Abstract

The involvement of women in the PKK is about how women can be active to achieve family welfare through involvement in the PKK so that the existence of women is recognized by all parties. The results of this empowerment can later be seen from an increase in the quality of family life and an increase in the economy of the family itself. To increase women's participation in the PKK, it is necessary to accelerate the PKK through PKK reform so as to optimize family welfare. The purpose of this research is to analyze demographic factors, approach factors, and social capital factors that affect the intensity of community involvement in the Family Welfare Empowerment Program (PKK) in Aceh Tamiang District. This research method uses mixed methods (combination) with a sequential approach. The size of the sample used the Taroyamane/Slovin formula with a precision of 10%, with a 95% confidence level, so the sample was obtained as many as 88.37 Dasa Wisma PKK groups in Manyak Payed District, Aceh Tamiang Regency which were then rounded up to 90 Dasa Wisma groups. The data collection technique carried out by the researcher used several methods, namely interviews, documentation studies, and a list of questions. Data Analysis Techniques The research technique used in this study is the Multiple Linear Regression Test technique, and the hypothesis testing of the Ftest and R2 tests and the partial test (t-test). Research results Simultaneously there is a positive and significant influence between Social Demography, Empowerment Approach and Social Capital on the Intensity of Community Involvement in the Family Welfare Empowerment Program (PKK) with the results of the regression coefficient test is 2,956 and the T test is 2.190 with a significant level of 0.031 (α <0.05). Thus the hypothesis can be accepted.

Abstract

AbstrakMasihrendahnya motivasi kerja pegawai pada Bagian Umum dan Perlengkapan kantor Bupati Langkat, diduga hal ini terjadi karena gaya kepemimpinan formal maupun non formal belum terlaksana dengan baik sesuai dengan situasi dan kondisi pegawai yang ada. Oleh karena itu sasaran penelitian diarahkan kepada 2 variabel yaitu gaya kepemimpinan formal dan kepemimpinan non formal untuk mengetahui sejauhmana pengaruhnya terhadap motivasi kerja pegawai Bagian Umum dan Perlengkapan Kantor BupatiLangkat. Penelitian dilakukan di Bagian Umum dan Perlengkapan Kantor Bupati Langkat. Bentuk penelitian menitik beratkan pada proses, dekripsi analisis yang bertujuan untuk mengetahui pengaruh gaya kepemimpinan formal dan gaya kepemimpinan non formal terhadap motivasi kerja pegawai. Populasi adalah seluruh pegawai Bagian Umum dan Perlengkapan Kantor Bupati Langkat yang berjumlah 59 orang yang keseluruhan populasi dijadikan sampel. Teknik pengumpulan data menggunakan penelitian perpustakaan, penelitian lapangan dan observasi langsung. Alat analisa data yang digunakan dalam penelitian ini adalah model regresi linier berganda. Indevenden variable (variable bebas) adalah gaya kepemimpinan formal (X1) dangaya kepemimpinan non formal (X2). Devendenvarieble (variable takbebas) adalah motivasi. Teknik analisis data kuantitatif dengan mempergunakan perangkat lunakkomputer program SPSS, yakni menguji dan menganalisis data dengan penghitungan angka-angka untuk kemudian menarik kesimpulan. Hasil penelitian menjelaskan Gaya Kepemimpinan Formal memiliki pengaruh yang kecil terhadap motivasi kerja pegawai Bagian Umum dan Perlengkapan Kantor BupatiLangkat. Hal ini menjelaskan Gaya Kepemimpinan Formal yang diterapkan di lingkunganBagianUmumdan Perlengkapan Kantor Bupati Langkat belum berjalan baik sesuai dengan yang diharapkan dalam meningkatkan motivasi kerja pegawai. Gaya Kepemimpinan non formal memiliki engaruh terhadap motivasi kerja pegawai Bagian Umum dan Perlengkapan Kantor Bupati Langkat yang lebih dominan. Pengaruh Gaya Kepemimpinan Formal dan Gaya Kepemimpinan non formal memiliki pengaruh secaras imultan terhadap motivasi kerja pegawai pada Bagian Umum dan Perlengkapan Kantor Bupati Langkat. Dengan kata lain variabilitas motivasi  yang dapat diterangkan dengan menggunakan variabel Gaya Kepemimpinan Formal dan Gaya Kepemimpinan non formal.Kata Kunci: Gaya Kepemimpinan (Formal dan Non Formal), Motivasi Kerja Pegawai. EFFECT OF LEADERSHIP STYLE ON MOTIVATION OF EMPLOYEES WORKING IN THE PUBLIC AND OFFICE EQUIPMENT LANGKAT REGENTAbstractThe low motivation of employees working in the Division of General and Langkat Regent Office, suspected this was because the style of formal and informal leadership has not done well in accordance with the circumstances existing employees. Therefore, the target of research directed at two variables: leadership style formal and non-formal leadership to determine the extent of its influence on employee motivation BagianUmum and Office Supplies Langkat Regent. The study was conducted at the Division of General and Office Supplies Langkat Regent. Forms of research focuses on the process, decryption analysis aimed to determine the effect of leadership style formal and non-formal leadership style towards employee motivation. The population is all employees of General and Office Supplies Langkat Regent totaling 59 people overall population sampled. Data collection techniques using library research, field research and direct observation. Analisa data tool used in this research is multiple linear regression model. Independ- ent variable (independent variable) is a formal leadership style (X1) and non-formal leadership style (X2). Devenden varieble (dependent variable) was the motivation. Quantitative data analysis techniques by using SPSS computer software, namely testing and analyzing the data by counting the numbers-the numbers to then draw conclusions. Results of the study explained Formal leadership style has little effect on work motivation of employees of General and Office Supplies Langkat Regent. This explains Formal leadership style that is applied in the Division of General and Office Supplies Langkat Regent has not been going well as expected in enhancing employee motivation. Non-formal leadership style had an influence on employee motivation Division of General and Office Supplies Langkat Regent more dominant. Influence of Leadership Style Leadership Style Formal and non-formal having simultaneous effect on the motivation of employees working in the Division of General and Office Supplies Langkat Regent. Abstract

