Abstract

The budgeting process is central to every administration be it the central government, local governments and the private sector because financial control is perhaps the most effective coordination tool. The scope and nature of government operations as a whole are determined by the allocations for the various programs. In fact, human nature has never been proven compared to when humans struggle to get a larger than usual share of the funds. This paper examines budgeting at the local government level, its preparation, problems and prospects. The study found that there was a wide gap between the budget plan and its implementation which resulted in the failure to fulfill political promises and the increasingly high expectations of society. The widespread dissatisfaction of the masses with the local government contributed greatly to the slow pace of local community development. This paper makes several recommendations that will reduce the incidence of budget deficits in the Government.

Abstract

So far, the performance appraisal of an organization is inaccurate because the assessment is only based on employee compliance with their superiors without providing an assessment based on the contribution made by the employee to the organization. This certainly impacts the employee’s weak motivation, so that it can affect organizational performance, which affects the quality of public services. This research tries to present the analysis of employee performance appraisal by emphasizing the determined qualities (competencies) to improve the performance of public service organizations in Indonesia. It can be seen that performance measurement can be used as a reference as a measure of the performance of an organization. The research was conducted using a literature review study. And use a qualitative approach in analyzing the data presented in the study. The study found that their direct superiors generally evaluate employees. Concerning the frequency of promotion in o organization, each leader explains that the organization has a clear pattern in determining the promotion and position. This is the authority of management. However, sometimes organizational leaders allow biased factors such as gender issues, appearance problems, specific ethnicity or race or feelings of hatred towards someone. Affect their judgment. Unless appraisals are based on actual job performance, they will continue to be conducted without the goals often required in fair performance appraisal systems.

Abstract

The research questions that will be investigated are how to establish a clear distinction between poverty and inequality in public policy debates and how public administrators can formulate and implement policies that will reduce world inequality today. Equality is not always seen as an equation of economic conditions but mainly as an equal opportunity to achieve it. This is why it is important to refer to the concept of social justice when addressing inequality. This article will review and analyze the current literature on poverty, inequality and social justice and will suggest some new approaches to eliminating inequality. Although the initiative required to achieve these objectives must come from politics, the public administrator will ultimately be the one to provide a definite plan or procedure to ensure the fulfillment of these political initiatives. This article will discuss how public policymakers can promote equality and social justice.

Abstract

Primary School is part of the 9-year compulsory education policy for children aged 6-7 years, during their 6 years of learning. The longest study time between the levels of education in Indonesia. The earlier statement means that Primary School Education is very important for the basic’s children development in Emotional Quation , Intelligence Quation, Adversity Quation, Spiritual Quation and Creativity Quation consecutively . Moreover, Entikong District - Sanggau Regency, West Kalimantan Province is one of the Priority Locations in the border region. The said service to public elementary school children must be in a good quality. Meanwhile the Services in SD Negeri 05 Suruh Tembawang Entikong are still far from expectations. This study aims to analyze the services to Suruh Tembawang Public Elementary School 05 Entikong District by the Sanggau Regional Government. The analysis used taken from Parasuraman opinions with the following indicators: Tangibles, Reliability, Responsiveness, Assurance and Emphaty. The Research Approach uses a Qualitative Approach and the Research Method is Descriptive. Data Collection Techniques: Interviews, Focus Group Discussion and Documentation. Informant Selection Techniques: Purposive. Data Analysis with Miles and Huberman. Data Validity Test with Triangulation. Discussion: Primary Schools in Priority Locations do not receive much attention, are very detrimental to society. In fact, they can reach other countries quickly as seen from their eyes. In terms of Indonesia's sense of nationality, it is quite vulnerable, while in education context, will get worse, if the conditions are not promptly corrected. Research results: Tangibles: It is difficult to access connecting bridge facilities with sub-districts, classrooms are damaged, there is no official residence, lack of teaching aids, computers are not available; Reliability: teaching is less reliable for teacher, responsiveness: unresponsive, Assurance: remains trusted by the community; Emphaty: teachers in high students as well as people empathize with teachers. Conclusion: There are lack of quality services for facilities and infrastructure in SD Negeri 05 Suruh Tembawang and not in accordance with what are needed. Recommendation: Local government should increase cooperation between SKPD (Dinas PU and Dinas Pendidikan Kebudayaan); Exploring the company's CSR; Inviting Universities for Community Service Program Internships.

