Abstract

Normative legal research toward the risks of exploration and exploitation of oil and natural gas is a response to environmental disasters of lapindo mudflow in porong, Sidoarjo,, East Java. In an effort to find solutions of problems occurred, namely environmental damage and losses that occur as a direct result of mining activities of PT. Lapindo Brantas has caused great losses, both public property and citizens. Who must take the responsibility for whatever risks that may happened based on the Petroleum Natural Gas Act and the Environmental Management Act ? Based on analysis of data it can be delivered the following results, (1) According to the prevailing laws and regulations the rights of state control over oil and gas held by the government as the authority of Mining, which in the implementation of authority is carried out by the oil and Gas Implementing Body. Thus Enterprises of PT. Lapindo Brantas which conducts the exploration and exploitation in Porong’s mining area, Sidoarjo has to get the concession based on the Cooperation Contract. (2) Concerning to the environmental damages and losses occurred as the results of mining activities of PT. Lapindo Brantas, the company is obliged to take responsibility for whatever risks that may happened. Similarly, the state should not escape from the consequences as the authority of mining which has the obligation to protect the interests and general welfare, in any attempt to use the natural resources for prosperity of the people as great as possible.

Abstract

White Crystal Sugar (GKP) is the second most demanded food commodity in Indonesia after rice. The demand of GKP rises with the increasing population. National demand of sugar comprises of direct consumption (household) and indirect needs (food, beverage and pharmaceutical industries). In the last five years, the demand for sugar in household consumption has been relatively stable. In contrast, the demand for industrial sugar is increasing and the overall demand for sugar surpasses national sugar production. Efforts made by the government at this time including importing sugar and preparing for the achievement of self-sufficiency in household sugar consumption scheduled for 2019. Implementing both policies are challenging due to the declines in ​​sugarcane fields and productivity. Our Dutch-heritage factories must be revitalized whereas building a new sugar factory (PG) is costly as well as research. Therefore, the effort that can be done quickly is importing sugar for industrial demand in form of raw sugar (Raw Sugar).

Abstract

Occupational Health and Safety (K3) is a necessity for everyone in carrying out work and daily activities. Undisciplined worker behavior factors, inappropriate work methods, changes in workplaces, equipment, causes of work accidents. In order to ensure the implementation of K3, NPCT1 implements regulations that must be obeyed by all workers, employees and visiting guests. In this study, the authors used a qualitative research method with a descriptive approach. Occupational Health and Safety (K3) and security are carried out very strictly and consistently so that it runs according to the stipulations. K3 is carried out by HSSE staff directly, the number of personnel is 16 (sixteen), divided into 4 teams with excellent and professional performance in carrying out Port Patrol Inspection.NPCT1 has a Port Clinic as a health service for workers. Port Clinic is manned by 2 (two) doctors and 4 (four) paramedics. With careful preparation, very strict implementation and supervision and consistent evaluation in the implementation of K3, then within a period of 3 (three) consecutive years, from 18 August 2016 to 18 August 2019, there were no accidents (Zero Accident), so NPCT1 received appreciation of the Zero Accident Award in the form of a Zero Accident Award from the manager of Tanjung Priok Port.

Abstract

Tujuan penelitian ini adalah sebagai upaya menjelaskan standar keselamatan kerja dan prosedur yang berlaku dalam bongkar muat barang di perusahaan bongkar muat serta sebagai upaya perusahaan bongkar muat dalam menanggulangi resiko-resiko pelaksanaan pekerjaan dan kecelakaan kerja. Metode penelitian menggunakan pendekatan diskriptif kualitatif. Pelaksanaan penelitian di PT. Berkah Tata Baruna Di Pelabuhan Merak Banten. Hasil penelitian yang dapat disampaikan bahwa untuk memberikan perlindungan dan keamanan maka perusahaan bongkar muat telah memberikan standar keselamatan kerja bongkar muat serta diberikan prosedur (SOP) pada setiap operasional bongkar muat barang. Demikian juga PBM telah memberikan pentingnya pencegahan dan penanggulangan, risiko-risiko keselamatan kerja melalui penerangan, pelatihan SDM, penggunaan alat keselamatan, serta usaha - usaha unit tanggap darurat atas terjadinya kecelakaan kerja. Kesemuanya telah sesuai menurut Peraturan perundang-undangan yang berlaku, seperti UU Nomor 1 Tahun 1970, UU Nomor 13 Tahun 2003, UU Nomor 152 Tahun 2016.

