Abstract

Akselerasi pembangunan, baik lokal maupun nasional seringkali dihadapkan pada keterbatasan berbagai sumber terutama terutama kemampuan fiansial pemerintah maupun swasta nasional. Fenomena ini merupakan suatu realitas dan tantangan bagi pemerintah sebagai penyedia layanan publik untuk mewujudkan pemerataan pembangunan dan kesejahteraan masyarakat, sejalan dengan derasnya pengaruh globalisasi teknologi informasi, pembangunan ekonomi dan politik serta pesatnya pertumbuhan pembangunan di negara-negara maju dan berkembang. Penampilan pemerintahan birokratis serta kebijakan publik yang rigid dengan kontennya yang sarat dengan akumulasi kepentingan politik sektoral maupun departemental menjadi sorotan dan kritik publik yang mengemuka saat ini, terutama untuk menumbuhkan minat investasi bagi investor dalam maupun luar negeri. Pada tulisan ini diungkap dan dideskripsikan mengenai urgensi reformasi kebijakan publik tingkat lokal serta faktor-faktor yang mempengaruhi investasi serta upaya membangun social capital dalam meningkatkan equity, social cohesive, dan partisipasi masyarakat untuk mendukung keberlanjutan pembangunan di provinsi Jawa Barat. Kata kunci: Reformasi Kebijakan Publik, Investasi dan Pembangunan.

Abstract

An unexpected event that has the potential to cause turmoil and changes in an environment is referred to as a crisis. The emergence of a crisis in the organization can damage the image and reputation of the company. If a crisis arises in a company and is publicized, it can lead to a bad perception of the company, organization or individual. So that it is necessary to have a public relations role to formulate communication program planning procedures in solving crises. However, if a settlement between the worker and the company cannot be resolved, then a mediator is needed or called the Tripartite model. The purpose of this study was to determine the tripartite model in handling corporate communication crises in terms of the performance of Corporate Social Responsibility. The method used in this research is phenomenology, where the informant in this study is the company's public relations officer. The conclusion of this study shows that the involvement of third parties (tripartite model) is not carried out by companies that have done to the environment and the community through introduction to the environment so that they can determine the Corporate Social Responsibility program appropriately and handle crisis communication well.

Abstract

This research is motivated by the not yet optimal Coordination of Land Movement Disaster Management in Purwakarta Regency. Based on the research background, the researcher formulates the problem as follows: How is the Coordination of Land Movement Disaster Management in Purwakarta Regency. The theory used in this research is the coordination principles proposed by Mc. Farland in Handayaningrat with dimensions of coordination through authority, coordination through consensus, coordination through work guidelines, coordination through forums and coordination through conferences. Based on this theoretical approach, the researcher formulates the following proposition: Coordination of Land Movement Disaster Management in Purwakarta Regency will be optimal if it carries out coordination through authority, coordination through consensus, coordination through work guidelines, coordination through forums and coordination through conferences. The research method used is descriptive qualitative research method. Data obtained through literature study, participant observation, in-depth interviews and documentation. The results of this study indicate that the Coordination of Disaster Management on Land Movements in Purwakarta Regency is not optimal

Abstract

This research is entitled " implementation of aquaculture business licensing policy in bandung district” This title is motivated by the existence of a problem, namely, there are still many aquaculture business actors who do not have licenses and cultivators do not know the importance of licenses. Researchers use Jones' policy implementation model theory in Agustino which includes the dimensions of Organization, Interpretation, and Application. Researchers formulated a proposition, namely the Implementation of the Aquaculture Business Permit Policy in Bandung Regency will run optimally if implemented based on the approach of organizational aspects, interpretation and application. The research method used is descriptive qualitative method. Data sources were obtained through observation, interviews and documentation. The informants in this study were the Food Security and Fisheries Service and the community of aquaculture business actors. In determining informants, researchers used purposive techniques. The results showed that the implementation of the aquaculture business license policy based on the Bandung Regency Regional Regulation on fish farming licensing has been running well, but still needs improvement in several aspects, such as inadequate human resources, uneven socialization of licensing, and the absence of assertiveness in imposing sanctions on business actors who do not fulfill aquaculture business obligations. For this reason, it is recommended that local governments optimize cooperation with the community so that the benefits and objectives of implementing local government policies on aquaculture business licenses can be carried out properly.

