<![CDATA[The purpose of this study is to describe the institutions of Village-Owned Enterprises in South Buton Regency. This research is important to do because there are several problems including the application of rules and management of Village-Owned Enterprises that are not appropriate and lack of internal control. The research design used was qualitative with a descriptive approach. Data were collected using observation techniques, interviews and also through document review. The data were analyzed using an interactive model. The results of this study reveal that the implementation of village-owned enterprises in South Buton Regency is limited with various problems. From the regulatory aspect, it has been based on rules such as village regulations, management decrees and AD/ART, but there are some villages that are constrained by legalization due to internal problems. Meanwhile, from the normative aspect, the evaluation form and the accountability model for the management of Village-Owned Enterprises have not been carried out properly because there are still unaccountable management reports. However, there are several efforts by the Village Community Empowerment Service (DPMD) along with Community Empowerment Experts to help overcome finding solutions. As a result, one of the villages, namely Lampanairi village, succeeded in encouraging the role of its Village-Owned Enterprises and became a driving force for the community's economy and was part of 125 villages that received the title of Brilliant Village in the category of economic business development village in the midst of the Covid 19 pandemic.]]>

<![CDATA[This study aims to describe the collaboration for the prevention and control of COVID-19 in Baubau City. This research is important because there are problems in the dynamics of collaboration, especially related to maintenance, as well as to describe the uniqueness that occurs. The research design used was qualitative with a descriptive approach. Data collection techniques using observation, interviews, and documents. The data analysis technique uses an interactive model. The results of the study show that community-based collaboration has been implemented, especially in Wajo and Lakologou Villages through the construction of tough villages by having order and security toughness, information resilience, psychological toughness and cultural toughness. There is also maintenance or system maintenance. However, the maintenance or maintenance of tough villages in Lakologou Village has stronger characteristics and has more potential for sustainability. The collaboration that occurs is able to bring in new contributors, social capital and condition sustainability. A tough village with its various tools should be maintained and even improved for other interests in the future.]]>

<![CDATA[Penelitian ini didasarkan pada permasalahan hasil revitalisasi atau pembangunan pasar yang tidak digunakan. Penelitian ini bertujuan melakukan evaluasi kebijakan khususnya pada dimensi efektivitas, responsivitas dan ketepatan Kebijakan Revitalisasi Pasar Rakyat Daerah Tertinggal Kabupaten Buton Selatan, yang berada di Kecamatan Sampolawa. Penelitian ini berusaha bereksplorasi dan memahami lebih detail tentang dimensi evaluasi kebijakan tersebut oleh karenanya penelitian ini menggunakan pendekatan kualitatif. Hasilnya menunjukkan revitalisasi atau pembangunan pasar rakyat Sampolawa tidak mencapai efektivitas karena belum mencapai apa yang dikehendaki kebijakan. Awalnya respon yang muncul sangat positif karena merupakan kebutuhan pedagang dan masyarakat. Namun, berubah setelah penentuan lokasi, pelaksanaan pembangunan hingga pemindahan awal pedagang. Tujuan dan sasaran kebijakan ini sebenarnya sudah tepat selain sesuai dengan kebutuhan pedagang dan masyarakat, sesuai dengan visi kepala daerah dan renstra dinas perindag serta program prioritas nasional. Namun, bermasalah dalam penetapan lokasi, pembangunan yang tidak lengkap dan penyelesaiannya yang lambat. <![CDATA[This article intends to describe the quality of the human resources of the apparatus in population administration services in South Buton Regency. Research data obtained by interview, observation and study of documentation and analyzed by means of qualitative inductive inference process and analysis of the dynamics of the relationship between the observed phenomena. This research concludes, the quality of human resources of the apparatus in population administration services in Sampolawa District, South Buton Regency is quite good, the development is carried out by involving employees through employee education and training that has been carried out, although the employees involved are still limited to pre-service training and are only followed by ASN. Employees are motivated in providing public services, but the provision of rewards and incentives and disincentives to employees is still very limited, the discipline of some employees needs to be improved. <![CDATA[Penelitian ini bertujuan untuk menguraikan kelembagaan Badan Usaha Milik Desa di Kabupaten Buton Selatan. Penelitian ini penting dilakukan karena terdapat beberapa masalah diantaranya penerapan aturan dan pengelolaan Badan Usaha Milik Desa yang belum sesuai dan kurangnya pengawasan internal. Desain penelitian yang digunakan kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumen. Teknik analisis data menggunakan model interaktif. Hasil penelitian menunjukkan penerapan kelembagaan Badan Usaha Milik Desa di Kabupaten Buton Selatan dilaksanakan terbatas dengan berbagai masalah. Dari aspek regulatif, telah di dasari dengan aturan seperti peraturan desa, SK pengelola maupun AD/ART, namun ada beberapa desa yang terkendala legalisasi karena permasalahan internal. Sedangkan dari aspek normatif, bentuk evaluasi maupun model pertanggungjawaban pengelolaan Badan Usaha Milik Desa belum terlaksana dengan baik karena masih terdapat pelaporan pengelolaan yang tidak akuntabel. Namun terdapat beberapa upaya Dinas Pemberdayaan Masyarakat Desa (DPMD) beserta Tenaga Ahli Pemberdayaan Masyarakat memabantu mengatasi mencarikan solusi. Hasilnya salah satu desa yakni desa Lampanairi berhasil mendorng peran Badan UsahaMilik Desa nya dan menjadi motor penggerak ekonomi masyarakat dan menjadi salah satu dari 125 desa di Indonesia yang mendapat predikat Desa Brilliant engan kategori desa pengembang usaha ekonomi ditengah pandemi Covid 19.]]>