Abstract

Pelatihan berarti suatu perubahan yang sistematis dari knowledge, skill, attitude dan behaviour yang terus mengalami peningkatan yang dimiliki oleh setiap taruna, sedangkan motivasi belajar adalah dorongan yang timbul baik dari dalam maupun dari luar diri taruna yang mampu menimbulkan semangat dan kegairahan belajar. Penelitian ini bertujuan untuk mengetahui pengaruh pelatihan International Safety Management (ISM) Code dan motivasi belajar taruna terhadap kompetensi taruna Sekolah Tinggi Maritim Yogyakarta. Jenis penelitian ini adalah explanatory research dengan pendekatan kuantitatif. Populasi penelitian ada Taruna 4 Prodi di Sekolah Tinggi Maritim Yogyakarta yang mengambil pelatihan International Safety Management Code. Dengan jumlah sampel 140 orang taruna. Teknik analisis data dalam penelitian ini menggunakan analisis regresi linier berganda dengan uji regresi serempak (F-test) dan uji regresi parsial (t-test). Proses perhitungan dibantu program aplikasi software IBM SPSS statistics 23. Hasil penelitian menunjukkan bahwa pelatihan ISM Code dan motivasi belajar taruna berpengaruh secara positif dan signifikan  terhadap  kompetensi taruna. Pelatihan ISM Code dan motivasi belajar taruna mampu menjelaskan  kompetensi  taruna sebesar 74,1%. Sementara untuk 25.9% kompetensi taruna dipengaruhi oleh variabel selain pelatihan dan motivasi.

Abstract

The purpose of this study is to describe the implementation of agency agreements at PT. Prima Kaltara Bahari shipping lines in representing the Owner / principal; identifying problems in the implementation of the ship agency agreement at PT. Prima Kaltara Bahari shipping lines. This research is a research with a legal approach using a qualitative approach. Furthermore, it applied a descriptive approach in its data analysis. The results showed that the agency agreement between the principal/Owner and the local shipping lines as a local agent began with the appointment of what is commonly called a Letter of Oppoinment. It is a work order from the ship's Owner to the local company agent as stipulated by Ministry Regulation Number 65 of 2019 on the Implementation and Operation of Ship Agency. The implementation of the work as stated in the Letter of Oppoinment must be carried out which includes services before the ship arrives, when the ship arrives (Clearent In) and upon departure of the ship (Clearent Out). This process applied the provisions of Article 1338 of the Civil Code that all agreements made legally and laws to those who make them. It means that the local agent, in this case, PT Prima Kaltara Bahari is bound to fulfill its obligations to the Principal / Owner abroad.

Abstract

Pelayaran adalah transportasi yang berisiko tinggi dari kecelakaan laut sehingga setiap kapal harus memenuhi syarat keselamatan pelayaran. Tujuan penelitian untuk mengetahui fungsi penilaian dan pengawasan kelaiklautan kapal oleh KSOP Kelas IV Probolinggo. Penelitian ini adalah studi kasus pada Kantor Kesyahbandaran dan Otoritas Pelabuhan (KSOP) Kelas IV Probolinggo dalam penilaian kelaiklautan kapal sebelum penerbitan Surat Persetujuan Berlayar (SPB). Metode penelian adalah evaluatif berdasarkan regulasi keselamatan pelayaran. Sumber utama data adalah pejabat KSOP Kelas IV Probolinggo. Validasi sumber data dari operator kapal. Hasilnya: (1) Inti penilaian dan pengawasan kelaiklautan kapal dilaksanakan dalam rangka menjaga keselamatan pelayaran; (2) Penilaian dan pengawasan kelaiklautan kapal meliputi aspek fisik kapal dan aspek dokumen keselamatan pelayaran; (3) Kapal yang memenuhi aspek fisik dan dokumen keselamatan pelayaran diberikan Surat Persetujuan Berlayar, sedangkan yang tidak memenuhi dokumennya diubah sesuai realita sampai diterbitkan SPB; (4) Masih ditemukan pengawakan kapal yang kualifikasi keterampilan pelaut kurang dan kesejahteraan pelaut di bawah konvensi MLC 2006.

Abstract

The mass of services at ports requires a long bureaucracy that is more like a monopoly or almost dominated by certain parties, which can trigger divergence because users/customers need fast service to avoid a high costing economy, causing loopholes in system and procedure deviations at the Port. This study aims to determine the efforts made to reduce gaps in system and procedure irregularities at the Port. The data collection method is divided into 2 parts, namely: Observation Method and the literature study. The results of the study stated that the efforts that must be made in reducing the gaps in the system and procedure deviations at the Port do the following (1) Equalize the perception of existing systems and procedures, (2) Maximize the National Single Window at ports (3) Monopolies take refuge under bureaucracy, (4) Port Privatization, (5) Five strategies to change bureaucratic behaviour.