This research is motivated by indications of money political practices that occur in every election, one of which is the 2024 legislative member election in Medan City. Indications of election fraud are proven by data released by the Coalition to Reject Fraudulent Elections in 2024 which stated that one of the violations in legislative elections was the practice of money politics. The practice of money politics that occurs in Indonesia, especially in the city of Medan, can threaten the political development process which will ultimately thwart democracy in Indonesia. One part that has a role in changing Indonesia's democratic system for the better is Generation Z. This background is the basis for the importance of research that is able to analyze the form and distribution pattern of money politics among Generation Z and the reasons why the practice of money politics occurs among Generation Z during elections. legislature in 2024 as well as prevention analysis practice money politics in every election, especially for generation Z. This research was conducted using descriptive qualitative methods with in-depth interview techniques and Focus Group Discussion. The results obtained are that the form of money politics is divided into two, namely direct transactions and indirect transactions. The distribution pattern of political money among generation Z begins with data collection by the success team, giving political money in halls, shops, eating places, or delivered home to the bus counter. The time for giving political money is the day before the election, the evening before the election, the morning before the election and the morning or afternoon after the election

Abstract

National development in Indonesia is carried out by adhering to the principle of regional autonomy. Regional autonomy allows local governments to regulate all regional interests, one of which is related to regional development financing. The main source of regional financing comes from Regional Original Revenue (PAD). The largest PAD revenue comes from regional taxes. The regional tax revenue target is determined by the Regional Financial and Revenue Management Agency (BPKPD). However, in the period 2021-2023, the effectiveness of entertainment tax revenue in Tebing Tinggi City is below 50%. This study aims to analyze the implementation and inhibiting factors for the implementation of Tebing Tinggi City Regional Regulation Number 01 of 2020 concerning Regional Taxes in optimizing the entertainment tax of Tebing Tinggi City. The research method used was qualitative descriptive and data was collected through interviews and documentation with a total of 14 informants. The results of the study show that: (1) The implementation is carried out quite well but is still not optimal due to the emergence of inhibiting factors from the BPKPD and entertainment taxpayers; (2) Factors inhibiting the implementation include the slow issuance of SPTPD, the inadequate number of officers, the different locations of registration with tax payments, the lack of information dissemination, the lack of facilities and infrastructure, and the lack of understanding of taxpayers.

