Abstract

The purpose of this research was to evaluate the policy of the nine-year learning compulsory of basic education from the objectives context. The research method used evaluation research approach through descriptive qualitative method. The data collection methods used interviews, observations, and documents. The data analysis technique used three stages, namely data reduction, data presentation, discussion, and drawing conclusions. The findings conclude that the objective of the nine-year compulsory education is in accordance with the government rule from the central and local governments. The methods used by the Serang government in achieving the goal of the nine-year compulsory education are the use of both natural and human resources, the participation of all parties in a comprehensive manner to carry out educational activities, and an interactive system of coordination between all parties. The implication of this research is seen in the implementation of education and management of education policies in the city of Serang.

Abstract

Abstract Regular or public teacher requires a collaboration professionally to provide learning to the disabled children in the inclusive school. The research aims to explain the method to make assessment correctly and learning strategy for disabled students. The study is crucial to be conducted because it can increase regular teachers' professionalism in handling disabled children. Based on the Ministry of Education and Culture data in 2015/2016 in dapodik, the number of Junior High School (SMP) held inclusive education was 3,817 schools. According to Dunn, the method used in this research is the policy analysis method with normative and descriptive analysis. Guru pendidikan reguler atau umum memerlukan suatu kolaborasi dengan professional dalam memberikan pembelajaran pada anak berkebutuhan khusus di sekolah inklusif. Penelitian ini dimaksudkan untuk menjelaskan cara melakukan asesmen yang benar dan strategi pembelajaran untuk siswa berkebutuhan khusus. Penelitian ini penting dilakukan karena secara khusus dalam meningkatkan profesionalisme guru reguler dalam menghadapi anak berkebutuhan khusus. Berdasarkan data Kemendikbud yang berupa dapodik tahun pelajaran 2015/2016 menunjukkan bahwa jumlah sekolah menengah pertama (SMP) yang menyelenggarakan pendidikan inklusif di seluruh Indonesia berjumlah 3.817 sekolah. Metode yang digunakan dalam penelitian ini adalah metode analisis kebijakan menurut Dunn, dengan analisis deskriptif dan normatif.

Abstract

AbstractThe purpose of this study was to determine the implementation of School-Based Management (MBS) in the New Zealand School-Joint Cooperative School (SPK) Elementary School Jakarta. The data collection methods are through documentation method, interview and observation. Based on the descriptive analysis, overall, SPK New Zealand School Elementary School Jakarta has well implement MBS. The finding can be seen from the management of facilities and infrastructure; they follow the predefined procedure, in managing the students, teachers and staffs management were conducted accountably and transparent. The supporting factor in implementing MBS in SPK New Zealand School Elementary School Jakarta is the participation of the community, and almost every aspect meet the academic qualification. Meanwhile, the obstacle was the shortage of teachers.AbstrakPenelitian ini bertujuan  menganalisa penerapan manajemen sekolah (MBS) di Sekolah Dasar (SD) New Zealand School of Education (SPK) New Zealand School Jakarta beserta hal-hal yang mendudukung dan menghambat dalam pelaksanaan MBS di SD SPK New Zealand School Jakarta. Metode pengumpulan data: metode dokumentasi, wawancara dan observasi. Berdasarkan hasil analisis deskriptif,  SD SPK New Zealand secara keseluruhan Jakarta berprestasi baik dalam MBS. Hal ini terlihat dalam pengelolaan sarana dan prasarana yang dilakukan sesuai dengan proses yang telah ditetapkan, dalam pengelolaan siswa, guru dan tenaga kependidikan yang dilakukan secara transparan dan tanggung jawab. Faktor pendukung dalam pelaksanaan MBS di SD School SPK New Zealand Jakarta adalah keterlibatan masyarakat, dan hampir semuanya memiliki tingkat pendidikan. Sedangkan faktor penghambatnya adalah kurangnya jumlah guru di kelas.

Abstract

This study aims at describing and finding out the root cause of controversies on the national education examination policiy especially on the formulation of laws on the administration of the national examination. The controversies started when the national examination was deemed to determine whether a student graduated from his school or not, while the regulations at the higher level did not really stipulate it. In fact, they almost tended to deny it. These controversies then resulted in deviations and systemic moral hazards in many regions since schools tended to achieve high levels of graduation. These controversies reached their peak when some individuals’ lawsuit was accepted by the Supreme Court and the government’s plea was rejected. Moreover, the government was deemed to neglect its citizens’ human rights. Eventually, these controversies on the national examination challenged the government to reorganize its policy and enhance its valuation standard on the national education system. This study employed qualitative research approach the method of which was intrinsic case study intensively focusing on controversies on the national examination policy as the determinant on a student’s graduation. The data were obtained from national education’s policy makers both from executive branch and from the legislature branch, and from school principals and regional heads of educational department as the field executors who became crucial elements in implementing those policies. The result show that Lack of adequate long-term strategic plans in realizing the educational standard and its evaluation was one of the causes on these controversies. Policy making process errors in fact bred various conflicts in their implementations. The society’s active participation significantly affect the government’s policy change process. Abstract

