Abstract

Pelayanan publik merupakan sebuah aktivitas pelayanan yang dijalankan lembaga pemerintah sebagai upaya pertolongan agar warga dapat lebih mudah mencapai keinginanya. Pada Kabupaten Banjar memiliki 20 kecamatan dengan 227 Desa, penyebaran penduduk diklasifikasikan jarang, serta terdapat beberapa wilayah dengan jarak yang cukup jauh dari Dinas Kependudukan dan Pencatatan Sipil Kabupaten Banjar serta harus melewati wilayah lainnya. Inovasi Jempol Pelanduk, bertujuan agar masyarakat dapat merasakan kehadiran pelayanan publik yang baik meskipun berada di luar kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Banjar. Penelitian ini bertujuan untuk mengetahui terkait Efektivitas Program Jemput Bola Pelayanan Administrasi Kependudukan (Jempol Pelanduk) di Kabupaten Banjar. Penelitian ini menggunakan metode pendekatan kualitatif. Teknik pengumpulan data dalam penelitian ini dilakukan dengan melakukan wawancara, observasi dan dokumentasi. Analisis data penelitian ini menggunakan reduksi data, penyajian data serta kesimpulan. Hasil Penelitian dirasa program sudah sangat efektif dengan memenuhi input, proses, output dan outcome. Dindukcapil sudah mempersiapkan fasilitas peralatan di mobil pelanduk, melakukan sosialisasi ke desa dengan Jemput Bola Pelayanan Administrasi Kependudukan (Jempol Pelanduk) dilakukan dengan baik, output Jempol Pelanduk sudah tercapai serta outcome Jempol Pelanduk, berdampak manfaat pada data dokumen kependudukan. Walaupun pada praktiknya dilapangan terdapat faktor penghambat dalam efektivitas.

Abstract

One form of effort to improve public information transparency services, is by making innovation changes that are carried out in accordance with Permendagri Number 3 of 2017. This research raises the issue of implementing the Public Information Disclosure policy in the East Kalimantan Provincial Government. This study uses a post positivist approach with qualitative methods. The results of this study indicate that (i) the implementation of the public information disclosure policy in East Kalimantan Province has been running effectively as evidenced in 2021 the East Kalimantan Government received an Informative Province award; (ii) to encourage the implementation of the public information disclosure policy in East Kalimantan Province, the recommended action is to increase the knowledge and understanding of the Information and Documentation Management Officer (PPID). Continuously it is necessary to carry out a Technical Guidance or Communication Forum to be able to provide explanations and discuss together with the Regional Apparatus Implementing PPID regarding the duties, principals and functions of the PPID, as well as a mechanism for managing public information exceptions as well as a mechanism for handling public information objections and disputes

Abstract

Collaborative governance with various parties has become crucial in disaster management. Research into cooperation between non-governmental and governmental entities is becoming crucial to work at this time, when the state is the only single actor capable of carrying out everything is beginning to lose its relevance, so the role of the state must be minimized and must be cut off by the private sector. This research aims to know clearly about Collaborative Governance in the control of coronavirus disease (COVID-19) district Banturung, Bukit Batu district, Palangkaraya City, Province Kalimantan Center. This research uses a type of qualitative research with a descriptive approach and a library search, which is a series of related activities using the Library data collection method. The focus of research was taken using Ansell and Gash in the collaborative governance process, starting with face-to-face dialogue, trust building, commitment to process, shared understanding and temporary results. (intermediate outcome). The research results showed that the collaborative governance process in combating the control of coronavirus disease (COVID-19) goes well through the process of face-to-face dialogue, negotiations carried out well between stakeholders resulted in various activities to combat the spread of control of covid-19. Activities include arrangement, sharing masks, sharing help, and socialization related to Covid-19. The communication process in the collaborative activities of the treatment of the control of covid-19 is carried out with close coordination to carry out the prevention activities, there is socialization, either directly or indirectly.

Abstract

The Family Hope Program is one of the program that aims to overcome public problems regarding poverity is society issued by the government which are conditionally classified as poor families in the form of social assistance as a form of social protection efforts. The purpose of this research is to study the process of evaluating the implementation of family programs in Winduaji Village, Paguyangan District, Brebes Regency. This study uses a descriptive qualitative approach that can describe problems in a study through the answers to these problems. Data collection techniques were carried out through interviews, observation and documentation. To test the validity of the data, researchers used a source triangulation technique, namely by checking the data that had been obtained through several sources. From the results of the analysis carried out on the Family Hope Program implemente, it could can run in accordaning to the regulations and procedures set by the relevant government. . This can be seen from the various activities carried out in Winduaji Village, Paguyangan District, Brebes Regency by PKH Facilitators, PKH Coordinators and community groups starting from meetings, disbursing, updating data to verifying commitments and towards the Family Hope Program. Aimed at the level of families who are slassified as poor can help meet the needs of people who are still minimal earning income in their respective families. However, there is a need for training and socialization regarding education on the use of assistance from the Family Hope program to build economic welfare independently for the people who belong to it, who in the future will not always depend on programed government assistance.

