Abstract

The reason for this study was to decide the commitment of the travel industry to the waterfront biological system of South Nias Rule through the travel industry advancement. Abstract

Kebijakan pengembangan pariwisata merupakan upaya penting dalam meningkatkan daya tarik suatu wilayah, salah satunya melalui penyelenggaraan event internasional Aquabike Jetski World Championship di Desa Tongging, Kabupaten Karo, Sumatera Utara, yang digagas oleh pemerintah bersama Badan Pelaksana Otorita Danau Toba (BPODT). Event ini bertujuan untuk memperkenalkan Tongging sebagai destinasi sport tourism serta mendorong pertumbuhan ekonomi masyarakat lokal. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif melalui wawancara, observasi, dan dokumentasi yang melibatkan BPODT, pemerintah daerah, pemerintah desa, pelaku usaha, dan masyarakat. Analisis data dilakukan menggunakan teori efektivitas Steers (1997) yang mencakup indikator produktivitas, adaptabilitas, pengembangan, kepuasan kerja, stabilitas, dan integrasi. Hasil penelitian menunjukkan bahwa kebijakan ini cukup efektif dalam meningkatkan kunjungan wisatawan, citra pariwisata, dan pembangunan infrastruktur. Namun demikian, masih diperlukan upaya lanjutan agar manfaat ekonomi dan sosial dapat dirasakan secara lebih merata serta berkelanjutan oleh seluruh masyarakat Desa Tongging.

Abstract

This study analyzes the issue of land and building tax (PBB-P2) in rural and urban areas in Medan City using a socio-economic analysis approach. This approach aims to look at the relationship between social and economic conditions and the level of community participation. The main problem that is the focus of this study is to include the level of community participation in each administrative area in Medan City by combining socio-economic disparity analysis. This study is motivated by factual data related to PBB-P2 which indicates the difference in income in each area of Medan City. This difference indicates a correlation with the socio-economic disparity of the community, especially PBB-P2 is the main supply in Regional Original Revenue (PAD). This study is classified as a type of qualitative research using a descriptive analysis approach. Data collection was carried out by or through interviews, documentation and field observation methods. There are two types of data in this study, including primary sources as the primary source and secondary sources as complementary or reinforcing sources. The results of the study include the relationship between socioeconomic disparities and community participation. Socioeconomic disparities occur due to differences in the significance of income in each region, so that, according to him, this encourages community participation in paying taxes. Then, the behavior pattern of people in paying taxes is also influenced by technological aspects. This can be seen in rural areas where the intensity of community participation in paying taxes is increasing. The information shows that there is a duality relationship between social disparities based on socioeconomic circumstances and technological advances as part of efforts to increase community participation in paying land and building taxes.

Abstract

Efforts to increase the purchase of domestic products as a step of economic development, especially local industries, face serious challenges. Product quality has not been maximized, complicated regulations are part of the problem. This study aims to describe problems related to obstacles to the procurement of goods and services through the e-purchasing method at the North Sumatra Provincial Goods and Services Procurement Bureau. This study uses a qualitative descriptive method and uses a case study approach. The study was conducted at the Goods and Services Procurement Bureau of the Regional Secretariat of North Sumatra Province which is located in the center of Medan City. There are two types of data in this study, namely primary data including primary data, then secondary data, namely supporting data, both data come from the collection of research documents, interviews and observations during the research process. The analysis focuses on the factors that affect the effectiveness of procurement of goods and services through e-purchasing in the North Sumatra Province area. The results of the study illustrate that obstacles in the procurement of goods and services are caused by aspects of the quality of local products that still do not reach the desired standards, so that this has an impact on the limited supply of existing goods. Most local product providers have also not followed administrative regulations so that some goods that are considered to meet the desired quality are hampered, this situation is mostly felt by small and medium-sized providers of goods and services. As for the obstacles to e-purchasing as a method of providing goods and services that are perfect, including the lack of knowledge of goods and services providers related to the work system and its regulations. This is due to the lack of information, socialization, and education provided by the government in strategic areas of the center of goods and services providers. This research is expected to be able to be considered and input for making regulations for local industrial development in the North Sumatra Province area.

Abstract

This study examines the implementation of the job training program in improving the quality of the workforce in Medan City, conducted by the Center for Vocational and Productivity Training Medan under the Ministry of Manpower of the Republic of Indonesia. The purpose of this research is to analyze how the competency-based training program contributes to enhancing human resource capacity and reducing unemployment through effective policy implementation. A qualitative descriptive method was applied, supported by in-depth interviews, direct observation, and document analysis. Data were analyzed using an interactive model based on data reduction, data display, and conclusion drawing to obtain an in-depth understanding of the phenomenon. The findings indicate that the implementation of the training program has been effective and aligned with national labor development policies. Success was primarily influenced by four interrelated factors: clear communication, adequate institutional resources, positive disposition of implementers, and a well-structured bureaucracy. The study also found that the adaptability of the training program to industrial and regional development priorities particularly in the tourism and construction sectors has enhanced its relevance and impact. However, the absence of a systematic alumni tracking mechanism limits the evaluation of long-term outcomes. Overall, the program demonstrates that competency-based training can serve as a strategic approach to improving workforce competitiveness and promoting inclusive and sustainable economic growth in Indonesia.

Abstract

This study aims to analyze the implementation of the One-Stop Integrated Service at the One-Stop Integrated Investment and Licensing Service (DPMPPTSP) of North Sumatera Province and what factors hinder increasing investment. This research method is qualitative with the type of data in the research using primary data through interviews with informants, then secondary data is obtained by conducting an analysis of literature and literature related to research. The analysis technique in this research through reducing data, presenting data and drawing conclusions. The results of this research shows that in order to attract investors to invest in North Sumatera Province, the DPMPPTSP of North Sumatera Province tries to create positive image by removing negative images of poor licensing services. In addition to creating positive image the DPMPPTSP of North Sumatera Province tries to implementing the One-Stop Integrated Service policy which is not yet complete, in the sense that there is still a gap in authority between agencies so that it has not fully met the expectations and satisfaction of users of licensing services and besides that, a complex bureaucracy which makes it difficult for investors to manage business the permits. This causing fluctuate on investment growth. In the context of licensing and non-licensing services the Governor of North Sumatera delegated authority in accordance with the regulation of North Sumatera Governor Number 39 of 2020, delegates its authority to the North Sumatera Province’s DPMPPTSP in particular to provide licensing services and supported community as users of licensing services.
