Abstract

COVID-19 has impacted micro, small, and medium enterprises (MSMEs) business in Indonesia. One of the efforts of MSMEs to survive is by migrating to the digital market. The city government of Samarinda grabs the opportunity by releasing a mobile application called Behambinan. This study examines the Behambinan communication strategy to empower MSMEs, considering the apps as an innovation for the digital market in Samarinda. The Diffusion of Innovation Theory helps to parse the communication strategies of this innovation. The method used in this study is qualitative descriptive by conducting in-depth interviews with the Communication and Information Office of Samarinda City and its stakeholders as key actors of the diffusion process. The Behambinan application is currently at the dissemination stage to act effectively as the local digital forum for buying and selling. This study found some challenges during the diffusion process. First, MSME players (adopters) have difficulty understanding the application due to the lack of digital literacy and technical issues such as not having a smartphone and high expense for internet quotas to run the application. Second, the misalignment of interpersonal communication between key actors. Third, weaknesses in promotional strategies. This study found that interpersonal communication through localite channels has a significant role in the diffusion process. An integrated communication strategy among key actors and well-planned execution of localite and cosmopolite channels is essential to engage MSMEs and the public.

Abstract

In the run-­up to the presidential election in 2019, hoax news is increasingly spreading as a black campaign, namely vilifying each other between opposing political camps. This study aims to determine the communication strategy of the Samarinda Police Public Relations in handling hoax news for the 2019 presidential election in Samarinda City. The focus of this research is 7-­‐‑Cs PR Communications initiated by Cutlip, Center & Broom. 7C itself consists of, Credibility, Context, Content, Clarity, Continuity and Consistency, Channel, and Capability of the audience. Data collection techniques in this study used three ways, namely observation, interviews and documentation. The results showed that the Public Relations of the Samarinda Police has a very important position to handle hoaxes ahead of the 2019 Presidential Election. Public Relations has made observations, clarifications, confirmations, and validations as a quick response to hoaxes. Public Relations has provided communication services from institutions to the community through socialization or counseling as well as regularly on social media and all are supported by technological advances so as to make performance in the process of delivering information faster and more accurate.

Abstract

The phenomenon of sexual violence against children shows an increase trend from year to year so it requires special handling to not cause psychological trauma that might affect their future. This was the reason behind the establishment of the Protection of Women and Children Unit by the government to handle cases relate to sexual violence which one of it is against children. By using a narrative qualitative approach, this research is conducted at the UPTD PPA Citra Tepian in Samarinda City to analyse the children trauma healing process psychologists must go through therapeutic communication which divided into 4 stages; namely pre-interaction, orientation, problem solving, and termination to get maximum results. This is very important fully help restoring a sense of security within the victim so that it will be easier for the child victim to re-enter and re-interact with their social environment. Therapeutic communication that emphasizes the interpersonal approach carried out by accompanying psychologists is believed to be an important key that determines the success of the 'trauma healing' process. However, it is necessary to pay more attention to the aspects of ethnicity, race, economy and culture of the victims so that the process can be more effective and efficient in the future

