Abstract

A change is something obsolute and mandatory. People also do change. In the context of a public service the people are categoried into demanders and suppliers (providers). Needs of the demander keep changing. The changes happen to variant, quantity of the people’s needs as well as process of how they expect to get their needs. To keep up with these changes and, moreover, to improve the quality of the public service they supply to the demanders, the providers need to make some changes. The change that should take at the first place is their competency. They should get competency development provided by an orgnization where they belong to. Among many available alternatives of the competency development methods, mentoring is something else. It involves the right person who shares expertise and trains the competency needed by a trainee (mentee) because the person is the mentee’s supervisor who can directly monitor and evaluate the progress of the mentoring. This method generates benefits not only for the individuals involved but also the organization. For the organization the mentoring is both efficient and effective. It costs almost zero budget. Despite the obstacles that may occur the mentoring is a bull’s eye.

Abstract

Indonesia adheres to the One China Policy in its view of the relationship between China and Taiwan so that Indonesia doesn’t have diplomatic relation with Taiwan. However, this did not stop the cooperation between Indonesia and Taiwan due to the interdependence of interests between the two countries. Starting in the fields of trade and economy, followed by other fields such as agriculture and education, the movement of people between the two parties is increasing. This makes them feel the important need to also work together in meeting the needs of their citizens and it is an obligation for the government to provide facilities and protection for them abroad. By using the concept of international cooperation, this paper tries to discuss the cooperation in the field of immigration in facilitating the interests of the two countries in the form of a strategic and sectoral non-governmental organization of IETO and TETO. The agreement of immigration cooperation results in the matters that must be provided by the state to protect their respective citizens by technical frameworks and the method about how to achieve these goals in the implementation level. The agreement itself remains valid and the subject of international law bond between the two parties.

Abstract

This research discusses about upgrading Aplikasi Pendaftaran Antrian Paspor Online (APAPO) and take an example at South Jakarta Immigration Office. The problems discussed are regarding APAPO who has not yet been optimized, it caused APAPO is not integrated on the system of SPRI application in every immigration office. Ought to the presence of APAPO it can be helpful for immigration officer to providing service. The purposes of this research are to know the workflow of system in the APAPO currently and find the best way to efficiencies of immigration officer in doing the service for the applicant passport in the immigration office. The research is classified qualitative by analizing problems using PDCA theory which includes, Plan, Do, Check, and Action. The results of this research are proven that APAPO has still not been integrated with the system of SPRI application in every immigration office. Therefore, to efficiency immigration officer in order to give a service author provide a recommendation in the form of data flow diagram for upgrading moreover to integration between APAPO and SPRI application with webservice method.

Abstract

Indonesia as a country that has many seaports makes immigration checkpoints used as traffic in and out of foreigners. As a result, the intensity of incoming and outgoing foreign ships becomes large. Bengkulu Immigration Office creates an innovative immigration service that facilitates the process of checking foreign ships. The arrival and departure reporting application (sikapal) was created to increase the productivity of the performance of immigration officers and ship agents in the process of submitting arrival and departure data for foreign ships at immigration checkpoints. This study aims to determine the effectiveness of using sikapal application in facilitating the work of immigration officers and the constraints on effectiveness in implementing the sikapal application. The type of method used is qualitative-descriptive, data collection techniques obtained from observations, interviews, and documentation. Data analysis techniques consist of data reduction, data presentation, and conclusion drawing. The results of this study indicate that the sikapal application has so far been effective. This is based on the focus of research that uses indicators of effectiveness according to Sutrisno where the measurements include understanding the program, being on target, on time, achieving goals, and real changes. The obstacles in its implementation have not yet obtained the MRZ (Machine Readable Zone) scan permission, unstable network conditions, and the unavailability of the Website and IOS versions of the application.

Abstract

The paperless system discussed in this research is a system applied to the sector of travel document service and verification that replaces the paper-based form containing applicant’s data into a digital form. E-billing system discussed in this research is the actualization of paperless system mentioned earlier. This system replaces the paper- based payment billing to the digital payment billing. The e-billing is sent to the applicant by short messages service. This research analyzes the implementation of paperless and e- billing systems in travel documents service and discovers the corporate image of the West Jakarta Special Class I of Non Checkpoint Immigration Office formed through the implementation of paperless and e-billing systems. The research method used is a descriptive qualitative method. The analysis involves paperless theory and corporate image theory to answer and analyze the problems in this research. The technique of data collection comprises a semi-structured interview, observation and documentation. Data processing and analysis techniques refer to Miles and Huberman’s concept. The results of this research show usefulness of the paperless and e-billing system that has been implemented in the process of travel documents service as well as portrays the positive corporate image of the West Jakarta Special Class I of Non Checkpoint Immigration Office established by implementing the paperless and e-billing system.

