as well as descriptive analysis on see the benefits of compensation funds for PDAM of Cirebon City, communities, and the environment. In 2016 the compensation fund paid is IDR 2.9 billion, of which only 16.23% is allocated for conservation activities, 1.53% for the villages around the springs and the remaining 82.3% for the Regional Government of Kuningan Regency. The compensation fund for the payment of environmental services has not been utilized properly, so the benefits received by PDAM of Cirebon City, society, and environment are still very low.

Abstract

The broadening of Mount Halimun Salak National Park (TNGHS) area is unseparable from the trade off between conservation interest and community’ economic interests. An alternative solution to overcome these problems is an action to conduct natural tourism activities in TNGHS. This action is also expected to encourage the participation of community in preserving national parks. The purpose of this study is to examine economic benefits of nature tourism for maintaining the function of conservation of national parks which at the same time can improve the community’ economy in TNGHS area. The methods used are income analysis which includes ratio of economic benefits from tourism activity to total income and covering of economic benefits from tourism to household expenditure and to conservation fund. The results showed that the economic benefits from natural tourism activity obtained by the community was 66% of the total income and it could also fulfil 91% of household expenditure. In addition, ecotourism activities also generate tourism revenue which is called as PNBP as much as 343% of conservation funds.

Abstract

The sugar industry is one of the agriculture-based industries which use sugar cane as a raw material to produce sugar. The processing of sugar cane into sugar generates by-products such as bagasse, molasses, and filter cake which will cause environmental pollution if they are untreated. This research identified the utilization pattern of sugar industry by-products in Gempolkrep Sugar Factory and analyzed the added value from by-products utilization using Hayami Method. Based on the utilization pattern at Gempolkrep Sugar Factory, bagasse is used as an alternative raw material for electricity generation. Filter cake is used as raw material for compost fertilizer. Molasses is used as a raw material for bioethanol manufacture. The added value obtained from processing filter cake into compost is IDR141.335 per ton, while bioethanol products from molasses provide an added value of IDR752.645 per ton. Abstract

Participation of community as business actors in Gunung Tangkuban Perahu Nature Tourism Park (GTPNTP) is a key to sustainable management of conservation areas through conservation activities. Conservation activities in GTPNTP have not been maximized, so needs to support by various stakeholders. This study aims to determine the level of participation of business actors in conservation activities in GTPNTP by studying economic benefits obtained by business actors from tourism activities through their willingness to contribute for conservation activities and their willingness to pay for conservation funds. The methods used were observation, quetionnaire, interview, and literature study. Respondent amount of 58 business actors using stratified random sampling technique. The results showed that in general, business actors get economic benefits from tourism revenues with a high contribution to the share (78,59%) and very high to the covering (120,46%). Most of the participation levels of business actors included in the very low category by 88,33% and the low category by 11,67%. In general, business actors have contributed to conservation activities in GTPNTP and 60% are willing to pay for conservation funds. This study shows that the willingness of business actors to contribute for conservation activities is quite high. Abstract

Waterfall has long been a popular tourist attraction with increasing number of visitors. High visitation would increase the risk of environmental damage, especially if the location of the tourism object is in a protected area that is still intact and rich in resources. One strategy to reduce the impact of recreational and nature tourism activities is through carrying capacity (CC) analysis. This study aims to 1) analyze the CC visitors of Cibeureum Waterfall and 2) provide a CC-based waterfall tourism management strategy. The research was conducted in October 2018 in Cibeureum Waterfall, TNGGP of West Java. The CC was estimated using the Cifuentes (1992) approach to calculate physical (PCC), real (RCC), and effective (ECC) CCs, by considering various correction factors. Interviews were also conducted with 100 visitors of Cibeureum Waterfall. In addition, interviews were also conducted with 5 key informants from the management side. The results showed that the daily PCC value was 800, exceeding the RCC (173) and ECC (86) values, indicating overcrowding. On the contrary, on weekdays, the number of visitors is below the RCC. These results indicated potential disturbance in Cibeureum Waterfall and its environment during holidays. Carrying capacity-based management alternatives that were recommended include increasing ticket prices on holidays and implement early booking system. From the managerial aspect, it is recommended to involve the NP partners during holidays for in-kind contributions. Keywords: carrying capacity, waterfall tourism, national park
