Abstract

Dalam konteks Undang-Undang No 32 Tahun 2004, pemerintahan desa terdiri atas Pemerintah Desa dan Badan Permusyawaratan Desa (BPD). Pemerintah desa adalah organisasi pemerintahan yang berfungsi menyelenggarakan kebijakan pemerintah atasnya dan kebijakan desa, sementara BPD adalah badan yang berperan mengawasi penyelenggaraan pemerintahan yang dilakukan oleh pemerintah desa. Tujuan Penelitian untuk mengetahui Peran Badan Permusyawaratan Desa (BPD), dalam Fungsi pengawasan kinerja Kepala Desa Marihat Dolok, Kecamatan Bintang Bayu Kab. Serdang Bedagai. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Analisis data dalam penelitian kualitatif dilakukan pada saat pengumpulan data berlansung, dan setelah pengumpulan data pada periode tertentu. Pada saat pengumpulan data, peneliti perlu memperhatikan komponen dalam menganalisis data seperti mereduksi data, penyajian data, dan verifikasi data. Hasil penelitian Pelaksanaan Fungsi pengawasan Badan Permusyaratan Desa (BPD) di Desa Marihot Dolok dalam pemerintahan desa sudah berjalan dengan baik. Dalam pelaksanaan pengawasan dalam sistem pemerintahan desa di Desa Marihot Dolok Badan Permusyaratan Desa (BPD) sudah mampu memberikan pengaruh pada peningkatan kerja pemerintah desa

Abstract

This research focuses on Capacity Building of Village Government Apparatus, Case Study of AekKorsik Village, AekKuo sub-district, the nature of this research is Descriptive. The  results  showed  that  the  ability  of  the  AekKorsik  Village  Government  Apparatus  in AekKuo District, North LabuhanBatu District had not been maximized, thus impacting the overall performance of the Village Government Apparatus. In this study, researchers found that in the Capacity Development of AekKorsik Village Government Apparatus using the on the job method through internships and mentoring, and using the off the job method that is done by involving employees in the education and other education provided by the Government. And I hope that the training provided will be able to further improve the competence of village officials.

Abstract

The total population of 47,642 people is not effective if only one Nagari/Village is served, so expansion is believed to be one solution that can handle the problem of suboptimal services. In addition to expansion, excellent service must also be implemented, excellent service can be assessed from the following indicators: simplicity, clarity and certainty, security, openness, efficiency, economy, equitable justice, punctuality. From the description above, the author conducted research on the impact of the expansion of Nagari in improving public services to the people of Nagari Ujung Gading, Lembah Melintang District, West Pasaman Regency. The formulation of the research problem that became the author's reference is How the Impact of the Expansion of Nagari in Improving Public Services to the People of Nagari Ujung Gading, Lembah Melintang District, West Pasaman Regency. This research is a qualitative research with data collection techniques using literature and field research such as interviews, observations, documentation. Data analysis using the cycle method from Miles and Hubermann, namely data reduction, data presentation, and conclusion drawing. Research informants are Wali Nagari Ujung Gading, Head of Government of Nagari Ujung Gading, Nagari Ujung Gading Community. The result of the research is that the expansion has no impact on the service, because the service is in accordance with the indicators of excellent service.

Abstract

The purpose of this study was to determine the implementation of the early retirement program policy at PT Telkom Regional 1 Sumatra. This type of research is qualitative research, triangulation (combined) collection techniques, qualitative inductive data analysis and research results. Research results obtained by researchers that the Implementation of Early Pension Program Policies at PT. Telkom Regional 1 Sumatra through Activities carried out in the early retirement program including socialization, registration, selection, counseling and briefing, and the stages are divided into two parts and in assessing the successful implementation of the George Edward III model there are 4 (four) variables that affect the success or failure of policy implementation, among others, are the factors of communication, resources, disposition and bureaucratic structure. The four variables are interconnected with each other. Based on the results of research and discussion, researchers can conclude that the Implementation of Early Pension Program Policies at PT. Telkom has not been maximized in carrying out an early retirement program, This Can Be Seen From The Stages Passed In Implementing Early Pension Program Policies at PT. Telkom. The conclusion from this study that researchers can conclude that the Implementation of Early Pension Program Policies at PT. Telkom has not been maximized in running an early retirement program.

Abstract

Participation of people are needed to have political participation in the village’s election. Because participation are means for development and proceeded to the political democracy. The subject in this study is “ how participates society in the village elections in the village of Orahili village” and “ Any factor of what drives society can participate in the head of the village election in Orahili village in 2014”. Research results and discussion explains the participation at Orahili village very high participation in the village’s election activities, the first conclution that level of awareness community begins to grow and the second, people are looking for an experienced leader in government to be sure to smister and serve the public without limit.