Abstract

Bencana yang sering terjadi di Kota Samarinda adalah banjir. Pada bulan Juni 2019, bencana banjir di Kota Samarinda menjadi trending topic pemberitaan nasional. Peran media massa, khususnya radio lokal mendukung pelaksanaan edukasi mitigasi bencana banjir di Kota Samarinda. Salah satunya yaitu Radio Republik Indonesia (RRI) Samarinda bersama BPBD Provinsi Kalimantan Timur melakukan kerja sama berupa program siar terkait mitigasi bencana. Metode penelitian menggunakan pendekatan kualitatif, dan teknik pengambilan data dengan pusposive sampling. Dalam upaya pelestarian lingkungan hidup ada beberapa program siar seperti program siaran Kentongan, Dialog, Radio Siaga dan sebagainya. Hasil penelitian menyebutkan bahwa RRI Kota Samarinda berperan dalam menumbuhkan kesadaran masyarakat dan membentuk opini publik terhadap masalah lingkungan dan mitigasi bencana. RRI memposisikan diri sebagai media tanggap bencana, dengan menerapkan kedua fungsi pengawasan yaitu pengawasan peringatan dini (early warning system) dan pengawasan instrumental. RRI menerapkan komunikasi lingkungan sebagai media pendidikan edukasi mitigasi bencana, serta menjadi bagian dari agenda media (RRI) itu sendiri. Melalui program siarnya, RRI bersinergi dengan menjalin kerjasama (linkage) dengan para ahli lingkungan dan mitigasi bencana, seperti akademisi, penggiat lingkungan, BPBD dan lainnya. Kreativitas dan inovasi dalam membuat format program siar terkait mitigasi bencana lebih atraktif dan edutaiment. The disaster that often occurs in Samarinda city is flooding. In June 2019, the flood disaster in Samarinda city has been trending topic of national news. The role of mass media, especially local radio supports the implementation of flood mitigation education in Samarinda City. One of them is Radio Republik Indonesia (RRI) Samarinda together with BPBD of East Kalimantan Province conducting cooperation in the form of broadcast programs related to disaster mitigation. Research method using qualitative approach, and data retrieval technique with purposive sampling. In an effort to preserve the environment there are several broadcast programs such as kentongan broadcast programs, Dialogue, Standby Radio and so on. The results stated that RRI Samarinda City plays a role in raising public awareness and shaping public opinion on environmental issues and disaster mitigation. The positions of RRI as a disaster response media, by implementing both supervisory functions, namely early warning system and instrumental supervision. It is applies environmental communication as a medium of education for disaster mitigation education, as well as being part of the media agenda (RRI). Through its broadcast program, RRI synergizes by establishing linkage with environmental and disaster mitigation experts, such as academics, environmental activists, BPBD and others. Creativity and innovation in making broadcast program formats related to disaster mitigation more attractive, educative and entertainment (edutaiment).

Abstract

Negara Indonesia terletak diantara Benua Asia dan Benua Australia, serta Samudera Hindia dan Samudera Pasifik, dipicu kondisi hidrologis dengan iklim tropis membuat Indonesia berpotensi mengalami bencana alam. Pada umumnya, bencana disebabkan oleh alam (natural disaster) dan manusia (man-made disaster). Peristiwa banjir di Kota Samarinda pernah menjadi  pemberitaan skala nasional dan trending topic di media sosial twitter dengan #SamarindaCalap selama seminggu. Menteri Riset, Teknologi dan Pendidikan Tinggi, Muhammad Nasir akan mewajibkan kampus (perguruan tinggi) untuk melakukan pelatihan mitigasi bencana. Dalam usaha manusia memahami bencana yang terjadi, termasuk ke dalam konsep komunikasi lingkungan.Tujuan dari pengabdian ini adalah memberikan informasi dan edukasi mitigasi bencana tentang jenis-jenis bencana serta penanggulangannya. Sedangkan Sasaran pengabdian ini adalah mahasiswa program studi Ilmu Komunikasi, dimana mereka akan menjadi agen perubahan. Di tahun mendatang pengabdian ini dapat dilanjutkan dengan langsung ke lapangan (masyarakat), dan disini mahasiswa sebagai agen mitigasi bencana.

Abstract

This study looks at the picture of public communication used by Bapenda in raising public awareness to pay restaurant tax. This study aims to determine the types of public communication used by Bapenda in conducting socialization to increase public awareness to pay restaurant tax and to find out the supporting and inhibiting factors of public awareness to pay restaurant tax in Samarinda City. This type of research is a type of qualitative research with phenomenological methods. The data collection methods used were interviews, observations and literacy studies and documentation. In determining the research subject, researchers use the Purposive Sampling Technique. The data analysis techniques used are collecting data, reducing data, presenting data and drawing conclusions. The results showed that Bapenda continues to improve and innovate by conducting public communication to the public and creating websites and social media to disseminate information related to restaurant taxpayers to the restaurant owner community. This is also reinforced by information as one of the tax-abiding communities that the strategy used by Bapenda is effective enough to be carried out to increase public awareness to pay restorsn tax. The supporting factors of public communication carried out by Bapenda consist of restaurant owners who are in the place of socialization, education after registration, the existence of the SIMPAD Web, online tax payments and optimization of social media. Meanwhile, the inhibiting factors of public communication are the lack of public education related to Web SIMPAD, lack of activity on social media and the absence of shop owners during socialization.

