Abstract

This research aims to know and analyze the strategy of the Culture and Tourism office in promoting the place/tourism products to the public and tourists. Also, to find out what are the obstacles to promoting tourist attractions in the city of Palangka Raya. This research uses qualitative research, which is the instrument is the researcher himself to be able to become instruments then the researcher must have a wide provision of theory and insight, to be able to ask, analyze, photograph, and To contract objects that are meticulously clearer and meaningful. In qualitative research, data collection is not in the theory of the Guide but guided by the facts found at the time of research in the field. Based on the results of data analysis can be explained that the strategy that should be done in the marketing of tourism promotion is to make the event such as showing the regional peculiarities, cultural exhibitions, river ship parade. Things like that will attract tourists to stay how packing the attraction and its promotion. Such activities can be done in the middle of the city center so that people and tourists easily reach the location, in addition it should also package products that have the value of cultural selling, price according to facilities, and most importantly prepare a place The Tour's flagship is truly mature in terms of infrastructure, facilities, and infrastructure. For government and Tourism service drivers in terms of strategy in the promotion is the supporting power needs to be improved again so that our beautiful city is known in other regions, because it is in the world when the city is immersed in its tourism, but A myriad of historical, Acirianalam, and the tranquility of the city.

Abstract

This research aims to families the optimization of CSR for productive activities in the effort to increase the Community's welfare in the province of Central Kalimantan. This study is done because Pemerinah aware will not be able to finance all development activities with the economic growth that is not maximized. That is the increase of government and private cooperation that is more systematic and sustainable need to be flown and optimized for misalignment through the scheme of fund-raising of Corporate Social responsibility (CSR). This study uses a qualitative method approach that is supported by quantitative data. The qualitative approach is assumed to be relevant to capture the entire stakeholder's view of CSR. The study will take East Kotawarakan regency as the object of study. East Kotawarwants Regency already has a Perda that regulates CSR and institutional of CSR Forum. The selection of the object of this study is also based on some practical considerations related to the potential availability and access to data and many of the companies in the East Kotawarwants regency in the Central Kalimantan provincial government environment. The results of this study showed the CSR policy by the East Kotawarwants District government in the implementation of weak. This is due to the lack of understanding between stakeholders in understanding good and sustainable CSR governance. The mandate from local regulation No. 21, 2014 Regency of Kotawarwant Timut about CSR is the establishment of CSR Forum. However, in its journey, the CSR forums have not been able to move flexibly due to limited employment and budget programs. So that the CSR Forum until now can not optimally bridge the government with the company related to the governance of the CSR program.

Abstract

The cooperative Ela Laya was established in 2003 in the village of Barunang Miri in Kemitraaan with one of the major palm oil companies in East Kotawartimur, but the existence of a new cooperative in the year 2010. For 7 (Seven) years Ela Laya's cooperative through the dynamics. Conflicts that occur between the two parties have hindered cooperative performance in carrying out its functions and responsibilities to the fullest. The purpose of this research is to describe the management of the conflicts Ela Laya partnership with the Big Palm Company in East Kotawartimur with a direct approach to conflict facing. The research method used is descriptive sampling and the data is analyzed inductively. The results showed that the conflict management conducted by cooperatives resulted in the results after years of facing conflict directly. In the negotiation of mediation funds, obtained a new agreement that benefits both parties and the surrounding community. Previously, various efforts were made by cooperative managers to reach the point through strategic conflict management. Among other efforts, intervening interventions include changing approaches to conflict and reducing prejudice, to retract the masses to support changes by performing hobbies and direct anti-violent actions. Also obtained information, there is a caretaker effort to prevent conflicts to heat up and not turn violent. Cooperative managers also strive to maintain their presence by requesting protection and observation about the development of a field conflict situation.

Abstract

Diberlakukannnya undang-undang tentang pemerintahan daerah, menuntut setiap daerah untuk mampu mandiri mengatur dan mengelola segala kebutuhan rumah tangganya. Untuk dapat memenuhi kebutuhan tersebut, salah satu sumber pembiayaan yang menjadi potensi besar sebagai pendapatan asli daerah yaitu penerimaan pajak. Penggunaan kendaraan bermotor menjadi salah satu kebutuhan pokok saat ini, mengingat bahwa kemajuan zaman yang menuntut serba cepat dalam melakukan segala hal. Selain itu, dengan jangkauan wilayah yang luas seperti pada daerah Kalimantan Tengah, tentunya moda transportasi berupa kendaraan bermotor menjadi sangat penting. Oleh sebab itu, dengan penggunaan kendaraan bermotor yang marak, maka menjadi potensi besar sebagai salah satu sumber pendapatan daerah. Untuk dapat maksimal dalam penerimaan pajak, pemerintah melakukan berbagai upaya dan inovasi dalam pelayanan pembayaran pajak. Penerapan paradigma New Public Service dalam pelayanan penerbitan Surat Ketetapan Pajak Kendaraan Bermotor yang berbasis online merupakan salah satu perwujudan dari komitmen pemerintah dalam menjalankan tugasnya sesuai dengan tuntutan dan kondisi yang terjadi pada masyarakat, terutama pada saat pandemi covid-19 ini. Penelitian ini menggunakan pendekatan kualitatif dimana data dikumpulkan berbasis digital atau dalam jaringan (online) . Tujuan penelitian ini untuk mengetahui bagaimana Penerapan NPS dalam Pelayanan Penerbitan SKPD Kendaraan Bermotor Berbasis Online pada SAMSAT Kalimantan Tengah. Hasil penelitian menunjukkan bahwa dalam proses pelayanan penerbitan surat kendaraan bermotor pada SAMSAT Provinsi Kalimantan Tengah telah menerapkan konsep New Public Service dimana orintasi pelayanan dipusatkan pada kebutuhan masyarakat atau khususnya pengguna layanan, akan tetapi dalam proses penerapan konsep tersebut masih ditemukan berbagai kendala terutama mengenai fasiltas pendukung.

