Abstract

The flow of international change is characterized by the growing strongness of the globalization trend in all lines including in the trade sector. This has an impact on the birth of international trade organizations. One such organization is Trans Pacific Partnership (TPP). TPP is a cross-national economic cooperation centered in the Asia Pacific region. The purpose of the study was to determine the impact if Indonesia joined the organization. This research uses SWOT analysis method. The result of the study recommends that Indonesia to review the desire to join in the organization's container. This is due to the contraindications to the values brought by the organization with the original values of Indonesia one of which is the spirit of NAWACITA. In addition, it is still necessary to more prepare supporting facilities and infrastructures in order to compete with other TPP organization members

Abstract

This paper aims to revisit the current Immigration Apparatus’ Code of Ethics that is gradually losing its spirit, namely Panca Bhakti Insan Imigrasi, amidst the modernisation and globalization. This research is a library research where data and information were collected and analysed through literature study. The analyses comprise abstraction of knowledge, idea, and thought which are available in academic literatures. There are five core values which are stated in Panca Bhakti Insan Imigrasi:taqwaor piety, upholding honor, intellect, self-integrity, and innovation. Immigration apparatus needs to revisit those values hierarchically. The taqwavalue is an absolute value that will derive the other four values.

Abstract

Artikel ini merupakan bentuk kritik atas pengadopsian standar akuntansi sektor publik yang berkiblat IFRS. Pengadopsian secara paripurna oleh dewan standar akuntansi terkait standar akuntansi sektor publik sesungguhnya tidak sesuai dengan semangat dan jatidiri bangsa Indonesia, khususnya budaya Melayu. Tulisan ini bertujuan untuk membentuk kesadaran akan khasanah budaya Melayu yang sangat kental dengan nilai-nilai ketuhanan dan berkearifan lokal. Hasil menunjukkan jika pengadopsian secara paripurna terkait standar akuntansi sektor publik tidak sesuai dengan spirit dan khasanah budaya melayu.

Abstract

Abstrak: Etika Profetik bagi Pengelola Keuangan Negara. Artikel ini bertujuan membangun konsep etika profetik dengan menggunakan kearifan lokal budaya Melayu. Prinsip ilmu sosial dan spirit profetik dijadikan sebagai metode. Penelitian ini menemukan konsep etika profetik sebagai jalan ikhtiar untuk menginternalisasikan sifat Rasul. Etika ini berorientasi pada kesadaran tertinggi manusia, yaitu kesadaran ketuhanan dan kenabian. Implikasinya, para pengambil kebijakan tidak hanya mengadopsi suatu standar universal yang berlaku umum. Kode etik juga seharusnya ditelaah lebih lanjut mengenai kesesuaian dengan norma dan ajaran kebaikan yang telah disampaikan oleh Nabi atau Rasul terdahulu. Abstract: Prophetic Ethics for State Financial Managers. This article aims to develop the concept of prophetic ethics by using local wisdom of Malay culture. The principles of social science and prophetic spirit are used as methods. This research found the concept of prophetic ethics as an endeavor to internalize the nature of the Prophet. This ethic is oriented to the highest human consciousness, namely divine and prophetic awareness. The implication is that policymakers not only adopt a generally accepted universal standard. The code of ethics should also be explored further about conformity with norms and teachings of goodness that have been conveyed by previous Prophets or Apostles.

Abstract

Abstrak: Gurindam Etika Pengelola Keuangan Negara. Penelitian ini bertujuan membangun infrastruktur etika pengelola keuangan negara dengan menggunakan budaya khas masyarakat Melayu, yaitu gurindam dua belas. Penelitian ini menggunakan paradigma spiritualis dan desain penelitian spiritualis dalam membangun infrastruktur etika. Melalui metode zikir, doa, tafakur, dan ikhtiar, peneliti mendapatkan metafora marwah sebagai alat untuk menganalisis data. Metafora marwah termanifestasi dalam Program MARWAHKU. Hasil penelitian ini menunjukkan bahwa infrastruktur etika memiliki orientasi pada puncak tertinggi spiritual manusia, yaitu kesadaran ketuhanan. Infrastruktur etika dibangun dalam tiga bagian utama, yaitu pedoman, pengelolaan, dan pengendalian yang diadopsi dari infrastruktur etika versi OECD.                                                            Abstract: The Couplets of State Financial Manager Ethic . The objective of research was to develop ethical infrastructure national financial managers using marwah metaphor and gurindam dua belas. This research using spirituality paradigm and spiritual research design. By doing praise (zikir), pray (doa), muse (tafakur), and action (ikhtiar), researcher got marwah metaphor as a tool for analyze this research. Marwah metaphor manifested as MARWAHKU program. This results of this study indicate that the ethic infrastructure have orientation on the highest peak of human spiritual, God consciousness. Ethics infrastructure built in three main parts, namely guidance, management and control of the infrastructure ethics adopted version of the OECD.