Abstract

learning process implemented in universities due to COVID-19 has brought significant disruption to education. Interest and motivation to learn are very important in the learning process. It takes a platform that supports students to be motivated in running the activity hours well. Learning techniques that can be chosen are collaborative and creative learning in achieving effective graduate outcomes with the support of the Merdeka Campus program. This research aims to make gamification techniques to make students more creative, innovative, and interactive by utilizing the concepts of learning and playing. Furthermore, a learning platform based on blockchain technology can support quality universities as a layer of control in implementing security and fun learning. With gamification techniques in collaboration with blockchain technology, all devices connected to the network will become nodes or servers. This study uses agile development methods based on iterative and incremental models to create a distributed storage blockchain algorithm, and IPFS used to build the GamiChain iLearning education model (gamification blockchain). It can be concluded that GamiChain (gamification blockchain) can support the Merdeka Campus program, which can provide facilities for students to develop their potential and prepare excellent and outstanding graduates.

Abstract

Since the fall of the New Order, the Indonesian government has moved towards a decentralized system of government. The Central Government makes policies that provide the widest possible opportunity for local governments to manage their households in order to improve welfare. This study will present an analysis of the implementation and impact of public policies made by local governments, whether they succeed or fail in their implementation, especially to improve the welfare of the community. This study also describes several alternative ways to solve problems related to policy implementation. This research is qualitative in nature using literature study methods to collect data and analyze it.

Abstract

To support the “Tangerang Berbenah” and Government programs through: this program is to accelerate poverty reduction by fulfilling basic rights, reducing the burden of life, and improving the quality of life of underprivileged people by helping people have livable houses. The purpose of this study is to determine the Implementation of the Healthy Simple House Construction Program (PRSS) in Parung Serab Village in Ciledug District, Tangerang City by using indicators of the theoretical policy implementation model from George C. Edward III. The research method used in this study uses a qualitative approach with a descriptive type of research. Data collection are carried out by means of interviews, observations, and documentation. The results of the research in the Communication indicators have been good and effective between the Housing, Settlement land Office, BKM /Urban Village and the community, resource indicators are still inadequate due to insufficient budget resources. The Disposition Indicators have gone well as well as the good attitude shown by the implementers. The bureaucratic structure in the division of responsibilities carried out starting from the Urban Village, BKM Parung Serab Village and Housing, Settlement land Office of The Tangerang City is well carried out, based on clear and systematic SOP.

Abstract

In the era of globalization, western culture has established itself in Indonesia. It has become a common occurrence and has had a profound impact on the lives of the Indonesian people, particularly the millennial generation, which should be the nation's next generation. Internet-based inculcation of the Pancasila ideology's values is vitally important in the digital age. All Indonesians, even the millennial age, may comprehend and implement the Pancasila ideals in the life of society, nation, and state if they are taught the necessary formulas and procedures. This study employs a qualitative, descriptive methodology. The results demonstrate that Pancasila, as a philosophy, may be stated in a variety of basic living forms. As an open worldview, Pancasila cannot be divorced from the impact of contemporary societal values. The growth of fake news, such as social politics and racial hatred, is currently putting Pancasila to the test. As a result, as members of the millennial generation born during the digital era, they must be proficient with technology and social media. In addition, social media platforms offer opportunity for millennials to adopt Pancasila values. By sticking to the significance of Pancasila, the state's position is secured and national integration is maintained

