Abstract

This study aims to analyze the implementation of Agile Governance in building Integrity Zone at UPTD Health Training of West Java Province. The research approach used is qualitative with a case study method, and data collection techniques include field observations, interviews, documentation, and in-depth document analysis. The theoretical foundation of this research refers to the concept of Agile Governance from Luna et al. (2015), which includes six main principles: Good Enough Governance, Business-driven, Human-focused, Systematic and Adaptive Approach, and Simple Design and Continuous Refinement. These principles are used to evaluate the extent to which organizational flexibility and responsiveness can be applied in bureaucratic reform and service quality improvement. The results show that the implementation of Agile Governance at UPTD Health Training has been quite optimal, especially in terms of technology integration, human resource capacity building, and internal policy simplification. However, there are still some challenges such as digitalization expansion, increased employee engagement, and more flexible procedure adjustments.

Abstract

ABSTRACT  High unemployment rate in the region necessitates labor training policies that not only enhance skills but also align with industry needs. Dinas Ketenagakerjaan Kabupaten Bandung Barat (Disnaker KBB), through the Balai Latihan Kerja (BLK), has organized various training programs, particularly in food and beverage processing as well as textiles and apparel. This study aims to evaluate the labor training curriculum policy, identify the challenges encountered, and formulate improvement efforts. The research employed a descriptive qualitative approach through in-depth interviews with Disnaker, BLK, industry representatives, and training participants. The findings reveal that while the training curriculum is fairly relevant in improving participants’ basic skills, there remains a gap with industry demands, particularly in terms of soft skills, work readiness, and work ethics. The main obstacles include limited facilities, a lack of instructors with industry experience, and weak coordination among stakeholders. Recommended efforts include improving infrastructure, involving industry in curriculum development, strengthening instructor capacity, and establishing an alumni monitoring system. These measures are expected to make labor training policies in Kabupaten Bandung Barat more effective, adaptive, and sustainable in enhancing human resource quality. ABSTRAK Tingginya tingkat pengangguran di daerah menuntut adanya kebijakan pelatihan tenaga kerja yang mampu meningkatkan keterampilan sekaligus relevan dengan kebutuhan industri. Dinas Tenaga Kerja Kabupaten Bandung Barat (Disnaker KBB) melalui Balai Latihan Kerja (BLK) telah menyelenggarakan berbagai program pelatihan, khususnya di bidang pengolahan makanan dan minuman serta tekstil dan pakaian. Penelitian ini bertujuan mengevaluasi kebijakan kurikulum pelatihan tenaga kerja, mengidentifikasi hambatan yang dihadapi, serta merumuskan upaya perbaikan. Metode penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara mendalam dengan Disnaker, BLK, perwakilan industri, serta peserta pelatihan. Hasil penelitian menunjukkan bahwa kurikulum pelatihan cukup relevan dalam meningkatkan keterampilan dasar peserta, namun masih terdapat kesenjangan dengan kebutuhan industri terutama pada aspek soft skills, kesiapan kerja, dan etos kerja. Hambatan utama mencakup keterbatasan sarana, kurangnya instruktur dengan pengalaman industri, serta lemahnya koordinasi antar pemangku kepentingan. Upaya yang disarankan meliputi peningkatan sarana prasarana, keterlibatan industri dalam penyusunan kurikulum, penguatan kapasitas instruktur, serta pengembangan sistem monitoring alumni. Dengan langkah tersebut, kebijakan pelatihan tenaga kerja di Kabupaten Bandung Barat dapat lebih efektif, adaptif, dan berkelanjutan dalam meningkatkan kualitas sumber daya manusia.

Abstract

This study aims to analyse the application of Agile Governance in the Integrated Population Queue System service at the Population and Civil Registry Office of Bandung Regency, specifically through the use of the SAKEDAP application. Since the beginning of 2021, online services have been the main innovation in digitalising population administration services. However, the implementation of this system still faces challenges, especially the Q-Ban restriction that only accommodates 150 queues per day from 4,000 applicants. To overcome these obstacles, strategies such as expanding public information channels, recruiting information technology specialists, and strengthening the capacity of digital systems are needed. The research used a qualitative approach through participatory observation, in-depth interviews, and document analysis, to examine Agile Governance, namely Good Enough Governance, Business Driven, Human Focused, Quick Wins, The application of the Systematic and Adaptive Approach and Simple Design and Continuous Refinement. Beyond that, one additional dimension was found, namely responsiveness as a crucial element in supporting fast and transparent services. Responsiveness is interpreted as the ability of agencies to provide responsive assistance with clear information, thus strengthening the successful implementation of Agile Governance in digital public services that are inclusive and adaptive to community needs.