Abstract

The state civil apparatus is one of the production factors, therefore it must be utilized optimally and productively. The goals of a government will not be realized without the active role of the state civil apparatus even though the tools owned by the company are so sophisticated and complete. Based on the Government Agency Performance Accountability Report, not all employees carry out their roles and functions properly. One of the problems in the Revenue Management Sector of the North Sumatra Provincial Revenue Agency is that many employees cannot keep up with the digitalization era, do not pay attention to the results of their work and the distribution of workload is uneven, so that social jealousy is created which makes competent and qualified ASN feel more burdened. This study aims to determine how much influence Individual Factors, Psychological Factors, and Organizational Factors have on the Performance of State Civil Apparatus in the Regional Revenue Management Sector of the North Sumatra Provincial Revenue Agency, totaling 50 people, samples were taken from the entire population or with saturated samples. The analysis technique uses multiple linear regression analysis, and the hypothesis test t-test, f-test, and determination test. The results of the study obtained an Fcount value of 25.533 with a significance of 0.000, while Ftable at a confidence interval of 95% or α = 0.05 is 2.723. By comparing the Fcount value with Ftable, then Fcount (25,533) is greater than Ftable (2,723). The decision is that H0 is rejected and Ha is accepted, meaning that simultaneously the variables of Individual Factors (X1), Psychological Factors (X2) and Organizational Factors (X3) have a very real (high significant) effect on the performance of the State Civil Apparatus in the Revenue Management Sector of the Regional Revenue Agency of North Sumatra Province. Meanwhile, the coefficient of determination obtained with a value of 69.0% of changes in the dependent variable (Performance of State Civil Apparatus in the Revenue Management Sector of the Regional Revenue Agency of North Sumatra Province) can be explained by changes in Individual Factors (X1), Psychological (X2) and Organization (X3). While the remaining 31% is explained by other factors outside the three variables as explained above such as work experience, work ability, benefits, and leadership style. The Head of the Regional Revenue Agency of North Sumatra Province is expected to prioritize improving the performance of state civil servants from punctuality, effectiveness and independence of workers and maintaining the need for supervision and interpersonal relationships of state civil servants.

Abstract

Based on data from the Medan City Government, there are many employees in the Medan City Government environment throughout 2023 - 2024 since the enactment of the Medan Mayor's Regulation Number 58 of 2023, who violate the enforcement of discipline and the code of ethics, in addition there are still many State Civil Apparatus who come to work but are not in accordance with the effective working hours that have been determined. This study aims to analyze the Implementer in implementing the Medan City Mayor's Regulation No. 58 of 2023 in order to enforce the discipline of Medan City Government ASN and what factors hinder the Implementer in enforcing ASN discipline in the Medan City Government environment. The research method used in this study is the qualitative research method. Qualitative research is a procedure in research that can produce descriptive data in the form of words or spoken from the behavior of people to be observed, for example behavior, perceptions, motivations, actions and others. Data is collected through primary data and secondary data, primary data is obtained through in-depth interviews with informants and conducting observations, while secondary data is obtained through articles and journals obtained via the internet. The results of the study show that (1) Implementers in the field (including agency leaders and BKPSDM) strive to convey disciplinary policies consistently, on time, and clearly through daily briefings, weekly evaluation meetings, and the use of digital media. This is in line with George Edwards III's theory which emphasizes the importance of transmission, consistency, and clarity in policy communication. The importance of quality Human Resources (HR) in developing ASN capacity and competence through training and workshops plays a major role in improving discipline. Trained and motivated HR will better understand and internalize disciplinary values, so that the implementation of disciplinary policies can run more optimally. Adequate Budget Support in allocating budgets in the HR sector supports the provision of supporting infrastructure such as personnel information systems and digital attendance tools as well as funding training and competency development programs. (2) The inhibiting factor for ASN discipline in Medan City is ineffective communication in implementing information regarding disciplinary policies which are often not conveyed consistently and clearly to all ASN. This results in different interpretations between work units, so that the implementation of disciplinary rules is not evenly distributed. The lack of commitment and assertiveness from unit leaders in enforcing disciplinary rules is one of the main obstacles. Inconsistent internal oversight and lack of follow-up on violations have led to continued indisciplinary behavior.