Abstract

Bureaucratic reform is the government's effort to improve public services that have not met people's expectations. This is due to ignorance of public services, and unresponsive service delivery. This study aims to find out how the integrated administrative service innovation (PATEN) influences the handling of dual citizenship identities in Nunukan Regency, North Kalimantan Province. This study used a quantitative approach with a simple random sampling measurement method in Nunukan Regency. The results of the study show that there is a positive and significant relationship between the service quality variable and the satisfaction variable in handling dual citizenship identity in Nunukan Regency, North Kalimantan Province. Obstacles and obstacles faced by the Nunukan Regency government in handling dual citizenship identity, namely the low ability of the government seen from the level of education and suitability in supporting service tasks, limited service facilities and facilities in supporting service tasks, resulting in limitations in area coverage, borders that are difficult to pass because territorial waters, low community participation in ownership of identity cards (KTP).

Abstract

This article discusses efforts to reduce golongan putih or golput activities (abstention) in general elections by strengthening citizen participation and involvement in public management. Through political education, increasing access to information, encouraging active involvement, and increasing citizen capacity, it is hoped that voter participation can be increased. Strengthening citizen participation and involvement in public decision-making processes will strengthen democracy, increase government legitimacy, and ensure policies that better represent the public interest. This literature study involved 60 reputable national and international journals and international journals that had the keywords abstentions, elections, participation, involvement, and public management. The synthesis of community participation and abstention activities in public management includes several things, namely public participation and engagement, decision-making and the formation of public policy, abstentions and the fulfillment of voting rights, and a democratic environment. It can be concluded that public management as a reference for ideal community participation and involvement in general elections has a slice of direct study by creating open channels of communication, promoting inclusive political participation, building trust, and developing community involvement in public participation mechanisms.

Abstract

The government has to deal with a variety of complex problems, including railroad accumulation, illegal fishing, brokerage activities, and even the general public's lack of awareness and willingness to pay motor vehicle taxes. The purpose of this study is to provide a comprehensive description of the E-Samsat service innovation, which is a public service innovation. The research method used in this research is this type of research using literature study research techniques. Since information relevant to the topic or problem being studied is collected by the researcher during the data collection process, this information can be obtained in research reports, journals, scientific papers, theses and dissertations, regulations, encyclopedias, and written sources that are both printed and in data form. electronic. The findings from this study indicate that e-Samsat service innovation has many aspects. Where is the Relative Advantage, namely the ease of the community in managing motorized vehicle tax payments (PKB). Compatibility (suitability) where e-samsat service innovations for the community are in accordance with the current conditions of technological development. Complexity (complexity) where e-samsat service innovation is felt to be uncomplicated in the implementation process. Then Triability (possibility of trying) people who respond positively to the e-samsat service. Furthermore, from Observability (ease of being observed) with a fairly simple service procedure electronically.

Abstract

The creative economy is one of the new economic concepts that intensifies information and creativity as well as Human Resources (HR) as the most important factors of production. The development of a creative economy strategy can be carried out through five pillars in supporting the strength of the New Indonesia in 2025, such as supporting resources, industry or tourism, financing, marketing, technology and infrastructure. This research was conducted using an interactive qualitative approach. This research uses a descriptive approach based on the process of developing creative economic strategies in the city of Palangkaraya. The collection of research data through the process of interviews, observation and documentation. The selection of informants was carried out using a purposive sampling technique. Data analysis used interactive analysis which aimed to analyze in the first research and explanatory design to analyze in the second research. The results of research on the development of creative economic strategy development in the city of Palangkaraya through the five pillars generally still require several aspects to support industrial and tourism development activities ranging from capital, policies to human and natural resources owned and the expansion of production networks to disseminate and introduce industry and tourism that can compete with others.

Abstract

Lately, there has been a greater recognition of the value of collaboration in government management. It is also recognized that managing collaboration is a complex matter due to the involvement of multiple stakeholders. The goal of this study is to look into the challenges that Indonesian local governments face when implementing a collaborative management scheme. Using a systematic review, we collect evidence from previous studies that analyze local governments that carry out specific collaborative programs. As a result, there are four distinct clusters of challenges, beginning with the complexity of networking, followed by a lack of resources, a lack of interest in collaboration, and political circumstance constraints. From mapping the challenges that are occurring and posing threats to the implementation of this future collaboration, we propose plans that the local government can apply in the future to deal with them. This starts with develop strategic framework, fostering culture of partnership, building capacity-building programs and adopt flexible approach.