Abstract

Jumlah angkutan sewa khusus yang sudah beroperasi di Kota Bandung paling banyak yaitu 584 kendaraan di antara 8 (delapan) kota dan 18 (delapan belas) kabupaten yang ada di wilayah Jawa Barat. Dalam lampiran Peraturan Daerah Jawa Barat dijelaskan tentang daftar wilayah operasi dan jumlah kendaraan yang boleh beroperasi dan ditetapkan untuk jangka waktu paling lama 5 (lima) tahun diberikan secara bertahap sesuai dengan kebutuhan serta dievaluasi paling kurang setiap 1 (satu) tahun sekali. Namun sekalipun pemerintah sudah memberlakukan aturan kebijakan tentang angkutan sewa khusus tetapi dalam pelaksanaannya angkutan sewa khusus yang beroperasi di Kota Bandung pada tahun 2018 s.d 2019 melebihi ketentuan yang telah ditetapkan dan masih banyak yang belum memiliki izin. Tujuan dari penelitian ini untuk mengkaji dan menganalisis implementasi kebijakan izin operasional kendaraan berbasis online di Kota Bandung. Dalam penelitian ini digunakan metode penelitian deksriptif dengan pendekatan kualitatif. Data diperoleh melalui studi pustaka, observasi partisipan, wawancara mendalam dan dokumentasi. Teori yang digunakan dalam penelitian ini adalah teori implementasi kebijakan dari Edward III. Berdasarkan hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Penyelenggaraan Angkutan Sewa Khusus tentang Izin Operasional Kendaraan Berbasis Online di Kota Bandung belum optimal. Dengan indikasi-indikasi masih minimnya sosialisasi kebijakan kepada mitra driver, tidak adanya sanksi yang ditegakkan, wujud kinerja aparat yang belum optimal dalam berkoordinasi.

Abstract

This Community Service activity aims to help PKK mothers in Pasir Endah Village, Ujungberung District, Bandung City in making Jumputan batik with the aim of providing understanding in improving family welfare. The activity was carried out in the form of direct practice in making jumputan batik which was attended by approximately 30 residents of Pasir Endah sub-district, Ujung Berung District, Bandung City. Through this activity, it is hoped that it will provide benefits in that the women of PKK Pasir Endah, Ujung Berung District, Bandung City will have the skills to make jumputan batik so that they can improve the welfare of their families. Apart from that, it is hoped that PKK women will get an idea of how to form an MSME business which can be done after identifying and inventorying the potential of the artistic works owned by PKK women so that they can be developed to be more economically productive and they can also understand alternatives in carrying out efforts to find sources of funding by the aim of improving family welfare.

Abstract

The implementation of the policy on granting permits for the establishment of minimarkets in the city of Bandung has not been fully implemented effectively. The theory used as a reference for analysis is policy implementation theory according to Mazmanian and Sabatier. According to Mazmanian and Sabatier, the success of implementing the policy of granting permits for the establishment of minimarkets in Bandung City is influenced by, whether problems are easy to control, the ability of wisdom to structure the implementation process, aspects outside the policy implementation process, the stages of the implementation process. This study was designed based on a qualitative approach with descriptive methods. Data collection techniques include interviews, observation, literature study/documentation. The informants were all interested parties, both from government officials and other stakeholders. Through a qualitative approach. Analysis is used by collecting, processing, analyzing, interpreting and drawing conclusions. This research results that, policy implementation which includes whether problems are easy to control, the ability of wisdom to structure the implementation process, aspects outside the policy implementation process, the stages of the implementation process, do not fully describe the implementation of the policy for granting permits for the establishment of minimarkets in Bandung City, thus From the findings, that Mazmanian and Sabatier's theory strengthens this research, however, because the implementation of the policy on granting permits to establish minimarkets is not yet in accordance with applicable regulations because the factor that most contributes to the implementation of the policy on granting permits to establish minimarkets is "The importance of feedback from the community in granting permits to establish Mini Market".