Abstract

Plastik sampah yang semakin menumpuk setiap harinya serta sifat plastik yang membutuhkan waktu beratus-ratus tahun lamanya menyebabkan kondisi lingkungan yang tidak sehat, Maka dari itu usaha Pemerintah DKI Jakarta untuk mengurangi plastik dengan menciptakan peraturan kewajiban penggunaan sampah plastik pada pusat perbelanjaan, toko swalayan, dan pasar rakyat. Kebijakan ini kelak akan bermanfaat bukan hanya untuk mengatasi persoalan lingkungan, namun juga untuk mengatasi persoalan pemerintah bagaimana mengelola sampah yang semakin menumpuk. Sehingga harus ada kajian yang mendalam agar dapat menjadi kritik dan saran untuk lebih baik lagi dalam mengajak masyarakat untuk berpatisipasi dalam pelaksanaan kebijakan. Tujuan dari penelitian ini adalah untuk mengetahui tingkat partisipasi masyarakat dalam menerapkan kewajiban penggunaan Kantong Belanja Ramah Lingkungan (KBRL) di Kecamatan Cilandak. Penelitian ini menggunakan teori partisipasi masyarakat menurut Keith Davis dan John W Newstrom dengan 3 indikator, yaitu keterlibatan mental serta perasaan, dorongan motivasi, dan tanggung jawab. Metode yang digunakan pada penelitian ini yaitu kualitatif dengan. Teknik pengumpulan data wawancara, observasi, dan dokumentasi. Teknik analisis yang digunakan yaitu pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa partisipasi masyarakat dalam penerapan kebijakan kewajiban penggunaan KBRL sudah cukup baik, namun masih terdapat beberapa kendala diantaranya, pada pasar tradisional masih banyak pedagang yang menyediakan plastik, masyarakat sering lupa untuk membawa KBRL, sosialisasi yang dilakukan oleh Pemerintah untuk masyarakat kurang, dan pengawasan yang dilakukan oleh Sudin LH Jakarta Selatan belum optimal karena terhalang pandemi Covid-19. Plastic rubbish that piles up every day takes hundreds of years to cause unhealthy environmental conditions. Therefore the DKI Jakarta Government's efforts to reduce plastic are by creating prohibiting regulations on the use of plastic bags in shopping centers, supermarkets, and traditional markets. This policy will be useful not only for solving environmental problems but also for solving the public issue of how to manage the increasing amount of rubbish. So, there must be an in-depth study so to provide criticism and suggestions for alleviating public participation in the implementation of the policy. The purpose of this study was to determine the level of community participation in implementing the mandatory use of environmentally friendly plastic bags (KBRL) in the Cilandak District. This study follows the theory of community participation according to Keith Davis and John W Newstrom with 3 indicators, namely: Mental and Feeling Involvement, Motivation, and Responsibility. The method used in this study is qualitative. Data collection techniques include interviews, observation, and documentation. The analysis technique used is data collection, data reduction, data presentation, and conclusion. The results of this study indicate that community participation in implementing the mandatory use of KBRL policy is quite good, but there are still several obstacles including, in traditional markets, there are still many traders who provide a common plastic bag, and some people often forget to bring KBRL, socialization carried out by the government for fewer people, and the supervision carried out by the South Jakarta LH Sub-Department that has not been optimized due to the Covid-19 pandemic.

Abstract

The idea of sustainable development goals has become a catchphrase for many cutting-edge organizations due to its universal application. Many governmental and nongovernmental organizations (NGOs) and businesses throughout the world are actively focusing on this idea, but a thorough definition of the concept that encompasses digital marketing is lacking. The advent of digital marketing has revolutionized the way businesses interact with their global clientele. More and more businesses are realizing that the digital environment is not just the present, but also the future of their industry. When looking at the big picture, businesses think about how they can keep expanding and maintaining their current model. Sustainable digital marketing tactics are the focus of this research, which will examine them in light of global development targets. This study takes a descriptive qualitative approach. In light of the findings of this study, we sustainable development means providing for current needs without jeopardizing future generations' potential to do the same. Here, marketing is crucial, both in terms of emphasizing the importance of applying this concept and in terms of aligning company strategy with the environment. As a result, organizations now rely heavily on digital marketing to disseminate and communicate their ongoing actions and to get insight into how users behave and interact with them on the Internet.
