Abstract

This study aims to evaluate the implementation of the Pumped Irrigation Program in Lebak Regency, Banten, and its impact on food security. The agricultural sector in Lebak faces significant challenges, including suboptimal productivity and high dependence on rainfed land, which threatens regional food security. This study uses an evaluative qualitative approach with a six-criteria framework from William N. Dunn (effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy) to conduct a comprehensive analysis. Data were collected through in-depth interviews with key stakeholders, participatory observations, as well as analysis of program documents and statistical data. The results revealed a significant "implementation deficit", where the program's potential was hampered by systemic weaknesses. Despite demonstrating local effectiveness in improving crop indexes, the overall impact is hampered by operational inefficiencies, inadequate resource allocation, uneven distribution of aid, and lack of responsiveness to local needs. It was found that there are critical socio-technical discrepancies, where the provision of technology is not supported by human capacity building and adequate institutional support. The study concludes that the program's contribution to food security is still suboptimal due to the failure of the implementation. Policy recommendations are focused on strengthening monitoring and evaluation systems, implementing data-based and participatory targeting, integrating technical training with technology distribution, and developing sustainable operational models.

Abstract

Kegiatan yang dilaksanakan dalam Program Kuliah Kerja Mahasiswa (KKM) ini merupakan salahsatu program utama dari KKM yang dilaksanakan Untirta pada Bulan Januari sampai Februari 2024. Program yang fokus pada pengembangan potensi yang ada di lokasi KKM yakni Desa Cikatomas Kecamatan Cilograng Kabupaten Lebak Banten ini berujuan membantu mengenalkan potensi desa kepada khalayak umum. Metode yang digunakan dalam kegiatan ini adalah Advokasi dengan teknik Observasi yang dapat diartikan sebagai pengamatan dan pencatatan dengan sistematik terkait objek yang diamati. Dalam arti luas, observasi sebenarnya tidak hanya terbatas pada pengamatan yang dilakukan, baik secara langsung maupun tidak langsung. Kegiatan konkrit yang dilakukan dalam rangka promosi wisata untuk objek Curug Kanteh adalah mempromosikannya di akun sosial media agar semakin banyak orang yang mengetahui keindahan alam Curug Kanteh sehingga tertarik untuk berkunjung. Selain itu dilakukan kegiatan kolaboratif antara mahasiswa dengan masyarakat setempat dengan tujuan membersihkan lingkungan sekitar Curug Kanteh agar terciptanya lingkungan yang asri, bersih dan lebih menarik sehingga semakin banyak orang yang akan tertarik mengunjungi lokasi wisata Curug Kanteh.

Abstract

This activity, which will be held from January to February 2024, is one of the main programs of the Student Work Lecture (KKM) implemented by Sultan Ageng Tirtayasa University (Untirta). This program, which focuses on developing the potential in the KKM location, namely Cikatomas Village, Cilograng District, Lebak Banten Regency, aims to help introduce the village's potential to the general public. The Central Government through the Ministry of Cooperatives and UKM has launched the OVOP Program or better known as the abbreviation One Village One Product/One Village One Product Approach, while the meaning of OVOP is an approach to developing regional potential in one region to produce one unique global class product according to regional characteristics. by utilizing local resources. The aim of this community service activity is to socialize the development of Micro, Small and Medium Enterprises (MSMEs) which have been operating for quite a long time in Cikatomas Village. The method used is coaching by socializing how to utilize social media in the form of WhatsApp, Facebook and Instagram which are used to promote the village's specialty banana chips UMKM. The result of this activity is to update the packaging of the banana sale products to make them more attractive and increase marketing or promotion of the banana sale business by posting merchandise on forums and buying and selling groups on WhatsApp, Facebook and Instagram.

Abstract

Family resilience is a strategic issue in urban settings, particularly among families experiencing socioeconomic vulnerability. This community service program aims to develop a social intervention model to strengthen family resilience in Serang Subdistrict, Serang City. The implementation consisted of several stages, including an initial needs assessment, family education sessions, economic skills training, intensive family mentoring, and the establishment of a family support network to reinforce community-based social ties. The program outcomes indicate significant improvements in various aspects of family capacity: family knowledge increased by 60 percent, communication skills improved by 45 percent, and 70 percent of participants began applying better household financial management practices. Additionally, a family support group was formed, functioning as a social network where residents can share experiences, exchange information, and develop strategies for resilience building. These findings demonstrate that education-based and community empowerment interventions are effective in enhancing families’ abilities to manage social and economic pressures. The program also shows strong potential for replication in other subdistricts, provided that local contexts and community needs are appropriately considered.

Abstract

The punk phenomenon in Indonesia has developed since the 1990s and has become part of the dynamics of urban public space subcultures. In its development, punk children are often confronted with negative stigma as part of street children and social welfare problems, which requires policy responses that are not merely repressive but also rehabilitative. This study aims to analyze the strategy of the Social Service (Dinas Sosial) in handling punk children. The research employs a descriptive qualitative approach. Data were collected through  observation, in-depth interviews, and documentation studies. Data analysis was conducted using the Miles and Huberman model, with data validity ensured through triangulation and member checking. The analytical framework refers to Mulgan’s public sector strategy theory, which includes the dimensions of purpose, environment, direction, action, and learning. The findings indicate that the Social Service has established formal objectives and implemented outreach and social rehabilitation programs, supported by coordination with relevant agencies. However, the strategy has not been optimally implemented due to limited continuity of post-intervention assistance, underutilization of shelter facilities, and weak evaluation and policy learning mechanisms in responding to the high mobility characteristics of punk children. This study recommends strengthening cross-sector collaboration, enhancing continuous assistance, optimizing social rehabilitation facilities, and reinforcing monitoring and policy learning to improve the effectiveness and sustainability of punk children handling.

Abstract

The low activation rate of the Digital Population Identity (IKD) remains a challenge in the digitalization of population administration at the local level. In Tangerang City, IKD activation reached only 2.06% (28,173 users) in 2023 and increased to 4.45% (62,364 users) in 2024, which is still far below the national target of 25%. This study aims to analyze the implementation of the IKD program in Tangerang City using George C. Edwards III’s policy implementation model, which includes the aspects of communication, resources, disposition, and bureaucratic structure. This research employs a qualitative approach with data collection techniques consisting of in-depth interviews, observation, and documentation involving policy implementers as well as IKD users and non-users. The findings indicate that communication among policy implementers has functioned relatively well; however, public communication remains uneven and has not been able to enhance public understanding and trust. Human resources, facilities, and technological support are considered adequate, but transparency regarding personal data security remains a major weakness. The disposition of implementers reflects positive attitudes, yet it has not produced a meaningful impact on increasing public participation. The bureaucratic structure has supported implementation through clear coordination, although it has not been strengthened by specific local standard operating procedures. The novelty of this study lies in the finding that the low level of IKD activation is more strongly influenced by limitations in policy communication and low public trust in data security rather than by technical factors alone.