Abstract

The "link and match" program intensified by the Ministry of Education and Culture does not only benefit the world of education which makes it easier to adjust to the industry. The purpose of this community service is to provide socialization about Link and Match Maritime Vocational College Graduates in the Field of Shipping with the Business World and the Industrial World and know about the absorption of graduates produced by universities with the Business World and the Industrial World. The method used in this community service activity is socialization about Link and Match Maritime Vocational College Graduates in the Field of Shipping with the Business World and the Industrial World. The results of dedication in the form of socialization about Link and Match Maritime Vocational College Graduates in the Field of Shipping with the Business World and the Industrial World ran smoothly. In addition, the average percentage of absorption of vocational school graduates at Yogyakarta Maritime College was obtained through the Link and Match Program which was created to synergize vocational education with the industrial world to increase the absorption of vocational school graduates so that they can become reliable workers while saving expenses to become new human resources following industry needs of 92.11%. The absorption of graduates for graduates of the D3 Marine Transportation Management study program is 84.00%, the absorption of graduates for the D3 Ship Machinery study program is 100% and the absorption of graduates for the D3 Nautical Studies study program is 100% of the total 70.37% of tracked graduates.

Abstract

ABSTRAKPedoman pembagian kerja (division of work) di dalam suatu organisasi akan dapat membantu ketepatan tugas dan tanggungjawab yang diberikan kepada masing-masing anggota dalam suatu organisasi. Tujuan pengabdian kepada masyarakat (PKM)  ini adalah untuk melakukan pelatihan terhadap pengurus Masjid Nurul Islam terkait pemahaman division of work masing-masing bagian selain itu melakukan pendampingan dalam pembuatan plan program kerja seksi dakwah takmir dalam rencana pelaksanaan Taman Pendidikan Al-Quran (TPA) untuk dewasa. PKM ini dilaksanakan pada Tanggal  07 Agustus 2023-07 Maret 2024 yang bertempat di Masjid Nurul Islam Dusun Jetis Sinduadi Mlati Sleman Yogyakarta. Sasaran PKM adalah anggota yang tergabung dalam Organisasi Takmir Masjid Nurul Islam dengan jumlah peserta 14 orang. Alur PKM yaitu melakukan pengamatan/observasi lingkungan terkait kebutuhan, penyampaian materi, dan pendampingan pembuatan Konsep Implementasi Pelaksanaan TPA Dewasa dan pembuatan kinerja Seksi dakwah Organisasi Takmir Masjid. Hasil dari PKM ini adalah terlaksananya penyampain materi terkait pemahaman division of work masing-masing bagian Organisasi takmir Masjid Nurul Islam diantaranya penasehat, ketua, sekretaris, bendahara, sarana dan prasarana, dakwah / phbi, humas, keamanan. Terlaksananya pendampingan dalam pembuatan plan program kerja seksi dakwah takmir dalam rencana pelaksanaan Taman Pendidikan Al-Quran (TPA) untuk dewasa mulai dari metode mengajar, pembuatan formulir pendaftaran, persiapan sebelum pembelajaran diantaranya terkait sistem pendanaan, sistem pembayaran, administrasi peserta termasuk pembuatan blanko penggolongan kelas, blanko presensi pembelajaran, blanko daftar kemajuan pembelajaran.. Kata kunci: division of work; plan program kerja; taman pendidikan al-quran. ABSTRACTGuidelines for the division of work in an organization will be able to help the accuracy of tasks and responsibilities given to each member of an organization. The purpose of this community service is to conduct training for the management of the Nurul Islam Mosque related to understanding the division of work of each section in addition to assisting in making a work program plan for the Dakwah Takmir section in the implementation plan of the Al-Quran Education Park for adults. The community service will be held on August 7, 2023-March 7, 2024. The target of the community service is members who are members of the Nurul Islam Mosque Takmir Organization with a total of 14 participants. The flow of community service is to make environmental observations related to needs, deliver material, and assist in making the Concept of Implementation of Adult Landfill Implementation and making the performance of the Da'wah Section of the Takmir Masjid Organization. The result of this community service is the implementation of the material presentation related to the understanding of the division of work of each part of the Nurul Islam Mosque Takmir organization including advisors, chairman, secretary, treasurer, facilities and infrastructure, da'wah / phbi, public relations, security. The implementation of assistance in making a work program plan for the dakwah takmir section in the implementation plan of the Al-Quran Education Park for adults starting from teaching methods, making registration forms, preparation before learning including related to the funding system, payment system, participant administration including making class classification blanks, learning attendance blanks, learning progress list blanks. Keywords: division of work; work program plan; al-quran education park
