Abstract

One of the most crucial things that every nation needs is infrastructure. To boost the nation’s competitiveness, the Indonesian government is expediting infrastructure construction. Howeve, there are risk and big financial outlays that need to be addressed. A collaboration agreement, often known as public-private partnership (PPP), between the government and the private party is required in order to do this. With this contract, the government will be able to increase the number of toll roads throughout Indonesia. Although PPP comes in a variety of forms, the Build Operate Transfer (BOT) model is the most commonly used. The organizers and managers of the toll road will assume the government may be able to increase the number of toll roads Indonesia requires with the help of this deal. Although PPP comes in a variety of forms, the BOT model is the most commonly used. The organizers and managers of the toll road will assume all risks associated with the partnership plan. In order to reduce the risks caused by a partnership, each risk must be identified, assigned, and given the proper reaction. The data used in this study comes from BOT cooperation scheme-using toll road projects. The study indicates that there are relevant risks for toll road projects in Indonesia using PPP contracts with the BOT scheme, (1) political risk, (2) feasibility study risk, (3) financial risk, (4) design risk, (5) construction risk, (6) operation risk, and (7) transfer risk. The risk allocation in this research is based on expert opinions, adapted from ongoing toll road BOT projects in Indonesia.

Abstract

The design-build concept continues to evolve as a delivery method in the global and Indonesian construction markets. This study, conducted at PT XYZ, reveals that all design-build building projects over the past three years (2022–2024) have experienced delays or schedule extensions in execution. One of the main factors contributing to poor time performance in design-build projects is communication-related issues. The objective of this study is to evaluate communication management in design-build projects based on dominant risks. This research was conducted by collecting data through literature review, archival analysis, and expert validation questionnaire surveys. The study identified 4 phases, 12 stages, and 58 activities involving 9 stakeholders, which encompassed 59 communication activities and 40 communication-related risks were identified and further analyzed using statistical methods and subsequently evaluated based on their risk levels in order to plan risk responses in communication management evaluation to enhance time performance in design-build building projects.

Abstract

Risk management in Engineering, Procurement, and Construction (EPC) projects within the mining sector is critical to ensure project success and avoid potential disruptions. PT. XYZ, a company engaged in mining infrastructure development, faces a variety of risks ranging from technical and logistical challenges to external and environmental uncertainties. This study aims to identify and analyze the risks present in EPC projects carried out by PT. XYZ. The research begins with risk identification through expert interviews and document analysis, followed by a qualitative risk analysis based on the Project Management Body of Knowledge (PMBOK) framework to assess the probability and impact of each risk. The findings reveal several high-priority risk factors that require focused attention in future project planning. This study is expected to provide valuable insights into risk conditions in EPC projects and contribute to better risk-informed decision-making processes for PT. XYZ.

Abstract

The maintenance of the building should have clear and planned standards. In compiling standard operating procedures for maintenance and care, people can use the Work Breakdown Structure (WBS) to make it easier to understand by grouping each component of the building and being oriented towards overall activities. The purpose of this study is to find out the variables in developing SOPs for maintenance and care of architectural components in office buildings. The method used is literature study and expert validation. The research strategy was archival analysis in the form of previous project documents and government regulations related to maintenance and care as well as surveys to experts to validate variables. The research instrument used is a Questionnaire. Furthermore, the questionnaire data were analyzed using descriptive statistics which then produced SOP development variables. The results of the study are expected to be a reference SOP for building managers in carrying out building maintenance and care.

Abstract

Floods represent a significant global disaster, occurring more frequently and causing severe damage. The effective production of pumps is crucial in supporting flood infrastructure projects. Lean Manufacturing (LM) and Project Management (PM) approaches must be incorporated to improve pump production manufacturing. Therefore, this study aims to identify the critical success factors that enhance LM performance in pump production projects for flood management through surveys conducted among pump manufacturers, governmental bodies, and relevant stakeholders engaged in flood infrastructure projects. The study's results highlight the importance of understanding and analyzing project complexity, aligning pump design with project requirements, and mastering processes and technical aspects, including method compliance and continuous improvement within the Lean framework. Effective project management, emphasizing goal clarity, planning, and execution, is also crucial. The insights obtained from this study significantly contribute to understanding the critical considerations in pump production to support flood infrastructure projects.

Abstract

The procurement of goods and services is a crucial stage before the commencement of construction, and any delays in the procurement process may significantly impact project implementation. PT X is a state-owned enterprise (SOE) in the construction sector, particularly in toll road construction. Based on data from repeated tenders over the past three years, it is evident that the phenomenon of retendering frequently occurs at PT X. This has led to several issues, with the most prominent being delays in contract execution. Therefore, the procurement process currently implemented at PT X needs to be reviewed. The Project Management Body of Knowledge (PMBOK) 6th edition approach is employed to assess whether there are discrepancies between the procurement activities carried out at PT X and those recommended by PMBOK 6th edition that could potentially lead to retendering. This study aims to identify the planning, conduct, and control stages of the procurement process using the PMBOK 6th edition framework. The research method used includes a literature study and questionnaire, which are analyzed qualitatively. The questionnaire was distributed to five experts, comprising academics and practitioners. Based on the data analysis, 16 procurement planning activities, 13 procurement conduct activities, and 12 procurement control activities were identified according to PMBOK 6th edition.

Abstract

Project Management Offices (PMOs) have become a central organisational function for managing projects, programmes, and portfolios. Despite widespread adoption, many PMOs continue to struggle in demonstrating sustained value and strategic relevance. This white paper introduces the PMO Dual-Track Mechanism, a novel, empirically grounded model that explains how PMO performance is generated through two distinct yet interconnected pathways: Execution Track — focused on operational delivery excellence Value Track — focused on strategic alignment and value creation These two tracks are not independent. They are integrated through a critical mediating mechanism: PMO Transformation, which enables the transition from operational efficiency to strategic contribution. The model demonstrates that: Operational capabilities drive direct performance outcomes Strategic capabilities drive indirect performance outcomes through transformation PMO effectiveness emerges from the balance and interaction of both tracks This mechanism provides a new lens for understanding PMO performance, repositioning PMOs from administrative entities to adaptive governance systems and strategic value enablers.

Abstract

Project X is forecasted to experience delays primarily due to discrepancies between tender assumptions and actual site conditions. This study aims to identify critical activities in microtunnelling construction projects and their associated risk factors. The findings are expected to provide a reference framework for effective schedule monitoring and evaluation in microtunnelling projects in Indonesia. Archival and historical data, including construction schedules and Work Breakdown Structure (WBS) documents of method statements, were collected to identify critical activities. Questionnaires and interviews were conducted with at least three experts to determine the risk factors contributing to the criticality of these activities. The results indicate that critical activities in microtunnelling projects can be categorized by work type, including permitting, preparation, shaft, pipe jacking, manhole, diversion chamber, reinstatement, administrative, and testing and commissioning works. Furthermore, various risk factors were identified across these activities, including administrative risks, external condition risks, geological risks, technical risks, country-related risks at the construction location, and safety risks related to human factors.