Abstract

Dengan diterbitkannya Peraturan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia Nomor 27 Tahun 2018 tentang Penghargaan Pelayanan Publik Berbasis Hak Asasi Manusia, jajaran keimigrasian yang merupakan bagian dari pelayanan publik harus menyesuaikan segala bentuk pelayanan berbasis pada Hak Asasi Manusia. Tujuan dari penulisan ini adalah untuk membangun konsep baru pelayanan keimigrasian berbasis Hak Asasi Manusia sesuai nilai-nilai Pancasila. Metode penelitian menggunakan pendekatan kualitatif yang bersifat deskriptif, kemudian dilakukan analisis secara kualitatif terhadap substansi dan konteks serta refleksi terhadap nilai-nilai yang terkandung dalam Pancasila. Pancasila merupakan falsafah kehidupan bangsa dan harus menjadi satu-satunya rujukan dalam menginternalisasikan prinsip Hak Asasi Manusia khususnya dalam memberikan pelayanan kepada publik. Kesimpulan menunjukkan bahwa Pelayanan Publik Keimigrasian berbasis Hak Asasi Manusia berdasarkan nilai-nilai Pancasila harus menjadi prioritas utama dalam memberikan pelayanan kepada masyarakat. Saran penulis adalah agar pelayanan publik keimigrasian selalu mengutamakan Hak Asasi Manusia yang sesuai dengan falsafah Pancasila dan jati diri bangsa Indonesia.

Abstract

Tujuan penelitian ini adalah untuk mengetahu kefektifan pengelolaan dana desa yang diatur dalam Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Dengan terbitnya peraturan tersebut, maka dibutuhkan suatu formulasi yang mengatur khusus desentraliasi fiskal desa. Metode penelitian menggunakan studi literatur. Hasil penelitian menunjukkan bahwa dalam lingkup desentralisasi fiskal, desa mendapatkan tambahan pendapatan desa berupa alokasi dari APBN dan lain-lain pendapatan yang sah. Pertanggungjawaban APBDesa juga diharapkan menjadi lebih transparan dan akuntabel sesuai dengan visi dan misi dari desentralisasi fiskal itu sendiri. Namun, hal-hal tersebut tidak akan tercapai apabila tidak dibarengi dengan penguatan kapasitas, kesiapan, dan kemampuan dari perangkat dan unsur masyarakat desa. Jika kapasitas, kesiapan, dan kemampuan dari perangkat dan unsur masyarakat desa dikuatkan maka tujuan dari otonomi desa secara umum dan tujuan dari desentralisasi fiskal secara khusus dapat tercapai dengan maksimal.

Abstract

This study aims to develop the concept of immigration performance accountability based on the values of SMILE which is the acronym of “Simpatik, Mumpuni, Integritas, Lugas and Empati”. The study uses a Holistic paradigm, which considers theoretical and spiritual approach. The theoretical approach is carried out by the study of literatures while the spiritual approach is reflected through the understanding of the religious doctrine of truth. This paradigm tries to formulate the concept of holistic accountability. The results show that accountability does not only cover routine tasks and functions, but more importantly also the process of contemplation, meaning, and spirituality. Holistic accountability is the highest and the most abstract form of accountability that must be upholded by every public official i.e. a condition of being accountable not only to humans but also to the God

Abstract

This article discusses a research paradigm from several perspectives which is so-called Multiparadigm. Multiparadigm encompasses Positivism; Criticism; Posmodernism; and the Spiritualism. This research is qualitatively descriptive by using explanative method. The result shows that acquiring the whole paradigm will lead to a contemplation that “truth” is not single, on the contrary it is quite diverse. In this sense, the truth in the context of human consciousness is a “realtive”measure. Nevertheless, the “Absolute” truth belongs only to the Source of Knowledge, the Lord of the Universe. A research in which using multiparadigm would widen the horizon in critical thingking. It is expected that point of view will be able to lead us to a revolutionary way of thingking and enhacing intellectual, emotional and spiritual awareness within researchers.

Abstract

This study aims to develop a concept of Immigration’s organizational culture known as “PASTI AKTUAL”, the acronym for Professional, Accountable, Sinergy, Transparent, and Innovative. While AKTUAL stands for Active, Creative, Trusted, Prominent, Credential and Logic. This article uses a qualitative descriptive approach. The data are collected from various literatuures and resources such as scientific journals, relevant book, and other academic resources. The results of the study shows that the organizational culture based on “PASTI AKTUAL” has been accordance with Immigration core values and organizational vision. However, to internalize these values into individual action in order to creating new organizational culture, Immigration needs a role model in leadership, effective communication, appropriate training, and practical action.