Abstract

Penelitian ini bertujuan untuk mengevaluasi tata kelola pelayanan publik di Kepolisian Daerah Jawa Barat (Polda Jabar) dalam perspektif good governance dan kepuasan masyarakat. Menggunakan pendekatan kualitatif dengan model evaluasi CIPP (Context, Input, Process, Product), studi ini menyoroti implementasi enam prinsip utama good governance: transparansi, akuntabilitas, partisipasi, efektivitas, efisiensi, dan penegakan hukum. Hasil penelitian menunjukkan bahwa meskipun terdapat kemajuan melalui digitalisasi layanan seperti SIM dan SKCK online, masih terdapat kesenjangan antara regulasi dan praktik di lapangan. Responsivitas petugas, partisipasi masyarakat, dan keadilan perlakuan menjadi tantangan utama dalam meningkatkan kualitas pelayanan. Analisis kepuasan masyarakat menggunakan model SERVQUAL mengungkapkan bahwa dimensi tangibles, reliability, responsiveness, assurance, dan empathy belum terpenuhi secara optimal. Penelitian ini merekomendasikan peningkatan kapasitas sumber daya manusia, penguatan mekanisme pengaduan, serta pelibatan masyarakat dalam perumusan kebijakan pelayanan publik. Dengan integrasi prinsip good governance dan pendekatan berbasis kepuasan masyarakat, pelayanan publik di sektor kepolisian dapat berkembang menjadi lebih inklusif, adil, dan berkelanjutan

Abstract

This research is aimed at understanding the practice of Agile Governance in public service, specifically in the E-Satria service (Electronic Self-Assessment Tax Reporting App). Before E-Satria was launched, in 2017 the West Java Provincial Government was recognized by the central government for its technological excellence. Based on preliminary observations, several facts were found in the field regarding E-Satria: E-Satria has produced positive outcomes in transforming tax reporting services, and BPPD (Regional Revenue Management Agency) has been able to provide services that recognize current societal needs and developments, responding to them effectively. Agile Governance is used in this research as an analytical model capable of assessing the agility of government service programs, especially those based on digital services. This model has six characteristics:1. Good Enough Governance. 2.Business Driven. 3.Human Focused, 4. Based on Quick Wins. 5.Systematic and Adaptive Approach. 6.Simple Design and Continuous Refinement. The research uses a qualitative method, with in-depth interviews, observation, and document studies as the data collection techniques. The research findings indicate that BPPD Bandung City has demonstrated agile characteristics in implementing E-Satria. More specifically, BPPD has shown all six characteristic Good Enough Governance: The system development meets the needs of the public in regional tax service delivery. Business Driven: There is an increase in service effectiveness and efficiency. Human Focused: All employees are involved in contributing ideas for service improvement. Based on Quick Wins: The early success of the innovative E-Satria application has become a motivator for continuing governance initiatives. Systematic and Adaptive Approach: BPPD is capable of adapting to new environmental developments as they arise. Simple Design and Continuous Refinement: BPPD adopts simple designs and continuously improves its service development.

Abstract

Protected forest management in Indonesia, particularly in Sukabumi Regency, faces various challenges related to policy implementation and inter-agency coordination. This study aims to analyze protected forest management in Sukabumi through the application of good governance principles, with a focus on improving institutional capacity and coordination between stakeholders. The research method used is a descriptive qualitative approach, with data collection techniques through in-depth interviews, documentation studies, and field observations. The results indicate that the main obstacles in protected forest management are budget constraints, low inter-agency coordination, and the community's economic dependence on forest resources. Although planning is in place, implementation in the field remains limited. This study concludes that strengthening technical capacity, inter-agency coordination, and more consistent application of good governance principles can increase the effectiveness of protected forest management. The contribution of this research is to provide practical solutions to improve forest governance and enhance the sustainability of protected forest management in Indonesia.

