Abstract

Education value has always been a part of urban development since the age of ancient Greece, Rome, India, and China. It is recognized as the changing factor into a civilization society. Every society in the world has at least the simplest form of education which is at home. Meanwhile many others have been utilizing this value to a greater purpose of the community through the development of education facilities. One of the education facilities that contribute substantially to the development of an urban area is higher education institute or university.According the Brundtland Commission, sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. Therefore a sustainable urban generation tool is a feature that is expected to generate the development of an urban area inorder to meet the definition above. Sustainable development has many criteria such as economy (growth of annual income), social (growth of public participation and awareness),and the most important, environment (growth of facility/infrastructure and ecological management). Japan as a country which has limited natural resources, has been experiencing aging population and declining on birthrate. Therefore in order to maintain its economic growth, Japan is using its science and technology advantages as its main generator. Meanwhile, it is acknowledged that science and technology are the outcomes of education process. So at the end of the day, education in Japan plays important roles in the development of the economy and the society. This paper aims to acknowledge the importance of education facility as sustainable urban generation tool by studying thedevelopment of the economy, social, and environment of the case study area which is the Kitakyushu Science Research and Park in Kitakyushu (Japan).

Abstract

Campus is an area that has the potential to cause significant environmental impacts from its water use, energy consumption, waste production, use of motorized vehicles, and excessive development of facilities. Therefore, a standard or assessment guide is needed to evaluate whether the development of the campus area is in accordance with the principles of sustainable development so that the resulting environmental impact can be reduced. The UI GreenMetric Standard was developed by the University of Indonesia in 2009 with the aim of assessing higher education institutions for greening and environmental sustainability efforts in their respective campuses. There are six categories in the UI GreenMetric standard, namely: Setting and Infrastructure (SI), Energy and Climate Change (EC), Waste (WS), Water (WR), Transportation (TR), and Education and Research (ED). In this study, Campus A and Campus B areas at the Universitas Bandar Lampung (UBL) were selected as the case study to understand in general the potential for implementing assessment categories in UI GreenMetric. It is known from the UI GreenMetric assessment experiment in the UBL campus area that the total score obtained was 3,035 points. The highest score of 690 points was obtained from the ED indicator, while the lowest score with 310 points was obtained from the WR indicator. The results of this study can be used as a reference for the implementation of the principles of sustainable development at UBL as a preparation for implementing the UI GreenMetric standard.

Abstract

Abstract

The lack of analysis in policy formulation for controlling spatial utilization due to industrial development may lead to unsustainable land use. Therefore, this study aims to formulate a spatial utilization control strategy for industrial development in the urban area of Talang Kelapa District, Banyuasin Regency. This research employs a mixed-method approach, integrating both qualitative and quantitative techniques. The analysis was conducted using the Analytic Hierarchy Process (AHP) method, supported by Expert Choice 11 software. The findings indicate that the priority strategies for controlling spatial utilization amid industrial expansion in Talang Kelapa District are as follows: development supervision and guidance (33%), regulations and standards related to spatial utilization control (21.6%), the establishment of sanction directives (18.5%), the delineation of control/industrial allocation zones (13.9%), and the provision of incentives and disincentives (13%). This study concludes that the recommended strategy for development supervision and guidance includes establishing an integrated supervision team for spatial planning, engaging the community in monitoring spatial utilization, conducting awareness programs, training, and workshops for industrial stakeholders and local communities on sustainable spatial planning, evaluating spatial utilization through realization assessments, and strengthening the capacity of Civil Servant Investigators (PPNS) in the field of spatial planning.

Abstract

Sustainable urban development is the main agenda in Sustainable Development Goals (SDG) 11, which demands inclusive, safe, resilient, and sustainable cities. However, there is still a gap between normative environmental law regulations and practices in the field, especially related to the deficit of green open space, the existence of slums, and the lack of public participation. This study aims to analyze the integration of the Pancasila social justice principle into environmental law to strengthen the implementation of SDG 11, focusing on the City of Bandar Lampung as a case study. The research methodology used is normative and empirical legal research with qualitative-descriptive analysis techniques, through a study of laws and regulations and field data related to spatial planning, green open spaces, and slums. The results show that although Indonesia's legal framework guarantees the right to a good environment, implementation at the local level does not yet reflect the principles of social justice. This is reflected in the RTH deficit of only around 10% (national standard of 30%), the existence of slums ±60.01 ha in Panjang District, and 1,115 units of uninhabitable houses, which show spatial injustice and weak protection for marginalized groups. The results of the study can be concluded that the integration of Pancasila social justice values through collaborative governance based on multi-stakeholder partnership is an important strategy to strengthen the achievement of SDG 11. Theoretically, this study expands the study of environmental law based on social justice, while practically providing inclusive, participatory, and equitable policy recommendations for sustainable urban development in Indonesia.