Abstract

This study aims to determine the Implementation of UNBK in Parulian 1 High School in Medan 2016/2017 Academic Year and to know the Implementation of UNBK in 2016/2017 Academic Year in Parulian 1 High School in Medan. In research using a qualitative descriptive approach that is a research method that requires in-depth understanding and focus on the implementation of the Computer-Based National Examination (UNBK) in the 2016/2017 Academic Year. The results of the study that the implementation of computer-based national exams (UNBK) in Parulian 1 Medan Private High School in the 2016/2017 academic year were reviewed from 6 indicators of Van Meter Van Horn theory implementation which included: (a) Standards and objectives of policy objectives, (b) Resources , (c) Characteristics of implementing organizations, (d) Communication between related organizations and implementation activities, (e) Disposition or attitude of implementers, and social, economic political environment shows Implementation of computer-based national exams (UNBK) at Parulian Private High School 1 Medan in the 2016/2017 Academic Year was constrained by facilities and infrastructure and there was no training related to the implementation of UNBK so that the Private High Schools joined the Chairperson of Rayon as a pilot school for the next school year. The conclusion that researchers obtained The implementation of computer-based national exams (UNBK) in Parulian 1 Medan Private High School in the 2016/2017 school year was constrained by facilities and infrastructure and there was no training related to the implementation of UNBK.

Abstract

Health is important to everyone. Health efforts are aimed at improving service quality, equity and reach of health services. The presence of the Social Security Administration Agency (BPJS) of Health proves the seriousness of the Government in providing health services for all Indonesians and provides an alternative to using health insurance. The purpose of this study is To analyze the Service On Outpatient Patients In BPJS Program at Medan Haji General Hospital. The research method used in this research is quantitative descriptive method Samples in this study amounted to 100 outpatients of BPJS participants, who were taken accidentally (within 10 days). Technique of collecting data there are two primary data and secondary data of primary data is done by Questionnaire, Interview, and Observation. Secondary Data Collection Techniques, namely Documentation, Library Studies, Descriptive statistical analysis techniques. The result of the outpatient service at Haji Hospital Medan was classified the answer where the good service was 15 people (15,0%), the good service was 79 people (79,0%), and the bad service was 6 people (6,0 %). Can be dismpulkan that service at Haji Hospital Medan is good enough.

Abstract

Performance effectiveness aims to determine the perfect target in accordance with the goals that have been set from the start. The problem is focused on environmental cleanliness in Sukaramai I Village, Medan District, which is concerning, because of the ignorance of residents in protecting the environment and disposing of rubbish carelessly. In order to approach this problem, a theoretical reference from Bernardin Russel in Sumardjo (2018: 200) is used. The data were collected through interview, observation, library and document data collection techniques, and were analyzed using narrative qualitative methods. The purpose of the research in this case means: to describe the effectiveness of the performance of the sub-district government in the environmental hygiene empowerment event in the Sukaramai I Medan Area village. to describe the factors inhibiting the effectiveness of the performance of the sub-district government at the environmental hygiene empowerment event in the Sukaramai I Medan Area. This study concludes that the results of the study show that the performance of the Sukaramai I Medan Area kelurahan in the effectiveness of the kelurahan performance in the environmental hygiene empowerment program is said to be good and effective.

Abstract

Badan kepegawaian daerah (BKD) merupakan perangkat pemerintah daerah yang mempunyai tugas melaksanakan penyusunan dan pelaksanaan kebijakan daerah di bidang kepegawaian serta dapat ditugaskan untuk melaksanakan penyelenggaraan wewenang yang dilimpahkan oleh Pemerintah kepada Bupati/Walikota selaku Wakil Pemerintah dalam rangka dekonsentrasi. Rumusan masalah merupakan menjelaskan peranan Badan Kepegawaian Daerah dalam pelaksanaan rekruitmen Calon Pegawai Negeri Sipil (CPNS) di Lingkup Pemerintahan Kabupaten Padang Lawas. Untuk menjelaskan Faktor-Faktor (internal dan Eksternal) yang menpengaruhi Badan Kepegawaian Daerah dalam peleksanaan rekruitmen CPNS dalam lingkup Pemerintahan Kabupaten Padang Lawas. Tipe Penelitian yang di gunakan adalah pendekatan Deskriptip-kualitatif yaitu mendeskripsikan jawaban permasalahan tentang Peranan Badan Kepegawaian Daerah dalam rekruitmen, dimana data yang dikumpulkan diolah dan dianalisis secara deskriptif kualitatif.  Adapun teknik pengumpulan data dilakukan dengan menggunakan Observasi yaitu melalui pengamatan langsung dilapangan atas kondisi riil yang terjadi dan Interview yaitu melalui wawancara langsung dengan responden, informan atau narasumber. Berdasarkan hasil penelitian diketahui bahwa implementasi kebijaksanaan PP No. 43 Tahun 2007 dalam rekruitmen calon Pegawai Negeri Sipil Daerah sebagai acuan yang harus dipedomani oleh Pemerintah Kabupaten Padang Lawas, Instansi penyelenggara dan unit instansi terkait, namun kenyataan masih sering terjadi konflik kepentingan antara berbagai unsur atau pihak baik antara pihak penyelenggara dengan unit kerja istansi terkait maupun dengan para tenaga honorer yang diangkat menjadi Calon Pegawai Negeri Sipil Daerah. Fakto-faktor yang menpengaruhi pelaksanaan Rekruitmen Calon Pegawai Negeri Sipil Daerah di Kabupaten Padang Lawas masih diwarnai berbagai tingkat kepentingan yang mempengaruhi efektivitas dan kelancaran pelaksanaan PP No. 43 Tahun 2007  tarik menarik kepentingan antara unit kerja instansi, pejabat eksekutif local, pejabat legislative dengan pihak penyelenggaraan terkadang menimbulkan polemic yang masing-masing pihak yang ingin meraih keuntungan dari pihak pelaksana rekruitmen Calon Pegawai Negeri Sipil Daerah.