Abstract

This community service program aimed to build a collaborative multi-stakeholder governance system for Indonesian Migrant Workers (PMI) protection through drafting Village Regulations (Raperdes) in Ngamprah Subdistrict. The main problems addressed were regulatory vacuum, low legal drafting capacity of village officials, absence of PMI data systems, minimal integration of PMI issues in village planning and budgeting, and weak cross-sectoral collaboration. Methods employed included legal drafting training, collaborative workshops, Focus Group Discussions (FGD) with stakeholders, development of manual and digital data templates, and advocacy for PMI issue integration in RKPDes and APBDes. Outputs included: draft PMI Protection Raperdes, training modules, PMI database system, assessment reports, and migrant village collaboration forums. The educational, collaborative, and local regulation-based approach proved effective in enhancing village capacity to protect PMI inclusively and sustainably.

Abstract

Penelitian dilatar belakangi oleh belum optimalnya Collaborative Governance Dalam Perlindungan Tindak Kekerasan Terhadap Anak di Kota Cimahi. Berdasarkan latar belakang penelitian, peneliti merumuskan masalah Bagaimana Collaborative Governance Dalam Perlindungan Tindak Kekerasan Terhadap Anak di Kota Cimahi. Tujuan dalam penelitian ini yaitu untuk mengetahui, menganalisis, dan mendeskripsikan secara mendalam mengenai Collaborative Governance Dalam Perlindungan Tindak Kekerasan Terhadap Anak di Kota Cimahi. Proposisi Collaborative Governance Dalam Perlindungan Tindak Kekerasan Terhadap Anak di Kota Cimahi akan berjalan optimal apabila memperhatikan model Collaborative Governance yang  terdiri dari Dinamika Kolaborasi, Tindakan Kolaborasi, dan Dampak Kolaborasi.  Metode penelitian yang digunakan adalah deskripstif kualitatif, sumber data diperoleh melalui sumber data sekunder dan sumber data primer, teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Teknik analisis data yang digunakan reduksi data, penyajian dan kesimpulan.  Hasil penelitian menunjukkan bahwa kolaborasi dalam perlindungan tindak kekerasan terhadap anak di Kota Cimahi telah terbentuk, namun belum berjalan optimal akibat lemahnya komunikasi, terbatasnya SDM, serta belum terintegrasinya sistem informasi antar lembaga. Tindakan kolaborasi seperti penyuluhan dan pendampingan telah dilaksanakan namun belum merata. Dampak positif mulai terlihat dalam peningkatan kesadaran masyarakat, namun belum didukung oleh evaluasi kolaborasi yang sistematis. Penelitian ini menawarkan kontribusi teoritis dengan menambahkan aspek Teknologi Informasi sebagai penguatan kapasitas kolaboratif antar stakeholder. Simpulan menunjukkan pentingnya sistem digitalisasi dan penguatan evaluasi untuk perlindungan anak yang berkelanjutan.

Abstract

The control of alcohol distribution and consumption in Medan City is part of the local government's efforts to maintain social order and public health. This study aims to evaluate the effectiveness of policy implementation based on Hasibuan’s (2016) theory, which includes four stages: setting performance standards, measuring actual performance, comparing results with standards, and taking corrective actions. In addition, Nugroho’s (2018) policy control theory is used to examine aspects of monitoring, evaluation, and law enforcement. The findings indicate that control efforts have been carried out through enforcement operations, public education, and minor criminal court proceedings (tipiring). However, challenges such as illegal distribution via COD systems, limited resources, and low public awareness remain significant obstacles. Policy evaluation has not yet fully adapted to technological developments and new distribution patterns. Therefore, regulatory revisions, strengthened intersectoral coordination, and improved institutional capacity are needed to ensure more effective and sustainable alcohol control.

Abstract

This study analyzes the collaborative governance process in flood disaster management in Bandung Regency, West Java. The focus of the problem is the lack of optimal coordination among stakeholders in three stages of disaster management: preparedness, emergency response, and post-disaster recovery. The research objective is to analyze the dynamics of collaboration between government, community, NGOs, and private sector using the theoretical framework of Ansell and Gash's (2008) model. The research method uses a qualitative approach with data collection techniques through in-depth interviews, field observations, and document analysis. The results show that collaborative governance in Bandung Regency faces challenges in terms of sub-optimal face-to-face dialogue, low levels of trust, sectoral task orientation, and limitations in human resources and budget. However, there are supporting factors such as effective communication, stakeholder commitment, and utilization of Smart Disaster technology. This research provides novelty in the form of an integrative collaborative model based on Dynamic Governance that is adaptive and innovative to improve the effectiveness of disaster management in Indonesia.