The purpose of this study was to evaluate the implementation of the School/ Madrasah accreditation program at the SMA/SMK/MA level in Palembang city. This study uses a qualitative approach with the Hypothetical model by George Edward lll, namely: communication, resources, dispositions or profesional notes, bureucratic structures. Data collection techniques used are about documentation, interviews and observation. The data analysis technique used is the technique of Miles and Huberman, analysis activities consist of three activities or processes that occur simultaneously namely: data reduction, data display and conclusion drawing/ verification. In fact, the results of this study relating to the communication the resources used – the disposition or Notes of policy – and the bureaucratic structure that all 4 components show: 1) The communication component is carried out through 4 activities: a) coordination meeting between BAP (police investigation report) – School /Madrasah at Provincial levels with UPA (Advocate Professional Exams) - School /Madrasah at District /City levels is carried out properly in accordance with the objectives. b) Training on renewal of accreditation assessors to meet the needs of trustworthy and competent assessors has been achieved well c) Seminar on the results of accreditation implementation that socializes the results of the implementation of accreditation to stakeholders in the area concerned, regarding the status of school / madrasah accreditation about rank A, B, C , and Not Accredited has been implemented and achieved. d) Dissemination and the introduction of school/ madrasah accreditation to the dissemination of information in the form of a directory, to schools/madrasas has been carried out but is still not maximally up to the target. 2). the resources used to support the success of the school/ madrasah accreditation program in the implementation of accreditation programs cover 3 things namely, a) Facilities and infrastructure needed for the implementation of school/madrasah accreditation are not sufficiently equipped for the accreditation needs of schools/madrasas properly. b) Sources of funds for implementing activities in financial management, financial reporting and financial accountability reports are clear and correct. c) Human resources assessors, school accreditation teams and secretariat staff have carried out their duties and functions well and smoothly. 3) Disposition or Notes of policy implementers about accreditation work with full awareness oriented to guidelines and rules are implemented well, and 4) The bureaucratic structure of accreditation activities through monitoring and evaluating the performance of BAP-S/M and the BAP-S/M secretariat on the implementation of accreditation programs has been carried out although still not yet optimal. Abstract

Abstract

Penelitian ini bertujuan untuk menganalisis peningkatan kualitas sekolah melalui manajemen peserta didik karena dalam dunia pendidikan peserta didik menjadi bahan baku utama. Metode penelitian yang digunakan adalah Systematic Literature Review (SLR). SLR merupakan metode yang digunakan untuk mengidentifikasi, menilai, dan menginterpretasi temuan-temuan sebelumnya. Penelitian ini menemukan bahwa setiap sekolah menerapkan manajemen peserta didik dimulai dari perencanaan, pengorganisasian, pembinaan dan pengembangan, evaluasi, dan pengorganisasi alumni. Penerapan tersebut akan berdampak pada meningkatnya kualitas sekolah dari aspek prestasi akademik maupun non akademik. Dalam implementasi tersebut, ada beberapa faktor pendukung di antaranya tenaga pendidik yang profesional dan adanya kerjasama antara pendidik, tenaga kependidikan, dan orang tua. Juga terdapat faktor penghambat di antaranya rendahnya kualitas guru dan sarana prasarana.

Abstract

The article was to find out the strategy in 9-year compulsory basic education policy implementation in Serang. The achievement of compulsory education programs supported the achievement of the vision and mission of national education. All Indonesian citizens have the opportunity to receive basic education. The study focused on planning, development of policy stabilization patterns, socialization, and monitoring. This study used a qualitative descriptive method. The process of collecting data used observation, documents and interviews. Data analysis techniques were data reduction, data presentation, discussion and conclusions. The results show that the process of the nine-year compulsory basic education program has been carried out sequentially in accordance with the activities specified to achieve the program's objectives. Thus, the results of this study recommend that the government in Serang used the appropriate strategy as local tradition and culture. Abstract

Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan secara komprehensif pengaruh mutu layanan pendidikan dan kepuasan mahasiswa sebagai pelanggan terhadap komitmen dari mahasiswa pada salah satu perguruan tinggi di Sekolah Tinggi Agama Islam di Bandung. Penelitian ini dilakukan kepada mahasiswa tahun ketiga dan keempat. Penelitian dilaksanakan selama bulan April hingga Agustus 2018. Metodologi yang digunakan adalah penelitian kuantitatif metode survey menggunakan teknik analisis jalur (path analysis). Pengumpulan data dilakukan melalui cara kuesioner isian. Hasil pengujian terhadap hipotesis pertama disimpulkan bahwa terdapat pengaruh langsung positif dari mutu layanan terhadap komitmen dengan nilai koefisien korelasi r13 = 0,507 dan nilai koefisien jalur ρ31 = 0,322. Pada pengujian hipotesis kedua disimpulkan terdapat pengaruh langsung positif kepuasan pelanggan terhadap komitmen dengan nilai koefisien korelasi r23 = 0,588 dan nilai koefisien jalur ρ32 = 0,458. Selanjutnya hasil pengujian hipotesis ketiga disimpulkan terdapat pengaruh langsung positif mutu layanan terhadap kepuasan pelanggan dengan nilai koefisien korelasi r12 = 0,403 dan nilai koefisien jalur ρ21 = 0,403.

Abstract

This research is intended to get empirical data on elementary school teacher’s attitude towards children with special needs in the elementary school, DKI Jakarta. The research was held at the department of PGSD (Elementary School Teacher Education), Setia Budi Campus, School of Education of Jakarta (FIP- UNJ), selected sample randomly. The random sample 105 are elementary school teacher doing undergraduate program in basic education. The result shows that teacher’s attitude toward student with special needs have the acceptance limit score for 81.25. This means that any score above the limit score is categorized as positive attitude and score below the limit score is considered as negative attitude. On the cognition aspect, the score is 37.92 meaning teachers have negative attitude towards children with special needs. The score for affection and conation aspect are 26.92 meaning negative attitude too. For the theoretical aspect, the maximum score is 150 whereas the minimum score is 50. Research analysis shows that the maximum empirical score is 146 with the minimum of 88. The average score is 120 meaning that elementary school teachers have positive attitude towards children with special needs.