Abstract

This study aims to analyze the inhibiting factors of the selection mechanism and the implementation of recruitment that has been carried out at the Central Kalimantan Police in order to form a professional NCO candidate. The method in this research is a qualitative descriptive type which aims to describe the implementation of the recruitment of the National Police NCO in the Context of Formation of qualified, clean, transparent, accountable and humanist National Police Human Resources in order to create professional, modern and reliable NCO personnel at the Central Kalimantan Police. The data of this research were obtained from direct observation, interviews, and collecting documents. The informants in this study were: Head of HR Department of the Central Kalimantan Police, Head of the Central Kalimantan Regional Police's HR Bureau, Head of the Central Kalimantan Regional Police's HR Bureau, Head of the Central Kalimantan Police's HR Bureau of Diapers, Paur Central Kalimantan Regional Police's HR Subdivision Paur, and the participants who took part in the NCO selection. The results show that the mechanism that has been implemented so far in the recruitment of the Central Kalimantan Police NCO has gone through the stages set by the Central Committee/Police Headquarters but in its implementation it is still not optimal due to several obstacles in each series of selection stages.

Abstract

This study aims to explore the phenomenon of the number of children dropping out of school and analyze the inhibitory factors of local government strategies in addressing dropouts (ATS) in The East Kotawaringin Region. In this research opportunity conducted qualitative analysis approach using descriptive approach shown to describe existing phenomena. That is based on the range and depth that the data collection in this study obtained from observations, interviews and documentation. The documents related to the research are data on handling ATS in the form of technical instructions (juknis), standard norms of procedures and criteria (NSPK), guidelines, as well as the results of data collection and implementation of activities by field personnel dikmas (TLD) as research materials. The results showed that the strategy to anticipate and handle ATS in east Kotawaringin district, local government with BAPPEDA as coordinator, coordinating the Education Office in the implementation of activities to handle dropouts by coordinating and synergizing with TLD officers in the implementation of ATS data collection in East Kotawaringin. Persuasive approach from field officers, making school-age children who are not school-age (ATS) who are successfully recorded willing to return to study either through formal channels (schools) or through nonformal institutions such as Learning Centers (SKB), Community Learning Activity Centers (PKBM), and Institutes of Courses and Training (LKP).

Abstract

The purpose of this research was to describe the implementation process in Kotayasa Village, Sumbang District, Banyumas Regency. This study uses a descriptive method with a qualitative approach, to broadly describe a problem in research conducted based on the answers to the problem. The data collection techniques used in this study are: interviews, observation and documentation. To test the validity of the data, researchers used a source triangulation technique, namely by checking the data that had been obtained through several sources. From the research results it can be seen that the implementation of the Family Hope program is in accordance with existing rules and policies. For the various actors currently involved, starting from PKH assistants at the sub-district level and at the village level, good communication and coordination have been established. The factor that has been a problem in implementing the Family Hope program is to improve the quality of human resources to increase the level of education

Abstract

The aim of this research is to describe how the management of Law Documentation and Information Networking (JDIH) provide public services at the Commission of Public Election (KPU) of Central Kalimantan Province for supporting community public services in information and law products This research applies qualitative approach with descriptive method. The data collection techniques were: 1) interview, 2) observation, and 3) documentation. The results show that the management of JDIH at KPU of Central Kalimantan Province in providing information/ law products has not been optimal yet. Developing quantity and quality of human resources is strongly needed in order to have the jobs finish effectively in accordance with the Standard Operational Procedures (SOP). It can be optimally by adding the quantity of personnel with suitable educational background/ skills and training. Adding appropriate infrastructures, especially networking/ internet system and application system, also special working rooms and library for JDIH will support the existence of law data/ information of KPU for the public. Public as the users of JDIH website will be helped by the existence of JDIH at KPU Central Kalimantan Province for finding law data/ information easily, effectively that is suitable with the aspects of prime public services.

Abstract

This study observes the significance of record management in enhancing public services and identifies obstacles and supporting components associated with effective record management in the public sector. Literature review from articles in the Scopus database on record management in the public sector. Based on an analysis of the value of record management and lessons learned from previous difficulties, this study forecasts some upcoming record management challenges. These include the high volume of documents recorded and how it is stored, maintained, and protected; decentralized system by agencies; limited resources support including lack of capabilities staff and minimum quality of information and communications technology (ICT) and funding. Additionally, this analysis discovered that record management in public services has some supporting components. It consists of highly skilled trained personnel; proper standardization; and legal framework; well-developed ICT centralized system.

Abstract

The importance of ownership of administrative documents for Indonesian citizens is something that all elements of society know. However, this information is very difficult to pass on to some citizens. Public services appear in various forms. The research aims to determine the application of public service innovations in the Department of Occupation and Civil Registration of the City of Palangka Raya. With the presence of public services through the innovation program carried out, it is expected to increase access to the KTP recording. This type of research uses literature study techniques. Because information relevant to the subject or problem being studied is collected by the researchers during the data collection process, this information can be obtained in research reports, journals, scientific papers, theses and dissertations, regulations, encyclopedias, and written sources that are well printed and in the form of electronic data by describing the forms of application of public service innovations of PERSAMI in the Department of Occupation and Civil Register of the City of Palangka Raya. The results of the research described the application of public service innovation in the form of PERSAMI, which showed positive results in the E-KTP recording on the Disdukcapil City of Palangka Raya.
