This study aims to analyze the transformational leadership style of parebela in tourism development in Buton Regency. This study seeks to explore and understand the parabel leadership style, therefore this study uses a qualitative approach. The results show that Parabela's leadership style has four characteristics, namely having ideal influence, providing inspirational motivation, providing intellectual stimulation, and giving individual attention. Therefore, parabels can be categorized as having a transformational leadership style.

E-procurement is the government's effort to improve public services and develop good governance. This study aims to explain the implementation as well as the e-procurement model in South Buton Regency. Data collection techniques using interviews, observation, and document studies. The results show that the implementation of e-procurement in the South Buton Regency has been carried out even though there are several problems. The e-procurement implementation model in South Buton Regency shows that the variables that affect performance are the disposition of the implementor and the characteristics of the implementing agent. The main variable is the disposition of the implementor because the implementors in South Buton Regency know, understand, accept and implement the e-procurement policy as stipulated in Presidential Regulation 16 of 2018 concerning the procurement of government goods/services. Implementors have a strategy, namely by holding concurrent positions as happened in the election working group, working more outside working hours, also trying to maximize funding sources and limited facilities and infrastructure. On the other hand, resources affect the characteristics of implementing agents where regional apparatus organizations need resources, both human resources, financial resources, and the availability of facilities and infrastructure in implementing programs and activities.

Latar belakang: Implementasi Model Praktik Keperawatan Profesional (MPKP) di Rumah Sakit bertujuan untuk meningkatkan dan mewujudkan mutu pelayanan keperawatan. Tujuan: Penelitian ini bertujuan menguraikan bagaimana implementasi kebijakan MPKP di ruang rawat inap RSUD Kota Baubau.Metode: Desain penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan Studi Kasus.Hasil: Hasil penelitian menunjukkan dari sisi struktur model praktik keperawatan profesional (MPKP) dari semua tahapan-tahapan model praktik keperawatan profesional (MPKP) yang terlaksana dengan baik hanya pembentukan tim dan Hand Over, sedangkan pre conference, post conference dan ronde keperawatan tidak terlaksana dengan baik. Dari sisi proses implementasi model praktik keperawatan profesional di RSUD Kota Baubau menggunakan metode keperawatan primer modifikasi tim tetapi belum sesuai dengan standar sebab masih terbatasnya sumber daya manusia baik ketua tim maupun anggota yang mempunyai pendidikan Ners yang masih kurang. Dari sisi penerapan nilai-nilai profesional telah dilaksanakan dengan baik seperti memperlakukan pasien dengan baik, keluarga pasien sebagai mitra dan menghargai otonomi pasienKata kunci : Implementasi kebijakan, Model Praktik Keperawatan Profesional.  Abstract Background: The implementation of the Professional Nursing Practice Model (MPKP) at the Hospital aims: to improve and realize the quality of nursing services. This study aims to describe how the implementation of the MPKP policy in the inpatient ward of Baubau City Hospital. Method: The research design used was qualitative research with a Case Study approach. Result: The results showed that in terms of the structure of the professional nursing practice model (MPKP) of all the stages of the professional nursing practice model (MPKP) that were carried out well only team formation and Hand Over, while the pre-conference, post conference and nursing rounds were not well implemented. In terms of the process of implementing the professional nursing practice model in Baubau City Hospital using the team's primary nursing method but not yet in accordance with the standard because there are still limited human resources both team leaders and members who have less Ners education. In terms of the application of professional values, it has been well implemented such as treating patients well, the patient's family as partners and respecting patient autonomy Keywords: Policy implementation, Professional Nursing Practice Model.Â

This research is a qualitative research which intends to describe the institution of child identity card services in Central Buton Regency. The approach used is descriptive. Data collection was obtained through observation, interviews and documents. Analysis of the data used is an interactive model. This study found that the child identity card service institution in Central Buton Regency was running and in good condition. Bureaucratic structure, job description and service system synergize and have a positive impact on service effectiveness. However, there are obstacles related to the convenience of obtaining services and the location of the office which is still far from the community outside the capital of Central Buton Regency, Labungkari for offline or direct services. The pursuit of target coverage for child identity card services has been hampered due to the COVID-19 pandemic and has disrupted the disposition of existing bureaucrats

