Abstract

This research aims to analyze conflict management in Papua through a representative bureaucracy theory approach which prioritizes descriptive and substantive representation in managing social and political diversity. The prolonged conflict in Papua which is rooted in social injustice, discrimination and marginalization has encouraged feelings of marginalization and demands for independence. Even though the Indonesian government has implemented various policies to reduce conflict, such as granting special autonomy and increasing Papuan representation in the bureaucracy, serious challenges remain. This research uses a qualitative descriptive method with a case study approach to explore this phenomenon in more depth, by collecting data through in-depth interviews, observations and documentation studies related to Papuan policies. The data obtained was analyzed using thematic analysis to identify the main themes related to political representation and government policies in resolving conflicts. The research results show that although there have been significant efforts to achieve more inclusive political representation, the success of these policies is highly dependent on serious implementation that focuses on social justice and transparency. A representative bureaucratic approach, if applied with consistent principles, can make an important contribution to reducing social tensions and creating sustainable peace in Papua.

Abstract

This research analyzes the effectiveness of the Bandar Lampung City General Election Commission (KPU) in increasing the political participation of marginalized groups, especially homeless people, by PKPU Mandate Number 10 of 2018. Homeless groups face various obstacles, such as a lack of legal identity, social stigma, and limited access to information. which makes it difficult for them to engage in the democratic process. Even though the KPU has implemented a political education program for vulnerable groups, this effort focuses more on people with disabilities, so that the needs of the homeless are neglected. This study uses a qualitative descriptive method with an inclusion-based political education approach. The research results show that low data collection and a lack of special programs for homeless people are the main obstacles to increasing their participation. The implications of this ineffectiveness include low levels of political participation for homeless people, continued marginalization, and inequality in a democratic system that includes the principle of inclusivity. Recommendations provided include collaboration between the KPU, Social Services, and civil society organizations to cover the needs of homeless people, the implementation of tailored political education programs, and facilitating the disclosure of identity documents.

Abstract

This research aims to describe the dynamics of citizenship at the local level, focusing on citizen participation, particularly within the context of liberal citizenship dynamics. It advocates for individual rights to migrate to fulfil the rights of migrant workers, by fostering a shared vision within a local migrant labour community at the village level in East Lampung. This phenomenon represents the configuration of citizenship in East Lampung. The study employs a qualitative descriptive approach, utilising methods such as interviews, surveys, focus group discussions (FGDs), and documentation. The results indicate that citizen participation is facilitated through advocacy efforts carried out by SP Sebay Lampung in collaboration with the Komunitas Perempuan Peduli Buruh Migran (KPPBM) Community. These efforts aim to get the rights of migrant workers to receive protection through policies at the village level.

Abstract

Coastal reclamation carried out by PT Sinar Jaya Inti Mulya (SJIM) in 2023 along the Panjang Coast, Bandar Lampung, has generated a range of social problems, particularly affecting vulnerable groups such as women and children. Fishing communities that had previously relied on the sea as their primary source of livelihood are now confronted with the loss of fishing grounds, declining fish catches, and the erosion of human resource capacity. This study aims to analyze the impacts of reclamation on gender inequality and child vulnerability using a qualitative case study approach. Data were collected through in-depth interviews with women fishers, male fishers, and representatives of the marine and fisheries office, as well as through direct observation at the reclamation site. The findings reveal that women have suffered from health problems due to air pollution (dust), psychological stress caused by the loss of income, and increased domestic burdens. Meanwhile, children have been significantly affected in terms of health, the loss of both terrestrial and marine play spaces, and psychological distress resulting from drastic changes in their social and ecological environment. Reclamation thus produces not only economic and environmental challenges but also exacerbates gender inequality and heightens children’s social vulnerability. Therefore, it is crucial to integrate gender perspectives and child protection into coastal development policies to prevent future social disasters.

Abstract

This study aims to analyze strategies for preventing vote buying and enforcing the neutrality of village officials in the 2024 General Election in East Lampung Regency within the context of the open list proportional electoral system. The study focuses on the persistence of vote buying practices and indications of non-neutral behavior among village officials that potentially undermine electoral integrity at the local level. This research applies Arend Lijphart’s (1994) electoral system theory, which argues that electoral system design influences political competition and the behavior of electoral actors. A descriptive qualitative approach was employed, with data collected through in-depth interviews and documentation techniques involving election organizers, election supervisory bodies, and village officials. The findings indicate that the open list proportional system intensifies personalized competition among candidates, including within the same political party, thereby encouraging transactional practices such as vote buying to secure electoral support. The study also identified indications of violations of village officials’ neutrality, although many cases were not formally reported. Therefore, strengthening political education for voters, neutrality training for village officials, participatory monitoring mechanisms, and accessible public reporting systems is necessary to improve electoral integrity and transparency.