<![CDATA[ This study aims to analyze the information systems that occur, especially in terms of reporting procedures, budgeting systems and the role of the supervisory board at the Bahteramas Hospital, Kendari City, Southeast Sulawesi Province. This research uses a qualitative approach. The results show that the reporting procedure uses a combination of computers and manuals, but manual systems are still dominant. The budgeting system still uses conventional systems and also uses performance-based budgets. The supervisory board has carried out its duties, but it is still not optimal. Even so, there is complete information where the principal knows what the agent is doing. Even though in reality, there are still agency problems (moral hazard and adverse selection) both potentially and factually. For example, negligence in the supply of drugs, but on the whole does not hinder the disclosure of information by the principal.]]>

<![CDATA[This article intends to evaluate the impact of implementing a full systematic land registration program in Baubau City. With this aim, the researcher used the policy evaluation theory of Wahab as a tentative reference. This research was designed as a qualitative policy evaluation with a formal approach where the assessment used a descriptive approach to produce valid information. The research data was obtained by interviewing the main informants supported by the results of observations and documentation studies and analyzed qualitatively. The data analysis used was an interactive analytical model which included data reduction, data presentation, conclusions, and verification. This research concludes a full systematic land registration program has an impact on the government and society. The government can map plots of land and citizens have legal certainty overland through land certificates, land separation for heirs, and land certificates which are used as business collateral through banking. A full systematic land registration program is also able to reduce the number of overlapping or litigation lands. Implementers and policy planners in the future must pay attention to the input that there needs to be assistance after the community has obtained a certificate so that the land certificate is not used for productive activities. To further minimize uncertified land, further coordination with landowners outside Baubau city and local/kelurahan governments could be intensified.]]>

<![CDATA[Traditional leadership is not only passive and only implementers of customs but can also be a developer of community culture into a commodity. Parabelle leadership as a traditional leader can be a driver of tourism development. This study aims to analyze the transformational leadership style of parebela in tourism development in Buton Regency. This study seeks to explore and understand the parabellar leadership style so that descriptive qualitative research is suitable for use. Descriptive in the sense of writing, speech and behavior of the observed party. The strategy used is a case study, chosen because the research question is related to how parable leadership style is. Sources of data obtained through interviews, documents, and direct observation. The interactive model data analysis used consisted of data reduction to verification. The results show that the parabelle leadership style has two characteristics, namely having an ideal influence and being able to provide inspirational motivation for tourism development. Parabela can be categorized as meeting the transformational leadership style. The involvement of parabels needs to be increased because the role of parabels in the community is very effective.]]>

<![CDATA[Penelitian ini bertujuan untuk mendeskripsikan dan menguraikan kapasitas kelembagaan pemerintah daerah dalam memberdayakan masyarakat petani penerima sertipikat tanah melalui program Kredit Usaha Tani di Kecamatan Lasalimu Kabupaten Buton. Metode penelitian ini menggunakan deskriptif kualitatif. Data didapatkan melalui wawancara, observasi dan dokumentasi. Data dianalisis dengan menyiapkan data dan mengorganisir data, mereduksi data dan menyajikan data. Hasil penelitian menunjukkan kapasitas kelembagan dalam pemberdayaan masyarakat petani belum terorganisir dengan baik dan belum terjalin kerjasama yang terintegrasi antara actor atau stakeholder yang terlibat. Kelembagaan terkait masih berjalan sendiri-sendiri dalam program pemberdayaan masyarakat tani. Sehingga masalah ketidakberdayaan masih melekat pada sebahagian petani. Diperlukan evaluasi kapasitas kelembagan dalam pemberdayaan masyarakat agar tidak terjadi egosektoral.]]>

<![CDATA[Penelitian ini bertujuan untuk menjelaskan pelaksanaan fungsi anggaran Dewan Perwakilan Rakyat Daerah Kabupaten Buton Tengah di masa pandemi Covid-19. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif.. Data dikumpulkan dengan teknik wawancara informan dipilih dengan menggunakan teknik purposif sampling, observasi dan dokumentasi. Data dianalisis dengan teknik menyiapkan dan mengorganisir, mereduksi dan menyajikan data. Hasil penelitian menunjukan DPRD Kabupaten Buton Tengah menjalankan fungsi anggaran dengan cara membahas kebijakan umum APBD dan prioritas dan plafon anggaran sementara, penyusunan RAPBD hingga menjadi APBD. Tahun anggaran 2020 dan 2021, pembahasan dan penetapan proses anggaran berjalan lancar. Namun, saat APBD Perubahan tahun 2021 tidak terjadi pembahasan di DPRD dan bermuara tidak adanya APBD-P. Fungsi anggaran DPRD dibatasi karena tidak dilibatkan dalam penyusunan dan penetapan refocusing anggaran, ini sesuai ketentuan refocusing dan realokasi anggaran dalam Pasal 3 Perppu No 1 tahun 2020 tentang kebijakan keuangan negara dan stabilitas sistem keuangan untuk penanganan covid-19) dan diperjelas pada peraturan menteri daalam negeri nomor 39 tahun 2020 tentang pengutamaan penggunaan alokasi anggaran untuk kegiatan tertentu. Namun, DPRD Buton Tengah tetap melakukan pengawasan penggunaan keuangan daerah.]]>