Abstract

The Directorate General of Immigration issued a decree regarding the Social Media Management Guidelines for the Directorate General of Immigration, Ministry of Law and Human Rights of the Republic of Indonesia Number: IMI-0002-HH.01.01 of 2022 which contains guidelines for standardizing immigration public information that can be published by all immigration office in Indonesia. This research focuses on the use of social media used by the Bandung Immigration Office to disseminate immigration information, namely Instagram and YouTube. The purpose of this study was to find out the implementation of the directorate general of immigration's social media in disseminating information through social media and recommendations for optimizing Instagram and YouTube social media. The method used in this research is descriptive qualitative research method. The results of this study found that the Bandung immigration office's Instagram and YouTube social media were considered not optimal in implementing the guidelines, there were still deficiencies such as account names that did not comply with the guidelines, color templates used in content, fonts that still adjusted to the uploaded content.

Abstract

In order to improve services to the community, the Directorate General of Immigration has utilized information technology in the form of a service information system for the community. The purpose of this study is to measure the quality of the information system for immigration services at the Tangerang Immigration Office according to ISO 9126. Collection method the data used is simple observation, interviews, and quantitative in the form of filling out questionnaires. The validity and reliability test uses SPSS 26. The results of this study indicate that the measurement of the quality of patient service information systems carried out with the ISO 9126 standard is obtained as follows: Functionality variable is 95%, Reliability variable is 90.7%, Usability variable is 90%, Variable the efficiency is 93%, the maintainability variable is 91% and the portability variable is 95.7%. And through the percentage of due diligence, it can be concluded that the use of the M-Passport application in immigration services for passport applicants at the Immigration Office Class I Non TPI Tangerang has fulfilled the ISO 9126 standard with the percentage obtained an average actual score of 91.99% or an average criterion "Very good".

Abstract

The Covid-19 pandemic has forced the public to follow the sophistication of technological developments, including activities in government public services.The website is one of the media that utilizes the internet and is used in disseminating information to the public. This study aims to determine the suitability of the Bekasi Immigration Office website with the standardization of the Ministry of Law and Human Rights' website and to obtain a website service quality value using the webqual 4.0 and IPA (Importance Performance Analysis) methods. The method used in this study is to do a qualitative and quantitative approach. The standardization of Kemenkumham pages consists of domain naming, display standards, accessibility, information interoperability, social media accounts and search engine optimization, in conjunction with webqual 4.0 method, there are three research variables, namely usability, information quality, and interaction quality. There are 100 respondents in the study. Results of the research, there are six categories of suitability for standardization that have not been fulfilled on the Kanim Bekasi website. Meanwhile website correlation index is good and the results of the IPA Cartesian diagram still have top priority indicators whose performance has not been maximized and it is necessary to improve each category and indicator which is deemed not sufficient to meet the expectations or interests of users.

Abstract

The use of exam applications in Kantor Imigrasi Kelas II Sukabumi still uses open sources software, therefore it doesn’t fit the needs. Existing exam applications are still limited in available features. This community service aims to support schools in adopting CBT (Computer Based Test) in administering exams. The problems identified include weaknesses in the existing software and limitations in immigration officer literacy regarding its use. The method of implementing this community service is Service Learning. Activities consist of surveys and CBT software development, training, and mentoring. The implementation of the initial study identified the weaknesses of the existing application, namely regarding aspects of effectiveness and the required features that were unavailable. CBT development is conducted by enhancing usability through adding features and convenience. Training and mentoring are carried out to improve mastery and effectiveness of CBT use. The evaluation showed an increase in the immigration officer understanding of the application, the ability to make evaluations, satisfaction and the effectiveness of using the application. Other outputs were also fulfilled: the CBT application (UHW-CBT Kantor Imigrasi Sukabumi version), training modules, user manuals, intellectual property rights, and publications. This program has increased the adoption of CBT, which can be seen from the aspects of CBT software availability, use, literacy, a form of evaluation and recap, and test score ranking. The follow-up plan for this program is ongoing assistance according to partner needs.

Abstract

Penulisan artikel ini bertujuan untuk mengetahui dinamika teknologi finansial atau dikenal dengan fintech sebagai model inovasi pembangunan. Metode penulisan menggunakan pendekatan kualitatif deskriptif. Penulis melakukan kajian literatur untuk melihat bagaimana perkembangan teknologi finansial di Indonesia melalui artikel pada jurnal ilmiah terkait. Hasil kajian menunjukkan bahwa teknologi finansial memiliki kecenderungan dalam meningkatkan kesejahteraan dengan cara menggerakkan roda perekonomian secara mikro. Inovasi yang dihadirkan oleh teknologi informasi memberikan kemudahan dalam melakukan transaksi sehingga meningkatkan aktivitas perekonomian dan memajukan pembangunan nasional sebagai modul penerimaan negara kegerasi ketiga