Abstract

This study aims to determine how much influence Individual Factors, Psychological Factors, and Organizational Factors have on the Performance of State Civil Apparatuses in the Administrative Bureau of the North Sumatra Regional Secretariat. The population used in this study is the State Civil Apparatus in the Administrative Bureau of the North Sumatra Regional Secretariat, which totaled 50 people, the sample is taken with the whole of the total population tau with a saturated sample. The analysis technique uses multiple linear regression analysis, and hypothetical tests t test, f test, and determination test. The results of the calculation results obtained by the calculation results obtained by the Fcount value of 25,533 with a significance of 0.000, while the Ftable at the 95% confidence interval or α = 0.05 is 2.723. By comparing the value of Fcount with Ftable, then Fcount (25,533) is greater than Ftable (2,723). The decision was that H0 was rejected and Ha was accepted, meaning that simultaneously the individual factor variables (X1), psychological factors (X2) and organizational factors (X3) had a very significant (high significant) effect on the performance of the employees of the North Sumatra Province Secretariat Leadership Administration Bureau. Meanwhile the coefficient of determination obtained with a value of 69.0% changes in the dependent variable (Performance of Employees of the North Sumatra Province Secretariat Leadership Bureau) can be explained by changes in Individual (X1), Psychological (X2) and Organizational (X3) Factors ). Meanwhile, the remaining 31% is explained by other factors outside the three variables described above, such as work experience, work ability, benefits, and leadership style.

Abstract

Penelitian ini mengkaji partisipasi perempuan dalam program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) di Desa Buluh Duri, Kecamatan Sipispis, Kabupaten Serdang Bedagai. Melalui pendekatan kualitatif dengan studi kasus, kami mendeskripsikan status partisipasi perempuan dalam program tersebut. Data diperoleh melalui wawancara, observasi, dan studi dokumentasi. Hasilnya menunjukkan bahwa partisipasi perempuan dalam PAMSIMAS masih belum optimal. Meskipun beberapa perempuan telah aktif dalam kelompok pengelola PAMSIMAS, budaya patriarki dan kendala infrastruktur seperti keterbatasan pipa air masih menjadi hambatan. Namun, peran perempuan sebagai pengguna air bersih yang aktif dan pengurus dalam kelompok pengelola menunjukkan potensi besar mereka dalam pembangunan desa dan pelaksanaan program PAMSIMAS. Faktor-faktor seperti tingkat pendidikan, pendapatan, dan jarak tempat tinggal mempengaruhi tingkat partisipasi. Kesimpulannya, pentingnya memperhatikan peran perempuan dalam pembangunan inklusif dan berkelanjutan serta mendukung partisipasi mereka dalam program PAMSIMAS untuk meningkatkan ketersediaan air bersih di masyarakat desa.

Abstract

Sosialisasai dan pertisipasi masyarakat dalam pemilihan gubernur, wakil gubernur, bupati dan wakil bupati, dan /atau walikota adalah proses penyampaian informasi mengenai system, tata cara teknis, tahapan, program dan jadwal, hasil pemilihan serta hal-hal yang berkaitan dengan penyelenggara pemilihan kepala daerah. Besarnya anggaran untuk sosialisasi pada setiap pemilihan umum meskinya sudah capai target untuk mendulang suara para pemilih setiap kali adanya pemilihan namun itu masih jauh dari harapan. Ini yang menjadi pelajaran penting bagi setiap penyelenggara pemilu. Untuk itu dalam penelitian ini penulis ingin melakukan kajian terhadap bagaimana kinerja yang telah dilakukan oleh penyelenggara pemilu KPUD terkait dengan efektivitas pelaksanaan sosialisasi penyelenggara bagi pemilih pemula pada Pilkada di Kabupaten Labuhanbatu 2015. Metodologi yang digunakan yaitu metode deskriptif (Descriptive Research). Hasil penelitian menunjukan bahwa sosialisasi yang diselenggarakan KPU Kabupaten Labuhan Batu sudah sesuai dengan Peraturan Komisi Pemilihan Umum Nomor 5 Tahun 2015 tentang Sosialisasi dan Partisipasi Masyarakat Dalam Pemilihan Gubernur Dan Wakil Gubernur, Bupati dan Wakil Bupati, dan/atau Walikota dan Wakil Walikota.