The purpose of this study is to describe the institutions of Village-Owned Enterprises in South Buton Regency. This research is important to do because there are several problems including the application of rules and management of Village-Owned Enterprises that are not appropriate and lack of internal control. The research design used was qualitative with a descriptive approach. Data were collected using observation techniques, interviews and also through document review. The data were analyzed using an interactive model. The results of this study reveal that the implementation of village-owned enterprises in South Buton Regency is limited with various problems. From the regulatory aspect, it has been based on rules such as village regulations, management decrees and AD/ART, but there are some villages that are constrained by legalization due to internal problems. Meanwhile, from the normative aspect, the evaluation form and the accountability model for the management of Village-Owned Enterprises have not been carried out properly because there are still unaccountable management reports. However, there are several efforts by the Village Community Empowerment Service (DPMD) along with Community Empowerment Experts to help overcome finding solutions. As a result, one of the villages, namely Lampanairi village, succeeded in encouraging the role of its Village-Owned Enterprises and became a driving force for the community's economy and was part of 125 villages that received the title of Brilliant Village in the category of economic business development village in the midst of the Covid 19 pandemic.

Penelitian ini bertujuan untuk menjelaskan pelaksanaan fungsi anggaran Dewan Perwakilan Rakyat Daerah Kabupaten Buton Tengah di masa pandemi Covid-19. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif.. Data dikumpulkan dengan teknik wawancara informan dipilih dengan menggunakan teknik purposif sampling, observasi dan dokumentasi. Data dianalisis dengan teknik menyiapkan dan mengorganisir, mereduksi dan menyajikan data. Hasil penelitian menunjukan DPRD Kabupaten Buton Tengah menjalankan fungsi anggaran dengan cara membahas kebijakan umum APBD dan prioritas dan plafon anggaran sementara, penyusunan RAPBD hingga menjadi APBD. Tahun anggaran 2020 dan 2021, pembahasan dan penetapan proses anggaran berjalan lancar. Namun, saat APBD Perubahan tahun 2021 tidak terjadi pembahasan di DPRD dan bermuara tidak adanya APBD-P. Fungsi anggaran DPRD dibatasi karena tidak dilibatkan dalam penyusunan dan penetapan refocusing anggaran, ini sesuai ketentuan refocusing dan realokasi anggaran dalam Pasal 3 Perppu No 1 tahun 2020 tentang kebijakan keuangan negara dan stabilitas sistem keuangan untuk penanganan covid-19) dan diperjelas pada peraturan menteri daalam negeri nomor 39 tahun 2020 tentang pengutamaan penggunaan alokasi anggaran untuk kegiatan tertentu. Namun, DPRD Buton Tengah tetap melakukan pengawasan penggunaan keuangan daerah.

This article intends to evaluate the impact of implementing a full systematic land registration program in Baubau City. With this aim, the researcher used the policy evaluation theory of Wahab as a tentative reference. This research was designed as a qualitative policy evaluation with a formal approach where the assessment used a descriptive approach to produce valid information. The research data was obtained by interviewing the main informants supported by the results of observations and documentation studies and analyzed qualitatively. The data analysis used was an interactive analytical model which included data reduction, data presentation, conclusions, and verification. This research concludes a full systematic land registration program has an impact on the government and society. The government can map plots of land and citizens have legal certainty overland through land certificates, land separation for heirs, and land certificates which are used as business collateral through banking. A full systematic land registration program is also able to reduce the number of overlapping or litigation lands. Implementers and policy planners in the future must pay attention to the input that there needs to be assistance after the community has obtained a certificate so that the land certificate is not used for productive activities. To further minimize uncertified land, further coordination with landowners outside Baubau city and local/kelurahan governments could be intensified.