Abstract

Improper waste management has a detrimental effect on the quality of life due to its impact on the ecosystem and public health. Therefore, effective environmental communication is required to raise public awareness about preserving the environment. This research examines the role of environmental communication implemented by Mekarsari Guntung Sejahtera Cooperative in the Guntung community of Bontang City. The study utilizes a descriptive qualitative method focusing on the function of environmental communication. The findings indicate that Mekarsari Cooperative employs two communication functions: constitutive and pragmatic. In the constitutive function, environmental communication promotes values of awareness, compassion, and cooperation to create a clean environment and economically empowered community. In the pragmatic function, environmental communication is used to educate and inform individuals about proper waste management methods and their benefits for the community.

Abstract

The rapid development of the times gave birth to communication in the digital world and the creation of various kinds of social media applications, one of which is Instagram. Instagram is a place for users to share photos and videos as well as share stories and interactions so that its users are used to build personal branding. Personal branding is a place for an individual to be able to shape his or her identity by showing personality and expertise which ultimately creates a public perception. Personal branding can be done on Instagram, where Instagram users are dominated by Generation Z. Various professions now need personal branding. Various professions now need personal branding, including illustrators. Indah Wijaya is one of the illustrators in Indonesia with the Instagram account name @Indahoei. This research aims to find out how the use of Instagram in Generation Z as a communication medium in building personal branding for illustrator @Indahoei. In this study, researchers used the theory of uses and gratifications. This research method uses descriptive qualitative methods and data collection techniques by conducting observations, interviews, and documentation. Based on the results of the study, the researcher found that Indah uses Instagram to generate income and show her work that will make the audience recognize so they want to use her services. Indah applies the concepts of personal branding that make her try to remain consistent and maintain her good name. Indah realizes that the content she uploads on Instagram inspires her followers, so Indah always tries to create quality content that can be enjoyed properly.

Abstract

The social phenomenon of conflict in the family between younger siblings and older siblings is rampant, especially in Indonesian society, therefore if there is no prevention done through proper parenting, the phenomenon of conflict in the family will continue. The rise of family conflict cases in Indonesia has led many directors to raise this phenomenon in a film. One of the Indonesian films that represent parenting and family conflict is Keluarga Cemara 2. This research aims to find out how the representation of democratic parenting is shown in Keluarga Cemara 2. The research method used in this research is interpretative qualitative with the Roland Barthes semiotic analysis method which sees meaning through the denotation, connotation and myth stages. The results of this study are shown based on seven scenes selected by the researcher. The denotation meaning in this film represents democratic parenting with controlled freedom, direction from parents and rules and attention through the use of verbal and non-verbal language. The connotation meaning in this film is the importance of choosing the right parenting, which shows the importance of establishing good communication, openness and mutual understanding that makes conflicts in the family can be resolved properly. The mythical meaning contained in the film Keluarga Cemara 2 is that every conflict in the family will definitely have a way out when parents choose the right parenting style such as democratic parenting.

Abstract

The K-Wave phenomenon that swept the world is certainly still being felt today. Assisted by the development of social media that is getting bigger and bigger in demand because of its features that make distance more meaningless. So this research will examine the parasocial relationship between fans and K-Pop idol TREASURE on the Weverse application which is popular among K-Pop fans. The application is supported by various features that allow fans to exchange information and messages with idols and even other TREASURE fans. TREASURE often replies to its fans through Weverse randomly or for lucky fans. Fans finally feel an interaction when using the application even though only fan representatives are replied to by TREASURE members. Other fans also feel the interpersonal communication between themselves and their idols. This can be called a parasocial relationship, which is a one-way relationship felt by fans. Where this research aims to see, describe, and analyse how the phenomenon of parasocial relationships between TREASURE MAKERS in Samarinda and TREASURE in using the Weverse application. Using the classification of levels of parasocial relationships and Social Information Processing theory as supporting arguments when the research results are found. Then this research has a qualitative descriptive type by showing the research results that the phenomenon of parasocial relationships between TREASURE MAKER and TREASURE fans has passed all three levels, namely Entertainment Social Value, Intense Personal Feeling, and Borderline Pathological so that in theory the SIP informants in this study show an extraordinary feeling of closeness to their idols through the help of the Weverse application.