Abstract

Facing the Covid 19 pandemic, Indonesia is faced with the quality of essential health services that are still not optimal in various provinces. The main problems of vital health services that have emerged in West Java Province include the number and infrastructure of public health centers, the affordability of services and types of services such as maternal and child health, immunization, nutrition, environmental health and coverage of public health nursing performance. service quality variable, the theoretical approach of Fitzsimmons & Fitzimmons (2011) is used with Tangibles, Reliability, Responsiveness, Assurance and Empathy factors. The research method used is an informative survey approach by collecting data from library analysis sources and field experiments, including questionnaires, observations, and interviews. The sampling method used is Plain Random Sampling. The selected sample (n) was 92 people. The data analysis methodology used is route analysis. The results of the study reveal the positive and significant impact of policy implementation on the effectiveness of the quality of critical health services. In addition, it was also found that communication effectiveness variables that affect the quality of essential health services in West Java Province are also found

Abstract

Kecamatan Buahbatu Kota Bandung, terbentang sebuah sungai yang bernama Sungai Cijawura sebagai salah satu anak sungai Citarum. Sungai sebagai sebuah Peradaban, pandangan manusia berubah menjadi tidak beradab bagi sungai melainkan sungai menjadi tempat pembuangan sampah raksasa. Hal ini diakibatkan karena kurangnya pengetahuan dan kesadaran warga masyarakat untuk tidak membuang sampah ke sungai yang berada disekitarnya. Hal tersebut juga terjadi pada sungai Cijawura. Permasalahan tersebut muncul dilatarbelakangi oleh kurangnya kesadaran dan pemahaman dari masyarakat sekitar bantaran sungai cijawura akan pentingnya menjaga sungai agar tetap bersih dari sampah. Pengabdian kepada masyarakat di rasa sangat perlu untuk menumbuhkembangkan kesadaran masyarakat untuk menjaga sungai agar tetap bersih. Kegiatan yang akan dilakukan ialah memberikan penyuluhan kepada masyarakat akan bahayanya membuang sampah di sungai cijawura serta memberikan pelatihan kepada masyarakat untuk mengelola sampah agar mendapatkan nilai jual. Adapun Luaran dari kegiatan Pengabdian Kepada Masyarakat ini adalah (1) Peningkatkat pemahaman dan pengetahuan masyarakat bantaran sungai cijawura mengenai bahaya membuang sampah di sungai. (2) meningkatnya pengetahuan masyarakat dalam mengelola sampah rumah tangga sehingga memiliki nilai jual.

Abstract

This research examines the implementation of Collaborative Governance in reducing stunting in Bandung City, Indonesia. Despite various governmental efforts to address stunting, including the national target of reducing stunting prevalence to 14% by 2024, Bandung City’s stunting rate remains high at 16.3%. Collaborative Governance, involving the participation of various stakeholders such as government agencies, the private sector, NGOs, and communities, is seen as a critical strategy for addressing this complex issue. This research uses a descriptive qualitative method to explore the factors that facilitate or hinder the implementation of Collaborative Governance in reducing stunting in Bandung. Key stakeholders in this collaboration include, Government, community leaders, NGOs, and educational institutions. The research framework is based on the model proposed by Ansell and Gash (2017), which highlights the importance of institutional design, leadership, transparency, trust-building, and effective stakeholder participation in successful Collaborative Governance. The findings reveal several challenges in the current collaborative efforts in Bandung. These include inadequate coordination between stakeholders, limited resources and infrastructure at the local level, and persistent societal stigmas that downplay the severity of stunting as a health issue. Additionally, the lack of proper training and resources for community health workers, such as those working in Posyandu), further exacerbates the problem. Moreover, the study identifies the importance of clear institutional frameworks and leadership in fostering collaboration and ensuring that all actors remain committed to the common goal of reducing stunting.