Penelitian ini bertujuan menguraikan pilihan-pilihan kebijakan apa saja yang telah dilakukan dan belum dilakukan oleh Pemerintah Kota Baubau dalam memberikan pelayanan orang terlantar tersebut. Penelitian ini menggunakan desain kualitatif deskriptif, data dikumpulkan melalui observasi, wawancara dan kajian dokumen. Analisis data dilakukan melalui reduksi data, penyajian data dan penarikan kesimpulan. Keabsahan data penelitian dilakukan melalui uji keredibilitas, transferabilitas dependabilitas dan konfirmabilitas. Hasil penelitian menunjukan kebijakan pelayanan orang terlantar di Pelabuhan Murhum yang sudah dipilih untuk dilakukan oleh Dinas Sosial adalah Penanganan Pemulangan Orang Terlantar yang dimuat dalam Dokumen Renstra Dinas Sosial dengan pelaksanaan dalam bentuk fasilitasi keberangkatan orang terlantar ke daerah asal atau daerah tujuannya, menyediakan rumah singgah tunggu keberangkatan (RPTC), memenuhi kebutuhan pakaian, makanan, dan kesehatan orang terlantar sampai mereka diberangkatkan. Penanganan Pemulangan Orang Terlantar berpedoman SOP. Sedangkan kebijakan pelayanan orang terlantar di Pelabuhan Murhum yang dipilih untuk belum dilakukan adalah pembentukan Peraturan Daerah yang secara khusus mengatur tentang pelayanan orang terlantar. Akibatnya pelayanan orang terlantar dari sisi alokasi anggaran dipandang belum optimal sehingga berdampak pada belum memadainya fasilitas sarana prasarana dan tenaga ahli dalam memberikan pelayanan kepada orang terlantar.

Tujuan penelitian adalah mengevaluasi efektivitas implementasi kebijakan pertanahan di Kelurahan Sulaa Kota Baubau. Penelitian ini menggunakan desain kualitatif deskriptif. Sumber data yaitu data primer dan data sekunder, informan dipilih dengan menggunakan teknik purposif sampling. Pengumpualn data dilakukan melalui proses wawancara, pengamatan dan dokumentasi. Data dianalisis dengan menyiapkan data dan mengorganisir data, mereduksi data dan menyajikan data. Pemeriksaan faliditas data dilakukan dengan uji kepercayaan data, transfermabilitas, dependabilitas dan konformabilitas. Hasil penelitian menunjukan Evaluasi formatif kebijakan pendaftaran tanah sistematis lengkap dilaksanakan dengan efektif, efisien dan berdampak terhadap pemerintah dan masyarakat Kelurahaan Sulaa. Efektivitas pelaksanaan kebijakan pendaftaran tanah sistematis lengkap di Kelurahan Sulaa di lihat dari aspek capaian target PTSL dan waktu proses PTSL, ditemukannya kepemilikan tanah yang tumpang tindih akibat pemilik tanah yang tidak menetap di Kelurahan Sulaa. Pendaftaran tanah sistematis lengkap dilakukan secara efisien dimana waktu yang dibutuhkan hanya beberapa bulan, dengan biaya Rp.300 ribu rupiah. sedangkan tenaga kerja lapangan masih terbatas sehingga melibatkan pemerintah kelurahan dan memberdayakan masyarakat setempat. Program pendaftaran tanah sistematis lengkap berdampak pada pemerintah dan masyarakat.

This study attempts to explain the problem of hotel tax in Indonesia especially in Baubau City. With a mixed research design. Sequential explanatory strategy type. To determine the effect of hotel tax effectiveness on local revenue (PAD) in Baubau City, this study used a quantitative design with a survey using a correlation approach. Meanwhile, to find out the strategy to increase hotel taxes using a qualitative design. The results of this study found that only a 2.52% increase in Baubau City's PAD in 2018-2020 was influenced by hotel tax effectiveness. The tax increase strategy carried out both intensification and extensification by the Baubau City BPKAD has many weaknesses so that it has an impact on many obstacles to efforts to increase taxes. No strategy changes have been made to increase hotel tax revenues, including in the face of the COVID-19 pandemic.
